Oxnard Tobacco Smoke Shops Found Selling Cannabis Products
During the last week of November 2024, officers from the Oxnard Police Department and inspectors from the California Department of Tax and Fee Administration (CDTFA) conducted several tobacco retail inspections involving tobacco smoke shops within the City of Oxnard. During the inspections, two tobacco smoke shops were found to be selling regulated cannabis products in violation of 11359(b) of the Health and Safety Code. The retailers were also found to be violating several city ordinances and state regulations related to tobacco sales.
The City of Oxnard currently has eight licensed retail cannabis dispensaries operating within the city. The retail cannabis dispensaries are licensed by the State of California Department of Cannabis Control (DCC) and the City of Oxnard. The two retail tobacco smoke shops found to be selling cannabis products were unlicensed and will face fines, revocation of licenses, and possible criminal prosecution related to Health and Safety Code violations. The investigation is ongoing.
These retail tobacco inspections were part of the ongoing California Department of Justice Tobacco Grant Program. Funding for the Tobacco Grant Program was a result of the passage of the California Healthcare, Research and Prevention Tobacco Tax Act of 2016 (Prop. 56) increasing taxes on cigarettes and other tobacco products by $2.00 starting in April 2017. The initiative allocates a portion of annual revenue to the California Department of Justice. https://oag.ca.gov/tobaccogrants
