DETAILS: 

On the above date and time Officers from the Oxnard Police Department located a stolen vehicle being driven by the above suspect in the city of Oxnard. Officers attempted to stop the stolen vehicle and a vehicle pursuit ensued.

The pursuit began in the area of Statham Ave. and Oxnard Blvd. Officers pursued the suspect north through the city, and southbound on the 101 Freeway. The suspect lost control of the stolen vehicle and collided with a second vehicle and the center median of the freeway, causing the suspect vehicle to overturn. After the suspect vehicle came to a stop, the suspect exited the stolen vehicle and fled northbound on foot across the northbound lanes of the 101 Freeway and heavy northbound vehicle traffic. Officers chased the suspect and took her into custody without further incident after a short foot chase. The California Highway Patrol responded to the accident scene and assisted with the collision investigation.

The suspect was arrested for vehicle theft, felony evading, felony hit and run, misdemeanor hit and run, and was found to be under the influence of cocaine and on parole. The suspect and the driver of the vehicle that the suspect collided with on the 101 freeway were transported to St. Johns hospital with minor injuries from the traffic collision. The suspect was booked into county jail for the above charges.

On 5/22/10 at 04:45 hours, the Oxnard Police Department took a stolen vehicle report on a red 1991 Chevrolet Silverado pick-up truck taken from the area of Samuel Ave. & Lark St. On 5/22/10 at about 10:40 hours, the victim spotted her vehicle being driven through a shopping center in the 2800 block of Saviers Rd.

The victim phoned the police while following the vehicle which was driven by 30-year old Oxnard resident Julio Cesar Carriedo. The victim watched Carriedo eventually abandon the vehicle in the alley of Arcadia St near Iris St. Officers established a perimeter and began searching the area eventually locating Carriedo in the back yard of a residence in the 200 block of E. Iris St. Carriedo had been trying to hide under the lid in a water-filled hot tub.

Carriedo was taken into custody without incident and he was subsequently booked into Ventura County Jail for auto theft (a felony) as well as two outstanding misdemeanor warrants. He is being held on $250,000 bail. The truck was recovered undamaged and returned to the owner.

On 5-24-2010 at approximately 0507 hours, two officers from the Oxnard Police Department were dispatched to a call of an “audible alarm from a business” that is located in the 3400 block of W. 5th St. When the officers arrived they noticed a broken front window to the business. One of the officers moved to the rear of the building while the second officer covered the front. The officer who went to the rear of the building reported that he heard movement coming from inside of the business. Around this time, the second officer reported seeing a subject inside the front side of the business.

A door at the rear of the business suddenly opened and the suspect was confronted by the officer. The officer, who had drawn his weapon, ordered the suspect out of the business and to raise his arms. The suspect refused to comply with the officer’s commands, and went back into the business, closing the door behind him. The suspect opened the door several more times, continuing to refuse to comply with the officer’s orders to show his hands to the officer. It appears that once the suspect realized that the officer was by himself in this location, the suspect charged directly at the officer in an aggressive manner, rather than flee in a direction that would have better allowed him an opportunity to escape. Weighing the circumstances and fearing for his life, the officer shot the suspect. The suspect was pronounced dead at the scene. No weapon was found in the suspect’s possession.

The officer, who was not injured, was placed paid administrative leave, which is standard procedure.

Seat Belt Ticket Increases to $142

If you’re planning to hit the road for a late spring or early summer getaway, be sure that everyone in the car wears their seat belt on every trip, day and night. The Oxnard Police Department along with Law enforcement throughout the state will be looking for unbelted drivers and passengers as part of the 2010 Click It or Ticket mobilization, May 24 – June 6. This year, fines and fees have increased from $132 to $142 for first time adult seat belt violations. For children under 16, the fine is now $445 for a first time offense.

“Keep your friends and family safe by buckling up no matter where you’re going,” said Police Chief John Crombach. “We will be looking for motorists throughout the area who are not buckling up, day and night. It’s not just about avoiding a ticket; it’s about keeping the ones you care about alive.”

Seat belt violators will receive citations – no warnings. The Click It or Ticket campaign relies on heavy enforcement and public education as a means to help save lives on California’s roadways.

“Wearing a seat belt is just simply the easiest and most effective thing you can do on the road to protect yourself and your family,” said Christopher J. Murphy, Director of the California Office of Traffic Safety. “That means buckling up day and night, on every trip.”

More than 600 permanent Click It or Ticket highway signs, which have been up since 2005, will be updated to reflect the new ‘Minimum $142’ in the coming months.

Currently Oxnard has a seat belt usage rate of 96 percent and statewide the usage rate is 95.3 percent, but that still means over half a million people are not buckling up. Properly restrained drivers, passengers and children have a 50 percent better chance of surviving a crash than unbelted occupants. Those ejected from vehicles in crashes or roll-overs are up to 35 times more likely to die than restrained occupants.

More than 150 local law enforcement agencies statewide and the CHP will be participating in this year’s Click It or Ticket mobilization. Funding to support California’s Click It or Ticket campaign was provided by a grant from the California Office of Traffic Safety through the National Highway Traffic Safety Administration.

On 5-19-10 around 9:10 PM a robbery call came into dispatch at the Oxnard Police Department from the area of Spruce and “C” street. Upon officers arrival they contacted the victims of an armed robbery.

They told officers that the victims were walking home from Taco Bell when they were confronted by two subjects. The juvenile suspect was armed with a knife and demanded the victim’s property. When the victims stated they only had cellular phones, suspect Eric Appel punched one victim and took the victims cash. The other victim’s gave up their cellular phones in fear of being assaulted. The suspects fled the area on foot.

At around 10:45 PM one of the victims saw the two suspects involved in the earlier robbery in front of a residence at 3100 South “D” street. When officers arrived and contacted the victim of the prior robbery he said he could identify the residence that the suspect’s were standing in front of. A perimeter was established by patrol officers. As a vehicle started leaving from the alley the occupants were detained. The victims were driven by and identified both suspect’s as being involved in the robberies.

Officers searched the vehicle the pair were attempting to leave in and located two of the victim’s phones. The cash was not recovered. Both suspects were arrested for multiple counts of armed robbery and conspiracy. The father Eric Appel was booked in Ventura County jail. The son was booked into juvenile hall.

All the victim’s names are being withheld due to their ages. There was only a complaint of pain injury to the victim punched in the face by the suspect.

On 5-19-10 around 12:20 PM, Officers responded to a call of a take over robbery that had just occurred at 120 West Channel Islands Blvd the 5 De Mayo Jewelry store. Once officers arrived they were told that two suspect had entered the store while one suspect waited in the vehicle.

The pair that entered the store requested an item that caused the employee go to the back room to retrieve it. One suspect followed the employee to the back room where he brandished a handgun and tied the two employees up. The pair then took several items of jewelry, cash, and two weapons from inside the business. The employee notified a neighboring business that the robbery had occurred. There were no injuries to either employee. The suspects fled in a blue van.

As officers searched the area Sgt Mike Van Atta located the vehicle abandoned near the carwash at Bryce Cyn and Saviers Rd. The vehicle had evidence inside and outside on the ground around the parking lot that investigators recovered. The vehicle was a stolen out of Hawthorne on an unknown date.

On 5/13/2010 at approximately 7:00 pm, a vehicle with several subjects was traveling W-B in the 500 Block of E. Yucca St. The occupants of the vehicle noticed several subjects standing in front of a house. Looks were exchanged between the two groups and the driver of the vehicle stopped the car.

One of the occupants of the vehicle got out of the car and began to fight with a subject from the second group. While the fight was going on, an unidentified subject produced a handgun and fired striking Rivera who was initially a passenger in the car. Rivera was standing outside of the car when he was shot. He was pronounced deceased at the scene.

No arrests have been made. Detectives are asking anyone who may have information relating to the shooting to contact Detective Sonia Sanchez at 385-7663 or leave a message on the Violent Crimes Hotline at 982-7070.

On Friday, May 14, 2010 at about 3:45 P.M., officers from the Oxnard Police Department responded to an injury collision in the 1500 block of West Channel Islands Blvd. When officers arrived, they found a motorcycle had collided into a tree on the north side of Channel Islands Blvd. Officers also found a male lying on the ground 59 feet west of the tree. The male sustained serious injuries as a result of the collision and was transported to St John’s Regional Medical Center by Gold Coast Ambulance.

The preliminary investigation indicates that the motorcycle was traveling westbound on Channel Islands Blvd. towards Ventura road at a high rate of speed. For unknown reasons, the driver lost control of the motorcycle and was ejected. The motorcycle struck the tree with such force that it caused the motorcycle to land about 63 feet north of the street in an empty parking lot. At this time it is undetermined if alcohol was a factor in the collision.

On 5/14/10 around 8:35 PM officers were dispatched to a call of a stabbing in the 900 block of South Ventura Rd. Upon arrival, they located two victims that were suffering from stab wounds. One victim was stabbed in the chest and abdomen while the other had suffered a superficial stab wound to his arm. Both victims were transported to St John’s Regional Medical Center. The 18 year-old victim went into emergency surgery where he is listed in critical condition.

It appears that the assault was tagger / gang motivated. The two names of the victims are being withheld to avoid any gang retaliation. The suspect was arrested in a nearby park by special enforcement and patrol officers.

During an interview the suspect admitted his involvement in the incident. He was booked at Ventura County Jail for attempt murder and a gang allegation. Investigators recovered the weapon used during follow-up investigation.

On 5-14-10 an assault with a deadly weapon occurred in the 200 block of West Doris Ave. During that assault the suspect was identified by witnesses.

This morning around 6:00 AM the suspect Nissa Magallon called the police because she was a victim of vandalism. During that contact she was found to be under the influence of a controlled substance and arrested.

Investigators were contacted about the assault that had occurred days earlier. They conducted a photo line-up where the suspect Magallon was identified. They also learned that the mother Laticia Franco had made several threats to an involved party via phone and text messages.

Investigators obtained a search warrant for two addresses in Oxnard that may have had evidence from the assault and criminal threats. During the search warrant on Redwood Street investigators located narcotics for sales and currency associated with the narcotics. They also located evidence involved in the crimes.

Suspect Nissa Magallon was booked at Ventura County Jail for Assault with a Deadly Weapon and under the Influence of a controlled substance. Suspect Laticia Franco was booked for possession for sales and criminal threats.

All the victim’s names are being withheld due the threats made involve gang members associated with the suspects.
