INCIDENT: Gang member in possession of a loaded handgun

On January 10, 2016 at approximately 1800 hours, Officers from the Special Enforcement Unit were conducting gang enforcement in the south end of the city due to several recent gang related shootings in the area.
 
SEU officers conducted a pedestrian stop on Julian Nunez at Samuel and Yucca. Nunez is associated with an active criminal street gang and a Post Release Offender. Nunez was found to have a loaded handgun in his possession. He was arrested for weapons violations and warrants.

Nunez is currently in the Post Release Offender Program, created by Assembly Bill 109 – the 2011 Public Safety Realignment – which was effective October 1, 2011.  This program mandates that individuals sentenced to non-violent, non-serious or non-sex offenses will serve their sentences in county jails instead of state prison.  The public should be aware that release under AB 109 is based on the offender’s most recent commitment offense, prior convictions arenot considered.

The Oxnard Police Department Special Enforcement Unit is committed to reducing gang crimes and violence in the City of Oxnard through the strict enforcement of laws specifically targeting known, active gang members in the city. Citizens are reminded to contact the Police Department when they observe suspicious activity or are witnesses to a crime.

On March 2, 2016 at approximately 1825 hours Dora Baughamer walked away from her home in the 1400 block of Deckside Court in the City of Oxnard.  Mrs. Baughamer has been diagnosed with Dementia.  The Oxnard Police Department is enlisting the public’s assistance in locating Mrs. Baughamer.  Anyone with information as to Mrs. Baughamer whereabouts is asked to contact the Oxnard Police Department Dispatch Center.

INCIDENT: Ten Crashes Result in Impaired Driver Arrest

DETAILS:

On July 11, 2010 at about 0335 hours, a white Honda Accord, driven by Maria Rodriguez, was rear-ended by a beige Pontiac Grand Am near the intersection of Sanford Street and Beaumont Ave. The driver of the Grand Am fled the collision scene in her car. Rodriguez and her passenger, Madrigal, found the Grand Am near the intersection of Vanetta Street and Beaumont. The driver of the car was passed out behind the wheel.

Rodriguez and Madrigal waken the driver who puts the Grand Am into drive in an attempt to flee. The Grand Am is driven northbound on Beaumont to eastbound Curran Street to southbound Reeder Avenue. Over a distance of about 3/10ths of a mile, the Grand Am collided with nine parked cars. In the 4600 block of Reeder the driver fled from the vehicle.

Oxnard police are called and locate the driver, Alejandra K. Flores Ayala, hiding behind a dumpster in a nearby yard. She is taken into custody without incident. Ayala suffered facial injuries in the crash and was taken to St. John’s Regional Medical for treatment. She was later booked into the Ventura County Jail for one count each of: felony driving under the influence of alcohol and/or drugs, felony hit and run, under the influence of a controlled substance, possession of narcotic paraphernalia; and nine counts of misdemeanor hit and run. Her bail was set at $50,000.

Rodriguez and Madrigal were transported by ambulance to a local hospital with complaints of pain to their backs and necks.

INCIDENT: Oxnard Police Department Receives Grant for Special Traffic Enforcement and Crash Prevention

The Oxnard Police Department has been awarded a $316,500 grant from the California Office of Traffic Safety (OTS) for a year-long program of special enforcement and public awareness efforts to prevent traffic related deaths and injuries.  The Oxnard Police Department will use the funding as part of the city’s ongoing commitment to keep our roadways safe and improve the quality of life through both enforcement and education.
 
“In keeping with our mission: To Protect the Community with Exceptional Service, and our 2014 effort to create a Safer and Stronger community, we are pleased to have a funding source to focus on traffic safety,” said Oxnard Police Chief Jeri Williams.  “Our efforts will focus on the increase in distracted driving, as well as drunk and drugged driving.  As members of the community, the Oxnard Police Department is committed to educating the public in our goal of ultimately having zero traffic-related deaths.”
 
After falling dramatically between 2006 and 2010, the number of persons killed and injured in California traffic collisions saw slight increases in 2011 and 2012.  Of particular concern are recent increases in pedestrian and motorcycle fatalities and the dangers of distracting technologies.  This grant funding will provide opportunities to combat these and other devastating problems such as drunk and drugged driving and speeding.
 
“California’s roadways are still among the safest in the nation,” said OTS Director Rhonda Craft.  “But, to meet future mobility, safety and sustainability objectives, we must create safer roadways for all users.  The Oxnard Police Department will be using these and other resources to reach the vision we all share – Toward zero deaths, every 1 counts.”
 
Activities funded by the grant will include:
•           Educational presentations
•           DUI checkpoints
•           DUI saturation patrols
•           Motorcycle safety enforcement
•           Distracted driving enforcement
•           Seat belt and child safety seat enforcement
•           Warrant service operations targeting offenders with multiple DUI convictions
•           Compilation of DUI “Hot Sheets,” identifying worst-of-the-worst DUI offenders
•           Specialized DUI and drugged driving training such as Standardized Field Sobriety Testing (SFST), Advanced Roadside Impaired Driving Enforcement (ARIDE), and Drug Recognition Evaluator (DRE)
•           Court “sting” operations to cite individuals driving from DUI court after ignoring their license suspension or revocation
•           Stakeout operations to observe the “worst-of-the-worst” repeat DUI offender probationers with suspended or revoked driver licenses
 
Funding for this program is from the California Office of Traffic Safety through the National Highway Traffic Safety Administration.

DETAILS:

On 2/24/08 at 0220 hours a 26 year male is dropped off at SJRMC by two unknown males.  The victim had sustained a gunshot wound to the torso. The witnesses that were contacted could little information or were not cooperative with investigating officers. Preliminary information indicates that the victim was possibly shot in front of the residence where a party had taken place earlier.  The victim’s wounds are life threatening and he is in critical condition.

DETAILS: On 2-26-08 at approximately 2020 hours, an 18 year old female Oxnard resident was allegedly taken by force from the area of Vineyard Ave and Oxnard Blvd to the area of BJ’s restaurant. The victim and the suspect are known to each other. While driving to BJ’s restaurant, the suspect battered the victim repeatedly.  While in the parking lot of BJ’s restaurant the victim attempted to escape, but Corona forced the victim back into the vehicle and drove to the 400 block of East Esplanade Dr.  Corona threatened to kill the victim and when the victim escaped from the vehicle, Corona allegedly attempted to run the victim over with his vehicle while stating he was going to kill her.  Corona was taken into custody at his residence shortly after the incident. 

Charges being considered at this time include kidnapping and assault with a deadly weapon. 

An investigation is continuing.

Dear Editor:

Some of the most difficult moments as your police chief come when the phone rings in the middle of the night and you are informed that yet another young person has been the victim of violence in our city. It is both frustrating and tragic and unfortunately those calls have been more frequent in recent days.
 
Over the past month we have experienced an increase in violence.  While the overall crime rate in Oxnard has dropped by more than 60% per capita since 1992 we do, at times, experience these spikes of crime – typically between rival gangs that know each other and seek to inflict pain and injury.
 
The challenge is to mobilize quickly to interrupt the increase of activity. It is a very difficult cycle to break, a cycle that will require Herculean efforts by every facet of our community. This is not passing the buck on my part – it is simply a fact.
 
To illustrate how deeply ingrained this cycle of violence can be in the psyche of our youth I share a story of a six year old boy who recently spoke to one of our officers at the scene of a gang related homicide. The young boy commented to the officer that he knew the young man who had been killed. The officer attempted to console the boy, making the assumption that the boy would be traumatized by the death of his young friend. 
 
Instead the boy commented that he thought “it was cool” that his friend had been killed in the drive-by shooting – basically implying to the officer that dying “for the gang” was a cool way to die. Frankly, the comment from this young boy has haunted me since hearing the story.
 
How in the world can we, as a society, turn this ship around? I don’t have all the answers to this question but I can share that we as a police department and a city are doing everything humanly possible to curb this violence. From redeploying officers for stepped up enforcement to working with kids in our schools, to providing parenting classes to creating programs to curb truancy in our schools – we, as a police department and a city, are doing everything we can.   The police department has the full support of our elected leadership and the City Manager to attack these issues. 
 
One thing we have learned is that it’s not all about suppression. In fact, the Oxnard Police Department participates in a variety of different efforts currently in place with respect to prevention and intervention programs. And certainly there are many, many other outstanding efforts being made in our community by a myriad of community based organizations. These efforts have been highly effective and I believe are one of the factors for the significant drop in crime in the city going back to 1992.
 
However, a number of individuals have not been reached through these efforts. From our estimates we believe the individuals committing these violent acts comprise significantly less than 1% of our population. Understandably, the actions of this small percentage of our population cause great fear and trepidation among our residents.
 
What we as a police department cannot do, however, is take responsibility for raising the hundreds of youngsters in our city who are perpetuating this type of violent behavior. This is where the community partnership is so critical. Parents need to be good parents and the community at large needs to support these parents and provide our youth with the guidance and opportunities that will steer them away from these dysfunctional behaviors.  
 
So, what can the person reading this article do to help us in this effort? Please cooperate with police and share with us what they see or what they know. There is absolutely no doubt that people in our community, in every case of violence carried out in our city, have the information we need to bring these criminals to justice. A community should never live in fear of retribution from the criminal element. As a community, we send the message that we will not live in fear, that it is the criminal who should fear the community.

Working together we can rid our society of those who hinder our security and quality of life. It will not be easy and please don’t let it be the sole responsibility of your local police department. If everyone will do their part – I am confident we will have success.

INCIDENT: Dispute with a gun

DETAILS:

On 12/27/2009 at about 5:11 PM, a male subject called the Oxnard Police Department and stated his daughter had threatened him with a gun. He reported she was still inside the residence with the gun at 931 Devilfish Dr. in Oxnard. He further stated that his 16 year old grand daughter was also inside the residence.

Officers arrived at the location and made contact with the reporting person, Paul Shorter. While officers were securing the perimeter around the residence and preparing to make a phone call into the house, a shot was fired from somewhere inside the residence. Officers made entry into the house where they found the suspect, Alicia Shorter in the hallway next to the garage. She was taken into custody without incident and was not injured. The 16 year old female was found unharmed in a bedroom and later released to a relative.

The investigation revealed that Paul Shorter was in a dispute with the 31 year old female when he brandished a gun at her. His daughter, Alicia Shorter physically took the gun away from him. She then pointed the gun at him and threatened to kill him. Paul Shorter was able to flee from the residence and he contacted police.

Paul Shorter was arrested for a misdemeanor charge of brandishing a handgun at the 31 year old female. Alicia Shorter was arrested for threatening her father and brandishing a handgun.

The Oxnard Police Department is proud to announce it will be providing a new online police reporting option to the public. The web based reporting system will allow the public to report certain incidents online provided there is no suspect information available at the time. The types of reports available for online filing are thefts of property under $5,000, vandalisms, annoying phone calls, lost property, and hit and run accidents with no valid suspect license plate or current location of suspect vehicle.

This service will allow the public to file a police report at a time that is best for them without having to wait for an officer to respond to the scene, provided there is no evidence or information which may readily lead to the identity of the suspect. The report submitted will be reviewed by police personnel and once approved the public will receive an email with a copy of the approved report attached at no cost. The report will be processed and will receive the same investigative attention and statistical analysis as if the report had been filed by a police officer.

The web based reporting option will allow officers more time to address community needs while keeping pace with the public expectancy to complete some services via the internet.

The Oxnard Police Department will be using the Desk Officer Online Reporting System from San Ramon, California based software company Coplogic, Inc. The web based crime reporting system is available at the police department’s website, www.oxnardpd.org. The online reporting system has been available since February 1, 2010 and we have received positive feedback from the public. In the future, the Oxnard Police Department will be evaluating the merits of expanding the list of reports that can be filed online.

INCIDENT: Police Pursuit and Capture

DETAILS:

Officers observed a black Chev Tahoe at the Chevron Station where the four occupants were acting suspiciously. The occupants entered the vehicle and drove onto Gonzales Road. Officers followed the vehicle and the vehicle began to drive at a high rate of speed, exceeding the speed limit.

Officers attempted to pull over the Tahoe and the vehicle immediately fled west bound and ran several red lights. The vehicle sideswiped two unsuspecting motorist, resulting in a complaint of pain to one of the motorists. The suspect vehicle continued westbound, ran into the curbline near Patricia, and lost both front wheels.

The driver continued to drive on the rear tires only and eventually collided with a light standard at Patterson Rd, injuring all four occupants. The intoxicated driver was arrested for felony DUI, felony evading, felony hit and run, and was also found to be on parole.
