(Oxnard, CA) On June 30, 2012, between the hours of 7 p.m. and 2 a.m., officers from the Oxnard PD conducted two sobriety and driver’s license checkpoints. The checkpoint locations were: southbound Saviers Road just south of Bryce Canyon and northbound Ventura Road south of Seventh Street. 
 
Officers screened 837 motorists who passed through the checkpoints and conducted three DUI investigations of drivers who had been drinking alcohol. Of those investigations, one was arrested for DUI. 
 
Citations were issued to 48 drivers for various drivers’ license violations. Twenty-one drivers were issued citations for driving without a valid driver’s license and no drivers were cited for driving with a suspended driver’s license. Three vehicles were towed from the checkpoints. 
 
The Oxnard PD will continue to conduct DUI enforcement operations this year. These DUI operations are an effort to reduce the number of alcohol related crashes and to make our roadways and community safer. We also remind people that if they see an impaired driver to dial 911. These DUI enforcement operations are funded by grants from the California Office of Traffic Safety (OTS) through the National Highway Transportation Administration.

(Oxnard, CA) On June 30, 2012 at about 4 a.m., the Oxnard PD received a 911 call from a female who told police that she was sexually assaulted by a man inside of her residence in the 1300 block of Commercial Avenue.
 
The woman told officers that the man entered her home through an unlocked front door and went into her bedroom where he proceeded to sexually assault her. A struggle took place and the suspect fled on foot. When officers arrived and made contact with the victim she was able to give a description of the suspect. Patrol officers located a man that matched the suspect’s description. Jose Silva Puga, 12/23/76, was positively identified by the victim and arrested for 220 PC – assault with intent to commit rape and 459 PC – burglary.

INCIDENT	OPD Explorer Program – graduation event

(Oxnard, CA) On Saturday, June 30, 2012 at 1 p.m. eight participants of the Oxnard PD Explorer Academy Post #9286 will graduate. The event will take place at the Pacifica High School Performing Arts Center. 
 
The Explorer academy began on June 11, 2012 with ten participants. These Explorer recruits spent many hours in the classroom, taking tours of law enforcement facilities and meeting with local law enforcement professionals.
 
The curriculum at the Explorer academy included: report writing, traffic laws, traffic investigation, cultural diversity, crime scene preservation, juvenile laws, search & seizure procedures, the criminal justice system, crime prevention, ethics and patrol procedures. The recruits were also introduced to various units at OPD via tours and presentations. In addition to academic instruction the recruits participated in physical conditioning.  
 
 Explorer recruits are mentored by Oxnard PD officers, some of whom also started their law enforcement careers in the Explorer Program. The recruits learn character development, law enforcement history, community investment and patriotism. The Explorer Program is an excellent opportunity for high school aged youth to invest in their futures through involvement in many types of police and community activities.

Oxnard Police Department Targets Impaired Drivers with DUI/Drivers License Checkpoint

 
Drive Sober or Get Pulled Over
 
Oxnard, CA – Oxnard Police Department Traffic Unit will be conducting a DUI/drivers license checkpoint on Saturday, June 30th at an undisclosed location within the city limits between the hours of 7 p.m. and 3 a.m. Checkpoints are placed in locations that have the greatest opportunity for achieving drunk and drugged driving deterrence and provide the greatest safety for officers and the public. 
 
Officers will be contacting drivers passing through the checkpoint looking for signs of alcohol and/or drug impairment. Drivers caught driving impaired can expect jail, license suspension, and insurance increases, as well as fines, fees, DUI classes, court probation and other expenses that can exceed $10,000.
 
All too often, members of our community are senselessly injured or killed on local roadways by impaired drivers. “Over the course of the past year, DUI collisions have claimed 1 life and resulted in 185 wrecks injuring 86 of our friends and neighbors in Oxnard,” said Senior Officer Jamie Brown
 
This DUI/drivers license checkpoint is an effort to reduce those tragedies and officers will be checking drivers for proper licensing. A major component of these checkpoints is the deterrent effect it has on those who might drive drunk or drug-impaired and bring about more awareness, encouraging everyone to designate sober drivers. 
 
According to the National Highway Traffic Safety Administration (NHTSA), checkpoints have provided the most effective documented results of any of the DUI enforcement strategies, while also yielding considerable cost savings of $6 for every $1 spent.
 
Funding for this operation is provided by a grant from the California Office of Traffic Safety, through the National Highway Traffic Safety Administration.

(Oxnard, CA) In anticipationof the July 4, 2012 holiday,Oxnard police officers will enforce the ban on fireworks in Oxnard. Anyone possessing, storing, selling, using, transporting or handling any type of fireworks in the city of Oxnard is subject to criminal arrest or may be issued a civil citation with a fine of up to $1,000.

This year Oxnard PD has two ways to report fireworks in advance of the holiday. You may call the fireworks hotline at (805) 982-7141 or send an email to [email protected].
Please include the exact address where the fireworks are being used. If you have the name of the resident who is using fireworks, you may provide that information as well. It is not necessary for you to leave your name and phone number if you do not wish to do so.
 
In response to your tip, Oxnard PD will issue warnings to residents by mail, in person or by phone in an effort to prevent illegal fireworks activity in the days leading up to and including the Independence Day holiday.   
 
Keep in mind that it is also against the law to discharge firearms in the city limits. Each year all over the United States, people are injured because of those who choose to celebrate July 4 by firing rounds into the air.
On July 4, residents are encouraged to report fireworks or gunshots by calling the Oxnard PD Communications Center at (805) 385-7740. Please be prepared to tell the dispatcher as much information about the fireworks activity as possible including the location or the general area where the fireworks are coming from.

DUI SATURATION PATROL
In addition, there will be a team of officers conducting a saturation patrol around the city of Oxnard on July 4. Motorists are reminded to use designated drivers or taxis instead of driving after consuming alcohol. The funding for this saturation patrol is provided by the California Office of Traffic Safety.

(Oxnard, CA) On June 23, 2012 at about 9:30 a.m., a sport utility vehicle travelling westbound Channel Islands Boulevard collided into a motorcyclist who was travelling eastbound on Channel Islands Boulevard about to make a left turn onto Victoria Avenue. The motorcyclist and a passenger were ejected from the motorcycle. The motorcycle driver, 51-year-old David Umbaugh of Washington and the passenger, 48-year-old Karlene Umbaugh of Washington were transported to Ventura County Medical Center. The Mr. Umbaugh suffered minor injuries; and Karlene Umbaugh was listed in critical condition with head trauma. The driver of the SUV, 30-year-old Stephen Moreno of Ventura was not injured. It was not known at the time of this release if alcohol or drugs were a factor in this collision.

(Oxnard, CA) On June 24, 2012 at about 10:15 p.m., Oxnard PD officers were dispatched to the 400 block of Devonshire regarding a stabbing. When officers arrived they contacted a victim who had sustained stab wounds to his chest. The victim was transported to Ventura County Medical Center where he is listed in critical condition.
 
Officers were able to locate the suspect, 27-year-old Jesus Morones (10/13/84) walking in the immediate area. Morones had sustained an injury to his head and was also transported to Ventura County Medical Center for his injuries.
 
During the course of the investigation, it was revealed that both Morones and the victim knew each other and had a dispute over a woman. During the dispute Morones stabbed the victim. The victim armed himself with a metal object and hit Morones in head. After Morones was medically cleared, he was transported to Ventura County jail and charged with attempted murder.

(Oxnard, CA) At 10:44 p.m. on June 23, 2012, Oxnard PD responded to the 1100 block of South L Street regarding a subject possibly overdosing on drugs. When officers arrived on scene, they made contact with a male who was acting erratically. Officers attempted to calm the man down in order to facilitate aid from the Oxnard Fire Department and Gold Coast Ambulance, who were staged nearby.
 
The 26 year-old male Oxnard resident would not comply as officers attempted to de-escalate the situation. Officers attempted to physically restrain him, and a brief struggle ensued. After being handcuffed, the officers noticed the man had become unconscious. Emergency medical personnel, who were standing by, immediately began life-saving measures. The man was transported to St. John’s Hospital where he was pronounced deceased at 11:41 p.m.  
 
The name of the suspect will not be released until the next of kin and immediate family can be properly notified.  
 
No officers were injured during this incident.  
 
The Oxnard PD and the Ventura County District Attorney’s Office are working together to determine the facts of this matter. The officers involved in this case have been placed on paid administrative leave, which is standard procedure for incidents of this nature.

(Oxnard, CA) Beginning Friday, June 22, 2012 through Monday, June 25 at 5 p.m. the intersection of Pleasant Valley Road and Terrace Avenue will be closed to all traffic for rail road construction work. Signs have been posted for the past two weeks warning motorists of the repair schedule. Motorists are advised to avoid the area until repairs are completed.

On December 17, 2011 at about 8 p.m., Oxnard PD received a call from medical services personnel requesting our assistance with an injured man found in the backyard of a residence in the 3100 block of Paula Street.
 
Paramedics gave medical aid to the man and transported him to St. John’s Medical Center where he was pronounced dead. This case is being investigated as a suspicious death. The autopsy by the Ventura County Medical Examiner is pending. The victim’s name will not be released until his next of kin have been notified.
