INCIDENT:	Arrest of Post Release Offender for hit and run, drug possession, and warrants

DETAILS:

On Monday August 11, 2014, at approximately 7:49 p.m., an Oxnard officer attempted to make a traffic stop on a driver who failed to stop at a stop sign at Hill St. and J St. When the officer turned around to stop the vehicle, the driver fled at a high rate of speed and drove in a reckless manner in an attempt to avoid police contact. The officer tried to catch up to the vehicle as it sped westbound on Woolley Rd. toward Victoria Av., but was unable to do so. When the officer got to the intersection of Woolley Rd. and Victoria Av., he found the suspect vehicle had crashed into another vehicle. The driver and a passenger fled from the vehicle, with the suspect being caught a short time later attempting to flee on foot in an adjacent residential neighborhood. The passenger was not located. The driver of the other vehicle involved in the traffic collision was not injured.

The suspect in this incident, Lewis Avalos, was arrested for hit and run, resisting arrest, drug possession, and outstanding warrants. One of the warrants was for failing to report to probation as a condition of the Post Release Offender (PRO) program.

The Post Release Offender Program was created by Assembly Bill 109 – the 2011 Public Safety Realignment – which was effective October 1, 2011. This program mandates that individuals sentenced to non-violent, non-serious (irrespective of priors) or non-sex offenses will serve their sentences in county jails instead of state prison. The public should be aware that release under AB 109 is based on the offender’s most recent committing offense. Prior convictions are not considered.

On Monday August 18, 2014 Oxnard police responded to the 700 block of Nandina Place reference a domestic with a handgun involved. Upon arrival, officers learned that Anthony Carbajal had been involved in an argument with the mother of his 3 year old child. Carbajal fled the residence in his car before police arrived, taking his son with him.

Officers from the Oxnard Police Department Special Enforcement Unit located Carbajal driving north on Ventura Rd and attempted to conduct a traffic stop. Carbajal tried to evade officers and a 5 minute pursuit began reaching speeds of 60mph. He led officers back to the 700 block of Nandina Place where he stopped and was taken into custody without further incident.

A search of the vehicle revealed a small quantity of narcotics, ammunition and a handgun magazine. The 3 year old child was also inside the vehicle and unharmed.

Carbajal was booked for battery, child endangerment, evading the police, violation of a domestic restraining order and several firearms charges.

(OXNARD, Calif) On Monday, September 1, 2014, at about 9:10 p.m., a man was shot in the street in the 1500 block of East Second Street in Oxnard. He was shot at least once and is expected to survive his injuries. There are few details on the shooting.

The man was transported to Ventura County Medical Center. There are no suspects in custody and the investigation is ongoing.

On September 7, 2014 at approximately 4:18 p.m., Oxnard police officers responded to the area of the 4300 block of South A Street reference a subject who was observed by neighboring witnesses breaking into an occupied residence.

The subject, identified as Reyes Cardona, was observed by police attempting to flee the area. He was arrested after a brief chase and taken into custody without incident. Cardona is in the Post Release Offender (PRO) program.

(OXNARD, Calif) – On Sunday, September 8, 2014, at approximately 11:30 p.m., Oxnard Police Officer Jack Martin saw Ramiro Vargas riding an off road motorcycle in the area of Frank Avenue and Samuel Avenue in Oxnard. The officer stopped Vargas because the motorcycle did not have any lights on at night and was not registered. The motorcycle turned out to be stolen. Vargas had a small amount of methamphetamine.

Vargas was on probation and officers searched his house and found it to be full of items confirmed were stolen from recent commercial burglaries. Some of the items recovered included plumbing wrenches, compressors, jack hammers, hacksaws, spray paint, rolls of copper wire and bicycles among other tools and electronics. Officers found a large amount of methamphetamine in his room as well.

Vargas was arrested and booked at Ventura County Jail on multiple counts of burglary, possession of stolen property, possession of a controlled substance, and theft of a motorcycle. His bail is set at $50,000

Detectives from the Property Crimes Unit are still investigating this case and believe that Vargas may be responsible for other burglaries. On 9/9/14 at approximately 2040 hours, Oxnard police officers were dispatched to a stabbing victim in the parking lot at 960 North Ventura Road. Police offices and EMS personnel found the victim, 23 year old Nathaniel Willis, suffering from numerous stab wounds. Willis was transported to the Ventura County Medical center in serious but stable condition.

According to statements obtained by police, the victim was attacked by three to four suspects that were described as Hispanic males in their late 20’s to early 30’s. The suspects fled the area after the attack. The motive for the assault is unknown at this time.

On 9-16-14, at approximately 2143 hours, officers of the Oxnard Police Department were dispatched to a stabbing victim in the 2400 block of Grapevine Dr. Officers arrived and contacted the victim who sustained two stab wounds to his abdomen. The victim was transported to the Ventura County Medical Center for treatment.

The victim identified the suspect as Scott Carlson, 56-year old Oxnard resident. The victim advised he was involved in an argument with the suspect and was stabbed during the altercation. The victim’s injuries were initially believed to be life threatening. The victim has since been stabilized and listed in serious condition.

Carlson was contacted by officers at the scene and arrested for 245 PC. Carlson was later booked into the Ventura County Main Jail. An investigation is continuing.

DETAILS: The Oxnard Police Department partnered once again with California Lutheran University to administer a Community Survey to assess and evaluate public safety perceptions, interactions, service, and experiences. Like its 2010 predecessor, this survey used an academic scientific method to obtain a representative sample from our city population. Every neighborhood in Oxnard – north, south, east, and west – was surveyed, and the survey was available in both English and Spanish.

The survey instrument and data collection instructions were created to provide a representative sample of our diverse community and population. The steps for data collection as designed by Dr. Jamshid Damooei, Co-Director of the Center for Leadership & Values at the Cal Lutheran University School of Management, ensured that every household in Oxnard had the same chance of being a respondent. The Oxnard Police Community Survey and data collection instructions help yield a 3% margin of error and a confidence level of 99%.

“It is important to continuously evaluate and assess our job and service to the community. The data we collected provides valuable information from the public on police services, and allows for us to see longitudinal changes in survey themes since the last survey was administered, and further informs our priorities moving forward,” said Jeri Williams, Oxnard Chief of Police.

As Professor Damooei presented at tonight’s Oxnard City Council meeting (October 28, 2014), the Oxnard Police is confident that the survey proved to be an objective means to determine the community’s perception of police services, and will provide the Department with the ability to assess how we can continue to further our Department’s Mission Statement: Protecting our Community with Exceptional Service.

On November 2, 2014 at 9:04 pm, Oxnard Police officers were called regarding an attempted robbery and stabbing that had occurred in the area of the 400 block of Teakwood Street.

The victim, a 25-year-old Oxnard resident, told officers that he was assaulted as suspects attempted to take property from him. During the incident, the victim suffered several non-life threatening stab wounds. He was treated at a local hospital for his injuries. The suspects were described as two Hispanic males in their 20’s wearing hooded sweatshirts and armed with a knife.

On 12/15/14 at approximately 0130 hours, Oxnard police officers were dispatched to the 700 block of South Oxnard Boulevard reference a shooting victim. Officers found a male victim with multiple gunshot wounds. The male was immediately transported to the Ventura County Medical Center with life threatening injuries. Several minutes later, a female called 911 to report that she had been shot. The female was at the Denny’s on North Oxnard Boulevard. Oxnard police officers and EMS personnel responded to the Denny’s restaurant. The female was transported to Saint John’s Hospital with a serious, but non-life threatening gunshot wound to her leg.

According to witnesses, an unknown male walked up to a group of people in a parking lot in the 700 block of South Oxnard Boulevard and shot the male victim as he was talking to friends. The female was shot in the leg as she attempted to flee the shooting scene. Investigators believe the male was the intended victim and that the female was not. The motive for the shooting is not known and investigators are continuing with the investigation.
