(Oxnard, CA) Oxnard Police and the Ventura County District Attorney’s Office announce the arrest of two men in connection with a rape and kidnapping case that occurred in 2001.

On August 12, 2001 a 17-year-old international exchange student from Japan was walking in the area of Rose Avenue and Lindsay Place when she was grabbed by a male suspect. Two men in a car kidnapped her, took her to an unknown location and sexually assaulted her. As part of the investigation, two DNA profiles were collected from the victim. One DNA sample was matched to Martin Hernandez Padilla 7/22/79 and a warrant was issued for Padilla’s arrest. The other sample did not match anyone in any current law enforcement database thus, the identity of the second suspect was not known.
 
On February 7, 2012, Orange County Sheriff’s deputies discovered that they had Padilla in custody in their facility; he was arrested because of the warrant. They notified the Ventura County Sheriff’s Department and Padilla was extradited from the Orange County jail to Ventura County.
 
Ventura County District Attorney investigators conducted several interviews which led to another possible suspect. They interviewed Oswaldo Hernandez Pinaloza 3/23/82 and had probable cause to arrest Pinaloza in this case. Both Padilla and Pinaloza are currently being held in the Ventura County jail.
 
The victim in this case returned to Japan in 2001. Investigators are in contact with her in the event she is needed for the prosecution.

(Oxnard, CA) Today at about 7:40 p.m. Oxnard PD received a call of car that hit a pedestrian at the intersection of Santa Lucia and Rose Avenues. Five Oxnard residents saw the collision from a nearby vehicle. Two of the occupants immediately exited the car and rendered aid to the 10-year-old victim. The pair of rescuers pulled him out of traffic lanes to safety.
 
While tending to the injured bicyclist, the witnesses watched as the suspect vehicle, a gray Ford F-250 pick-up truck, sped away. The remaining three occupants of the witness vehicle followed the suspect while reporting the description and direction of the truck.
 
The witnesses’ maintained contact with the dispatcher at Oxnard PD as the suspect driver zigzagged his way through southeast Oxnard along Hueneme Road and Rice Avenue. Oxnard PD officers intercepted the suspect vehicle at Channel Islands Boulevard and DuPont Street. The driver was taken into custody without further incident.
 
The bicyclist was transported by ambulance to a local hospital with moderate injuries. It was determined that he was crossing the street on his bicycle while the light was green when he was hit.
 
The suspect is identified as Raul Rivera, 54, of Oxnard. Rivera was booked into the Ventura County Jail on charges of felony hit and run, and driving without a license.
 
Without the assistance of these five witnesses, the victim may have sustained additional injuries from passing traffic at the collision scene and the suspect could have escaped apprehension.

(Oxnard, CA) On Friday, March 30, 2012 beginning at 9 p.m. the intersection of Rose Avenue and Fifth Street will be closed for railroad track maintenance. The shutdown will remain in effect until Tuesday, April 3 at 9 p.m.
 
Because this intersection is one of the most heavily traveled in all of Oxnard, the Oxnard PD Traffic Unit will manage the shutdown by monitoring the alternate routes closely. If the officers observe major traffic back-up along those routes, they will modify the traffic plan for the closure.  
 
Motorists are strongly urged to avoid Rose Avenue south of Gonzales. It is recommended that motorists use Oxnard Boulevard, Rice and Wooley Roads and Del Norte Boulevard as alternate streets. It is also recommended that motorists allow extra travel time if they need to travel in the areas near Fifth Street and Rose Avenue.

(Oxnard, CA) On April 6, 2012 at about 10 p.m. Oxnard police officers responded to the Walmart store located at 2001 N. Rose Avenue regarding an attempted robbery that had just occurred. The suspect was a Hispanic male, 25-26, wearing a black beanie, black or blue sweatshirt with white print on the left side, a plaid Dickies-style button-up shirt, and gray pants or jeans. He spoke English and Spanish and appeared to be ill – witnesses reported that the suspect coughed repeatedly. He approached a clerk at the customer service desk inside the business and demanded money and mentioned having a weapon, but no weapon was seen.
 
The suspect was not successful in getting cash from the clerk and fled the area on foot toward Gonzales Road. Officers checked the area for the suspect but were not able to locate him. No one was hurt during the attempted robbery.

(Oxnard, CA) On April 20, 2012 at about 8 a.m., Oxnard PD officers responded to the 4500 block of Reading Drive regarding a shooting and attempted residential burglary. Officers discovered that the victim of the attempted burglary stopped the 15-year-old suspect as he was leaving the area. The victim decided to drive the suspect home and was directed by the suspect to the College Estates neighborhood. While driving through the neighborhood, the victim noticed that he was being followed by two Hispanic males in a blue, full sized pick-up truck. As a result, the victim stopped his vehicle in the 4400 block of Anchorage Street. The driver of the full sized pick-up truck then fired once into the victim’s vehicle, shattering a window; the victim was not injured. All three suspects fled the area in the pick-up truck. Officers checked the area for the suspects and the suspect vehicle but were not able to locate them.

INCIDENT	“AVOID the 14” DUI Saturation patrol

(Oxnard, CA) On Saturday, May 5, 2012 between the hours of 7 p.m. and 3 a.m., officers from the Ventura County “AVOID the 14” task force teamed up to conduct a DUI saturation patrol in the city of Oxnard. The task force included officers from Oxnard PD, Ventura PD, Ventura County Sheriff’s Department, Port Hueneme PD, and the California Highway Patrol.
 
Task force officers stopped 198 vehicles, conducted 36 DUI investigations, and arrested
15 drivers for driving under the influence of alcohol. One driver was arrested for driving under the influence of marijuana. Officers also issued 55 citations to drivers for various vehicle code violations. Thirty-eight of those drivers did not have valid driver’s licenses.
 
This operation was funded through a grant from the California Office of Traffic Safety (OTS) though the National Highway Transportation Safety Administration (NHTSA).

On May 19, 2012 at about 5:46 a.m., officers from the Oxnard Police Department responded to 1012 South Oxnard Boulevard regarding a single vehicle collision into a pole. Officers and EMS personnel found that the driver of a red Ford Mustang had sustained fatal injuries as a result of the collision.
 
The preliminary investigation indicates that the Ford Mustang was traveling at a high rate of speed northbound on Oxnard Boulevard from Wooley Road. For unknown reasons, the vehicle lost control and collided into a pole.
 
It is unknown if alcohol or drugs were a factor in the collision.

(Oxnard, CA) On January 17, 2012 at about 11:08 p.m. a male suspect entered the Oxnard Donuts located in the 2500 block of Saviers Road. The suspect approached the clerk, brandished a handgun and demanded money. The clerk complied and the suspect took an unknown amount of money and fled the business.
 
The case was assigned to the OPD Violent Crimes Unit. During the investigation, robbery detectives were able to identify the suspect as Blas Arzabal (9/10/63), a 48-year-old Oxnard resident. Detectives learned that Arzabal was scheduled to appear at the Ventura County Superior Court on June 5, 2012 on a separate case.
 
At about 2:00 p.m. detectives observed Arzabal inside the courthouse and arrested him without incident. Arzabal was booked into the Ventura County Jail.

(Oxnard, CA) On June 7, 2012, at about 1 a.m., Oxnard PD received a call of a possible burglary that had just occurred at the Casa Grande Café located at 760 Mountain View Avenue. A witness heard the sound of glass breaking, saw the suspect enter the cafe and exit a short time later. The witness provided a description of the suspect and said he was last seen riding away on a bicycle. Officers began searching the area and about 30 minutes later; saw a suspect matching the description in front of the Circle K Market at 501 S. Rose Avenue.
 
Salvador Maldonado (8/8/74) was detained and, after an investigation, arrested for commercial burglary. Maldonado was in possession of property that is believed was taken during the crime.  
 
Maldonado is part of the post release offender (PRO) program. The PRO Program releases non-violent, non-sexual and non-serious offenders from prison, pursuant to Assembly Bill 109.

(Oxnard, CA) On Sunday June 17, 2012, at 9:37 p.m., Oxnard PD officers responded to a 911 call from the Super Taco shop at 154 East Fifth Street regarding a person who had been shot. Officers found the victim, a 28-year-old Hispanic male, face down on the sidewalk in front of the business. He suffered a single gunshot wound. Emergency medical services personnel pronounced the victim dead at 9:55 p.m. His name will not be released until his next of kin have been notified.
Detectives questioned several persons that work at the Super Taco and businesses in the area. They also reviewed evidence from the crime scene to determine what events led up to the shooting.
At this time, the shooter has been identified by investigators but an arrest has not been made. Investigators are continuing their review of witness statements and will release more information when possible.
