En 6:30 AM this morning, miembros del Equipo de Vigilancia Vecinal y la Unidad de Tráfico del Departamento de Policía de Oxnard dirigieron una operación en el sitio de Halaco, situado en 6200 Perkins Rd. The original notices provided direction to vacate the area by December 5, 2017. sin embargo, this date was extended to coincide with the opening of Ventura County Winter Warming Shelter, which experienced a delay in its opening.

The Police Department partnered with various social service providers and faith-based representatives to provide Halaco’s inhabitants with offers of assistance. Such assistance includes help in their relocation or decision to accept appropriate services. Since mid-2017, miembros del Departamento de Policía de Oxnard, along with social service providers including the Salvation Army, St. Vincent de Paul, Ventura County Homeless Services, and City departments have made numerous contacts with inhabitants at Halaco to offer them social services. By the end of November of 2017, ninety-three (93) persons had been contacted on this site and offered services. Ventura County Emergency Medical Services also provided hepatitis vaccinations to approximately thirty-five persons and flu shots for approximately forty (40) persons.

During this morning’s operation, police and service providers contacted forty-eight (48) persons on the site. Seis (6) of them indicated willingness to accept social services.

Another significant part of this operation was to notify all persons on the Halaco site that they were trespassing on private property, and they would be subject to arrest as of Miércoles, Enero 17, 2018. Flyers were distributed and a large sign was posted stating this. All vehicles on the premises were tagged with notices that they would be subject to towing on that date.

With its population of several dozen squatters living there, the Halaco site has placed a disproportionate demand on public safety resources over the past year. The location has been a leading “repeat service call” location, with calls for service ranging from violent crimes, property crimes, gang violence, and drug-related activity. A homicide involving one of its inhabitants occurred in January of 2017, as well as several violent crimes throughout the year. These crimes included two firearm-involved carjackings, one of which involved an Oxnard resident being kidnapped and taken to the site. An employee of a nearby business was assaulted with a knife by a Halaco inhabitant. Durante el 2017 Thanksgiving Holiday, a man was shot and another was battered with a hammer. Over a dozen stolen vehicles were recovered on the site in 2017, and more in the immediate area. The Fire Department has responded several dozen times to several fires, as well as injured persons and overdoses. Additional incidents with some connection to the Halaco site and/or its residents have also occurred in the surrounding area.

The Halaco site, formerly a recycling facility and currently an EPA superfund location, is not safe to inhabit. The living conditions are unsanitary. Accumulated piles of refuse raise health concerns, and have negative environmental impacts on the adjacent Ormond Beach Wetlands, a nature preserve with protected and endangered species.

To remedy concerns about this site, the City of Oxnard initiated an abatement process for the site in August of 2017. Once abatement work begins later this month, this process will consist of trash cleanup, debris removal, vegetation abatement, and demolition of free-standing concrete walls.

In order for the abatement to begin, all persons and vehicles on the site must vacate the premises. A deadline to vacate has been set for Miércoles, Enero 17, 2018. Starting on that date, the Police Department will begin enforcement operations at the site. Officers will arrest individuals found on the site, and all vehicles on the premises will be towed.

“Enforcement is most certainly not our preferred option,” said Assistant Police Chief Jason Benites. “We are hoping for compliance and would prefer to not have to arrest a single person, nor tow a single vehicle. The fact remains however, that this is private property currently undergoing an abatement process, and everyone must leave. This is also not a safe place for people to live. We also realize that the subject of homelessness is a difficult one, and we are doing everything that we can to give the Halaco inhabitants reasonable time to leave, as well as present them with numerous opportunities to accept services that are intended to help them address their situations.”

The Oxnard Police Department is working with social service providers and various clergy in an effort to encourage the occupants that it is in their best interests to leave the site voluntarily. We encourage those seeking temporary shelter to visit the West County Winter Warming Shelter located at the Ventura National Guard Armory through Marzo 31, 2018. The shelter opens nightly at 6 PM and provides a hot dinner meal, a place to sleep, showers and breakfast. The shelter is a County collaborative and is available for single occupants and families. We would like to remind the public that while the City of Oxnard does not provide any direct homeless services or emergency housing, the City does provide funding to several agencies and non-profit organizations that do provide such services. The Oxnard Police Department is asking community members, “What if YOU could help solve a crime? What if YOU could provide valuable intelligence to detectives and help close a case?”

Esta mañana, your Oxnard Police Department launched two new ways to facilitate media collection and storage of potential evidence. The “Eyes on Crime” Surveillance System Registration encourages the public to provide video footage to help officers possibly identify and prosecute suspects of crime. By registering your surveillance system with the “Eyes on Crime” program, you give officers an idea of where they can find potential video evidence in a timely manner. This assists our patrol officers and investigators in locating video evidence immediately in case there is a need to piece together what occurred during an event or identify suspects.

All a community member or business owner needs to do is fill out a simple form, either online or by visiting the police department, to provide information on their surveillance system. Surveillance systems can be either residential or business and times they can be accessed are noted. In addition to the “Eyes on Crime” program, the Oxnard Police Department will also be offering Axon Citizen. Axon Citizen is a new way to upload evidence to the Oxnard Police Department by allowing officers to send a link where community members can safely upload media.

Axon has been a partner of the Oxnard Police Department since the summer of 2016 and has been the application used in conjunction with the body-worn cameras. Any footage officers record using body-worn cameras is uploaded directly to cloud storage where it is kept for use in court. During calls for service, officers receive media from a community member and then upload it themselves to cloud storage. Axon Citizen allows community members’ video and photos to be uploaded via a link directly to cloud storage, in effect cutting out the middle man.

As always the Oxnard Police Department is “Protecting the Community with Exceptional Service.” With these innovative programs now in place, the Oxnard Police Department hopes to facilitate collection of evidence and make any contact with community members much easier. DETALLES: En diciembre 31, 2017, en aproximadamente 6:00 p.m., Officers from the Oxnard Police Department were dispatched to a possible gunshot victim at Vons grocery store located at 1291 Sur Victoria Avenue. Loss prevention employees attempted to contact the subjects outside the store. During the initial investigation a witness described the getaway vehicle as white SUV, possibly a 2005-2011 Chevrolet Trailblazer with out of state license plates.

En enero 1, 2018, en aproximadamente 4:15 p.m., Port Hueneme Police were dispatched to a fight at the beach, 500 block of East Surfside Drive. As Port Hueneme Officers arrived they observed a subject, later identified as Juan Ayala 6/24/97, fleeing the scene holding his waistband. During a brief foot pursuit Ayala threw a handgun. Ayala was apprehended and the handgun was recovered. During the Port Hueneme investigation, they learned Ayala was in possession of a set of keys to a white Chevy Trailblazer with Idaho license plates. Their officers were aware of the incident the previous day at Vons and contacted the Oxnard Police Department’s Violent Crimes Unit.

En enero 2, 2018, investigators reviewed surveillance video of the beer theft and observed Ayala and another subject in the store taking two cases of beer. Ayala was identified as the shooter by witnesses. Investigators contacted Ayala, who was in custody at the Ventura County Jail from the Port Hueneme incident, and arrested him for robbery and attempt Murder.

En diciembre 29, 2017, en aproximadamente 1:00 p.m., Officers from the Oxnard Police Department responded to an injured person suffering from 3^rd degree burns to the left side of his body. La víctima (Lemus) was transported to Ventura County Medical Center by ambulance. The departments Violent Crimes Unit and Oxnard Fire Department’s Arson investigator responded to investigate the circumstances. During the course of their investigation they identified, Anthony Alzalde, as the person who committed the assault on Lemus. Officers searched the area and located Alzalde in a restroom of a nearby park. He was arrested and booked into the Ventura County Jail on charges of Attempt Murder and Mayhem.

Your Oxnard Police Department is requesting your assistance to recover property stolen from Performance Bicycle in separate burglaries throughout the year.

Esta mañana aproximadamente a las 3:25 a.m., officers were dispatched to a burglary alarm activation at Performance Bicycle located at 1700 Ventura Boulevard. Officers checking the area observed a subject leaving on a bicycle and attempted to contact him. The subject fled across the 101 freeway, traveling against traffic but was eventually detained in the area of Rose Avenue and Lockwood Street.

Mario Montez, 08/15/77, was identified as the suspect and found to be in possession of property from the business. It was discovered that the bicycle Montez was using to flee had been stolen from the bicycle shop. Officers on scene advised that several other bicycles had been removed from the business and had been staged outside by the suspect.

Over the past year, Performance Bicycle has been burglarized several times for a total of over $11,000 in loss to the business. After the first incidents took place, Performance Bicycle took several crime prevention measures, including locking bicycles with chains and contacting the Oxnard Police Department for security recommendations. Bicycles taken in previous burglaries include a black Fuji Grand Fondo 2.5, silver GT Zaskar 29”, green Americano single speed, maroon SE Monterey Hybrid, white 2017 Diamondback clutch (women’s) y 2 grey Marin Rock Spring mountain bikes.

Montez admitted to burglarizing the business this date and on one prior occasion. Montez also admitted to having knowledge of other burglaries but did not provide that information.

Detectives charged Montez with burglary, posesión de herramientas de robo, possession of a controlled substance and resisting arrest. Montez has an extensive criminal history that goes back years. Desde 2004, Montez has been arrested 11 times for PROs violations, 5 times for parole violations, 10 times for narcotics related crimes, 4 times for a stolen vehicle and 3 times for weapons violations including once each for conspiracy and attempt murder. Montez is currently out on bail for evading and possession of a stolen vehicle.

While one suspect has been taken into custody, it is believed that there are other outstanding suspects from previous burglaries. Oxnard Police Department DUI Officers are out in force

this New Year’s Weekend

The Office of Traffic Safety and Law Enforcement remind the public that DUI Doesn’t Just Mean Booze

While alcohol-impaired driving remains the most serious problem on our roadways, the percentage of drivers in fatal crashes with other impairing substances in their system keeps rising. Faced with more instances of DUID – Driving Under the Influence of Drugs – state and local officials are reiterating the message that “DUI Doesn’t Just Mean Booze.” The message takes on increased importance with the state set to begin licensing commercial nonmedical marijuana sales on January 1, 2018, under provisions of Proposition 64, the Adult Use of Marijuana Act.

The Oxnard Police Department DUI Enforcement Team will be deploying this holiday weekend to stop and arrest alcohol and drug-impaired drivers. DUI saturation patrols will deploy on Friday, Saturday and, Domingo, entre las horas de 8:00 p.m. y 3:00 a.m. in areas with high frequencies of DUI collisions and/or arrests. These extra officers on the road, along with routine patrols, are aimed to drastically reduce impaired driving on our community’s roadways.

“It has taken more than 35 years to convince the vast majority of the public that driving under the influence of alcohol is dangerous, illegal and socially unacceptable,” said Rhonda Craft, Director of the Office of Traffic Safety. “With more dying on our roadways every day, we can’t afford to take that long when it comes to driving under the influence of prescription medications, marijuana, illicit drugs and even some over-the-counter medications.”

In the face of more drug-impaired drivers on the road, Policía, Sheriff and CHP are training more officers in Advanced Roadside Impaired Driving Enforcement (ÁRIDOS) and Drug Recognition Evaluation (DRE). The advanced training augments the Standardized Field Sobriety Test to help identify what substances other than alcohol a driver may be impaired by and how seriously they are impaired.

Durante diciembre, the Office of Traffic Safety ran public awareness announcements concerning prescription medication DUI. Starting December 27 and running through much of January, the emphasis of the “DUI Doesn’t Just Mean Booze” campaign switches to one that points out that no matter your age or circumstance, and no matter your reasons for consuming marijuana, you should never drive while high. Plan your sober ride home before the party begins this holiday weekend. Drivers are encouraged to download the Designated Driver VIP, or “DDVIP,” free mobile app for Android or iPhone. The DDVIP app helps find nearby bars and restaurants that feature free incentives for the designated sober driver, from free non-alcoholic drinks to free appetizers and more. The app has social media tie-ins and even a tab for the non-DD to call Uber, Lyft or Curb.

As a result of a single vehicle collision into a power pole that occurred yesterday, two northbound lanes of Saviers Rd. remained closed today as Southern California Edison continues to make repairs.
