DETAILS:
On Wednesday, October 17, at about 7:50 AM, Oxnard Police and Fire personnel responded to the 600 block of Hermosa Dr in Oxnard. An incendiary device, consisting of a plastic bottle filled with chemicals, had been detonated on a lawn of a residence resulting in the lawn being burned.

Later that same day, at about 1:20 PM, officers and fire personnel responded to a similar call in the 1200 block of Deodar Av. A second detonated device was located that had burned the lawn of a residence.

People are asked to be watchful for any similar devices on their property. If a similar device is seen, please call 9-1-1, and do not approach or pick up the device.

DETAILS:
On October 22, 2012, at about 3:57 P.M., Oxnard PD officers responded to Pleasant Valley Road and Olds Road/Etting Road after receiving a call of an injury traffic collision involving a vehicle and a motorcycle. Once on scene, officers and EMS personnel found that a Honda motorcycle had collided with a yellow Ocean View school bus in the intersection of Pleasant Valley Road and Olds Road/Etting Road.

Preliminary investigation indicates that the Honda motorcycle, driven by James Joseph Kelly, was traveling eastbound on Pleasant Valley Road towards Olds Road/Etting Road. The yellow school bus, driven by Gilbert Endo, was traveling westbound in the left turn lane on Pleasant Valley at Olds Road/Etting Road. Once traffic was clear, the school bus began to make a left turn to go eastbound onto Etting Road in front of the Honda motorcycle. Unable to avoid a collision, Driver Kelly applied the brake causing the motorcycle to go down and skid towards the bus. The Honda skid directly into the path of the turning school bus. Unfortunately, Driver Kelly sustained fatal injuries as a result of the collision and was pronounced dead at the scene by EMS. It should be noted that the motorcyclist was wearing a full face helmet at the time of the collision.

Driver Endo was not injured. The school bus had no passengers at the time of the collision.

The Oxnard Police Department has been awarded a new traffic safety grant for an anti-DUI program aimed at preventing deaths and injuries on our roadways. Additional enforcement measures to combat impaired driving are coming as a result of a recent $95,000 grant awarded by the California Office of Traffic Safety to Oxnard. The Oxnard Police Department is dedicated to keeping our streets safe through both enforcement and education.

“DUI affects everyone and it is our responsibility to make our roadways safe for our citizens,” said Andrew Salinas, Oxnard Police Department Commander.

The special DUI Checkpoint grant is to assist in efforts to reduce the number of persons killed and injured in alcohol and other drug related collisions in the community. The grant activities will specifically target impaired driving offenders as well as educating the public on the dangers of impaired driving through the use of DUI/driver’s license checkpoints. When possible, specially trained officers will be available to evaluate those suspected of drug-impaired driving.

Drunk and drugged driving are among America’s deadliest crimes. In 2010, 791 people were killed and over 24,000 injured in alcohol and drug-impaired crashes in California. Last year, Oxnard did not experience any DUI-related traffic deaths, however, 93 persons were injured in these tragic crashes. Crashes involving alcohol drop by an average of 20 percent when well-publicized checkpoints are conducted often enough. Checkpoints have proven to be the most effective of any of the DUI enforcement strategies, while yielding considerable cost savings of $6 for every $1 spent.

“DUI checkpoints have been an essential part of the phenomenal reduction in DUI deaths that we witnessed from 2006 to 2010 in California,” said Christopher J. Murphy, Director of the Office of Traffic Safety. “But since the tragedy of DUI accounts for nearly one third of traffic fatalities, Oxnard needs the high visibility enforcement and public awareness that this grant will provide.”

Funding for this program is from the California Office of Traffic Safety through the National Highway Traffic Safety Administration.

Over 300 deserving children (ages 6 to 12) – 40 from each of the six participating schools – were invited to the 14^th annual Cops-4-Tots Toy Give-away at the La Colonia Police Storefront (211 North Grant Avenue). Toys were made available for children that were selected by the schools or families that had toddler age children. An appearance by Santa Claus added to the excitement of the event.

The children and parents were treated with Mexican bread, Champurrado (hot drink), and treats with Christmas decorations.

The participating schools include: Ramona School, Rose Avenue School, Cesar Chavez School, Elm Street School, Green Valley, and La Escuelita.

Members of the Oxnard Police Department Command Staff, District Three Officers, and Military members from the Port Hueneme Naval Base, AVID students from Frank Intermediate School, Oxnard Police Volunteers, and other community volunteers were on hand to assist with handing out toys.

The 14^th annual Cops-4-Tots Toy Give-away was made possible by donations from the Oxnard Police Officers Association, Latino Peace Officers Association (Ventura County Chapter), and members of the United States Navy, El Concilio del Condado de Ventura, the Oxnard business community, and residents of the City of Oxnard.

On 12-09-2012 at approximately 2117 hours, officers respond to the 4700 block of Olds Road reference shots being fired and a possible victim in the west alley. The victim, a 22 year old Oxnard resident, was immediately transported to the Ventura County Medical Center where he is listed in stable condition. A second 22 year old victim was later transported to VCMC by private party with non-life threatening wounds. No further information is available at this time.

On the above date and time, officers received a call of Gavin Hahn, 38 years, riding a bike in the area of Oxnard Shores near Harbor Boulevard. Hahn has a felony warrant for a narcotics-related violation. Hahn is also wanted for questioning in connection with several property crimes in the Oxnard Shores area.

An officer spotted Hahn in the area of Canal St. and Wooley Rd. The suspect fled into the dunes area on foot. Additional officers responded to search for Hahn. A Ventura County Sheriff helicopter and its crew were dispatched to assist because of the large search area. After approximately two hours, officers ultimately learned that Hahn had swam across the canal and fled eastbound on foot after abandoning his bike and cell phone.

On 2-28-13, at 2307 hours, officers were contacted at the Oxnard Police Department by the mother of Carlos Eduardo Palacio, 21 years, Oxnard resident. Officers were advised that Palacio was bleeding from the left arm and had fled the family residence located in the 1800 Block of Ives Avenue.

Officers were dispatched to the residence but Palacio was not there. Palacio’s whereabouts are unknown. While no crime is suspected, officers need to check on Palacio’s well-being.

A search is continuing. Persons with information as to Palacio’s whereabouts should call the Oxnard Police and Fire Communications Center at (805) 385-7740.

DETAILS:Oxnard, CA – As one of America’s most anticipated and celebrated sporting events, the Super Bowl brings together families, friends and fans each year to enjoy the excitement of the big game. In many instances, fans will gather to watch the game at sports bars, restaurants or Super Bowl-themed parties. The California Office of Traffic Safety, along with the National Highway Traffic Safety Administration (NHTSA), National Football League and TEAM (Techniques for Effective Alcohol Management), have joined forces with law enforcement in the Avoid the 14 – Ventura County DUI Task Force to spread an important safety message to the public about designating a sober driver on Super Bowl Sunday – Fans Don’t Let Fans Drive Drunk.

“Before choosing to drink, choose a sober designated driver. Avoid the unsportsmanlike conduct of driving drunk by handing off your keys so that you, your passengers and everyone on our roads can safely arrive home,” said Commander Andrew Salinas of the Oxnard Police Department. “Drunk driving is always preventable, and driving drunk could result in seriously injuring or killing yourself or someone else. Motorists can expect Police, Sheriff and CHP to have a visible presence and to stop anyone who makes the dangerous decision to drink and drive.”

The Avoid the 14 DUI Task Force will be deploying special roving DUI patrols on Sunday, February 3rd in several communities throughout the area looking to stop and arrest drivers who are impaired by alcohol or drugs. These DUI patrols are, in addition to regularly scheduled patrol officers, all looking for the tell-tale signs of an intoxicated driver behind the wheel.

In California, 774 people were killed in DUI crashes, with over 24,000 injured. These drunk-driving fatalities accounted for 29 percent of the total motor vehicle traffic fatalities in California. In addition, alcohol impairment among drivers involved in fatal crashes was almost twice as high during the weekend (31%) than during weekdays (16%) and four times higher at night (37%) than during the day (9%), according to NHTSA.

“We want everyone to make the right decision on Super Bowl Sunday,” said Chris Murphy, Director of the Californian Office of Traffic Safety. “Game planning a sober driver is the best bet possible. It’s everyone’s call to make this year’s Super Bowl Sunday safe.”

The Avoid DUI Patrols are funded by the California Office of Traffic Safety who reminds everyone to Report Drunk Drivers – Call 9-1-1!

If you’re attending a Super Bowl party or watching the game at a sports bar or restaurant:

Designate your sober driver before the party begins.
Avoid drinking too much alcohol too fast. Pace yourself. Eat plenty of food, take breaks, and alternate with non-alcoholic drinks.
If you don’t have a designated driver, ask a sober friend for a ride home; call a cab, friend, or family member to come and get you; or if possible stay where you are for the night and don’t drive until you are sober.

Always buckle up. It’s still your best defense against other drunk drivers.

If you’re hosting a Super Bowl party:

Make sure all of your guests designate their sober drivers in advance, or help arrange ride-sharing with sober drivers.
Serve plenty of food and non-alcoholic beverages at the party.
Host your party just like they do at the stadium. Stop serving alcohol at the end of the third quarter of the game. The fourth quarter is perfect for serving coffee and dessert.
Keep the phone numbers of local cab companies on hand and take the keys away from anyone who is thinking of driving drunk.
Remember, you can be held liable and prosecuted if someone you served ends up in a drunk-driving crash.
If an underage person drinks and drives, the parent may be legally liable for any damage, injury or death caused by the underage driver.
Likewise, parents or other adults who provide alcohol to, or host a party where alcohol is available to, those under age 21 could face jail time.

DETAILS:
On February 3, 2013 at about 5:42 P.M., officers responded to a traffic collision involving a vehicle and a pedestrian at the intersection of C Street and Linden Drive. Upon arrival, officers found that a female (name withheld), 64 years old of Oxnard had been struck by a pickup driven by Albert Gastelum Rubio, 43 years old of Oxnard. The pedestrian sustained fatal injuries as a result of being struck and was pronounced dead at the Ventura County Medical Center.

Preliminary investigation indicates that the pedestrian was crossing eastbound across C Street in an unmarked crosswalk when the vehicle driven by Rubio, who was southbound on C Street, struck her.

Drugs or alcohol do not appear to be a factor in the collision.

DETAILS:
On 3/9/13, at about 7:06 P.M. officers from the Oxnard Police Department and EMS personnel responded to the 4700 block of Reeder Avenue in reference to a call of a stabbing victim. The 17 year-old victim informed officers that he had been involved in a fight approximately 20 minutes earlier in a parking lot located in the 1200 block of Saviers Road.

Officers were dispatched to Saviers Road and while searching for a crime scene, officers contacted the suspect, Sonsner Sailas. During the investigation, officers learned that Sailas had stabbed the victim in his right arm during the fight. Sailas, who sustained only minor injuries, was taken into custody and later booked into the Ventura County Jail.

The victim sustained a stab wound to his right arm and was treated and released at St. John’s Regional Medical Center.
