37 Citations Issued During Distracted Driving Enforcement Operation
Thirty-seven drivers were cited for violating California’s hands-free cell phone law during a distracted driving enforcement operation on January 18, 2022.
During the enforcement operation from 2 p.m. to 6 p.m., twenty-five drivers were cited for texting, twelve drivers were cited for using their phone without a hands-free device and six were cited for other violations.
California has had distracted driving laws on the books since 2008. Under the hands-free cell phone law, drivers are not allowed to hold their phone or other electronic device while driving. They can only use their phone in a hands-free manner.
If you have an important phone call or need to program directions, pull over to a safe parking spot. Before driving, either silence your phone or put it somewhere you can’t reach.
In addition to phones, other distractions include eating, putting on makeup, reaching for objects on the floor, changing clothes or using a car’s in-dash touchscreen.

SUBJECT: Suspect Rammed Occupied Police Vehicle After Pursuit, was in Possession of a Firearm

On January 20, 2022, at approximately 4:00 p.m., officers from the Oxnard Special Enforcement Unit (Gang Unit) attempted to conduct a traffic stop on a vehicle for a suspected traffic infraction at H St. and Gonzales Rd. The driver of the vehicle, Jorge Garcia, accelerated away from the traffic stop. A pursuit ensued as Garcia sped south on H St. failing to obey traffic signs. Garcia wove in and out of traffic, lost control of his vehicle and collided with the eastern curb line in the 1200 blk of North H St.
As the pursuing officers began exiting their vehicle, Garcia put his vehicle in reverse and intentionally rammed the police vehicle. Officers tackled Garcia a short distance away. While on the ground, Garcia continued to fight with officers while attempting to reach near his waistband area. Officers ultimately got Garcia under control and recovered a loaded 9-millimeter Glock-style Polymer 80 semi-automatic handgun. Polymer 80 semi-automatic handguns are sold commercially as incomplete, without serial numbers, and must be further manufactured to make them into functioning firearms. This Polymer 80 handgun was modified and fit the definition of “assault weapon”, an additional felony.
Garcia was medically cleared and booked into the Ventura County Jail for assault with a deadly weapon (for ramming the occupied police unit), felony evading, resisting arrest, and for possessing an unregistered handgun. One of the arresting officers received a moderate injury during the arrest and was treated at St. John’s Hospital.

On January 20, 2022, at approximately 10:13 p.m., Oxnard officers and EMS personnel responded to a traffic collision involving a 2001 Volvo semi-truck and trailer and a 1996 Saturn sedan which occurred on Victoria Avenue north of Doris Avenue. Officers determined that the driver of the semi-truck attempted to make a U-turn from southbound to northbound Victoria Avenue however was broadsided by the Saturn sedan that was traveling northbound on Victoria Avenue. The driver of the Saturn sedan, identified as a 21-year-old male of Oxnard, sustained serious injuries and was transported to the Ventura County Medical Center where he is listed in critical condition. The driver of the semi-truck, identified as a 43-year-old male of Oxnard, was uninjured and cooperated with the investigation.

On January 18, 2022 at approximately 1:00 p.m., officers from the Oxnard Police Department conducted a traffic stop on a vehicle in the 2800 Block of North Oxnard Blvd. Officers made contact with the occupants and learned that several of the male subjects were on probation with search terms. The officers searched the vehicle and located a loaded handgun under the driver’s seat. The driver is a 16-year-old male juvenile. He was arrested for various Misdemeanor violations.

On January 14, 2022, at approximately 6:40 p.m., officers from the Oxnard Special Enforcement Unit (Gang Unit) were conducting uniformed gang enforcement. Officers conducted a traffic stop on a vehicle for a suspected traffic infraction at C St. and Sixth St. The officers contacted the driver, Carlos Candelas, and two additional passengers. Officers immediately identified one of the occupants in the vehicle as an Oxnard criminal street gang member, who was on probation for vandalism with court ordered search terms.
Officers removed the occupants and searched the vehicle. Officers located a loaded 9-millimeter Glock-style Polymer 80 semi-automatic handgun in the vehicle. On January 3, 2022 at approximately 8:15 P.M., officers from the Oxnard Police Department were dispatched to an armed robbery that had just occurred at the iSmoke Shop, located at 321 South C Street. When officers arrived, they learned that two suspects entered the store and one of them brandished a handgun and held the store employee at gunpoint while the second suspect stole money from the register. Both suspects fled the business with the money.
Investigators from the Violent Crimes Unit assumed responsibility for the investigation. During the course of the investigation, investigators were able to determine that 27-year-old Oxnard resident Efrain Magallon was one of the parties responsible for the robbery. On January 14, 2022 at approximately 1:00 P.M., investigators responded to the Ventura County Jail to contact Magallon, who was in custody on unrelated charges. He was arrested for armed robbery. On January 13, 2022 at approximately 9:40 a.m., detectives from the Drug Enforcement Unit (DEU) were working uniformed patrol when they conducted a traffic enforcement stop on a vehicle for a vehicle code violation. The driver, Valentin Guzman, was found in possession of a large quantity of US Currency and fentanyl. The Detectives notified the Ventura County Money Laundering Task Force (VCMLTF) and requested assistance with the investigation. Based on the evidence recovered during the traffic stop, a search warrant was authorized for Guzman’s residence.
With the assistance of the Oxnard Special Enforcement Unit (SEU), DEU Detectives and Special Agents from the FBI executed a search warrant at Guzman’s residence. During a search of the residence, detectives located a large quantity of fentanyl, two stolen firearms, and a large quantity of US Currency.
Valentin Guzman was placed under arrest for several narcotics and firearm related charges. He was booked into the Ventura County Jail with a bail request of $1,000,000. The Ventura County Money Laundering Task Force (VCMLTF) is comprised of the Oxnard Drug Enforcement Unit (DEU) Detectives and Special Agents from the FBI.

On January 12, 2022 at approximately 9:40 p.m., officers from the Oxnard Special Enforcement Unit (Gang Unit) conducted a traffic stop on a vehicle for a suspected traffic infraction. Officers contacted the occupants and immediately identified one of the passengers as Randall Ibarra, a documented Oxnard criminal street gang member. During the officers’ interaction with Ibarra, he admitted that he was in possession of a loaded handgun. Officers recovered a loaded black semi-automatic handgun from Ibarra. Ibarra was arrested for possessing a handgun that was not registered to him, a felony.
