Senior Officer Funk saw a subject, later identified as William Page, inside the vehicle sitting in the driver’s seat but making no attempt to get out. The victim was conscious but unresponsive to the instructions of the officer. Senior Officer Funk approached the car which now had smoke and flames beginning to enter the passenger compartment. Senior Officer Funk opened the driver’s door and dragged the victim to safety.
