DETALLES:
Harold Rakowiecki was home and spoke to family by phone on 12/12/12 en 5 PM. En 12-13-12, en 1130 AM, Radowiecki’s family called the Oxnard Police Department to report him missing. Rakowiecki is known to walk to area beaches, the Oxnard Transportation Center and the Camarillo Airport.

Sr.. Rakowiecki is described as a white male adult, 6′ alto, 190 libras, brown/gray hair, blue eyers, and has a tattoo of a skull on one of his forearms.

Sr.. Rakowiedki suffers from mental illness conditions. When last reported missing, Sr.. Rakowiecki was found at the Camarillo Airport. On another occasion he was found at “C” Street and Wolf Street in the City of Oxnard.

En enero 21, 2013, en alrededor 4:27 p.m., Oxnard Police officers responded to Stan’s Drugs at 3001 Saviers Road after receiving a call that a vehicle had collided into the business. Una vez en escena, officers and EMS personnel found that a white Toyota Corolla, driven by David John Mainer,had driven through the front of the business striking two employees and a patron inside. The patron, Rick Diaz, 50 de Oxnard, was pinned beneath the vehicle and had to be freed by emergency personnel. Diaz sustained lower-leg injuries and cuts from glass fragments. The two employees sustained minor injuries and were transported to the Ventura County Medical Center along with Diaz. All were listed in stable condition. Mainer sustained minor lacerations and was transported to Community Memorial Hospital where he was listed in stable condition.

Preliminary investigation indicates that the Toyota was traveling westbound through the parking lot of 3001 Saviers carretera. Por razones desconocidas, the Toyota failed to stop within the parking stalls located directly in front of the business and crashed through the businesses’ plate-glass windows. According the business owner, the business is usually packed with customers on Mondays, sin embargo, business was light possibly due to the holiday.

Alcohol may be a contributing factor to this collision.

The City of Oxnard has enjoyed a steady decrease in crime over the past two decades. While 2011 saw an exceptional double digit drop in both violent and property crimes, reported crime rose in 2012. Although violent crime was again lower in 2012, there was an increase in property crime.

Había 603 violent crimes reported during calendar year 2012 y 619 durante 2011. Rape and aggravated assault crime totals reflect decreases, but the total number of homicides and robberies increased. Había 9 homicides reported during calendar year 2012, all of which involved the use of a firearm. This was one more than what was reported the prior year. The decrease within the rape category is partially attributed to crimes which were reported within calendar year 2011, but were unfounded during calendar year 2012.

During calendar year 2012, Como se indica en el cuadro 10.9% increase in the number of robberies reported. A geographical review of this data failed to reveal a particular hot spot. The increase was throughout the City.

Había 4,111 property crimes reported during calendar year 2012 y 3,525 crimes during 2011. All property crime categories reflect increases. The largest increase was within the burglary crime category with an additional 271 delitos denunciados. For UCR purposes, this includes both residential and commercial burglaries.
Open/unlocked windows/doors were the main method of entry in the burglary crime category, representando 282 crímenes. When comparing residential burglaries between 2011 y 2012, there was a significant increase in garage burglaries, with many of the garages being left open or unlocked.

The Oxnard Police Department continues to combat auto theft by assigning a senior officer to the Ventura County Auto Theft Taskforce. This taskforce is designed to work cooperatively countywide to follow leads and investigate crimes. They also work closely with the insurance industry to proactively find ways to reduce the occurrences of auto theft throughout the county.

2010 - 2012 Statistical Summary
Total, Part I Crimes for calendar year 2012 disminuido por 0.3% when compared to 2010. Post Release Offenders
Since the enactment of Asembly Bill 109, there have been approximately 170 individuals released from the California Department of Corrections that reside, or are transient within, la ciudad de Oxnard. These individuals were released under the State of California’s Realignment plan and are being supervised by the Ventura County Probation Agency. The Realignment plan is more commonly referred to as the Post Release Offender program. While it is too early to quantify the effects of this prison realignment, many of these offenders are repeat offenders that are generally spending less time in custody.

The Oxnard Police Department works collaboratively with other agencies in Ventura County, including the Probation Agency, to minimize the potential negative effects that this program has on the city’s crime rate. An Oxnard police officer is assigned, full-time, to work with the Probation Agency to monitor the post release offenders assigned to the city. The Oxnard Police Department has made approximately 259 arrests for sections directly related to the post release offender program.

En 1924 horas, los oficiales respondieron a la 1800 Block Ives Avenue re: eight to ten male subjects fighting.

Officers arrived on scene as a number of subjects fled. Officers found that a 21-year old male resident had been stabbed during the fight. Suspects were described as two or more males. At least one of these subjects was in possession of a knife.

The victim was treated at the Ventura County Medical Center. The victim’s injuries were listed as minor to moderate.

A single-vehicle non-injury collision has resulted in a broken fire hydrant at the intersection of Woolley Road and Rose Avenue in Oxnard. En 7-12-13, en 1600 horas, members of the Ventura County Auto Theft Task Force observed Juan Rodriguez, un residente de Oxnard de 27 años; en el 3900 cuadra de la calle sur "A". Rodriguez was wanted for an outstanding felony possession of narcotics warrant.

Officers from the Oxnard Police Department attempted to stop Rodriguez in a vehicle in the area of Channel Islands Boulevard and “N” Street. Rodriguez fled on foot into residential backyards. Officers were able to contain Rodriguez in the 1100 bloque de la calle Spruce.

Reports from residents were received that Rodriguez was possibly in possession of a handgun. The Ventura County Sheriff’s Office Helicopter responded to assist with the search. Rodriguez was later located while hiding in the rear yard of a residence.

Rodriguez was arrested for his outstanding warrant and a misdemeanor charge of resisting/delaying an officer.

In an effort to provide additional locations throughout the City of Oxnard, the Oxnard Police Department has joined forces with CVS and Kaiser Permanente. Bring your medications for disposal to the Oxnard Police Department ( 251 Sur C Street), CVS Pharmacy (551 Sur Ventura carretera), Kaiser Permanente (2200 Camino del este de Gonzáles).

Oxnard Police will be on-site at all three locations. The service is free and anonymous, no questions asked. During the last three years, the Oxnard Police Department has collected over three (3) tons of prescription drugs.

Last April, Americans turned in 371 montones (encima 742,000 libras) of prescription drugs at over 5,800 sites operated by the DEA and its thousands of state and local law enforcement partners. In its six previous Take Back events, DEA and its partners took in over 2.8 million pounds—more than 1,400 tons—of pills.

En 12/28/13 en aproximadamente 0105 horas, oficiales fueron enviados a la 2000 bloque del Norte Oxnard Blvd. regarding a stabbing that had just occurred. When officers arrived they located a male subject that was stabbed. Despite emergency responders’ efforts to save the subject, he died as a result of his injuries.

The subject was a 24 residente de Oxnard años de edad. His name is being withheld until his family is notified. Investigators were able to identify the suspect as Oscar Valles, 43 residente de Oxnard años de edad. Valles is outstanding and police are attempting to locate his whereabouts. Valles and the victim knew each other and investigators believe they had a personal dispute that led to the victim being stabbed. This is Oxnard’s 15^ª homicide of the year. DETALLES: En mayo 18, two robberies occurred in the south end of Oxnard. Investigating officers believe these robberies may be related. In the first incident that occurred at Carty Park at about 1700 horas, the suspect described above robbed the victim of his cash, bicycle and cell phone. The suspect displayed a taser device as he demanded the items. The suspect was in the company of a Hispanic female, appr. 20 años de edad, wearing a black sweatshirt and jeans.

During the second incident that occurred in the 3500 Bloque de Saviers carretera, the suspect described above confronted two juveniles, and demanded property. The suspect claimed to have a taser device. After taking the victim’s cell phone, the suspect fled on a bicycle.

Nobody was injured during these robberies.
