Three impaired drivers arrested during simultaneous DUI checkpoint and saturation patrol.

On December 18, 2022, between the hours of 7:00 p.m. and 2:00 a.m., the Oxnard Police Department held a simultaneous DUI/Driver’s License checkpoint at Rose Avenue and Tiesa Lane and a city-wide DUI saturation patrol. The operations resulted in three arrests for impaired driving and thirty-nine citations.

Checkpoint locations are based on a history of crashes and DUI arrests. The primary purpose of checkpoints is not to make arrests but to promote public safety by deterring drivers from driving impaired.

Funding for this checkpoint and DUI enforcement patrols was provided by a grant from the California Office of Traffic Safety through the National Highway Traffic Safety Administration.

SUBJECT: Shots Fired with multiple victims

On December 18^th at approximately 12:40AM, Oxnard Police Officers responded to the area of the 300 block of N. Juanita Avenue regarding several calls of shots fired. Officers contacted the occupants of a white pickup truck in the area. One of the occupants, a 22-year-old male, suffered a gunshot wound to his chest and was transported to a local hospital. He was listed in stable condition. About the same time, officers located a second shooting victim in the area, a 20-year-old female, who sustained a gunshot wound to her leg. She was also transported to a local hospital with a non-life threatening injury. Two other occupants of the truck were also contacted; they were not injured.

Officers checked the area and located evidence of a shooting at Colonia Park. There was no information available regarding the suspects.

Three Store Clerks in the City of Oxnard Cited for Selling Alcohol to Minors

The Oxnard Police Department with assistance from the Department of Alcoholic Beverage Control has cited three clerks in the City of Oxnard for selling alcohol to minors on December 9, 2022. The actions were the result of a minor decoy operation in which minors, under the direct supervision of police officers, attempted to purchase alcohol from 11 retail licensees in the City of Oxnard.

Those who sold to the minor face a minimum fine of $250, and/or 24 to 32 hours of community service for a first violation. In addition, ABC will take administrative action against the alcoholic beverage license of the business where alcohol was sold to a minor. That may include a fine, a suspension of the license, or the permanent revocation of the license.

Compliance checks are being conducted statewide to reduce the availability of alcohol to minors. Statistics have shown that young people under the age of 21 have a higher rate of drunk driving fatalities than the general adult population. The Oxnard Police Department is committed to reducing the availability of alcohol to minors.

Minor Decoy operations have been conducted by local law enforcement throughout the state since the 1980s. When the program first began, the violation rate of retail establishments selling to minors was as high as 40 to 50 percent. When conducted on a routine basis, the rate has dropped in some cities as low as 10 percent or even below.

In 1994, the California Supreme Court ruled unanimously that the use of underage decoys is a valid tool of law enforcement to ensure that licensees are complying with the law.

Funding for this program was provided by a grant from the California Alcoholic Beverage Control (ABC) through the department’s Grant Assistance Program. ABC is a Department of the Business, Consumer Services and Housing Agency.

SUBJECT: Multiple Firearm Possession Arrests

Jason Henderson, 20-year-old Oxnard resident

Malikk Williams, 24-year-old Oxnard resident

LOCATION: Orchard Park, 2100 block Edelweiss Street, Oxnard

On December 9, 2022 at approximately 3:50 p.m., officers from the Oxnard Police Department Patrol Division and Special Enforcement Unit responded to Orchard Park reference reports of several subjects in possession of a firearm in the park. When officers arrived at the park, they detained the five persons listed above, and an additional hispanic male standing next to a white Kia sedan. As officers attempted to determine if any of the subjects had a firearm, Williams began arguing with officers and distracting them from their duties; he was arrested for obstructing and delaying a peace officer. During the investigation, Brunson and Henderson were found to have loaded semi-automatic 9-millimeter Glock-style Polymer 80 semi-automatic handguns concealed on their persons. Both Henderson and Brunson were arrested for various felony firearms related charges. Polymer 80 semi-automatic handguns are commercially sold as incomplete, without serial numbers, and must be further manufactured to make them into functioning firearms.

Officers also located an additional loaded 9-millimeter Glock-style Polymer 80 semi-automatic handgun loaded with a high-capacity magazine and an additional loaded high-capacity “drum” style handgun magazine in plain view in the back seat of the white Kia sedan. Walker was later found in possession of the third firearm and additional magazine. Walker was arrested for various felony firearms related charges.

Jones is a prohibited person from possessing firearms due to prior felony convictions, and it was later discovered that he had been in possession of firearms in addition to the other subjects. He was arrested for a prohibited person in possession of a firearm.

On December 9, 2022 at approximately 1100 hours, officers from the Oxnard Police Department conducted a traffic stop for a vehicle code violation on a white Chevy Tahoe at Hill Street and ‘G’ Street in Oxnard. The driver, Aguirre, did not comply with officers and attempted to walk away from the scene. Upon contact, a high capacity magazine was located in his possession. There were three additional juveniles in the vehicle and upon further investigation, an AR-15 was located in the front passenger compartment where the 14-year-old male was seated.

Aguirre was ultimately arrested for an outstanding warrant, contributing to the delinquency of a minor, resisting arrest and multiple firearms violations. The front passenger was also arrested for firearms violations.

On December 5, 2022, at about 12:50 A.M., Officers from the Oxnard Police Department responded to the call of a shooting victim in the 1200 block of W. Gonzales Rd. When officers arrived, they located a 20-year-old male, later identified as John Paul Carrillo, suffering from a gunshot wound. Emergency Medical Services quickly arrived and began life-saving measures. Unfortunately, Carrillo succumbed to his injuries and was pronounced dead at the scene.

The Oxnard Police Department Major Crimes Unit responded to the scene and took over the investigation. Investigators believe that this incident is gang-related.

Motorists to Expect Delays for the 2022 Santa to the Sea Half Marathon

The 15th annual Santa to the Sea Half Marathon is scheduled for this Sunday morning, December 11th. The race starts at 7:30 a.m. in front of Santa on Ventura Boulevard and travels through the City of Oxnard where it ends at the Marine Emporium Landing located at 3600 South Harbor Boulevard.

Officers from the Oxnard Police Department will be handling the traffic control along the race course and motorists should expect significant delays at several intersections throughout the city. These intersections include:

Rice Avenue at Sturgis Road
Rose Avenue at Camino Del Sol
Fifth Street at Hobson Way
Ventura Road at Ninth Street
Wooley Road at Patterson Road
Victoria Avenue at Wooley Road
Harbor Boulevard at Wooley Road

Motorists wishing to travel northbound and southbound in the city are encouraged to use Oxnard Boulevard as it will not be affected by the race. Rice Avenue and Rose Avenue are expected to be re-opened by 9:30 a.m. All other roadways are expected to be re-opened by 10:30 a.m.

On December 3, 2022, the Oxnard Downtowners Association will be hosting its annual Downtown Holiday Parade themed “A Blast from the Past.” The event will begin at 10:00 a.m. and conclude at 12:00 p.m.

The Oxnard Police Department will be handling traffic control to expedite the flow of traffic surrounding the event site. Traffic delays should be expected beginning at 9:00 a.m. The following streets will be closed to vehicular traffic:

A Street from Wooley Road to Fifth Street
Ninth Street from A Street to C Street
Fifth Street from A Street to C Street
C Street from Sixth Street to First Street
Second Street from D Street to A Street
B Street from Fourth Street to Fifth Street and First Street to Second Street
A Street from First Street to Second Street

Parking will be restricted along the parade route and some surrounding streets. The recommended parking area for people attending the parade is the free public parking structure located at Third Street and B Street.

These traffic flow modifications are taking place to assist in relieving the traffic congestion from this event in a timely and orderly fashion, with caution for pedestrians.

Stick to a “Go Safely” Game Plan: Celebrate the Holiday Season Responsibly

National “Drive Sober or Get Pulled Over” Enforcement Campaign Begins Dec. 14

With a commitment to keeping the community safe, the Oxnard Police Department wants to remind the public of the dangers of driving impaired and celebrate the holiday season responsibly by not driving under the influence.

From Dec. 14 through New Year’s Day, the Oxnard Police Department will have additional officers on patrol looking for drivers suspected of being under the influence of alcohol and/or drugs. The extra enforcement effort is part of a national campaign, Drive Sober or Get Pulled Over, with the goal of stopping suspected impaired drivers who put others on the road at risk.

According to the National Highway Traffic Safety Administration (NHTSA), 11,654 people were killed in car crashes nationwide in 2020 that involved an alcohol-impaired driver, or one person every 45 minutes.

The Oxnard Police Department encourages everyone to stay in for the night or have a “go safely” game plan by scheduling a ride or designating a sober driver if you plan to consume alcohol.

Impaired driving is not just from alcohol. Marijuana, prescription medications or over-the-counter drugs may also impair. Do your research and understand how certain drugs may affect your driving ability.

SUBJECT: Investigators Seek The Public’s Help In Bank Robbery

On November 21, 2022 at approximately 10:12 A.M., the Oxnard Police Department’s Emergency Communications Center received a 9-1-1 call reporting a robbery at the Wells Fargo Bank branch, located at 1700 East Gonzales Road. The suspect entered the bank and demanded money from a teller. The suspect was given an undisclosed amount of money before fleeing the bank on a bicycle in a northbound direction towards Gonzales Road.

Responding officers checked the area but were unable to locate the suspect. The suspect was described as a Hispanic male in his 40’s, approximately 5’6” tall, wearing a grey and black beanie, white t-shirt, and black shorts. No injuries were reported during the robbery and no further information is available at this time. Investigators are requesting anyone who witnessed the robbery or was in the area of the Rose Ranch Shopping Center during the time of the robbery and observed suspicious activity, contact Detective Ricardo Vega at 805-385-8291 or [email protected].
