DETAILS:
On Wednesday, December 16, 2015, at about 10:10 a.m., officers from the Oxnard Police Department and EMS personnel responded to the intersection of Victoria Avenue and Pier Walk in reference to an injury collision involving a single vehicle. 
 
Preliminary investigation indicates that the Dodge was traveling northbound on Victoria Avenue approaching the intersection of Pier Walk.  For an unknown reason, the Dodge lost control and collided with the block wall located at the northeast corner of the intersection.  The driver of the Dodge, John Kellas, was partially ejected from the vehicle and sustained significant injuries from the collision.  He was transported from the scene to the Ventura County Medical Center where he is currently listed in stable condition.                  
 
It is unknown if alcohol and/or drugs are factors in the collision.  The collision is still under investigation.

On Saturday, December 19, 2015, between the hours of 8:00 p.m. to 3:00 a.m., the Oxnard Police Department Traffic Unit will be conducting a multiple location DUI/Driver’s License Checkpoint at undisclosed locations within the city limits.  Officers will be looking for signs of alcohol and/or drug impairment with officers checking drivers for proper licensing while delaying motorists only momentarily.  Specially trained officers will be available to evaluate those suspected of drug-impaired driving. 
 
The Oxnard Police Department wants everyone to be safe this holiday season and to remind all drivers to think before you drive.  It’s simple; if you choose to drink, don’t drive.  We also understand that there are many occasions during this time of year such as holiday gatherings with family and friends where drinking alcohol is a part of the celebration.  Make the proper arrangements prior to drinking so that everyone stays safe.  During this holiday season, the Oxnard Police Department will routinely deploy officers for dedicated impaired driving enforcement in an effort to keep our roadways safe.    
 
So far this year, Oxnard Police Officers have arrested over 500 drivers for driving while under the influence of alcohol, drugs or under the combined influence of alcohol and drugs.  In addition, officers have investigated over 250 impaired driving collisions that caused injuries to over 140 people. 
 
Funding for this checkpoint is provided to the Oxnard Police Department by a grant from the California Office of Traffic Safety, through the National Highway Traffic Safety Administration, reminding everyone to ‘Report Drunk Drivers – Call 9-1-1.’

On December 18, 2015 at approximately 9:15 p.m., officers observed a vehicle being driven with several mechanical violations in the area of Eighth and A Streets in Oxnard.  A traffic stop was conducted in the 1000 Block of South A Street for the violations.  The driver, 21-year old Oxnard resident Jeremy Turner, was contacted and found to be in possession of concentrated cannabis and taken into custody for the narcotics violation.
 
During a search of the vehicle, a loaded firearm was found under the driver’s seat which was listed as being stolen in the city of Glendale, California. Turner was arrested for drug related charges, possessing a loaded firearm in his vehicle and possession of stolen property.  He was booked into Ventura County Jail for the violations.
 
At the beginning of 2014, the Oxnard Police Department launched the Operation Safer and Stronger initiative, as well as the Firearms Strike Team (FAST) led by the Violent Crimes Unit, to proactively remove firearms from prohibited persons in the city.  The objective of the initiative and FAST is to reduce gun violence in Oxnard through education, intervention, and enforcement.

On January 4, 2016 at approximately 1600 Officers from the Special Enforcement Unit were conducting gang enforcement in the south end of the city due to several recent gang related shootings in the area.
 
SEU officers conducted a traffic stop in the 400 block of Hueneme Road. During the traffic stop they contacted Jesus Jasso, Margarito Solano, Mauricio Yepez and a fourth male adult. A search was conducted and Jesus Jasso was found to have a loaded handgun in his possession. He was arrested for weapons violations.
 
Mauricio Yepez was arrested for outstanding felony and misdemeanor warrants and Margarito Solano was arrested for a violation of probation.
 
The fourth subject was released at the scene.
 
All of these subjects are associated with an active criminal street gang.

On January 10, 2016 at approximately 1800 hours, Officers from the Special Enforcement Unit were conducting gang enforcement in the south end of the city due to several recent gang related shootings in the area.
 
SEU officers conducted a pedestrian stop on Julian Nunez at Samuel and Yucca. Nunez is associated with an active criminal street gang and a Post Release Offender. Nunez was found to have a loaded handgun in his possession. He was arrested for weapons violations and warrants.

Nunez is currently in the Post Release Offender Program, created by Assembly Bill 109 – the 2011 Public Safety Realignment – which was effective October 1, 2011.  This program mandates that individuals sentenced to non-violent, non-serious or non-sex offenses will serve their sentences in county jails instead of state prison.  The public should be aware that release under AB 109 is based on the offender’s most recent commitment offense, prior convictions arenot considered.

On March 2, 2016 at approximately 1825 hours Dora Baughamer walked away from her home in the 1400 block of Deckside Court in the City of Oxnard.  Mrs. Baughamer has been diagnosed with Dementia.  The Oxnard Police Department is enlisting the public’s assistance in locating Mrs. Baughamer.  Anyone with information as to Mrs. Baughamer whereabouts is asked to contact the Oxnard Police Department Dispatch Center.

INCIDENT: Ten Crashes Result in Impaired Driver Arrest

DETAILS:

On July 11, 2010 at about 0335 hours, a white Honda Accord, driven by Maria Rodriguez, was rear-ended by a beige Pontiac Grand Am near the intersection of Sanford Street and Beaumont Ave. The driver of the Grand Am fled the collision scene in her car. Rodriguez and her passenger, Madrigal, found the Grand Am near the intersection of Vanetta Street and Beaumont. The driver of the car was passed out behind the wheel.

Rodriguez and Madrigal waken the driver who puts the Grand Am into drive in an attempt to flee. The Grand Am is driven northbound on Beaumont to eastbound Curran Street to southbound Reeder Avenue. Over a distance of about 3/10ths of a mile, the Grand Am collided with nine parked cars. In the 4600 block of Reeder the driver fled from the vehicle.

Oxnard police are called and locate the driver, Alejandra K. Flores Ayala, hiding behind a dumpster in a nearby yard. She is taken into custody without incident. Ayala suffered facial injuries in the crash and was taken to St. John’s Regional Medical for treatment. She was later booked into the Ventura County Jail for one count each of: felony driving under the influence of alcohol and/or drugs, felony hit and run, under the influence of a controlled substance, possession of narcotic paraphernalia; and nine counts of misdemeanor hit and run. Her bail was set at $50,000.

Rodriguez and Madrigal were transported by ambulance to a local hospital with complaints of pain to their backs and necks.

The Oxnard Police Department has been awarded a $316,500 grant from the California Office of Traffic Safety (OTS) for a year-long program of special enforcement and public awareness efforts to prevent traffic related deaths and injuries.  The Oxnard Police Department will use the funding as part of the city’s ongoing commitment to keep our roadways safe and improve the quality of life through both enforcement and education.
 
“In keeping with our mission: To Protect the Community with Exceptional Service, and our 2014 effort to create a Safer and Stronger community, we are pleased to have a funding source to focus on traffic safety,” said Oxnard Police Chief Jeri Williams.  “Our efforts will focus on the increase in distracted driving, as well as drunk and drugged driving.  As members of the community, the Oxnard Police Department is committed to educating the public in our goal of ultimately having zero traffic-related deaths.”
 
After falling dramatically between 2006 and 2010, the number of persons killed and injured in California traffic collisions saw slight increases in 2011 and 2012.  Of particular concern are recent increases in pedestrian and motorcycle fatalities and the dangers of distracting technologies.  This grant funding will provide opportunities to combat these and other devastating problems such as drunk and drugged driving and speeding.
 
“California’s roadways are still among the safest in the nation,” said OTS Director Rhonda Craft.  “But, to meet future mobility, safety and sustainability objectives, we must create safer roadways for all users.  The Oxnard Police Department will be using these and other resources to reach the vision we all share – Toward zero deaths, every 1 counts.”
 
Activities funded by the grant will include:
•           Educational presentations
•           DUI checkpoints
•           DUI saturation patrols
•           Motorcycle safety enforcement
•           Distracted driving enforcement
•           Seat belt and child safety seat enforcement
•           Warrant service operations targeting offenders with multiple DUI convictions
•           Compilation of DUI “Hot Sheets,” identifying worst-of-the-worst DUI offenders
•           Specialized DUI and drugged driving training such as Standardized Field Sobriety Testing (SFST), Advanced Roadside Impaired Driving Enforcement (ARIDE), and Drug Recognition Evaluator (DRE)
•           Court “sting” operations to cite individuals driving from DUI court after ignoring their license suspension or revocation
•           Stakeout operations to observe the “worst-of-the-worst” repeat DUI offender probationers with suspended or revoked driver licenses
 
Funding for this program is from the California Office of Traffic Safety through the National Highway Traffic Safety Administration.

DETAILS:

On 2/24/08 at 0220 hours a 26 year male is dropped off at SJRMC by two unknown males.  The victim had sustained a gunshot wound to the torso. The witnesses that were contacted could little information or were not cooperative with investigating officers. Preliminary information indicates that the victim was possibly shot in front of the residence where a party had taken place earlier.  The victim’s wounds are life threatening and he is in critical condition.

DETAILS: On 2-26-08 at approximately 2020 hours, an 18 year old female Oxnard resident was allegedly taken by force from the area of Vineyard Ave and Oxnard Blvd to the area of BJ’s restaurant. The victim and the suspect are known to each other. While driving to BJ’s restaurant, the suspect battered the victim repeatedly.  While in the parking lot of BJ’s restaurant the victim attempted to escape, but Corona forced the victim back into the vehicle and drove to the 400 block of East Esplanade Dr.  Corona threatened to kill the victim and when the victim escaped from the vehicle, Corona allegedly attempted to run the victim over with his vehicle while stating he was going to kill her.  Corona was taken into custody at his residence shortly after the incident. 

Charges being considered at this time include kidnapping and assault with a deadly weapon. 

An investigation is continuing.
