SUBJECT: Driver Arrested for Firearm Possession, Passenger Arrested for Parole Violation

On August 3, at 5:27 p.m., officers from the Oxnard Special Enforcement Unit (Gang Unit) conducted a traffic stop on a vehicle at the intersection of Oxnard Blvd. and Date St. Officers made contact with the occupants and discovered one of the passengers, Luis Librado, was on parole. Officers removed the occupants from the vehicle so that they could exercise Librado’s search terms pursuant to his parole. Officers searched the vehicle and located a loaded Glock 9-millimeter extended magazine. Officers continued searching the vehicle and located a Glock 9-millimeter handgun that was concealed in a hidden compartment within the vehicle. Officers arrested the driver, Johnny Gonzalez, for possessing the concealed handgun within his vehicle. Librado, a documented Oxnard criminal street gang member, was arrested for violating the terms of his parole.

SUBJECT: Passenger Arrested for Carrying Concealed Handgun

On August 2nd, at 4:38 p.m., officers from the Oxnard Special Enforcement Unit (Gang Unit) conducted a traffic stop on a vehicle at the intersection of Market St. and Surfside Dr. for suspected traffic infractions. Officers made contact with the occupants and found that the driver was unlicensed. Officers had the occupants exit the vehicle and discovered one of the passengers was in possession of a loaded and concealed handgun. The passenger identified as Jesse Avila was arrested for felony firearms violations and later booked into Ventura County Jail. Avila was arrested last month in the city of Oxnard for possessing a concealed and loaded handgun.

On August 2, 2023, at approximately 5:01 PM, Officers from the Oxnard Police Department and Ventura County Community College Police Department responded to a call of a shooting victim in the 4000 block of S. Rose Avenue. Officers and EMS personnel arrived on scene and located a 53 year-old male suffering from multiple gunshot wounds to his torso and leg. The subject was immediately transported to a local hospital, where he is listed in stable condition. An additional 19 year-old victim was shot at by the suspect, who fled on foot. This victim was uninjured.

Officers from the Oxnard Police Department Special Enforcement Unit responded and located the 25 year-old suspect in the 3900 block of S. Rose Avenue. He was arrested and charged with Assault with a Deadly Weapon.

Investigators from the Oxnard Police Department Violent Crimes Unit assumed responsibility for the investigation. The investigation is ongoing, the suspect's name is being withheld, and no further information is available at this time. Mr. Ochoa was last seen in the 1600 block of Auto Center Drive. He was wearing a grey button up shirt, a white undershirt and green pants.

On 07/27/23, the Oxnard Police Department concluded a shoplifting sting operation at The Marketplace at Oxnard Shopping Center located in the 1800 block of Ventura Boulevard. Officers worked in conjunction with organized retail crime investigators during peak hours, to contact and arrest individuals who were actively committing thefts from the business.

All three of the suspects, Savannah Avalos, a 22-year-old Oxnard resident, Dayyana Magana, a 47-year-old Oxnard resident and Benjamin Acosta, a 36-year-old Oxnard resident were arrested for felony theft violations.

Earlier this month, the Oxnard Police Department was made aware that the businesses were experiencing a large number of unreported thefts with one business totaling last year’s losses at over $700,000. During this operation, the total dollar amount of recovered property was over $3000 in merchandise.

On July 28, 2023, at approximately 8:50 PM, Officers from the Oxnard Police Department responded to a call of a shooting victim on the first floor of the parking structure at The Collection in Riverpark. Officers and EMS personnel arrived on scene and located a 15-year-old male suffering from what appeared to be a single gunshot wound to his lower leg. The subject was immediately transported to a local hospital where he is listed in stable condition with non-life threatening injuries.

Investigators from the Oxnard Police Department Violent Crimes Unit assumed responsibility for the investigation. The investigation is ongoing and no further information is available at this time. SUBJECT: Documented Criminal Street Gang member, with Prior Homicide Conviction, Arrested for Firearm and Narcotics Possession

SUSPECTS: Bardomiano Sanchez, 31-year-old Oxnard resident

On July 28th, at 3:36 p.m., officers from the Oxnard Special Enforcement Unit (Gang Unit) conducted a traffic stop on a vehicle at the intersection of Third St. and “A” St. for a suspected traffic infraction. Officers made contact with the driver and sole occupant of the vehicle, Bardomiano Sanchez. During the contact with Sanchez, officers made observations that led them to believe that Sanchez was possibly under the influence of a controlled substance. Officers conducted an evaluation of Sanchez and ultimately arrested Sanchez for being under the influence of a controlled substance.

During an inventory search of the vehicle, officers located a loaded 9mm magazine that was concealed in the vehicle. Officers continued searching and located a 9mm semi-automatic handgun that was concealed in a separate location in the vehicle. Officers also located a usable amount of fentanyl in the vehicle. Sanchez is a documented Oxnard criminal street gang member who is prohibited from owning firearms due to a prior voluntary manslaughter conviction. Sanchez was arrested for several felony firearm and narcotics violations and booked into Ventura County Jail.

On the above date and time, Oxnard Police Officers conducted a traffic stop in the 200 block of Cooper Road. Godinez, the solo occupant and driver of the car, was determined to have a suspended driver’s license. As he exited the vehicle, he fled from officers and discarded a loaded firearm. He was apprehended a short distance away. Godinez, a convicted felon, was arrested for numerous firearms violations as well as resisting/delaying a police officer.

SUBJECT: Narcotic Sales and Gun Arrest

SUSPECTS: Armando Garcia, 25 year-old Oxnard Resident

During the early part of July 2023, the Oxnard Police Department received several complaints of possible narcotic activity occurring in and around the area of the 300 block of North Bonita Street, located in the La Colonia neighborhood.

The Oxnard Police Department Drug Enforcement Unit (DEU) took over the narcotic investigation and identified Armando Garcia as a possible suspect. Sufficient evidence was gathered permitting detectives to secure a search warrant at Garcia’s residence. During the course of the investigation, DEU detectives discovered Garcia was involved in an assault with a deadly weapon with a firearm in 2022. This allowed DEU detectives to secure an arrest warrant issued by the Ventura County Superior Court for criminal threats and assault with a deadly weapon.

On July 26, 2023, the Oxnard Police Department’s S.W.A.T. team took Garcia into custody and executed the search warrant at his residence. With the assistance of detectives from the Investigations Bureau, detectives located and seized a loaded unregistered semi-automatic handgun, narcotics possessed for sales, and indicia of narcotic sales associated to Garcia. Garcia was arrested and booked at the Ventura County Sheriff’s Office Pre-Trial Detention Facility for assault with a deadly weapon, criminal threats, and gun and narcotic related charges. This investigation would not have been possible without information obtained the community.

These Task Force Officer(s) are assigned to the Ventura County Criminal Investigation Division and are in charge with the duties of investigating violations of the drug and criminal laws of the United States of America.
