DETAILS:On 6-26-15 at about 5:17 P.M. a subject identified as David Garcia attempted to steal 4 different occupied vehicles while near the 24 Hour Fitness business at “The Collection” stores in Oxnard. One of the occupied vehicles Garcia tried to enter was driven by an on-duty Oxnard Police detective who had been driving on River Park Blvd.

Garcia accosted a driver stopped in the parking lot of the business and was violently trying to pull the man from his vehicle when detective Pinkstaff intervened. Garcia tried to flee the area on foot, but the detective was able to physically detain Garcia until other officers arrived to assist. Garcia is being charged with four counts of attempted carjacking (215 P.C.). None of the victims suffered any physical injuries as a result of the crimes.

DETAILS:
On April 18, 2015, in the early morning hours, a 23-year-old female was walking alone in the area of the 600 block of South Harbor Blvd in the City of Oxnard when she was approached by a male subject in a truck. The male followed the victim and tried to persuade her to get into his truck. The victim declined his advances and continued to walk on Harbor Blvd. The male subject eventually parked and exited his truck. He followed the victim to the area of Oxnard State Beach Park where he grabbed the victim and took her to a secluded area and sexually assaulted her. The male subject fled the area on foot after the assault. The victim immediately notified police.

After a two month investigation by the Oxnard Police Department’s Sexual Assault and Family Protection Unit, and with the assistance of the Ventura County Crime Lab staff, the suspect was identified through DNA as Jose Guadalupe Langarica, a 55-year-old Oxnard resident. On July 2, 2015, at 8:40 a.m. Langarica was located in the 1200 block of Holly Avenue in the City of Oxnard. He was taken into custody without incident. He was booked into jail under suspicion of kidnapping for the purposes of sexual assault, rape by force or fear, digital penetration, and sexual battery. Langarica’s bail is set at $750,000.

On 9-11-15, at 2353 hours, officers responded to the 800 Block of West Wooley Road re: what was reported as a shooting victim down. Witnesses reported at least two shots being fired and three males in their 20’s to 30’s seen running to the rear of nearby businesses. Officers found a male down in the 1000 Block of South “G” Street.

After speaking with witnesses, it appears a 21-year old Oxnard man was approached by three subjects. These subjects assaulted and shot the victim. The suspects fled in a gray sedan.

The victim is in stable condition at a local hospital.

On 9/12/2015, at approximately 4:37 pm, Oxnard Police Department officers responded to the area of Caliente Way and Naranja Lane regarding a suspicious subject call. A resident told officers that a subject wearing a local cable company shirt had come to the door attempting to sell cable service. The resident became suspicious of the subject and called police. Officers contacted the subject who was later identified as Cameron Miller. Miller provided a false name and was found to have burglary tools in his possession. Once Miller’s true identity was found, it was determined that he is a Post Release Offender and on probation for burglary. Miller was arrested for the burglary tools and providing false information to a peace officer.

This is a great example of an alert resident acting on their suspicion and alerting police. The Oxnard Police Department requests that residents continue to contact authorities anytime they observe suspicious activity or witnesses a crime.

The Post Release Offender program was created by Assembly Bill 109 – the 2011 Public Safety Realignment. This program mandates that individuals sentenced to non-violent, non-serious or non-sex offenses will serve their sentences in county jails instead of state prison. The public should be aware that release under AB 109 is based on the offender’s most recent commitment offense, prior convictions arenot considered.

DETAILS: This week marks the one year anniversary of the theft of the crucifix from Santa Clara Church.

On 09/24/14 at approximately 1:45 pm, a male subject entered Santa Clara Catholic Church located in the 300 Block of South “E” Street and stole a crucifix. The crucifix has significant sentimental value to the Church and the parishioners that worship there. The suspect is described a Hispanic male, 30’s, 5-9, 170, shaved head, dark eyes with a very large, bushy mustache. A surveillance photo of the suspect is attached, but is grainy (photos attached.)

The Oxnard Police Department is still investigating this case and pursuing leads.

Santa Clara Church and the Oxnard Police Department are working closely together and asking for assistance from the public to locate the crucifix and information on the suspect. On November 19, 2015 at approximately 9:48 p.m. officers were dispatched subjects brandishing a firearm from a vehicle in the area of Sierra Way and Olds Road. When officers arrived in the area, they located a vehicle and four occupants that matched the description of the subjects brandishing a firearm. Officers conducted a vehicle stop and contacted the occupants. In plain view, officers saw a homemade “zip gun” and compact handgun. All four occupants were taken into custody and transported to the Oxnard Police Department.

Juan Alvarez and a 17 year old juvenile, who are both Oxnard residents, were charged with several weapons violations. Alvarez was transported and booked into the Ventura County Jail and the 17 year old juvenile was transported and housed at Ventura County Juvenile Hall. The other two occupants were interviewed and released pending further investigation.

DETAILS: The following information is based on a preliminary, on-going investigation which continues to evolve as investigators interview witnesses, review physical and electronic records, and analyze forensic evidence. The Department’s understanding of the incident may change as the investigation continues and additional evidence is collected and analyzed.

Preliminary information indicates the following: An anonymous reporting party called 911 to report a Hispanic male suspect in his 50’s threatening passing pedestrians and motorists with rocks. An officer clearing a call nearby responded and located the suspect, armed with a knife, walking in the 3100 block of Samuel Avenue, to the rear of Starbucks. Two additional officers, who were at the Starbucks, assisted the officer who was attempting to get the suspect to stop and drop the weapon.

The suspect was followed on foot by one of the officers to the front of McDonald’s which was filled with customers inside the business, in the drive-thru, and in the parking lot. Two of the officers attempted to engage the suspect with dialogue. Still armed with the knife, one officer attempted to use non-lethal force with his Taser gun. The non-lethal force was unsuccessful. The suspect charged at the two officers, at which time, the suspect is shot one time which incapacitated him. The suspect went down to one knee and is ultimately handcuffed and taken into custody.

Emergency Medical Personnel responded and attended to the male suspect who was subsequently transported to the Ventura County Medical Center via ambulance. The suspect underwent surgery for his non-life threatening injuries as the suspect was shot in the arm.

Given the time of day and location, officers and detectives interviewed dozens of witnesses to this incident. The knife was recovered at the scene. One officer was injured during the arrest of the suspect and was transported to St. Johns Hospital for treatment for a leg injury.

The Internal Affairs Division responded to the incident along with members of the Districts Attorney’s Office as they will conduct a thorough and comprehensive investigation of the officer involved shooting. The investigation will ultimately be reviewed by the Chief of Police and the District Attorney’s Office.

The involved officer has been placed on administrative leave, which is standard procedure for incidents of this nature. At the time of this release, the investigation is still ongoing and investigators are still interviewing involved parties. An updated news release will be forthcoming when additional information is gathered.

Oxnard police are investigating a hit-and-run collision resulting in the injury of two Pacifica High School students this morning.

At 0730 hours, Oxnard police and fire received a call of a pedestrian hit-and-run collision near Ramona School at 804 Cooper Road.

Preliminary information from the scene indicates the two teenage students were walking in the marked crosswalk at Bonita Ave. and Cooper Rd. when they were hit by the suspect vehicle. The driver fled the scene northbound on Bonita St.

Both pedestrians were transported to St. John’s Regional Medical Center for treatment of minor injuries; one by private vehicle and one by ambulance.

The driver is wanted for felony hit-and-run. Any witnesses to the crash are encourage to report their observations anonymously to Crime Stoppers at (805) 385-TALK.

An investigation is continuing. (Names of the injured pedestrians are not being released because notification of next of kin has yet to be confirmed.)

INCIDENT:	DUI Saturation Patrol

On November 23, 2009, between the hours of 5:00 P.M. and 11:00 P.M., officers from the Oxnard Police Department Traffic Unit conducted a DUI saturation patrol. Officers patrolled the City of Oxnard with an emphasis on impaired drivers and traffic enforcement.

During the operation, officers conducted 63 traffic stops and arrested three drivers for driving under the influence of alcohol. One of the drivers arrested for DUI had a blood alcohol level of .24, three times the legal limit.

Officers also issued 32 traffic citations for various vehicle code violations and five vehicles were towed during the operation. Seven of the drivers who were stopped were unlicensed. Owners of the towed vehicles will face a minimum release fee of $494.00.

The Oxnard Police Department will continue conducting DUI saturation patrols on various nights of the week in an effort to reduce the number of alcohol related crashes and to make our community and roadways safer. These operations are funded through grants from the California Office of Traffic Safety (OTS) though the National Highway Transportation Safety Administration (NHTSA).

At 1229 hours on December 17, 2009, officers from the Oxnard Police Department responded to a stabbing in the 5200 block of South J in Oxnard. Officers located a male subject who had minor stab wounds to the arm and who refused medical treatment. A short time later a female returned to the scene who had also been stabbed, also in the arm and suffered minor wounds. They told officers that they were inside one of the apartments when a third individual entered and stabbed them. The suspect is known to the victims.

Detectives are currently investigating this incident, will follow up later with additional information. Detective Knapp is the lead investigator.
