En abril 19, 2014, en alrededor 5:30 A.m., officers from the Oxnard Police Department and EMS personnel responded to the intersection of Seventh Street and ‘F’ Street in reference to an injury traffic collision involving a vehicle and a pedestrian.

Preliminary investigation indicates that the black Honda, driven by Hector Delgadillo, was traveling westbound on Seventh Street as the pedestrian was crossing the roadway near ‘F’ Street. The Honda struck the pedestrian causing the pedestrian to be thrown several feet and land in the roadway.

The pedestrian was transported from the scene to the Ventura County Medical Center where he underwent emergency surgery for his injuries. Actualmente se encuentra en estado crítico.. Driver Delgadillo was uninjured during the collision.

The Oxnard Police Department is asking for the public’s assistance in locating 81-year old Manuel Frutos. Frutos is approximately 5-6, 145 libras, with white/gray hair and brown eyes. When last seen at 0800 hours today, Sr.. Frutos was wearing a black baseball hat, striped sweater, and beige pants.

He left the 1400 Block of East First Street in an unknown direction with no known destination. Sr.. Frutos lives in Los Banos, CA and has no known friends or acquaintances in Oxnard.

El Departamento de Policía de Oxnard recibió una 911 call from a motorist reporting that a Silver Dodge Ram truck had damaged a fence while driving off a used car lot in the 500 bloque de North Oxnard bulevar. As police officers were searching the area for the truck, a second phone call was received reporting that the stolen vehicle was in the 300 block of North F Street adjacent to a Red Ford Mustang (also found to be stolen from the same car lot).

Officers responded and found the Silver Dodge Ram truck leaving the area. They tried to stop the vehicle by activating their overhead red and blue emergency lights and siren, but the truck refused to stop. The truck accelerated away from the police cars and drove through the neighborhoods of Freemont North and Sierra Linda while being pursued by police officers.

When the truck drove onto the southbound 101 freeway, the Oxnard Police Department requested assistance from the California Highway Patrol (CHP) to take over the pursuit as it continued to Thousand Oaks.

The CHP chased the truck to the cul-de-sac of San Lucas Avenue in Thousand Oaks where the truck stopped. El controlador, Ayala, surrendered immediately. El pasajero, Castillo, fled from the truck and was apprehended a short distance away. Ayala was arrested for auto theft and evading the police and Castillo was arrested for resisting the police.

Because of the immediate 911 calls to the police reporting suspicious activity, both stolen vehicles (Dodge Ram and Ford Mustang) were located and returned to their owner and the suspects responsible for the thefts were arrested.

The Oxnard Police Department continues to encourage residents to be partners in public safety as part of the Operación segura y resistente initiative. Due to the high demand from the community, two new public safety seminars will be added to the “Operation Safer & Stronger” series created by the Oxnard Police Department. These additional seminars are part ofour on-going effort to inform, engage and empower the residents of Oxnard on crime activity and crime prevention information. The Oxnard Police Department will be hosting Crime Prevention for Businesses, Julio 14, 2014 en6:00 p.m. yNeighborhood Watch Training, Julio 16, 2014 en6:00 p.m. Both will take place in the City Council Chambers at 305 En. Tercera calle, Oxnard and are free to the public.

Crime Prevention for Businesses Seminar

Upon review of the case and the scene, it was determined that some crimes were recurrent and could oftentimes have been prevented.

The Crime Prevention for Businesses Seminar was created to train business owners on how to provide a safe and secure environment for the customers and employees of businesses. It is also meant to bolster the relationship between the business community and the police department. In this one and a half hour class, attendees will be taught:

• Crime Prevention and Crime Reporting
• How To Make Your Business More Secure

• What to do if a Robbery occurs

A training manual will be provided, tanto como, decals, pamphlets and supplemental materials.

Neighborhood Watch Training
There has also been a renewed interest in Neighborhood Watch and how neighborhoods can start their own. Several inquiries reference training have been received and the Oxnard Police Department has agreed to provide it.

Neighborhood Watches began mobilizing in the 60’s in response to high profile criminal cases where witnesses did not call police or assist in apprehending the offender. Groups formed to report suspicious activity in their neighborhoods and in 1972, the National Sheriffs’’ Association (NSA) created the National Neighborhood Watch Program to assist law enforcement and the public.

The biggest thing to remember is “watch groups are not vigilantes. They are extra eyes and ears for reporting crime and extra hands for helping neighbors.” ¹ Neighborhood Watch members are trained to be non-confrontational and used for observation and reporting purposes only. The group never serves as an extension of the police department or Code Enforcement. Some of the tasks members of Neighborhood Watch are asked to do are:

• Recognize and report crimes and suspicious activities;
• Protect themselves, their family and their property;
• Protect their neighbor’s family and property; y
• Identify crime and disorder problems in their area and work with Oxnard PD to solve them.

A training manual will be provided, tanto como, pamphlets and supplemental materials.

The Oxnard police department is investigating a string of commercial robberies that occurred to north Oxnard businesses between the evening hours of 7/15/14 and the morning of 7/16/14. Oxnard police detectives believe a suspect that is currently in custody for an attempt robbery, is responsible for the recent commercial robberies.

The first commercial robbery occurred on 7/15/14 en aproximadamente 2242 horas. Officers responded to a commercial robbery at Subway, situado en 1941 North Rose Avenue in Oxnard. Fearing the suspect had a weapon, the employee gave the suspect money out of the register.

The second robbery occurred on 7/15/14 en aproximadamente 2259 horas. Officers responded to Food for Less, situado en 150 West Esplanade Drive. An employee told officers that the suspect demanded money from the cash register. The employee feared he would be harmed, so the employee handed the money over to the suspect and the suspect fled the business.

The third robbery occurred on 7/16/14 en aproximadamente 0928 hours at the Home Depot, situado en 401 West Esplanade Drive. The suspect walked up to a cashier as if he was going to purchase an item. When the cashier opened the register, the suspect took the money from the register and fled.

The fourth robbery occurred on 7/16/14 en aproximadamente 1007 horas. The suspect entered the business and confronted a cashier. The suspect demanded the cashier give him the money from the register. The suspect fled the business after taking the cash.

The Oxnard police department made an arrest in an attempted robbery that occurred in the cafeteria portion of Saint John’s Hospital, situado en 1600 Avenue North Rose. The attempted robbery took place on 7/16/14 en aproximadamente 1105 horas.

According to witness statements, the suspect entered the cafeteria and confronted a cashier demanding money from the register. The cashier called for security and the suspect fled. A security guard followed the suspect out of the hospital and notified the police.

Oxnard police officers responded to the area of north Rose Avenue and Gonzales Road looking for the suspect. Officers and detectives observed a person running from the immediate vicinity of the hospital, who matched the description of the attempted robbery suspect. The person was detained and identified as Salvador Raymond Medrano, a 39-year-old Ventura County resident. Medrano was positively identified as the suspect who tried to rob the cashier in the cafeteria. Oxnard police detectives believe Medrano is responsible for the recent string of commercial robberies that occurred at Subway, Food for Less, Vallarta Supermarket and Home Depot. Detectives are still working on gathering evidence to officially charge Medrano with those crimes.

No one was injured during the commission of these crimes.
