On April 27, 2015 at approximately 6:30pm, officers from the Oxnard Police Department Special Enforcement Unit observed a U-haul rental pick-up truck fail to stop at the stop sign at Glenwood Dr. and ‘M’ St. in the City of Oxnard. The officers stopped the vehicle and contacted the driver, 28 year old Oxnard resident Fabian Ramirez. It was determined that Ramirez was driving with a suspended driver’s license. During the course of the investigation officers searched the vehicle and located a loaded handgun concealed inside. Ramirez had been convicted of a prior felony charge which prohibits him from possessing firearms. It was also discovered that the serial number on the firearm was obliterated which is illegal under California law. Ramirez is a member of a local Oxnard street gang. Ramirez was arrested for possession of a loaded and concealed firearm, possession of a firearm by a prohibited person and, possession of a firearm with an obliterated serial number.

DETAILS: On Wednesday, May 13, 2015, The City of Oxnard and the Oxnard Police Department welcome you to the 16^th annual Police Memorial Ceremony starting promptly at 10:30 a.m. The 30-minute ceremony will occur in front of the Public Safety Building, at Third and C Streets, Downtown Oxnard.

In 1962, President John F. Kennedy signed a proclamation designating May 15th as Peace Officers Memorial Day and the week in which it falls as Police Week, honoring those that have paid the ultimate sacrifice.

In Oxnard, the City and Police Department pay tribute to honor our own fallen—our seven Oxnard Officers who have lost their lives in the line of duty since our city’s founding. The ceremony will include a 21-gun salute, the rider-less horse, and a final song by LaNesha Latimer – daughter of retired Assistant Chief James Latimer and sister of Commander Randy Latimer.

On August 14, 2015 at approximately 5:30 a.m., officers were dispatched to a shooting victim in the 200 block of Chester Way. When officers arrived they located a male subject who was unresponsive. EMS arrived and transported the victim to VCMC. Unfortunately the victim died as a result of a gunshot wound.

The victim was a 38 year old Oxnard resident. His name is being withheld until his family is notified. This is Oxnard’s eighth homicide of the year. The City of Oxnard offers up to $10,000 for information leading to the arrest and conviction of suspect(s) in homicide cases.

DETAILS:
On 8/25/15 at approximately 0135 hours, officers responded to the 1100 block of Mercantile Street in Oxnard reference a street robbery where two suspects approached the victim and demanded property at gunpoint. Once the victim was robbed, both suspects fled in a black SUV. A short time later, officers patrolling Rose Ave saw a vehicle matching the description. This vehicle was stopped by the officers and the two subjects inside contacted. Property from the crime and the weapon used was recovered. Both subjects were arrested and booked into Ventura County Jail.

On 9/11/2015, at approximately 6:00 pm, Oxnard Police Department Special Enforcement Unit officers were patrolling the Southwinds area of Oxnard due to recent reports of shots being fired. Officers conducted a traffic stop on a vehicle in the 500 block of Cuesta del Mar and contacted the sole occupant, a 16-year-old male. It was determined that the subject took his mother’s vehicle without permission. A search of the vehicle revealed a loaded semi-automatic handgun. The juvenile was arrested and booked at Ventura County Juvenile Hall for several gun related charges.

DETAILS: On 9/22/15 at 8:40 a.m. Officers responded to the area of La Canada Avenue and San Simeon reference a female being assaulted. Officers made contact with a 14-year old female who said she was walking to school when a gray four door sedan pulled up next to her and asked for directions. The 14-year old told the Hispanic male driving the car that she didn’t know where the street was located. The victim continued to walk away.

The suspect exited his car and grabbed the female around her waist and attempted to take her down to the ground as he yelled for her to get down. The victim screamed for help and fought the suspect. The suspect covered the victim’s mouth with his hand to prevent her from screaming. During the assault, an unknown older female walked past the alley and looked in the direction of the suspect and the victim. The suspect noticed that the female was looking at him so he released his hold on the victim. The suspect ran to his car and fled the area. A composite drawing of this suspect is attached.

The Oxnard Police Department’s Sexual Assault & Family Protection Unit is currently investigating this incident. During the investigation, Detective Chacon discovered there were other incidents that were similar in nature with the same possible suspect. In those incidents, the suspect approached several other juvenile females and asked for directions. In those specific incidents once the suspect gained the attention of the female victims, he would expose his genitals to the females. The suspect in these cases never made physical contact with the victims. The first incident involving contact with a victim was on 9/22/15.
The Oxnard Police Department would like the public to be aware of these incidents and express the importance of being aware of your surroundings as you are out walking. Detective Chacon believes there are other victims that have not reported crimes that are similar. On Sunday, September 27, 2015, at about 5:30 p.m., officers from the Oxnard Police Department and EMS personnel responded to the 400 block of W. Channel Islands Boulevard in reference to a single vehicle injury traffic collision involving a motorcycle.

Preliminary investigation indicates that the motorcycle, driven by Adrian Magana Esparza, was traveling eastbound on Channel Islands Boulevard from ‘J’ Street and approaching the intersection of ‘C’ Street. According to witnesses, the motorcycle was traveling at a high rate of speed. For an unknown reason, Driver Esparza lost control of the motorcycle and collided into the curb along the south side of the roadway. This caused him to be ejected from the motorcycle and then collide into a large palm tree. Esparza was wearing a motorcycle helmet but was pronounced dead at the scene.

It is unknown if alcohol and/or drugs are factors in the collision. The roadway was closed during the scene investigation but has been reopened.

The collision is still under investigation.

On 10-02-15, at approximately 1951 hours, officers responded to the 5200 block of Courtland Street regarding a shooting victim. Officers found a 19-year old male Oxnard resident had sustained two gunshot wounds. The victim was transported to a local hospital where he is listed in critical condition.

Witnesses reported there were at least two male suspects involved. The suspects fled the scene in an unknown direction. An investigation is continuing.

On 10-23-15, at 1726 hours, officers responded to the 3200 Block of South Rose Avenue near College Park re: a male subject reportedly casing for robbery armed with a knife. Officers located Malik Rasheed, a 38-year old Oxnard resident. Rasheed was in possession of a pocket knife.

Investigating officers also found Rasheed was in possession of a Honda car key. That led officers to a Honda sedan nearby. Officers determined the vehicle had been reported stolen and Rasheed had driven the vehicle. Rasheed was arrested for possession of a stolen vehicle, 496d(a) PC. Rasheed was also determined to be a Post Release Offender (PRO).

The City of Oxnard continues to address issues associated with the Post Release Offender (PRO) Program, created by Assembly Bill 109 (the “2011 Public Safety Realignment”), which was effective October 1, 2011. This program mandated that individuals sentenced to non-violent, non-serious, or non-sex offenses serve their sentences in county jails instead of state prison.

On October 25, 2015 at 8:48 pm Oxnard Police Department Special Enforcement Unit officers became involved in a pursuit of a vehicle occupied by subjects who were believed to be involved in a shooting. The vehicle pursuit traversed through central Oxnard for approximately 13 minutes and ended on the railroad tracks between Oxnard Boulevard and Channel Islands Boulevard. The two occupants were taken into custody without further incident. There were no reported injuries or accidents related to the pursuit. The driver, a 15-year-old male, was arrested and booked at Juvenile Hall. The passenger, Alverto Gonsalez, was arrested and booked at County Jail.
