Since yesterday morning, Oxnard Police Department Investigators from the Violent Crimes Unit (VCU) and the Major Crimes Unit have been investigating an incident that left a 35-year old female with a gunshot wound to her leg and a 35-year old male with multiple gunshot wounds. The male victim had been receiving critical care at the Ventura County Medical Center for his numerous injuries. Late last night, the male victim succumbed to his injuries and was pronounced dead. His name is being withheld until his family can be notified.

This is Oxnard’s tenth homicide of 2014 and the fourth in the last five (5) weeks. There are no indications that any of these four (4) homicides are connected in any way. The motive for this homicide is not known and investigators are continuing with the investigation.

DETAILS: On January 14, 2015, at approximately 5:30 a.m., officers from the Oxnard Police Department were dispatched to a call of shots fired in the 5200 block of Perkins Road. Upon arrival, officers located a male shooting victim in a parked vehicle. Medical personnel attended to the victim who ultimately died as a result of his injuries.

Preliminary investigation indicates this was not gang related or an act of random violence. The Oxnard Police Department is currently working with the Coroner’s Office in order to positively identify the male victim. The identity of the deceased person as well as the cause and manner of death will be released by the Ventura County Coroner’s Office. As of this release, no suspect(s)have been identified and the motive remains unknown.

DETAILS:
On January 16, 2015, at about 9:25 PM, officers from the Oxnard Police Department and EMS personnel responded to the train tracks along the 800 block of N. Oxnard Boulevard in reference to a subject being struck by a moving train. The victim was found deceased.

Preliminary investigation indicates that the pedestrian was walking northbound on the railroad tracks when she was struck by the moving train.

The name of the deceased victim is being withheld pending notification of her family.

On Sunday, January 18, 2015, at about 1:00 a.m., officers from the Oxnard Police Department and EMS personnel responded to the intersection of Vineyard Avenue and Heather Street in reference to an injury traffic collision.

At the scene, officers found that a Jeep Cherokee, driven by Darrah Caprarelli, was traveling westbound on Vineyard Avenue and rear-ended a parked sport utility vehicle. This collision caused the SUV to collide into two additional vehicles parked along the shoulder. All of the vehicles involved sustained extensive damage.

Driver Caprarelli was treated at the scene for minor injuries and was arrested on suspicion of DUI as her blood alcohol level was found to be over three times the legal limit of .08. Caprarelli was also driving with a suspended driver’s license stemming from a previous DUI conviction. She was booked into the Ventura County Jail. There were no other injuries as a result of this collision.

The Oxnard Police Department wants to remind everyone to report drunk drivers by calling 911.

DETAILS: On 1/19/15 at approximately 1723 hours, Oxnard police officers responded to a stabbing victim in the 600 block of Teresa Street. The victim, 26 year old Saul Anchando, was stabbed in the chest and transported by ambulance to the Ventura County Medical Center in grave condition. Anchando underwent emergency surgery and is in the Intensive Care Unit (ICU) listed in critical condition.

According to witnesses, Anchando was riding his bike with his brother when the suspect approached them. The suspect grabbed an HP laptop notebook computer Anchando was holding and fled on foot. Anchando ran after the suspect to retrieve his property. The suspect turned and stabbed Anchando in the chest. The suspect then fled the area with the computer.

Investigators from the Oxnard police department’s Violent Crimes Unit (VCU) responded to the scene and began investigating the incident. Investigators learned that the suspect stole a brand new HP 15-r029wm black Notebook computer laptop from the victim. Here are pictures of the same model HP Notebook stolen by the suspect:

This morning, a witness to the incident sat with a police composite sketch artist and was able to provide information of what the suspect looked like. Attached is a copy of the composite drawing of the suspect.

Once again, the suspect is described as a Hispanic male, 5’-7” tall, thin build, mid 30’s,shaved head, no facial hair (clean shaven), black and gray tattoos on his neck and arms, dark colored baggy shirt, baggy blue jeans, white and black Converse “Chuck Taylor” shoes, medium complexion. We are asking the public not to confront persons who they believe look similar to the composite drawing. You are asked to contact the Oxnard police department by calling 911 so a police officer can make contact with the person.

VCU investigators are also looking to interview a potential witness to the crime. The potential witness was driving a champagne colored 2000-2006 Chevrolet Tahoe or GMC Yukon, with dark tinted windows and black after-market rims. This vehicle was seen driving on Teresa Street towards the direction of the robbery seconds before the incident occurred. The occupants of this vehicle are asked to call Detective Jonathan Ballow at (805) 288-3289. You can call and remain anonymous, but still provide valuable information to assist investigators.

DETAILS:In the month of December 2014, the City of Oxnard experienced a 30% increase in stolen vehicles throughout the city. In December 2013, the City of Oxnard had 63 cars stolen compared to December 2014 in which we had 82 vehicles stolen.

It appears the increase is due to the colder weather and people leaving the vehicle engine running. Oxnard Police have found that of all vehicles being stolen, 25% are due to individuals leaving their vehicles parked, unattended, and with the engine running.

In the weeks ahead, Oxnard Police officers will be enforcing a City of Oxnard ordinance which states that no one is to leave a car running unattended. A $65.00 citation will be placed on vehicles that are left running unattended and the keys to the vehicles will be taken to the Oxnard Police Department, at which time the owner of the vehicle will have to come to the police department to retrieve their car keys.

Below are tips to assist with preventing vehicle thefts.

• Do not leave your keys in your car, on or off. If your car is left on to warm up, stay with your car. Your car can easily be taken if you are not there to watch it.

• Make sure to lock your vehicles, use an anti-theft device if available, and do not leave spare keys in the vehicle.

• Do not leave any valuable items in your car. These items are a temptation for someone to break your window and steal your property.

• Make note of suspicious persons and vehicles (including license plates). Dispatchers will ask for this critical information to better assist responding officers.

• Do not park in dark alleys or areas with low-light. Park in well-lit areas – in a garage, if possible.

On Sunday, January 25, 2015, at 2:08 AM, officers from the Oxnard Police Department assisted in a multi-agency, multi-jurisdictional pursuit of a stolen vehicle. The pursuit originated in the Los Angeles area after the stolen vehicle was involved in a non-injury hit and run traffic collision. The stolen vehicle was pursued by LAPD and CHP officers to the City of Ventura. Ventura Police Department took over the pursuit in the City of Ventura and pursued the vehicle into the City of Oxnard. Oxnard Police officers took over the pursuit at Channel Islands Blvd and C Street.

The pursuit terminated at the intersection of Channel Islands Blvd and Cloyne Street when the driver stopped the vehicle and fled on foot. The driver, Carlos Orozco, was apprehended with the assistance of a police canine. The passenger, Hector Vergara Flores, also fled on foot and was apprehended by officers after a short foot pursuit.

The vehicle, a 2013 Chevrolet Silverado, was reported stolen from the City of Santa Barbara. It sustained moderate damage from the hit and run traffic collision and the use of a spike strip during the pursuit.

Orozco was treated for minor injuries from the police canine. He was arrested by LAPD for felony evading and driving a stolen vehicle. Flores was arrested by LAPD for an outstanding warrant.

On 3-9-15, at 0345 hours, officers responded to a call of a possible fight at a 24-hour restaurant located in the 1200 Block of North Oxnard Boulevard. Responding officers noticed one subject, later identified as Marc Davis, 51 years, Oxnard resident, walking away from the disturbance to the rear of the restaurant. Davis attempted to hide behind a parked SUV. One officer then heard the sound of metal hitting the pavement. Davis was contacted and a loaded small caliber handgun was located near the SUV’s right rear tire. Davis was arrested.

Officers learned Davis is Post Release Offender (PRO) and is prohibited from possessing a firearm. The handgun was registered to another person. Davis was arrested for 25850(a)(4) PC, prohibited person in possession of a firearm, a felony, 25850(a)(6) PC, person in possession of a firearm not registered to them, a misdemeanor, and because of his PRO status was placed on a ten-day hold per 3454 PC.

The Post Release Offender (PRO) Program, created by Assembly Bill 109 (the “2011 Public Safety Realignment”), effective October 1, 2011, mandates that individuals sentenced to non-violent, non-serious, or non-sex offenses serve their sentences in county jails instead of state prison.

At the beginning of 2014, the Oxnard Police Department launched the Operation Safer and Stronger initiative, as well as the Firearms Strike Team (FAST) led by the Violent Crimes Unit to proactively remove firearms from prohibited persons in the city. The objective of the initiative and FAST was to reduce gun violence in Oxnard through education, intervention, and enforcement.

DETAILS: On 3/25/15, after a month long investigation, detectives from the Oxnard Police Department’s Family Protection Unit (FPU) arrested Aaron Scarborough. He was identified as allegedly sending harmful matter to a minor, luring a minor with the intent to commit sexual acts and engaging in sexual acts with a minor. These acts were committed in the City of Oxnard with a 17 year old female that he met on-line. Scarborough was booked into Ventura County Jail with bail set at $50,000.

The Oxnard Police Department is committed to protecting the safety of our youth and the continuing investigation of these crimes against children will be vigorously investigated and prosecuted.
