MISSING PERSON:             Silvestre Perez, 82 year old Oxnard Resident

The Oxnard Police Department is asking for the community's assistance in locating a missing adult.  Silvestre Perez is an 82 year old Hispanic male with white hair and brown eyes.  Mr. Perez was last seen at approximately 1:00PM at the Oxnard Transportation Center in the 200 block of East Fourth Street.  He was wearing a tan sombrero, a black jacket, dark pants and boots.  In other similar circumstances he has been located at Southwinds Park and other south Oxnard locations. 

 

We are asking for the public’s assistance in locating Mr. Perez.  If you have any information about his whereabouts, we ask that you contact the Oxnard Police Department dispatch immediately at (805) 385-7740.

The Oxnard Police Department is asking for the community's assistance in locating a missing adult.  Silvestre Perez is an 82-year-old Hispanic male with white hair and brown eyes.  Mr. Perez was last seen at approximately 1:00PM at the Oxnard Transportation Center in the 200 block of East Fourth Street.  He was wearing a tan sombrero, a black jacket, dark pants and boots. Mr. Perez also walks with a dark colored cane.

 

Investigators believe Mr. Perez is utilizing public transit including buses and trains. His destination may possibly be Yuma, Arizona.

 

We are asking for the public’s assistance in locating Mr. Perez.  If you have any information about his whereabouts, we ask that you contact the Oxnard Police Department dispatch immediately at (805) 385-7740.

Mr. Silvestre Perez was located and found to be in good health. The family has been notified and will reunite with him shortly.

SUBJECT:   Documented Gang Member Arrested for Firearm Possession

SUSPECTS:  German Mendiola, 25-Year-old Port Hueneme Resident

LOCATION:  Channel Islands Blvd. at J St., Oxnard

On March 13, at approximately 10:04 p.m., officers from the Oxnard Police Special Enforcement Unit (Gang Unit) conducted a traffic stop at Channel Islands Blvd. and Saviers Rd. for a vehicle code infraction. The driver, later identified as German Mendiola, failed to yield and continued west on Channel Islands Blvd.  Mendiola continued west on Channel Islands Blvd. to J St.  Mendiola attempted to turn south on J St. but was blocked in by pursuing police units.  Mendiola and his passenger were uncooperative with officers and subsequently removed from the vehicle. 

 

During the contact with Mendiola officers observed a black handgun on the floorboard of Mendiola’s vehicle.  Mendiola is prohibited from possessing firearms due to a prior robbery conviction from 2018.  Mendiola was also found to be in possession of cocaine.  Mendiola was charged with evading, and with possession of narcotics while armed.

SUBJECT:   Oxnard Man Arrested for Firearm Possession

SUSPECTS:  Octavio Ramirez, 19-Year-old Oxnard Resident

LOCATION:  Colonia Ave. at Sycamore St., Oxnard

On March 13, at approximately 7:43 p.m., officers from the Oxnard Police Special Enforcement Unit (Gang Unit) conducted a traffic stop for a vehicle code infraction.  Officers contacted the driver, who was identified as Octavio Ramirez.  Officers conducted a DMV records check and learned that Ramirez was unlicensed.  Officers removed Ramirez from the vehicle and observed narcotics paraphernalia in plain view. Ultimately officers searched the vehicle.  During the search officers located a Glock 9-millimeter semi-automatic handgun.  Ramirez was ultimately arrested for possessing a concealed firearm that was not registered to him.

SUBJECT:                            Man Arrested for Murder

LOCATION:                         100 block of Wilson Avenue, Oxnard 

VICTIM:                               Eugenio Lopez Ramirez, 26 year-old Oxnard Resident

SUSPECT:                            Gonzalo Garcia Rodriguez, 24 year-old Salinas, CA Resident

On February 23, 2025, at about 9:46 p.m., officers with the Oxnard Police Department responded to the 100 block of Wilson Avenue regarding a stabbing victim. Officers located Eugenio Lopez Ramirez suffering from multiple stab wounds to his torso. Officers and Emergency Medical Services (EMS) personnel began life-saving measures. Ramirez was transported to the Ventura County Medical Center, where he, unfortunately, succumbed to his injuries.

The Oxnard Police Department Major Crimes Unit responded to the scene and took over the investigation.

After a two-week-long investigation, detectives were able to obtain sufficient evidence that identified Gonzalo Garcia Rodriguez as the person responsible for the murder of Eugenio Lopez Ramirez. This was through the hard work of investigators from the Oxnard Police Department's Investigation Services Bureau and officers assigned to the Special Enforcement Unit.

On March 11, 2025, at about 2:00 p.m., investigators from the Oxnard Police Department's Major Crimes Unit arrested Gonzalo Garcia Rodriguez for murder. At the time of the arrest, Rodriguez was in custody at the Ventura County Main Jail on unrelated charges. He is being held on a one and a half million-dollar bail for the charge of murder.

On the above date/time, Oxnard Police officers conducted a traffic stop on a vehicle driven by Davila for a vehicle code violation.  During their contact, officers suspected Davila had consumed alcohol prior to driving and conducted a DUI investigation.  He was eventually arrested for driving under the influence of alcohol.  During a search of the vehicle, officers located an unloaded, unregistered firearm.  Davila was arrested for driving under the influence of alcohol and firearms violations.

On March 8th, 2025, at approximately 3:54 p.m., an Oxnard Police Officer conducted at traffic stop for a vehicle code violation in the area of N. “H” St and Ivywood Dr.  During a search of one of the passengers, a 17 year old male, was found in possession of a loaded concealed 9mm firearm.  The firearm was reported lost/stolen out of San Luis Obispo County.  The 17 year old was charged with various felony firearms related offenses.

The City of Oxnard participates in the FBI’s Uniform Crime Reporting (UCR) Program. For five (5) decades, the Oxnard Police Department (OPD) has contributed data under the UCR Program’s legacy Summary Reporting System (SRS). The FBI has since retired the SRS and transitioned to the National Incident-Based Reporting System (NIBRS) for data collection. 

The Oxnard Police Department began reporting NIBRS-compliant crime data on November 15th, 2022. NIBRS is viewed as a more comprehensive reporting system than the SRS. NIBRS goes much deeper to provide circumstances and context for crimes, providing a more detailed understanding of crime patterns and helping law enforcement make informed decisions about crime prevention and public safety. Due to the change in reporting standards, it is not advisable to compare crime data collected under NIBRS to data collected prior to 2023 under SRS.

Violent crime decreased by 1.4%, including a decline in robberies of 8.5%. Oxnard’s reported robberies remain 13.8% lower than the pre-pandemic year of 2019, which saw a reported 275 robbery crimes.

Additionally, there was an overall decrease of 11.5% in domestic violence-related offenses in 2024 compared to the previous year. Though domestic violence offenses do not have their own UCR category, we have included Oxnard’s statistics:

Property crime decreased by 5.8% in Burglary / Breaking and Entering. Larceny / Theft Offenses increased by 12.6%; however, these offenses remain 7.3% lower than the pre-pandemic year of 2019, when 2,987 crimes were reported. Motor vehicle theft increased by 9.3%. Of the reported 720 motor vehicle thefts, 22.2% were preventable thefts.

On March 6, 2025, at about 11:14 p.m., an Oxnard Police officer contacted a motorist for a vehicle code violation in the area of Oxnard Blvd and Gonzales Rd. During a search of a vehicle, the driver, 24-year-old Isaac Martinez, was found to be in possession of a loaded .380 handgun. Martinez was arrested for various violations including being a prohibited person in possession of a loaded firearm.
