DETAILS:
On 1/17/14 at approximately 2205 hours, an Oxnard Police Department Officer attempted to conduct a traffic stop in the area of Ventura Road and Fifth Street. The vehicle attempted to evade the officer and sped off at a high rate of speed after a loaded .25 caliber handgun was thrown from the vehicle. A vehicle pursuit ensued which lasted approximately 2 minutes.

During the pursuit, the driver of the vehicle, Lewis Avalos, began driving erratically, which included failing to stop at red lights, and speeding, all in an attempt to evade the officer.

The pursuit was discontinued in the area of Fifth Street and Harbor Blvd when speeds reached 95 mph entering a residential neighborhood. The vehicle was found abandoned a few blocks away and both Avalos and the passenger, George Martinez were taken into custody without incident.

Avalos was arrested for felony evading, violation of probation, and violation of a gang injunction. Martinez was arrested for an outstanding felony warrant. Both suspects were booked into Ventura County Jail.

Avalos and Martinez are both currently in the Post Release Offender Program, created by Assembly Bill 109 – the 2011 Public Safety Realignment – which was effective October 1, 2011. This program mandates that individuals sentenced to non-violent, non-serious (irrespective of priors) or non-sex offenses will serve their sentences in county jails instead of state prison. The public should be aware that release under AB 109 is based on the offender’s most recent committing offense. Prior convictions arenot considered.

DETAILS:
On 1/20/14 at about 1806 hours, officers from the Oxnard Police Department attempted to stop a vehicle for vehicle code violations (speed) in the area of Roosevelt and Second Streets. The vehicle, a Blue ’01 Ford Explorer, failed to yield for the police vehicle and a short vehicle pursuit ensued. The suspect vehicle ran the stop sign at Roosevelt and Third Street, and collided with an uninvolved vehicle that was travelling west on Third Street. There were no injuries as a result of this collision; only damage to the vehicles.

The suspect vehicle continued east on Third Street. The suspect vehicle attempted to turn onto McKinley Avenue, and in doing so struck a police unit, and ultimately collided with a block wall at the intersection of Third Street and McKinley Avenue. The suspect suffered minor injuries as a result of the collision.

The suspect, Alfredo Sanchez, was taken into custody for evading and driving under the influence. He was taken to St. John’s later to be transported to the Ventura County Main Jail.

DETAILS:
On 2/20/14, at approximately 1515 hours, officers from the Oxnard Police Department were dispatched to a residential burglary in progress in the 1300 block of W. Kamala St. Officers arrived on scene and found that the suspect, Miguel Santillan, was being detained by a resident and one of the burglary victims.

An investigation revealed that Santillan entered a residence through a doggy door. He was confronted by the resident and fled into another house across the street. Once inside the second residence, he was again detained and held until officers arrived.

Santillan was found to be in possession of property that had been taken from the residences. He was arrested for suspicion of residential burglary and booked into the Ventura County Jail. The property was returned to the owners.

DETAILS: The FBI gathers crime statistics from law enforcement agencies each year as part of their Uniform Crime Reporting (UCR) Program. The UCR Program collects data on four violent crimes and four property crimes. The purpose of the program is to generate a reliable set of crime statistics for use by law enforcement. The Oxnard Police Department is a participating UCR agency and believes it is important to share the crime data with our residents.

The City of Oxnard experienced an increase in reported crime in 2013. Reported crime began to rise in 2012 and has continued on this trend through 2013. In response, the Oxnard Police Department has launched a new umbrella initiative, Operation Safer and Stronger aimed to further inform, engage, and empower Oxnard residents to be partners in public safety.

The UCR crime categories and the reported crime data for 2012 and 2013 are listed below.

Under the categories of Violent Crimes, there was a 5.7% increase in aggravated assaults. “We’re never satisfied with crime increases, but it’s important to keep the numbers in perspective. Oxnard experienced a 20-year decline in violent crime, up to 2013. The number of reported aggravated assaults in 2013 is still below the 10-year average of 337,” said Assistant Chief Scott Whitney.

The city also experienced 15 homicides in 2013. This compares to nine homicides in 2012 and a 10-year average of 13. There were two more reported rapes in 2013 than in 2012 and a 7.9% increase in robberies.
Property crimes had the biggest category increase, with reported larcenies (thefts) up nearly 29% in 2013, as compared to 2012.

For reporting purposes, the crime category of theft is divided into eight classifications: Bicycles, Coin-Operated Devices, From Building, From Motor Vehicle, Purse-Snatch/Pick Pocket, Shoplift, Vehicle Parts, and All Other. Listed below is a comparison by type of theft from 2012 to 2013, January through June.

Burglaries (residential and commercial) increased by 14.9%, 126 additional crimes. Residential burglaries increased by 14.2%, 89 additional crimes and commercial burglaries increased by 16.2%, 37 additional crimes.

Motor vehicle theft increased by 21.6%, 118 additional crimes. Passenger vehicles manufactured by Honda and Toyota continue to be targeted.

As a part of Operation Safer and Stronger, the Oxnard Police Crime Prevention Unit will examine trends citywide and offer crime prevention tips to help people reduce the likelihood of becoming a victims. “In addition, we have also launched a bi-monthly crime prevention seminar series that we hope will continue to bring concerned and committed neighbors together,” Williams added.

“The Oxnard Police Department encourages community members to remain vigilant, secure property, and report any suspicious activity. Too often, people see or hear something in the moments or days leading up to a crime, and do not report it to the police. Much of the increase in property crime can be prevented by not leaving valuables visible in your vehicle, and securing our car and home doors and windows when one is not home, no matter for how long.” said Williams. “Working together and having a more engaged community will make us all safer and stronger.” Williams added.

On March 13, 2014 at approximately 1245 hours, investigators from the Oxnard Police Department were in the 100 block of South Rose Avenue when they observed a subject running from a business to his vehicle. The investigators saw that the subject was carrying two packs of Budweiser beer. The investigators believed that the subject committed a crime. They attempted to conduct an enforcement stop on the subject, but he fled in his vehicle. The subject was involved in three hit and run traffic collisions. One of the collisions involved minor injury. The collisions rendered the subject’s vehicle inoperable and he fled on foot, but was taken into custody.

Officers confirmed that the subject, Genaro Nieto, had committed a theft of alcohol from the business located in the 100 block of South Rose Avenue. Nieto was booked for commercial burglary, felony evading, felony hit-and-run causing injury, felony driving under the influence of alcohol causing injury and resisting arrest. He was booked into the Ventura County Jail.

On March 16, 2014 at approximately 1900 hours, members of the Oxnard Police Department’s Special Enforcement Unit were working in the area of the 2000 block of N. Ventura Road. The Special Enforcement Unit was attempting to locate Ismael Solano for making terrorist threats the previous evening and being in possession of a handgun. Solano also had an outstanding felony warrant for his arrest.

Solano was observed standing in an alley and when officers attempted to contact him, he immediately fled on foot. Solano discarded a handgun while he was running.

A K9 officer was working with the Special Enforcement Unit and K9 “Koa” was able to apprehend Solano as he was fleeing. Solano was taken into custody without further incident. The handgun was found to be a BB gun that resembled a 9mm semi-auto handgun.

Solano was booked for his felony warrant, making terrorist threats and delaying a peace officer.

DETAILS: On 3/20/14 at approximately 1053 hours, Oxnard police officers responded to a robbery that just occurred to the Bank of the West, located at 371 West Esplanade Drive. While officers were responding to the scene, information was obtained from witnesses that the suspect had fled the business with an undisclosed amount of money. There were no weapons used and nobody was injured during the commission of the crime.

Officers and detectives quickly arrived on scene and searched the area for the robbery suspect. Several witnesses provided valuable information to assist officers and detectives with the investigation. Investigators were able to obtain photographic and video evidence from the bank and surrounding businesses. A suspect was then identified and that information was broadcasted to patrol officers searching the area.

A patrol officer searching the 100 block of Esplanade Drive located a person that matched the physical description of the robbery suspect. That person was later identified as 44 year old transient Donald Orin Fulton. Based on video and photographic evidence, as well as eye witness identification, Fulton was arrested for bank robbery. Fulton was also in possession of evidence directly linking him to the robbery.

On 3-29-14, at about 9:28 PM, officers and EMS personnel responded to the intersection of 5th Street and “K” Street regarding an injury traffic collision involving two vehicles.

Preliminary investigation indicates that the Jeep Grand Cherokee, driven by a female, was traveling southbound on”K” Street approaching 5th Street. The Dodge tow truck was traveling westbound on 5th Street. For an unknown reason, the Jeep failed to stop for the red traffic signal, entered the intersection and into the path of the Dodge tow truck, driven by Joseph Ramirez. The tow truck was not towing another vehicle at the time of the collision.

The impact of the collision caused fatal injuries to the female driver of the Jeep and she was pronounced dead at the scene. Driver Ramirez sustained minor injuries and was transproted to St. John’s Regional Medical Center where he was treated and released. Both Ramirez and the female were the only occupants in the vehicles.

It is unknown if alcohol or drugs were a factor in this collision.

On 4-8-14, at 0728 hours, officers responded to the 1900 Block of Patterson Road re: a robbery. A male, 35 years, bald or shaved head, walked into a 7-11 Convenience Store, brandished a knife, and demanded money from the clerk. When a second clerk came out of a storeroom, the suspect fled on foot. The clerks immediately called 911.

Officers were on the scene within minutes and located the suspect, identified as Omar Mojica, 28 years, Port Hueneme resident, taking him into custody without incident.

There were no injuries and no property was taken.

DETAILS: On 4/18/14, at about 2015 hours, officers from the Oxnard Police Department Special Enforcement Unit were working enhanced uniform enforcement in the 1300 block of Gonzales Road, in response to the recent violent gang activity in the area. Officers conducted a traffic stop on a suspicious vehicle observed circling the area. The occupants of the vehicle, Michael Silerio and Patrick Kenton, were contacted and subsequently found to be in possession of a .45 cal handgun, a 9mm handgun, and a large amount of narcotics. Both Silerio and Kenton are previously convicted felons and prohibited from possessing a firearm. Silerio and Kenton were arrested for several narcotics and firearms related charges.
