DETAILS:

On 5/6/10 detectives from the Oxnard Police Department conducted search warrants in the 2600 block of Rudder Ave in the City of Port Hueneme and the 2100 block of Brigham Street in the City of Oxnard. This was in relation to two robberies that occurred on 4/23/10 in the City of Oxnard. The suspects that were arrested in the robberies were Dante Payne and David Lumas (refer to press release sent on 4/26/2010).

Detectives learned through their investigation that Keshia Royster, the girlfriend of David Lumas had attempted to lie to police detectives in attempts to create an alibi for David Lumas and Dante Payne. During the search warrant, Royster was arrested without incident for a felony charge of accessory after the fact of a crime. A small amount of marijuana was found in the child’s diaper bag within reach of the child. Royster was also charged with misdemeanor child endangerment.

Royster’s 17 month old child was taken into protective custody by child services with plans on releasing the child to responsible family members.

DETAILS:

On 5-19-10 around 12:20 PM, Officers responded to a call of a take over robbery that had just occurred at 120 West Channel Islands Blvd the 5 De Mayo Jewelry store. Once officers arrived they were told that two suspect had entered the store while one suspect waited in the vehicle.

The pair that entered the store requested an item that caused the employee go to the back room to retrieve it. One suspect followed the employee to the back room where he brandished a handgun and tied the two employees up. The pair then took several items of jewelry, cash, and two weapons from inside the business. The employee notified a neighboring business that the robbery had occurred. There were no injuries to either employee. The suspects fled in a blue van.

As officers searched the area Sgt Mike Van Atta located the vehicle abandoned near the carwash at Bryce Cyn and Saviers Rd. The vehicle had evidence inside and outside on the ground around the parking lot that investigators recovered. The vehicle was a stolen out of Hawthorne on an unknown date.

DETAILS:

On 5/22/10 at 04:45 hours, the Oxnard Police Department took a stolen vehicle report on a red 1991 Chevrolet Silverado pick-up truck taken from the area of Samuel Ave. & Lark St. On 5/22/10 at about 10:40 hours, the victim spotted her vehicle being driven through a shopping center in the 2800 block of Saviers Rd.

The victim phoned the police while following the vehicle which was driven by 30-year old Oxnard resident Julio Cesar Carriedo. The victim watched Carriedo eventually abandon the vehicle in the alley of Arcadia St near Iris St. Officers established a perimeter and began searching the area eventually locating Carriedo in the back yard of a residence in the 200 block of E. Iris St. Carriedo had been trying to hide under the lid in a water-filled hot tub.

Carriedo was taken into custody without incident and he was subsequently booked into Ventura County Jail for auto theft (a felony) as well as two outstanding misdemeanor warrants. He is being held on $250,000 bail. The truck was recovered undamaged and returned to the owner.

On 6/25/10 around 06:55 AM, Officers responded to a call of a robbery that had just occurred to a person at 2814 Saviers Rd, outside the Lauderland Wash and Dry. Once officers arrived they were told a suspect was in the business while patrons were doing their laundry.

The victim exited the business with her purse on a cart. The suspect grabbed the purse from the laundry cart and a brief struggle with the victim ensued over the purse. The suspect fled with the victim’s property. The victim gave chase to the rear of the business. The suspect brandished a handgun at the victim, who continued to pursue the suspect.

As the suspect neared his vehicle, which was parked in a nearby neighborhood he fired one shot from his gun at the victim. The victim was not hit by the gunfire. The suspect entered his vehicle and fled the scene.

The Oxnard Police Department wants to remind residents of the dangers of pursuing the suspect of a crime. The best practice is to be a good witness and obtain a detailed description of the suspect(s) as well as any possible get away vehicles.

DETAILS:

On November 6, 2010, at approximately 1434 hours, officers from the Oxnard Police Department along with EMS personnel responded to the 3100 block of Sturgis Road after receiving a call of a single vehicle collision that had struck an electrical pole. Upon arrival, officers found that the Nissan Altima had been torn into two pieces and the single occupant had been ejected. The driver of the Nissan, Robert James Musgrove was pronounced dead at the scene by EMS.

The preliminary investigation revealed that the driver of the Nissan, Mr. Musgrove, was traveling eastbound on Sturgis Road towards Del Norte at a high rate of speed. Witnesses stated that they observed the Nissan aggressively trying to pass vehicles. Once the Nissan was able to pass a few cars, it sped away at a high rate of speed. For unknown reasons, the Nissan lost control and collided with a large electrical pole. The impact caused the Nissan to be torn into two pieces and for Mr. Musgrove to be ejected. Mr. Musgrove sustained fatal injuries as a result of the collision.

An investigation is continuing.

INCIDENT:	OXNARD POLICE TO COMBAT DUI DEATHS AND INJURIES THROUGH TRAFFIC SAFETY PROGRAM

The Oxnard Police Department has been awarded a new traffic safety grant for a year-long anti-DUI program aimed at preventing deaths and injuries on our roadways. Additional enforcement measures in place to combat impaired driving are coming as a result of recent grants awarded by the California Office of Traffic Safety to the City of Oxnard in the amount of $305,000. The Oxnard Police Department is dedicated to keeping our streets safe through both enforcement and education.

Oxnard Interim Chief of Police Scott Whitney said, “We appreciate the partnership and support that we receive from the California Office of Traffic Safety. We have focused much effort on traffic safety and are proud of our results, however there is still much more work to be done. We will continue to look for opportunities at improving the safety of our roadways and this grant will assist us in that effort.”

The special DUI Enforcement and Awareness grant is to assist in efforts to reduce the number of persons killed and injured in alcohol and other drug related collisions in the community. The grant activities will specifically target impaired driving offenders as well as educate the public on the dangers of impaired driving. This will be done through the use of DUI/driver’s license checkpoints, warrant searches and stakeouts for repeat DUI offenders, saturation patrols, court stings where DUI offenders with suspended or revoked driver licenses get behind the wheel after leaving court and community outreach on the dangers of impaired drivers.

Impaired driving is one of America’s deadliest crimes. In 2009, over 10,839 people died in highway crashes involving a driver or motorcycle operator with a blood alcohol concentration (BAC) of .08 or higher. California data for 2009 shows that 950 died in Alcohol Impaired Collisions, a 7.6 percent reduction in deaths from 2008.

“Everyone in California should be heartened with these figures,” said Christopher J. Murphy, Director of the California Office of Traffic Safety (OTS). “But as encouraging as this is, we can’t let up on the efforts to promote and enforce traffic safety. Far too many are still losing their lives or being severely injured on our roadways.” “These figures represent more people making it home safely and alive each day,” said Murphy. “But to keep this trend going, we will continue to strive to meet our vision – Toward zero deaths, every 1 counts.”

Funding for this program is from the California Office of Traffic Safety through the National Highway Traffic Safety Administration.

Fire and police have cleared the incident on Mercantile. A press release will be issued later today once the investigation has concluded.

Oxnard police and fire units are on scene of a traffic stop conducted by Oxnard police around 0800 hours in the 1200 block of Mercantile Street. Officers located an unidentified substance inside of the vehicle. As a precautionary measure, the area surrounding the vehicle in question has been cordoned off and Oxnard Fire Hazardous Materials Unit was dispatched. This incident is underway and the substance has yet to be identified. Motorists and pedestrians are advised to stay clear of the area as road closures are in effect in the surrounding area.

On 12-30-10 at about 2335 hours, Officers were conducting a shooting investigation at Guava and G streets when a number of shots were fired in the general direction of the officers. There were no injuries and no suspects were identified although an investigation is continuing. At this time, it is unclear if the officers were the intended targets of the shots being fired. On 1/8/11 at approximately 0123 hours, Oxnard Police Department officers were dispatched to the 7-11 store located at 1955 Patterson Rd. concerning an armed robbery. The suspect entered the store and produced a handgun that was initially concealed under his sweatshirt. The suspect demanded all of the cash from the clerk. After obtaining the cash the suspect fled the store southbound to Hemlock Street to a waiting black Cadillac CTS. The vehicle was last seen west bound on Hemlock Street.

DETAILS:

On 2/24/11 at approximately 1356 hours, Oxnard Police Officers were dispatched to the 500 block of South Oxnard Blvd in regards to a stabbing victim. When officers arrived they contacted the victim who had sustained a stab wound to his right hand and stomach.

During the course of the investigation, Raymond Godina was identified as the suspect. Godina was located a short distance from the crime scene and arrested. The weapon used in the attack was also located and recovered. Investigators are still attempting to determine a motive for the attack.

The victim was transported to VCMC for treatment and is listed in stable condition.
