DETAILS:

(OXNARD, Calif)On Sunday, October 19, 2014, at about 1 a.m., patrol officers went to Merced Place in south Oxnard regarding a report of an armed robbery. The victim told officers that a solo, Hispanic male subject approached him. The suspect had a gun and stole the victim’s beer and cell phone before running away.

The suspect returned to the area of the robbery while officers were still conducting their investigation. Upon seeing the officers, the suspect ran and the officers chased and caught him a short distance away. He discarded a BB gun as he ran. The BB gun was recovered by officers and looked like a real gun. The suspect was 18 year-old Eduardo Montiel from Oxnard. He was arrested and booked in Ventura County Jail for armed robbery. His bail was set at $50,000.

In an effort to address the increase in firearms-related crimes, the Oxnard Police Department launched the Operation Safer and Stronger Initiative, as well as the Firearms Strike Team (FAST) led by the Violent Crime Unit, to proactively remove firearms from prohibited persons within the city. The objective of this initiative and FAST is to reduce gun violence in Oxnard through education, intervention, and enforcement.

DETAILS: On February 5, 2014, at about 7:58 A.M., officers and EMS personnel responded to Ansgar Larsen School, located at 550 Thomas Avenue, in reference to an injury traffic collision involving a vehicle and a pedestrian. When officers arrived on scene, they discovered that a two year-old child had been struck by a vehicle in the school’s parking lot.

Preliminary investigation indicates that the Mitsubishi Montero was traveling through the parking lot of the school when its right side struck the unattended child who was crossing its path.

Medical personnel arrived on scene and rushed the child to the Ventura County Medical Center where he was pronounced dead.

The driver of the Mitsubishi, Harold Hutton Jr., was uninjured as a result of the collision.

Speed, alcohol and drugs were not a factor in this collision.

On the above date and time, Oxnard Police officers responded to First Street and Navarro Street regarding a stabbing victim. Officers located evidence of an altercation and received information from witnesses about the stabbing.

A short time later, officers located the victim, a 46-year-old Oxnard resident, in the rear yard of a vacant residence near the scene. The victim had been stabbed on the left forearm. The victim was transported to the hospital with non-life threatening injuries.

The suspect was described as a male Hispanic, approximately 30 years, 5’7”, 150 pounds, wearing a dark colored hat, white t-shirt, grey shorts and armed with a knife.

DETAILS:
On November 5, 2014, at about 11:12 p.m., officers from the Oxnard Police Department and EMS personnel responded to Victoria Avenue and Gonzales Road in reference to an injury traffic collision involving a vehicle and a motorcyclist.

Preliminary investigation indicates that the motorcyclist was traveling southbound on Victoria Avenue approaching Gonzales Road. The Blue Chevrolet Pick-up was also traveling southbound on Victoria Avenue and was stopped for the red light at Gonzales Road. As the blue Chevrolet pick-up was proceeding on the green light, the motorcyclist struck the rear of the pick-up and was ejected from the motorcycle. According to witnesses, prior to the collision, the motorcyclist was traveling at a high rate of speed.

The Motorcyclist was transported from the scene to the Ventura County Medical Center where he was admitted to the Intensive Care Unit and is currently listed in stable/critical condition.

It is unknown if alcohol or drugs were a factor in this collision. The investigation is continuing.

DETAILS: At approximately 12:22 PM on Wednesday, 2/5/14, the Oxnard Police Department’s Emergency Communications Center received a call from Ventura County Behavioral Health. The staff member reported that a 42 year-old woman called Behavioral Health and said that she was going to commit suicide. The female said that she was at Del Sol Park with a loaded handgun, and that she was going to kill herself.

Oxnard police officers were dispatched to respond to this call. The primary officers who responded had previously attended Crisis Intervention Training (CIT). CIT training is designed to assist officers in de-escalating potentially dangerous situations with persons suffering from mental illness.

Officers made contact with the woman in the park, and attempted to gain her cooperation. The officers indicated over the police radio that the woman had a handgun, and was non-compliant.

Preliminary information indicates that shortly after the officers contacted her, the woman raised the handgun and pointed it at the officers. Two officers fired their service weapons.

The woman was struck by gunfire. No officers were injured. Officers immediately requested that emergency medical services respond. The woman was transported to a local hospital for treatment of her injuries.

The involved officers have been placed on administrative leave, which is standard procedure.

At the time of this release, the investigation is underway, and investigators are still on scene. An update news release will be issued tomorrow (Thursday 2/6/2014).

On November 13, 2014, at approximately 1835 hours, Oxnard police officers responded to a report of a robbery in the area of Charles Street and Canterbury Way, which is in the Southwinds neighborhood. The Southwinds neighborhood is the small geographical area south of Pleasant Valley Road, north of Hueneme Road, east of “J” Street and west of Saviers Road. This was the 17^th robbery reported in this area in the last four months.

While officers were investigating the robbery, they were alerted by residents to possible suspects that were still in the area. Officers were able to locate and detain two subjects. One of the subjects was positively identified as one of the robbers.

Ariel Rodriguez, a 21 year old resident of the Southwinds neighborhood, was arrested for robbery.

Officers are looking for a second suspect involved in the robbery who was described as a Hispanic male, 25-30 years old, wearing a black sweater and black pants in possession of a knife.

DETAILS:
On 2/16/14 at about 1720 hours, the Oxnard Fire Department and the Oxnard Police Department responded to a vehicle fire in the 1200 Block of Mercantile Street. Once on scene, Police and Fire personnel learned that this was part of a dispute between the victim and the suspect, Mendoza. Mendoza had lit the tent of the victim on fire, and the fire spread to an adjacent vehicle. Witnesses pointed out Mendoza to responding officers. The officers contacted Mendoza, and found evidence on her which was related to the crime.

Mendoza was arrested for an outstanding warrant as well as 451(b)PC, Arson of an Inhabited Structure or Property. The victim was not injured.

On November 27, 2014, at approximately 4:00 p.m., officers from the Oxnard Police Department were conducting directed patrols in several neighborhoods in east Oxnard in response to a rash of violent crimes over the past several weeks. Officers contacted several adult males in the 500 block of Pacific Avenue. Sergio Cupa, a 31-year old Oxnard resident who had previously been served with the Colonia Chiques civil gang injunction, was found in possession of property believed to be stolen and was subsequently arrested. David Mosqueda, a 45-year old Oxnard resident and a Post-Release Offender (PRO), was arrested for being under the influence of a controlled substance, possession of narcotics paraphernalia, and a PRO hold.

The Post Release Offender (PRO) Program was created by Assembly Bill 109 – the 2011 Public Safety Realignment – which was effective October 1, 2011. This program mandates that individuals sentenced to non-violent, non-serious or non-sex offenses will serve their sentences in county jails instead of state prison. The public should be aware that release under AB 109 is based on the offender’s most recent commitment offense, prior convictions are not considered.

Officers also made contact with Angel Hernandez, a 37-year old Oxnard resident, who was talking with Cupa and Mosqueda as he sat inside a pickup truck. Hernandez was later found to be in possession of a loaded .40 caliber handgun. The handgun was later discovered to have been stolen during a burglary in the city of Santa Paula. Hernandez was subsequently arrested for possession of a stolen firearm.

On 03/1/14 at approximately 0405 hours, officers from the Oxnard Police Department responded to the 1700 block of Fisher Drive reference suspicious subjects possibly casing for vehicle burglary. The reporting party was a neighbor who called the police after observing the suspects sitting in a vehicle using flashlights. Officers arrived and apprehended the suspects, Miguel Viveros (31 years) and Alejandro Ramuco (22 years), as they attempted to flee. The suspects had ransacked the victim vehicle and removed property from it.

The Oxnard Police Department has located 73 year old Maria DeJesus Garcia De Waldo. The Department received a call to check on the well-being of a disoriented female in a commercial area of Oxnard. When officers arrived they confirmed the female was Waldo. She was unharmed and in good health.
