SUBJECT: Officer Involved Shooting

At approximately 8:15 PM on October 21, 2024, Oxnard police officers responded to a call for service of shots fired from a vehicle in the 3700 block of Leeward Way. Once on scene, officers saw a male suspect who matched the description provided by the caller.
Officers contacted the suspect, who was seen armed with a firearm. The officers gave commands to him and attempted to gain his compliance. The suspect was uncooperative and would not put down the firearm. Officers continued to attempt to de-escalate the situation. The suspect continued to be uncooperative and eventually pointed the firearm at the officers. As this occurred, two officers fired their department-issued weapons at the suspect, striking him. Officers, followed by emergency medical services personnel, rendered medical aid. The suspect was transported to the Ventura County Medical Center for further medical treatment. At the time of this news release, he was listed as being in stable condition. No other persons were injured.
Sergeant David McAlpine and Officer Ricardo Garcia were among the Oxnard Police Department personnel who responded to the call. Sergeant McApline and Officer Garcia discharged their firearms during the incident. The involved officers are assigned to the Oxnard Police Department’s Patrol Division.
The involved officers’ tenures are listed as follows:
- Sergeant David McAlpine has been employed by the Oxnard Police Department since November 2008. Prior to the Oxnard Police Department, he was a police officer with the Los Angeles Police Department for 2 years. Sergeant McApline was involved in a prior officer-involved shooting in 2012.
- Officer Ricardo Garcia has been employed by the Oxnard Police Department since April 2022. He has no prior officer-involved shootings.
The suspect was identified as Cesar Ayala Arteaga, a 34-year-old Oxnard resident. Arteaga was hospitalized after the incident for the injuries he sustained during the shooting incident. On October 29, 2024, Arteaga was discharged from the hospital and booked into the Ventura County Jail for assault with a deadly weapon, exhibiting a deadly weapon at a police officer, negligently discharging a firearm, and being a prohibited person in possession of a firearm. Arteaga’s bail was set at $1,000,000.00.
