On September 29, 2021, at 8:34 p.m., Oxnard traffic investigators responded to a hit and run collision that occurred on Hemlock Street east of N Street which resulted in the death of a 16-year-old bicyclist of Port Hueneme.  Based on the investigation, it was determined the bicyclist was westbound on Hemlock Street when he was struck from behind by a vehicle.  The bicyclist was ejected off his bike as the driver of the vehicle fled the scene of the collision westbound on Hemlock Street.

Traffic investigators conducted an extensive search and located the vehicle which was abandoned in the area of Hemlock Street and Patterson Road.  The owner of the vehicle was identified as Julio Cesar Sanchez, a 39-year-old Oxnard resident, and investigators were able to determine that Sanchez was the driver involved in the collision.  As a result, Sanchez was arrested for felony hit and run and vehicular manslaughter.  Sanchez was booked into the Ventura County Jail.

On September 29, 2021, at approximately 8:34 p.m., Oxnard officers and EMS personnel responded to a hit and run traffic collision involving a vehicle and bicyclist that occurred on Hemlock Street east of N Street.  When police personnel arrived at the scene of the collision, they discovered a 16-year-old male bicyclist of Port Hueneme had been struck by a vehicle and sustained critical injuries.   The bicyclist was transported to the Ventura County Medical Center but succumbed to his injuries.

On June 13, 2021 at approximately 4:19 A.M., officers from the Oxnard Police Department were dispatched to an armed robbery that had just occurred at the AM/PM, located at   2850 South Rose Avenue. When officers arrived, they learned the suspect entered the store, brandished a handgun, and ordered the occupants inside onto the ground. The suspect then demanded the cashier hand over money from the register. The cashier complied and the suspect fled the business with the money.

 

Investigators from the Special Operations Division assumed responsibility for the investigation. During the course of the investigation, investigators were able to identify the suspect as 44-year-old Rancho Cucamonga resident Samuel Reyes. Although Reyes currently resides in Rancho Cucamonga, he has ties to the Oxnard area.

 

On September 28, 2021 at approximately 1:30 P.M., investigators located Reyes in the City of Rancho Cucamonga. Reyes was contacted and taken into custody without incident. A search warrant was subsequently served at Reyes’ residence.

 

Reyes was arrested for armed robbery and possession of methamphetamine. He was transported back to Ventura County and was later booked into the Ventura County Jail on those charges. On September 28, 2021, at approximately 1:00 pm, members from the Oxnard Police Department Auto Theft Task Force were in the area of the 1400 block of Huntswood Way when they observed a motorcycle without a license plate. The motorcycle was in possession of Jaime Juanes, a 27-year-old resident of Oxnard.

 

The motorcycle was reported stolen from the City of Oxnard earlier in the year. Investigators also observed that the vehicle identification number (VIN) had been removed from the motorcycle. 

 

Jaime Juanes was arrested for possession of a stolen vehicle, removal of a public vehicle identification number, and possession of a stolen vehicle with a prior felony auto theft conviction.

 

Auto Theft Detectives ask residents to help prevent auto theft in our community by never leaving vehicles running while unattended and to remove all keys and valuables from their vehicles.  It is also advised for residents to remember to lock and secure their vehicles before going to sleep at night and utilize vehicle alarms or anti-theft devices like the Club.

 

The detectives assigned to this case are attached to the Property Crimes Unit. The Property Crimes Unit is made up of detectives that are committed to solving and preventing property-related crimes in the City of Oxnard.

Bicycle and Pedestrian Safety Operation Planned for September 30, 2021.

 

The Oxnard Police Department will conduct a bicycle and pedestrian safety enforcement operation on September 30, 2021, from 3:00 p.m. to 7:00 p.m. aimed at keeping people out exercising or enjoying the outdoors safe.

 

The Oxnard Police Department recognizes the need to protect the public by looking for violations made by bicyclists, drivers and pedestrians that make roads unsafe.

 

These violations include drivers speeding, making illegal turns, failing to yield to pedestrians in crosswalks, failing to stop for signs and signals or any other traffic violation by bike riders or pedestrians.

 

The safety of bicyclists and pedestrians remains a top priority for the Oxnard Police Department.  To keep you and your family safe, the Oxnard Police Department offers the following tips when out biking, driving, or walking:

 

PEDESTRIANS

●        Only cross at marked crosswalks or intersections with a stop sign or signal.

●        Look for cars backing up. Avoid going between parked cars.

●        Make eye contact with drivers. Don’t assume they see you.

●        Wear bright clothing during the day and use a flashlight when walking at night.

 

DRIVERS

●        Wait for pedestrians to cross the street. Be courteous and patient.

●        Stay off the phone.

●        Follow the speed limit.

●        Look for pedestrians when backing up or turning.

 

BICYCLISTS

●        Always wear a helmet. Helmets are required by law for anyone under 18.

●        Bicyclists must travel in the same direction of traffic and have the same requirements as any slow-moving vehicle.

 

Funding for this program is provided by a grant from the California Office of Traffic Safety, through the National Highway Traffic Safety Administration. 

Officers are on the scene of two separate serious injury collisions. The first collision happened at 6:53 p.m. at the intersection of Channel Islands Blvd. and Manzanita Drive. Two occupants from one vehicle were transported to a local hospital, including a young child who is currently listed in critical condition. Traffic is closed for W/B Channel Islands Blvd. at M Street. Motorists traveling in the surrounding area can expect potential traffic delays.

The Oxnard Police Department with assistance from the Department of Alcoholic Beverage Control has cited five clerks in the City of Oxnard for selling alcohol to minors on September 24, 2021.  The actions were the result of a minor decoy operation in which minors, under the direct supervision of police officers, attempted to purchase alcohol from 15 retail licensees in the City of Oxnard.  

Those who sold to the minor face a minimum fine of $250, and/or 24 to 32 hours of community service for a first violation.  In addition, ABC will take administrative action against the alcoholic beverage license of the business where alcohol was sold to a minor.  That may include a fine, a suspension of the license, or the permanent revocation of the license.

Compliance checks are being conducted statewide to reduce the availability of alcohol to minors.  Statistics have shown that young people under the age of 21 have a higher rate of drunken driving fatalities than the general adult population.  The Oxnard Police Department is committed to reducing the availability of alcohol to minors.

Minor Decoy operations have been conducted by local law enforcement throughout the state since the 1980s.  When the program first began, the violation rate of retail establishments selling to minors was as high as 40 to 50 percent.  When conducted on a routine basis, the rate has dropped in some cities as low as 10 percent or even below.  

In 1994, the California Supreme Court ruled unanimously that the use of underage decoys is a valid tool of law enforcement to ensure that licensees are complying with the law.  

Funding for this program was provided by a grant from the California Alcoholic Beverage Control (ABC) through the department’s Grant Assistance Program. ABC is a Department of the Business, Consumer Services and Housing Agency.
