On 03/28/2015 at approximately 2250 hours, several subjects from a family gathering became involved in a fight inside the business located in the 2700 block of Seaglass Way. One subject, Barbere, produced a knife during the fight. The victim, Le suffered a moderate laceration to the face and was transported to VCMC for treatment. Daniel Barbere was arrested and booked into Ventura County Mail Jail for violations of 245(a)(1) PC and 242 PC.

DETAILS:
On 4/16/15 at approximately 1030 hours, investigators assigned to the Violent Crimes Unit (VCU) were attempting to locate a wanted subject, identified as Douglas Reyvon Lovings, at his residence in the 400 block of North G Street, Oxnard. Investigators obtained information to confirm that Lovings was inside the residence. Lovings had an outstanding felony warrant for his arrest for armed robbery, and investigators had linked him to two additional armed robberies that occurred in Oxnard. Lovings was also on probation for a prior misdemeanor conviction.

Detectives attempted to make contact with Lovings at the front door, but Lovings fled to the rear of the residence and would not come out as requested. Due to the violent crimes Lovings was suspected of committing that involved firearms, Oxnard Police Department SWAT officers responded to the residence with assistance from Ventura Police Department SWAT.

Lovings residence was surrounded by police and numerous announcements were made for Lovings to exit the residence. Investigators also called Lovings’ on his cellphone to encourage him to follow the orders of the officers. After approximately two hours, Lovings contacted the SWAT officers at the front door of the residence and surrendered. Lovings was taken into custody without further incident.

Lovings was arrested for the outstanding felony warrant for robbery, and he was also charged with two additional crimes of armed robbery. Investigators believe Lovings is a suspect in additional robberies and will continue to investigate those crimes.

DETAILS: The Oxnard Police Department is requesting the public’s assistance in identifying a potential victim of a crime that may have occurred in the parking lot of the Walgreen pharmacy located at 2303 E Vineyard Avenue, Oxnard CA between the hours of 0230-0330 on April 30^th, 2015.

Surveillance footage captured the female running into Walgreens. The female appears to be of medium height and build, wearing a black long sleeve shirt, black pants and a pink scarf. An image of the female is attached below.

DETAILS:On 5/17/15 at approximately 2035 hours, Oxnard police officers were dispatched to three stabbing victims in front the businesses located in the 800 block of West Wooley Road, Oxnard. Officers arrived and located three stabbing victims. Two of the victims, a 16 year old Hispanic male and a 21 year old Hispanic male, were suffering from minor stab wounds. None of their wounds are considered life threatening. A third victim, an 18 year old Hispanic male, was found to be suffering from life threatening stab wounds. All three victims were transported by ambulance to the Ventura County Medical Center. The 18 year old victim was rushed into emergency surgery, where he currently remains.

The police officers searched the area and located a crime scene in the 500 block of South K Street, which is approximately half a mile from the 800 block of West Woolley Road. Investigators from the Oxnard Police Department’s Violent Crimes Unit responded to the scene to assist with the investigation. Investigators obtained information that three unknown Hispanic males were involved in the assault. Investigators are trying to identify the suspects and determine a motive for the assaults.

On the 6-2-15, at 1340 hours, officers from the Oxnard Police Department Special Enforcement Unit/ Gang Enforcement Unit were conducting gang enforcement in the area of Saviers Road and Channel Islands Boulevard when they observed a gold Infiniti sedan in the area with tinted windows and a known criminal street gang member, Alejandro Ramuco, in the vehicle. An enforcement stop was conducted.

Also in vehicle, were known criminal street gang members Raymond Suarez and Jesus Silva. Silva was found to be driving the vehicle with a suspended license (for driving under the Influence). Both Ramuco and Suarez are Post Release Offenders (PRO) on probation. During the subsequent search of the vehicle and the occupants, Ramuco was found to have a Taurus .357 Magnum handgun concealed in his waistband, and 1.3 grams of methamphetamine concealed in his pants. Officers also located open containers of alcohol in the vehicle.

Ramuco was arrested for various firearms violations, gang injunction violations, gang enhancements and a PRO hold. Suarez was arrested for several gang injunction violations, failing to register as a gang member, and a PRO hold. And, Silva was arrested for driving on a suspended license.

At the beginning of 2014, the Oxnard Police Department launched the Operation Safer and Stronger initiative, as well as the Firearms Strike Team (FAST), to proactively remove firearms from prohibited persons in the city. The objective of the initiative and FAST was to reduce gun violence in Oxnard through education, intervention, and enforcement. In 2014, Oxnard officers made one-hundred and six (106) firearms-related arrests. This also included an additional two hundred and forty (240) firearms that were seized and taken off the street.

The Oxnard Police Department continues to encourage residents to be partners in public safety as part of the Operation Safer and Stronger initiative. On June 3, 2015 at approximately 1815 hours, Officers from the Special Enforcement Unit were conducting gang enforcement in the area of Wooley Road and “J” St. The officers made contact with Casio Medina (26 years) a known documented gang member who is on probation. During a search of Medina, he was found to be in possession of a loaded semi-automatic handgun.

Medina was arrested for several weapon and gang related violations.

On June 5th, at 4:45 P.M., an Oxnard Police officer conducted an investigative traffic stop on a vehicle on Redwood St. at Jackson St. The vehicle pulled over and the officer contacted the driver of the vehicle. During the stop, the passenger exited the vehicle and attempted to flee.

The officer ordered the subject, later identified as Dangelly Rivera a 24 year old Oxnard resident, to stay at the scene. Rivera fled on foot and an Electronic Control Device (ECD) was used to take the suspect into custody. The suspect suffered an injury from falling to the ground during the arrest and he was transported to St. John’s hospital for medical treatment.

Rivera had outstanding felony warrants for a stolen vehicle violation, possession of stolen property, and a violation of probation. Rivera is currently on probation for threatening a witness and a prior resisting arrest.

On 6-28-15, at approximately 1358 hours, Oxnard Police and Fire personnel responded to a call of a vehicle crashing into an occupied residence at the corner of Wooley Road and “L” Street.

First responders found that a 2000 Plymouth Neon had crashed into the house through a living room wall. There were three occupants inside the residence who suffered injuries, including a 47-year old female and two three-year old children. The adult female resident was transported to Ventura County Medical Center (VCMC) with moderate injuries. The two children suffered minor injuries but were not transported for medical treatment.

There were two occupants in the vehicle. The driver, Brian Sanchez, a 22-year male from Oxnard, was also transported to VCMC with minor injuries. The passenger, an adult female, suffered minor injuries and was released at the scene.

Sanchez was arrested on the suspicion of felony drunk driving (DUI causing injury) and driving on a suspended license. An investigation is continuing.

On July 7, 2015, at about 6:30 pm members of the Oxnard Police Department Special Enforcement Unit / Gang Unit, observed a wanted gang member, Adolfo Palazuelos, driving in the area of Hwy 101 @ Vineyard Ave. A K9 officer attempted to conduct a traffic stop, but Palazuelos failed to yield. After a short vehicle pursuit that lasted approximately one mile, Palazuelos stopped his vehicle and was taken into custody along with his passenger, Raul Palazuelos. Both Raul and Adolfo are documented Colonia gang members and are Post Release Offenders (PRO). During a search of the vehicle a single shot 6mm pistol was located. Adolfo Palazuelos is a (PRO) for possession of narcotics with a firearm. Raul Palazuelos is a (PRO) for attempt homicide.

The Post Release Offender program was created by Assembly Bill 109 – the 2011 Public Safety Realignment – which was effective October 1, 2011. This program mandates that individuals sentenced to non-violent, non-serious or non-sex offenses will serve their sentences in county jails instead of state prison. The public should be aware that release under AB 109 is based on the offender’s most recent commitment offense, prior convictions are not considered.

DETAILS: On July 19, 2015, at about 3:46 a.m., officers from the Oxnard Police Department and EMS personnel responded to an injury traffic collision involving a silver, Chevy HHR and a bicycle in the southbound lanes of Victoria Avenue north of Doris Avenue. Upon arrival, emergency personnel contacted the driver of the Chevy, 40 year old Enrique Beltran, and found that he was not injured. The bicyclist, 54 year old Gerald Potter, sustained extensive injuries and was transported to the Ventura County Medical Center where he immediately underwent surgery. His condition is listed as critical at this time.

Preliminary investigation indicates that the Potter was riding his bicycle southbound on Victoria Avenue along the paved right shoulder. His bicycle was not equipped with any lighting equipment. It appears that Potter drifted into the number two southbound lane of travel where he was struck by the vehicle driven by Beltran. Potter was not wearing a helmet.

Beltran was interviewed and released from the scene.

The collision is still under investigation.
