Motorists to expect delays for the 2023 Santa to the Sea Half Marathon

The 16^th annual Santa to the Sea Half Marathon is scheduled for this Sunday morning, December 10^th. The race begins at 7:30 a.m. in front of the Santa on Ventura Boulevard and travels through the City of Oxnard where it concludes at the Marine Emporium Landing located at 3600 South Harbor Boulevard.

Officers from the Oxnard Police Department will be handling traffic control along the race course, and motorists should expect significant delays at several intersections throughout the city. These intersections include:

· Rice Avenue at Sturgis Road

· Rose Avenue at Camino Del Sol

· Fifth Street at Hobson Way

· Ventura Road at Ninth Street

· Wooley Road at Patterson Road

· Victoria Avenue at Wooley Road

· Harbor Boulevard at Wooley Road.

Motorists wishing to travel northbound and southbound in the city are encouraged to use Oxnard Boulevard as it will not be affected by the race. Rice Avenue and Rose Avenue are expected to be re-opened by 9:30 a.m. All other roadways are expected to be re-opened by 10:30 a.m.

SUBJECT: 16-year-old Juvenile shot, dies from injuries

On December 7, 2023 at approximately 8:00 AM, Oxnard Police Officers responded to the 200 block of W Clara St regarding a report of a shooting victim. The caller advised he was transporting the victim to a local hospital. Officers located the caller and the shooting victim, a 16-year-old male, in the area of Oxnard Blvd and Date St. The 16-year-old male was suffering from multiple gunshot wounds. Officers and EMS personnel provided emergency medical treatment to the subject and he was transported to a local hospital where he underwent emergency surgery.

Officers located evidence of the shooting in the 200 block of W Clara St.

The Oxnard Police Department was later contacted by the Ventura County Medical Center advising the juvenile had succumbed to his injuries.

The incident appears to be gang related.

Investigators from the Oxnard Police Department Major Crimes Unit assumed responsibility for the investigation. The investigation is ongoing and no further information is available at this time. Celebrate Responsibly with a “Go Safely” Game Plan

National “Drive Sober or Get Pulled Over” Enforcement Begins Dec. 13

The holiday season can be a dangerous time for people on the roads. In December 2021 alone, 1,013 people were killed in the U.S. in alcohol-impaired driving crashes according to the National Highway Traffic Safety Administration. The Oxnard Police Department wants to remind the public of the dangers of impaired driving and celebrate the holiday season responsibly by not driving under the influence.

From December 13 through New Year’s Day, the Oxnard Police Department will have additional officers on patrol looking for drivers suspected of being under the influence of alcohol and/or drugs. In addition, the Oxnard Police Department will hold a DUI/driver’s license checkpoint on Friday, December 15, 2023, at an undisclosed location within the city. The checkpoint will be from 7:00 p.m. to 2:00 a.m. The high-visibility enforcement effort is part of a national campaign, Driver Sober or Get Pulled Over, with the goal of stopping suspected impaired drivers who put others on the road at risk.

The Oxnard Police Department encourages everyone to stay in for the night or have a “go safely” game plan by scheduling a ride or designating a sober driver if you plan to consume alcohol.

Impaired driving is not just alcohol. Marijuana, prescription medications or over-the-counter drugs may also impair. Do your research and understand how certain drugs may affect your driving ability.

Funding for this program was provided by a grant from the California Office of Traffic Safety, through the National Highway Traffic Safety Administration.

SUBJECT: Documented Gang Member Arrested for Firearms Violations

SUSPECTS: Carlos Hernandez, 41-year-old Oxnard resident

In November 2023, the Oxnard Police Department Violent Crimes Unit (VCU) began an investigation into Carlos Rene Hernandez illegally possessing firearms. Mr. Hernandez is a documented member of a criminal street gang and is prohibited from possessing firearms. The investigation led Detectives to develop enough evidence to obtain a search warrant.

On December 8, 2023, members from the Oxnard Police Department Special Enforcement Unit conducted a traffic stop on a vehicle driven by Mr. Hernandez in south Oxnard. During a search of the vehicle pursuant to the search warrant, detectives located a loaded and unregistered 9mm handgun. A search warrant was later served at Mr. Hernandez’s residence where an unserialized AR-15-style rifle was found. Detectives also located multiple rounds of ammunition, gun parts, narcotics, and US currency.

Mr. Hernandez was charged with gun and narcotic sales-related charges. He was booked into the Ventura County Main Jail.

On the above date and time, Oxnard Police officers contacted the occupants of a parked vehicle at the above location. Two persons fled from the vehicle but were quickly apprehended. One individual, a 13-year-old male juvenile, admitted to having a firearm in his possession. Officers retrieved a loaded handgun from the juvenile, and he was arrested for possession of a firearm. He was medically cleared before being transported to the Ventura County Juvenile Facilities Complex.

On the above date and time, Oxnard Police officers responded to the above area regarding a traffic collision. Once on scene, officers learned that one subject who was in one of the involved vehicles fled the scene, and was possibly in possession of a firearm. Bystanders directed officers to this subject, who was detained by an uninvolved person. Additionally, bystanders directed officers to the location where this subject discarded an object; officers located a loaded revolver. This subject, a 14-year-old male juvenile, was arrested for possession of a firearm. He was medically cleared before being transported to the Ventura County Juvenile Facilities Complex.

For the sixth consecutive year, the Oxnard Police Department joined other law enforcement agencies across the country in October's “Pink Patch” campaign to raise funds and spread awareness for the battle against breast cancer. This year, Oxnard P.D. partnered with the Oxnard Police Community Foundation, Oxnard Peace Officers’ Association, Starbucks, Stacy Miller Public Affairs, Inc., Boyd & Associates, Ventura County Credit Union, and other local organizations to raise funds and awareness for this cause. Community “pop-up” fundraisers were hosted at the Oxnard Police station, Oxnard Starbucks locations, Anytime Fitness, and the Downtown Oxnard Farmers Market. These efforts raised a total of $9,235.00 for the Ribbons of Life Breast Cancer Foundation, a local 501(c)(3) non-profit public charity that provides support to breast cancer patients and survivors across Ventura County.

Over the course of the Oxnard Police Department’s six-year participation in the Pink Patch campaign, the department has raised over $82,000.00 for breast cancer treatment, awareness, survivor resources, and research. According to Oxnard Chief of Police Jason Benites, these efforts stem from the department’s fundamental goal of making a positive impact in our community. Benites stated, "We recognize that the impact of this campaign reaches far beyond the monetary donations. The collective efforts of our staff members and the generous contributions from sponsors and our community do not simply raise funds to support local breast cancer survivors, but they demonstrate a spirit of solidarity that goes beyond the badge. We are proud of the way our community continues to support the Pink Patch campaign here in the City of Oxnard."

On the above date and time, Oxnard Police officers responded to the 500 block of N. Roosevelt for a call of several subjects fighting in the street. Officers contacted three subjects in a parked vehicle. During the contact, officers observed a firearm on the floorboard of the vehicle. All of the occupants were removed from the vehicle. Brian Guzman was found to have a loaded.38-caliber handgun with the serial number removed. Guzman was arrested for several firearms violations.

SUBJECT: Bicycle/Pedestrian Safety Enforcement

The Oxnard Police Department will conduct a traffic safety operation on December 3, 2023, from 8 a.m. to 5 p.m. The operation will be focused on the most dangerous driver behaviors that put the safety of people biking or walking at risk. These violations include speeding, making illegal turns, failing to yield or provide right of way to bicyclists or pedestrians, or failing to stop for signs and signals.

The Oxnard Police Department offers steps drivers and pedestrians can take to greatly reduce the risk of getting injured or in a crash:

Pedestrians

● Be predictable. Use crosswalks, when available.

● Take notice of approaching vehicles and practice due care.

● Do not walk or run into the path of a vehicle. At 30 mph, a driver needs at least 90 feet to stop.

● Be visible. Make it easy for drivers to see you – wear light colors, reflective material and carry a flashlight, particularly at dawn, dusk or at night.

● Be extra careful crossing streets or entering crosswalks at night when it is harder to see, or when crossing busier streets with more lanes and higher speed limits.

Drivers

● Follow the speed limit and slow down at intersections. Be prepared to stop for pedestrians at marked and unmarked crosswalks.

● Avoid blocking crosswalks while waiting to make a right-hand turn.

● Never drive impaired.

Bicyclists

● Obey traffic laws, use hand signals, use lights at night (front white light and rear red reflector), and wear a helmet.

● Bicyclists must travel in the same direction of traffic and have the same requirements as any slow-moving vehicle.

● Avoid the door zone: do not ride too closely to parked cars.

● If there’s a bike lane, use it, unless making a left turn, passing, or approaching a place where a right turn is allowed.

● Yield to pedestrians. Bicyclists must yield the right-of-way to pedestrians within marked crosswalks or within unmarked crosswalks at intersections.
