DETAILS:

An attempt by Oxnard police to stop a motorist for a minor traffic infraction led to a short pursuit, crash, injury to a passenger and arrest of the driver for multiple felonies.

Officers Joe Floriano and Derek Stephens were on routine patrol when they observed a green Volvo fail to stop for a stop sign at First Street and Roosevelt Avenue. When the officers illuminated their overhead red and blue lights, the driver of the Volvo sped off and a short pursuit, lasting a total of 37 seconds, ensued.

The driver lost control of his car and collided into a fence in the 300 block of Cooper Road. The driver fled from the disabled car, leaving his injured passenger, Martina Elena Duran, 31 years, of Oxnard, behind. The driver was found hiding nearby and was taken into custody after a brief struggle with officers.

Manuel Simentel Lopez, 41 years, of Oxnard, was treated at St. John’s Regional Medical Center, for injuries sustained in the crash. Passenger Duran was also treated at St. John’s for her complaint of pain and was arrested for possession of narcotic paraphernalia and outstanding warrants.

Lopez’s charges included, felony evading, felony hit and run, driving on a suspended driver license, resisting arrest, possession of narcotic paraphernalia, being under the influence of a controlled substance and outstanding warrants.

Both subjects were booked into the Ventura County Jail. Bail for Lopez was set at $60,000.

On 12/27/2009 at about 5:11 PM, a male subject called the Oxnard Police Department and stated his daughter had threatened him with a gun. He reported she was still inside the residence with the gun at 931 Devilfish Dr. in Oxnard. He further stated that his 16 year old grand daughter was also inside the residence.

Officers arrived at the location and made contact with the reporting person, Paul Shorter. While officers were securing the perimeter around the residence and preparing to make a phone call into the house, a shot was fired from somewhere inside the residence. Officers made entry into the house where they found the suspect, Alicia Shorter in the hallway next to the garage. She was taken into custody without incident and was not injured. The 16 year old female was found unharmed in a bedroom and later released to a relative.

The investigation revealed that Paul Shorter was in a dispute with the 31 year old female when he brandished a gun at her. His daughter, Alicia Shorter physically took the gun away from him. She then pointed the gun at him and threatened to kill him. Paul Shorter was able to flee from the residence and he contacted police.

Paul Shorter was arrested for a misdemeanor charge of brandishing a handgun at the 31 year old female. Alicia Shorter was arrested for threatening her father and brandishing a handgun.

INCIDENT:	Assault on a Police Officer

DETAILS:

On 12-26-09 about 2004 hours, an Oxnard Police Officer initiated a contact with a man in the 1900 block of North Ventura Road in Oxnard. Juan Carlos Contreras, age 37, fled on foot and the officer followed. After a short foot pursuit, Contreras was tackled by Oxnard Police Officer Guy Hartson. Officer Hartson tried to arrest Contreras but Contreras assaulted him by punching him in the face. During the struggle, Contreras grabbed at Officer Hartson’s sidearm and tried to remove it from his holster. Officer Hartson was able to hold onto his weapon until additional Oxnard Police Officers arrived. Contreras was booked into the Ventura County Jail for two Felony charges, assault on a Peace Officer causing injury and attempting to remove a firearm from a Peace Officer. DETAILS: 

On 12-25-09, at approximately 2148 hours, officers received a call regarding a robbery that just occurred with one suspect being armed with a handgun. The suspect vehicle parked in front of the victim’s residence and one suspect approached the victims. The suspect claimed "Colonia" and then struck the victims with the handgun. The suspect took a cellular phone and a wallet containing an undisclosed amount of cash.

The victims followed the suspect vehicle for a short time when they eventually caught up with them in the 1200-block of Mountain View Avenue. One of the suspects exited the vehicle and fired several rounds at the victims. The suspects then fled the scene. A short time later, officers located the suspect vehicle and initiated a vehicle pursuit.

During the vehicle pursuit, one of the passengers discarded a loaded handgun but it was later recovered. The pursuit terminated in the area of Paseo Nogales and Paseo Isla and the suspects fled on foot. After conducting a search of the area, two suspects were taken into custody.

DETAILS: 

On 12/24/2009 at about 1640 hours, victim Mateos was on his way to work driving a Scat Access Van. Mateos stopped at an ATM on the corner of Second Street and “A” Street to withdraw money from his account. As soon as Mateos obtained his money from the ATM, the suspect approached him and demanded the money. The suspect was in possession of a 7” long metal rod which he used as a weapon. The victim refused to give the suspect his money. The suspect punched the victim in the face and the victim and the suspect began to fight. The two fell to the ground and the suspect continued to punch the victim in an attempt to take his money. Three residents of the City of Port Hueneme were driving South on “A” Street when they observed the suspect beating the victim. The witnesses made a U-turn and returned to the scene. The three witnesses worked together to break up the fight and subdue the suspect. The three witnesses held the suspect until police arrived a short time later. The three witnesses positively identified Zachary Miller as the suspect.

INCIDENT:	Assault with a Deadly Weapon and Attempt Carjacking

DETAILS: 

On 12-24-09 at 7:28 PM Officers responded to a call of a fight in the parking lot of Chicago Liquor located at 1930 No. Ventura Rd. Upon arrival the officers located three victims of an Assault with a Deadly Weapon and an Attempt Carjacking. One of the three victims had a cut to his face from fighting the suspect.

The victims were entering their vehicle after making a purchase at the store. The suspect came up to the victim and had a verbal confrontation, during the exchange of words the suspect pulled a knife and cut one of the three victims. The suspect then attempted to jump into the victim’s vehicle and drive away. The suspect was pulled out of the vehicle by the victims. The victims then re-entered their vehicle and drove away when they heard gunshots. It appeared that they were shot at by the suspect. The victims sustained no injuries from the gunfire. The one victim that was injured refused medical treatment by paramedics.

INCIDENT:	187 PC Homicide

DETAILS: 

A 50 year old Oxnard Resident was shot and killed outside of his residence Thursday evening. On 12/24/09 at approximately 2320 hours, officers from the Oxnard Police Department responded to a call of a shooting victim in the 200 block of Alpine St. Upon the officer’s arrival, they discovered Mario Cisneros lying on the side of his residence suffering from multiple gunshot wounds. Cisneros was pronounced dead at the scene a short time later.

It appears that Cisneros was alone outside of his house at the time of the shooting. Detectives determined that suspect in the case was a neighbor of the victim. The suspect was identified as 21 year old Alex Compian. It is believed that the shooting was the result of an ongoing dispute between the two.

Detectives along with SWAT Team members began to search for the suspect who was believed to have remained in the Oxnard Area. At approximately 3:00 pm Compian was located inside of an apartment in the 300 Block of Palm Dr. Compian surrendered peacefully to the SWAT Officers. He was booked into Ventura County Jail for murder.

INCIDENT:	Fatal Hit and Run Traffic Collision

DETAILS:

On Wednesday, December 23, 2009, at approximately 0443 hours, officers from the Oxnard Police Department along with EMS personnel responded to an injury collision in the 1100 block of West Hemlock Street. When officers arrived, they discovered that three vehicles were involved in the crash. One of the vehicles involved, a Plymouth Voyager van, had rolled over and had come to rest on its passenger side. The driver of the van fled the scene on foot leaving an injured female passenger, Dolores Galiney, trapped inside of the vehicle. Galiney was removed from the vehicle by EMS and transported to St John’s Hospital where she was listed in critical condition. Galiney later succumbed to her injuries and died at the hospital.

Preliminary investigation indicates that the van was traveling eastbound on Hemlock Street at an unknown speed and veered left into oncoming traffic after crossing M Street. The van continued across the westbound lane and collided into two parked vehicles along the north curb line. The force of the collision caused the van to overturn.

INCIDENT:	Officer Involved Shooting, Vehicle Pursuit, Assault with a Deadly Weapon against a Police Officer

DETAILS:

A 46 year old Oxnard man was shot and killed by officers following a lengthy vehicle pursuit and crashing into several police cars. The driver of the vehicle was employed by a local propane company. He was driving a large commercial truck loaded with approximately 70 propane canisters.

The incident began after the owner of the company began receiving telephone calls from several people throughout Ventura County who were reporting that the driver of the truck was driving erratically, including driving on the wrong side of the road at high rates of speed. The owner tried to contact the driver multiple times by telephone however the calls were not answered. The owner concerned for the public’s safety notified law enforcement and asked for help in locating the vehicle.

At approximately 1245 hours, the vehicle was spotted in the west end of Oxnard. As officers attempted to pull the truck over, the driver ignored the officers and a pursuit ensued that lasted for about 15 minutes. During the pursuit, the driver was involved in a minor collision with another vehicle. A motorcycle officer was stopping traffic in an effort to prevent further collisions. As the suspect approached the motor officer, he swerved the truck towards the officer causing the officer to dive away to avoid being hit.

The truck then pulled into a busy strip mall and entered a McDonald’s parking lot located in the 300 block of South Ventura Rd where he intentionally crashed into an occupied truck in the parking lot. The driver then continued to drive erratically in the parking lot and was heading towards several police cars in the lot while continuing to accelerate. Officers fearing for their lives and the lives of the customers in the lot shot and killed the driver after he crashed into several police cars.

The name of the driver is being with-held pending the notification of next-of-kin. One Oxnard Police Officer suffered a broken arm while diving out of the way to avoid injury.

On 12-3-09, at approximately 8:14 PM, officers responded to a call in the 3300-block of Merced Place regarding a shooting victim. During the investigation Ignacio Ixta Jr (DOB 12-20-88) was identified as a person of interest in the shooting. On 12-22-09 Officer from the Oxnard Police Department Special Weapons and Tactics (SWAT) team and members of the Violent Crimes Unit served a Search Warrant at Ixta’s residence. Numerous items of evidentiary value were located.

At approximately 9:00 PM Ignacio Ixta Jr. came to the Oxnard Police station to speak with investigators. Ixta Jr. was arrested for the shooting. Ixta is currently being held in the Ventura County Jail with a $1,000,000 Bail. Investigators can not release the motive for the shooting at this time.
