On December 31, 2009, between the hours of 6:00 P.M. and 4:00 A.M., officers from the Oxnard Police Department Traffic Unit conducted a DUI saturation patrol. Officers patrolled the City of Oxnard with an emphasis on impaired drivers and traffic enforcement.

During the operation, officers conducted 70 traffic stops and conducted 12 DUI investigations leading to the arrest of 9 drivers for DUI. One additional driver was arrested for an outstanding warrant.

Officers also issued 26 traffic citations for various vehicle code violations. Eight of the drivers stopped were unlicensed and three of those drivers were driving with a suspended driver’s license. Officers towed six vehicles and the owners of the towed vehicles will face a minimum release fee of $494.00.

The Oxnard Police Department will continue conducting DUI saturation patrols on various nights of the week and holidays in an effort to reduce the number of alcohol related crashes and to make our community and roadways safer. These operations are funded through grants from the California Office of Traffic Safety (OTS) though the National Highway Transportation Safety Administration (NHTSA).

On December 31st, between the hours of 6:00 P.M. and 4:00 A.M., several officers from the Oxnard Police Department Traffic Unit will be conducting DUI saturation patrol. These officers will patrol the City of Oxnard with an emphasis on impaired drivers and traffic enforcement.

The Oxnard Police Department would like to remind those people who choose to celebrate New Year’s Eve with alcohol to drink responsibly. Designate a sober driver, call a friend, or call a taxi cab to get you home. The average fine amount for a first time DUI arrest in Ventura County is $13,500.

“OVER THE LIMIT, UNDER ARREST” is all around the state. If you choose to Drink and Drive on New Year’s Eve, expect to welcome 2010 behind bars.

The Oxnard Police Department has conducted several DUI enforcement operations this holiday season including DUI checkpoints, DUI warrant services, and court operations targeting drivers who became unlicensed following a DUI arrest. These operations are funded through grants from the California Office of Traffic Safety (OTS) though the National Highway Transportation Safety Administration (NHTSA). All of these operations are an effort to reduce the number of alcohol related crashes and to make our roadways and community safer. INCIDENT:	Assault with a Deadly Weapon (Shooting)

On 12-28-09 at 6:23 PM officers received a call of a possible shooting in the 900 block South “F” Street. Upon their arrival they located two victims that were suffering minor cuts from glass fragments. Both victims were medically treated and released from the scene.

They told investigators that the suspect’s had driven along side their vehicle and yelled something. The victims then said the suspect’s opened fire striking their vehicle several times. The suspect’s fled the area South on "F" Street.

INCIDENT:	Gang members in possession of a handgun

DETAILS:

On the above date and time officers were dispatched to the 2500 block of El Dorado in the city of Oxnard regarding a subject in possession of a handgun. This street has been the scene of multiple gang related assaults in the past, including multiple gang related shootings. Patrol officers and Under Cover officers from the Special Enforcement Unit responded to the area. When the undercover officers arrived they observed a subject fitting the description that the reporting party had given in the area. The under cover officers identified this subject and an additional subject associating with him as documented gang members. These subjects were Hugo Sanchez and Edwind Zavala. When uniformed officers arrived in the area 4 of the subjects, including the two above mentioned adults, fled northbound along an access road adjacent to the agricultural field in the area. 5 others were detained at the scene. The 4 subjects who fled northbound were ultimately located and detained. These four subjects were arrested for delaying/obstructing police. Ortega also initially gave a false name to police, and was arrested for providing false information to police. Of the 5 subjects who did not run, 3 were cited and released at the scene for violation of probation. Each of them had gang terms, and they were in violation for associating with each other. After the subjects were detained, police searched the subjects and surrounding area for firearms. Police officers located a loaded revolver in the rear yard of a residence along the path that the four subjects who fled had taken.

INCIDENT:	Pursuit Ends in Arrest

An attempt by Oxnard police to stop a motorist for a minor traffic infraction led to a short pursuit, crash, injury to a passenger and arrest of the driver for multiple felonies.

Officers Joe Floriano and Derek Stephens were on routine patrol when they observed a green Volvo fail to stop for a stop sign at First Street and Roosevelt Avenue. When the officers illuminated their overhead red and blue lights, the driver of the Volvo sped off and a short pursuit, lasting a total of 37 seconds, ensued.

The driver lost control of his car and collided into a fence in the 300 block of Cooper Road. The driver fled from the disabled car, leaving his injured passenger, Martina Elena Duran, 31 years, of Oxnard, behind. The driver was found hiding nearby and was taken into custody after a brief struggle with officers.

Manuel Simentel Lopez, 41 years, of Oxnard, was treated at St. John’s Regional Medical Center, for injuries sustained in the crash. Passenger Duran was also treated at St. John’s for her complaint of pain and was arrested for possession of narcotic paraphernalia and outstanding warrants.

Lopez’s charges included, felony evading, felony hit and run, driving on a suspended driver license, resisting arrest, possession of narcotic paraphernalia, being under the influence of a controlled substance and outstanding warrants.

Both subjects were booked into the Ventura County Jail. Bail for Lopez was set at $60,000.

INCIDENT:	Dispute with a gun

DETAILS:

On 12/27/2009 at about 5:11 PM, a male subject called the Oxnard Police Department and stated his daughter had threatened him with a gun. He reported she was still inside the residence with the gun at 931 Devilfish Dr. in Oxnard. He further stated that his 16 year old grand daughter was also inside the residence.

Officers arrived at the location and made contact with the reporting person, Paul Shorter. While officers were securing the perimeter around the residence and preparing to make a phone call into the house, a shot was fired from somewhere inside the residence. Officers made entry into the house where they found the suspect, Alicia Shorter in the hallway next to the garage. She was taken into custody without incident and was not injured. The 16 year old female was found unharmed in a bedroom and later released to a relative.

The investigation revealed that Paul Shorter was in a dispute with the 31 year old female when he brandished a gun at her. His daughter, Alicia Shorter physically took the gun away from him. She then pointed the gun at him and threatened to kill him. Paul Shorter was able to flee from the residence and he contacted police.

Paul Shorter was arrested for a misdemeanor charge of brandishing a handgun at the 31 year old female. Alicia Shorter was arrested for threatening her father and brandishing a handgun.

INCIDENT:	Assault on a Police Officer

DETAILS:

On 12-26-09 about 2004 hours, an Oxnard Police Officer initiated a contact with a man in the 1900 block of North Ventura Road in Oxnard. Juan Carlos Contreras, age 37, fled on foot and the officer followed. After a short foot pursuit, Contreras was tackled by Oxnard Police Officer Guy Hartson. Officer Hartson tried to arrest Contreras but Contreras assaulted him by punching him in the face. During the struggle, Contreras grabbed at Officer Hartson’s sidearm and tried to remove it from his holster. Officer Hartson was able to hold onto his weapon until additional Oxnard Police Officers arrived. Contreras was booked into the Ventura County Jail for two Felony charges, assault on a Peace Officer causing injury and attempting to remove a firearm from a Peace Officer. On 12-25-09, at approximately 2148 hours, officers received a call regarding a robbery that just occurred with one suspect being armed with a handgun. The suspect vehicle parked in front of the victim’s residence and one suspect approached the victims. The suspect claimed "Colonia" and then struck the victims with the handgun. The suspect took a cellular phone and a wallet containing an undisclosed amount of cash.

The victims followed the suspect vehicle for a short time when they eventually caught up with them in the 1200-block of Mountain View Avenue. One of the suspects exited the vehicle and fired several rounds at the victims. The suspects then fled the scene. A short time later, officers located the suspect vehicle and initiated a vehicle pursuit.

During the vehicle pursuit, one of the passengers discarded a loaded handgun but it was later recovered. The pursuit terminated in the area of Paseo Nogales and Paseo Isla and the suspects fled on foot. After conducting a search of the area, two suspects were taken into custody.

INCIDENT:	Attempt Street Robbery

DETAILS: 

On 12/24/2009 at about 1640 hours, victim Mateos was on his way to work driving a Scat Access Van. Mateos stopped at an ATM on the corner of Second Street and “A” Street to withdraw money from his account. As soon as Mateos obtained his money from the ATM, the suspect approached him and demanded the money. The suspect was in possession of a 7” long metal rod which he used as a weapon. The victim refused to give the suspect his money. The suspect punched the victim in the face and the victim and the suspect began to fight. The two fell to the ground and the suspect continued to punch the victim in an attempt to take his money. Three residents of the City of Port Hueneme were driving South on “A” Street when they observed the suspect beating the victim. The witnesses made a U-turn and returned to the scene. The three witnesses worked together to break up the fight and subdue the suspect. The three witnesses held the suspect until police arrived a short time later. The three witnesses positively identified Zachary Miller as the suspect.

INCIDENT:	Assault with a Deadly Weapon and Attempt Carjacking

DETAILS: 

On 12-24-09 at 7:28 PM Officers responded to a call of a fight in the parking lot of Chicago Liquor located at 1930 No. Ventura Rd. Upon arrival the officers located three victims of an Assault with a Deadly Weapon and an Attempt Carjacking. One of the three victims had a cut to his face from fighting the suspect.

The victims were entering their vehicle after making a purchase at the store. The suspect came up to the victim and had a verbal confrontation, during the exchange of words the suspect pulled a knife and cut one of the three victims. The suspect then attempted to jump into the victim’s vehicle and drive away. The suspect was pulled out of the vehicle by the victims. The victims then re-entered their vehicle and drove away when they heard gunshots. It appeared that they were shot at by the suspect. The victims sustained no injuries from the gunfire. The one victim that was injured refused medical treatment by paramedics.
