On April 24, 2024, at around 9:00 P.M. Oxnard police officers responded to the area of Date Street and Pine Street regarding a shooting that had just occurred. Officers contacted the intended victim, a 45-year-old Oxnard resident, who stated he had just been shot at by a male suspect. The victim was not struck by gunfire and was uninjured.

 

Investigators from the Oxnard Police Department Violent Crimes Unit took over the investigation. Investigators gathered enough evidence to identify the suspect as Fernando Mejia, a 47-year-old Oxnard resident.

 

On April 26, 2024 members from the Violent Crimes Unit, Oxnard Police Homeless Liaison Unit, and Oxnard Police K9 Unit located Mejia in the 1600 block of Pine Street where he was taken into custody without incident. A search warrant was obtained to search Mejia’s encampment located in the east alley of the 1200 block of Mercantile Street adjacent to the railroad tracks.   

 

During the search, Investigators located a loaded .38 caliber revolver, a 12-gauge shotgun, ammunition, narcotics, and items indicative of narcotic sales.

 

Mejia has a prior felony conviction which prohibits him from owning or possessing any firearms or ammunition. He was arrested for assault with a deadly weapon, and numerous narcotics and firearms-related offenses. He was booked at the Ventura County Sheriff’s Office Pre-Trial Detention facility.

SUBJECT:    DUI and Driver’s License Checkpoint and DUI Enforcement Patrols

Oxnard Police Department to hold DUI Checkpoint and use extra officers to patrol for suspected impaired drivers

 

The Oxnard Police Department will have additional officers working patrol on Saturday, April 27, 2024, specifically looking for drivers suspected of being under the influence of alcohol and/or drugs.  In addition, the Oxnard Police Department will hold a DUI/driver’s license checkpoint at an undisclosed location within the city. The DUI Checkpoint and DUI patrols will be from 7:00 p.m. to 2:00 a.m.

 

DUI checkpoints and patrols are done in locations with a history of DUI-related collisions and arrests. During the checkpoint, officers will be looking for signs of alcohol and/or drug impairment, with officers checking drivers for proper licensing.

 

In 2021, 1,370 people were killed on California roads in crashes involving drivers who had a blood alcohol content over the legal limit (.08 or above).  The Oxnard Police Department reminds the public that impaired driving is not just from alcohol. Prescription or over-the-counter medications with an operating heavy machinery warning on the label can also impair. While medicinal and recreational marijuana are legal, driving under the influence of marijuana is illegal.

 

If you plan on drinking or are taking medications that can affect your ability to drive, please take these precautions to avoid a DUI:

●       Always use a designated sober driver – a friend who is not drinking, ride-share, cab, or public transportation – to get home.

●       Walking while impaired is also dangerous. Have someone sober walk you home or stay with you until a sober driver is available to pick you up.

●       Report drunk drivers – Call 911.

●       Hosting a party? Offer nonalcoholic drinks. Monitor who is drinking and how they are getting home.


A DUI arrest is not cheap. Drivers charged with DUI face an average of $13,500 in fines and penalties, as well as a suspended license and possible jail time.

The Ventura County Medical Examiner’s Office has identified the bicyclist as Joey Paquet, a 35-year-old resident of North Hollywood. Oxnard Traffic Investigators continue investigating the circumstances leading up to the collision.

On April 21, 2024, at approximately 9:41 p.m., officers from the Oxnard Police Department responded to a traffic collision involving a vehicle and a bicyclist that occurred at the 101 northbound off-ramp and Oxnard Boulevard. The bicyclist, a 45-year-old resident of North Hollywood, sustained fatal injuries and was pronounced deceased at the scene. The driver of the vehicle, Linda Rubow, remained at the scene and cooperated with investigators.

Based on the initial investigation, it was determined that the bicyclist was riding southbound in the northbound lanes. Rubow was making a right turn from the 101 northbound off-ramp when she collided into the bicyclist.  Investigators do not believe speed, alcohol, or drugs were contributing factors to the collision, however the investigation is ongoing. Officers have completed the collision investigation at Oxnard Boulevard and the 101 overpass. All traffic lanes are now open.

SUBJECT:   Juvenile, on Probation for Firearms Possession, Arrested for Firearm Possession

SUSPECTS:  16-year-old male Oxnard resident

On April 19th, at approximately 7:30 p.m., officers from the Oxnard Special Enforcement Unit (Gang Unit) observed a juvenile, documented criminal street gang member in a parked vehicle.  The officers recognized the juvenile and knew the juvenile to be on probation for firearms possession.  The officers contacted the juvenile who was seated in the driver’s seat.  There were two additional juveniles in the vehicle with the driver. 

 

The officers confirmed the juvenile’s probation and then removed the juvenile from the vehicle to exercise his search terms.  The juvenile admitted to being in possession of a handgun that was concealed on his person.  The officer confiscated the handgun which was a loaded Smith & Wesson M&P 5.7 handgun with a threaded barrel.  A threaded pistol barrel allows the firearm to accept a flash suppressor, or silencer and fit the definition of “assault weapon”, per 30515 of the California Penal Code, The juvenile also had specific gang and weapons terms, prohibiting him from possessing weapons. In addition to the threaded barrel, the firearms serial number had been obliterated and was unable to be identified which is an additional felony.  The juvenile was arrested for various firearms violations. The additional juveniles in the vehicle were released from the scene.

On April 15, 2024, at approximately 11:45 p.m., the Oxnard Police Department communications center received a call of a shooting victim in a vehicle at the intersection of Yucca St and “F” St. Oxnard Police Officers responded to the area and located a 17-year-old male Oxnard resident suffering from a single gunshot wound. He was transported to an area hospital where he was listed in critical condition. Officers located evidence of the shooting in the 4200 block of South “G” St.

Investigators from the Oxnard Police Department Violent Crimes Unit assumed responsibility for the investigation initially. At 2:20 P.M., the Oxnard Police Department was notified the victim had succumbed to his injuries. The Oxnard Police Department Major Crimes Unit took over the investigation. The investigation is ongoing and no further information is available at this time. A motive for the crime has yet to be established. SUBJECT:   Residential Burglary Leads to Arrest and Recovery of Stolen Vehicle

On April 13th, at approximately 4:30 P.M., officers from the Oxnard Police Department responded to a home in the 1200 block of Beverly Drive to investigate a residential burglary that occurred earlier in the afternoon.  Officers quickly learned that the home’s video surveillance system captured footage of the female suspect entering the home and exiting with several valuable stolen items.  The suspect was also seen entering the victim’s white, 2021 Chevrolet Silverado 3500 pick-up truck and driving away with it. 

During the investigation, officers learned that the stolen truck was equipped with OnStar.  Within one hour, officers located the stolen truck in the parking lot of Oxnard Community Park West occupied by the female suspect, Violet Legend, who was seated in the driver’s seat wearing clothing taken during the burglary.  Legend was taken into custody and found to be the same suspect observed on the home’s surveillance video committing the burglary.  Legend was arrested for burglary, motor vehicle theft and narcotics related offenses.  The items stolen during the burglary were located in the truck.  Legend was also found to have an outstanding arrest warrant from a previous burglary investigation.
