INCIDENT:	Road Closures for the 31st Annual California Strawberry Festival

DETAILS: The 31^st annual California Strawberry Festival will be held this weekend, May 17th and 18th, at College Park. Over the past several years, the festival has experienced crowds totaling 70,000 over the two day event.

In an attempt to accommodate the anticipated heavy attendance at this year’s Strawberry Festival, the Oxnard Police Traffic Unit will have officers and additional traffic control personnel assigned to several intersections surrounding the festival site. There will be road closures and detours to allow for safe and efficient vehicular and pedestrian travel to and from the festival.

The recommended method of transportation to the Strawberry Festival is via the free shuttle bus service. Shuttle buses will be picking up festival goers at the following locations between the hours of 9:00 a.m. to 7:00 p.m.

The following roadways will be affected by this weekend’s festival:

Rose Avenue
Rose Avenue between Channel Islands Boulevard and Gary Drive will close on Friday, May 16^th at 5:00 a.m. and will remain closed until Monday, May 19^th at noon.

Pleasant Valley Road between Butler Road and Bard Road
Pleasant Valley Road, between Butler Road and Bard Road will be affected by heavy traffic from 10:00 AM to 4:00 PM on both festival days.

Bard Road between Pleasant Valley Road and Rose Avenue
Bard Road, between Pleasant Valley Road and Rose Avenue, will be affected by heavy traffic from 10:00 AM to 4:00 PM on both festival days.

Gary Drive
Gary Drive, between Boston Way and Rose Avenue, will be closed to all traffic from 8:00 AM to 8:00 PM on both festival days.

In addition to these closures, traffic near the festival site will be heavy. Local residents are encouraged to use alternate routes for trips in and out of the city.

INCIDENT:	Subject Possibly in Possession of a Gun Post Release Offender (PRO) Arrest Trespassing Arrest

DETAILS:
At 1652 hours, officers from the Oxnard Police Department were provided information from a witness that a male subject, later identified as Anthony Martinez, 24 years of Oxnard, was in the public restroom at Marina West Park and was in possession of a handgun. The witness advised that the Martinez was not threatening anyone in the park. When officers arrived, Martinez ran and hid inside of a residence in the 2200 block of Miramar Walk. Officers learned that Martinez did not live at the residence which was occupied by a male homeowner and his juvenile daughter. Officers surrounded the house and took Martinez into custody as he attempted to flee out the back door. Officers searched the area but were unable to locate a handgun.

Martinez was arrested for trespassing, violation of probation, and for obstructing or delaying a peace officer in the performance of his/her duties. He was booked into the Ventura County Jail.
Martinez is currently in the Post Release Offender Program, created by Assembly Bill 109 – the 2011 Public Safety Realignment – which was effective October 1, 2011. This program mandates that individuals sentenced to non-violent, non-serious (irrespective of priors) or non-sex offenses will serve their sentences in county jails instead of state prison. The public should be aware that release under AB 109 is based on the offender’s most recent committing offense. Prior convictions arenot considered.

DETAILS:

At 0355 hours, officers responded to the 1600 Block of North “C” Street regarding residents calling for a subject ringing doorbells to homes and refusing to leave. Earlier calls had been received regarding a suspicious subject casing for burlgary in the same area.

Officers located Reyes Cardona, a 32-year old Oxnard resident, at the front door of a residence near Carriage Square and “C” Street. Cardona was wearing all black clothing, was carrying two flashlights, and had a screwdriver in his possession. Cardona is a post release offender (PRO) and was arrested for a PRO “flash incarceration.”

DETAILS:
On the above date and time, Oxnard Police officers responded to Toppers Pizza at 2100 Saviers Road regarding an attempt robbery that had just occurred. The suspect entered the business, waited in line for a short time, and then passed a note to the cashier. The manager was alerted because of the suspect’s appearance and also observed a gun in the suspect’s waistband. The manager activated the robbery alarm, alerted his employees to the danger, and the suspect fled before getting any cash. The suspect was last seen in a small white compact vehicle southbound on San Marino from Iris.

The above described suspect entered the business, approached the cashier and brandished a handgun. The suspect was given an undisclosed amount of cash and fled the area on a bicycle.

DETAILS: On 5/16/14 at approximately 1230 hours, Oxnard police officers were dispatched to 2195 East Channel Island Boulevard reference a stabbing victim. Officers located the victim, Samuel Lopez, with several stab wounds to his left arm and upper torso. Samuel was transported via ambulance to the Ventura County Medical Center. He is expected to survive his wounds.

Investigators from the Oxnard police department’s Violent Crimes Unit took over the investigation. During the course of the investigation, detectives were able to identify the suspects involved in the attack. The suspects were identified as Oxnard residents Donald Reyes, Tare Rincon, and a 17 year old juvenile.

As of 6/4/14, all three suspects are in police custody. They are charged with attempted murder, with the special allegation that the crime was committed for the benefit of a criminal street gang.

DETAILS: On 06/04/14 at approximately 0700 hours, members of the Oxnard Police Department’s SWAT Team and Investigative Bureau served two search warrants in regards to an ongoing homicide investigation.

Two firearms and several rounds of ammunition were seized during the service of the search warrants. No arrests were made and the names of the persons involved are being withheld at this time because the investigation is ongoing.

DETAILS:

On 6/23/14 at approximately 1400 hours, Oxnard police officers attempted to stop the driver of a truck that was wanted for an outstanding felony warrant. The driver of the truck, 26 year old Gustavo Meza, failed to stop after police activated their emergency lights. Meza led officers on a brief vehicle pursuit through downtown Oxnard. During the pursuit, an item was discarded from the vehicle. Police officers recovered the item, which was found to be a loaded firearm.

Meza finally stopped for police officers and was taken into custody for his outstanding warrant. Meza was also charged with a violation of the gang injunction, failing to stop for officers, and weapons and drug charges.

A passenger in the truck, 23 year old Emeterio Cabrera, fled from the vehicle during the pursuit. Cabrera was caught by officers and arrested. He was charged with a violation of the gang injunction.

On the July 4^thholiday this year, the Oxnard Police Department deployed additional officers throughout the city, including the Fireworks by the Sea event at the Channel Islands Harbor. The 4^th of July is typically one of the busiest days of the year for the Oxnard Police Department, due to the large influx of people at the Channel Islands Harbor, as well as a significant increase in service call demand. The increase in service calls on this day is largely driven by fireworks-related disturbances.

Additional police officers and code compliance inspectors were also assigned to citywide fireworks enforcement. Like many other cities, fireworks are prohibited in Oxnard, and persons may be cited up to $1,000 for possessing or using them. This year, the Oxnard Police Department received 209 fireworks-related calls for service, compared to 210 in 2013. The majority of the calls were received between 8PM and midnight.

On July 4^th, Oxnard officers wrote 24 citations for possessing or using illegal fireworks. Approximately 60 pounds of illegal fireworks were confiscated, and turned in to local fire stations for disposal. One subject was found to be in possession of a concealed semi-automatic handgun when contacted by officers as he lit illegal fireworks. The 36-year old Oxnard resident was arrested (a news release was issued earlier for this incident).

This year, no structure fires or serious fireworks-related injuries were reported. One incident was reporting in which a tree caught fire. In another incident, vegetation in a vacant lot also caught fire. There were several reports of dumpster or garbage can fires.

The Fireworks by the Sea event at the Channel Islands Harbor had an estimated attendance of 35,000 – 40,000 people this year. Despite the large numbers, no significant police-related incidents occurred.

DETAILS:
On July 31, 2014 at approximately 0150 hours, the Oxnard Police Department responded to the parking lot of Sea Rounders, 2670 S. Ventura Rd., reference a male subject, later identified as Paul Perez, in the parking lot with a gun. Officers contacted Perez in the parking lot and located a firearm in the immediate area. Perez was arrested for various weapons charges.
