DETAILS:

On 3-29-15 at 10:58 hours, officers from the Oxnard Police Department responded to the area of the 2000 block of North Oxnard Boulevard in reference to a resident report of subjects in a vehicle acting suspicious and possibly using narcotics.

Officers arrived on scene and immediately located the vehicle. During the course of the investigation and subsequent pat down search, officers located a loaded firearm on the driver of the vehicle, Martin Sandoval, a 29-year old Oxnard resident. Sandoval was arrested without incident.

Officers learned the passenger in the vehicle, Emmanuel Delgado, 24-year old Oxnard resident, was a Post Release Offender (PRO). The Post Release Offender Program, created by Assembly Bill 109 (the”2011 Public Safety Realignment”) effective 10-1-11, mandated that individuals sentenced to non-violent, non-serious, or non-sex related offenses serve their sentences in county jails instead of state prison. Delgado was found to be in violation of the release terms of his parole and was arrested.

At the beginning of 2014, the Oxnard Police Department launched the Operation Safer and Stronger Initiative, as well as the Firearms Strike Team (FAST) led by the Violent Crimes Unit, to proactively remove firearms from prohibited persons in the city. The objective of the initiative and FAST was to reduce gun violence in Oxnard through education, intervention, and enforcement. The Oxnard Police Department encourages residents to be partners in public safety as part of the Operation Safer and Stronger initiative. In this instance, a witness saw suspicious activity, called police, which not only resulted in arrests, but the recovery of a firearm.

On April 25, 2015 at 10:37 a.m. Oxnard Police Department officers responded to the 400 block of W. Juniper Street to investigate the report of a fight. Upon arrival officers learned that Luis Gomez had thrown two bricks at a passing motorist who then confronted Gomez. Gomez was arrested for the charges of throwing an object at a moving vehicle and assault with a deadly weapon. He was also arrested for an assault that occurred in the same area last Sunday, April 19, 2015. Gomez was booked at County Jail.

On Thursday, May 7, 2015, at about 5:25 p.m., officers from the Oxnard Police Department and EMS personnel responded to the intersection of Rice Avenue and Camino del Sol in reference to an injury traffic collision involving two vehicles, one being a California Highway Patrol vehicle.

Preliminary investigation indicates that the marked patrol vehicle, driven by CHP Officer Kenneth Lagree III, was traveling southbound on Rice Avenue with activated lights and siren while responding to an emergency call for service. When Officer Lagree reached the red signal light at the intersection of Camino del Sol, he stopped the patrol vehicle. As he slowly proceeded through the intersection, a white Chevrolet Traverse SUV, driven by Maria De la Luz, entered the intersection traveling eastbound and the two vehicles collided. The force of the impact caused the airbags in both vehicles to be deployed. The collision was captured on the patrol vehicle’s forward facing camera system.

Driver De la Luz was transported to Saint John’s Regional Medical Center for treatment of minor injuries. Her passenger, Tarrant Ragis, also sustained minor injuries and was treated and released from the scene. Officer Lagree was treated at the scene for minor injuries.

The collision is still under investigation.

On May 16 at 7:50 AM the Oxnard Police Department received a report of a suspicious object to the front of Hueneme High School. Officers responded and based upon their observations, a portion of the school was closed off. The Ventura County Sheriff’s Department Bomb Squad was requested and responded. Bomb technicians utilized their robots to examine the object and found it to be a harmless electronic device which appeared to have been discarded.

Some activities were in progress at Hueneme High School and were minimally affected by the incident.

DETAILS(OXNARD, CALIF) On May 23^rd 2015, at about 9:00 a.m., patrol officers from the Oxnard Police Department responded to a call for service at a residence in the 200 block of Bolero Lane in the City of Oxnard.

During a search of the residence, several pounds of marijuana along with cans of butane, evidence of a concentrated cannabis manufacturing lab (commonly referred to as Butane Honey Oil or BHO lab), two shotguns and evidence of selling marijuana were located.

The suspect, Stephen Moreno, was arrested and booked into Ventura County Jail for suspicion of manufacturing concentrated cannabis, possession for sales of marijuana, and maintaining a place for drug use/sales.

The community is reminded that BHO labs are inherently dangers. The chemical process required in such manufacturing processes are extremely flammable and several explosions have occurred in California as a result of improper care.

On 5-31-15, at 0739 hours, an Oxnard Police officer saw a stolen vehicle being driven southbound on Rose Avenue near Camino Del Sol. When the officer attempted to stop the vehicle the vehicle failed to yield. The officer went in a short pursuit of the vehicle.

The pursuit was terminated after approximately two minutes. The driver of the stolen vehicle continued and lost control of the vehicle at 2^nd Street and Hayes Avenue where it crashed into a wall. The suspect fled on foot and was tackled by officers.

Gilberto Aldana, 22-year old Oxnard resident, sustained minor injuries and was treated at local hospital prior to being booked into the Ventura County Main Jail. Aldana was charged with stolen vehicle (felony) and evading (misdemeanor). Aldana is currently on probation for stolen vehicle.

DETAILS: The Oxnard Police Department will be participating in the annual Southern California Law Enforcement Torch “Flame of Hope” Run in support of Ventura County Special Olympics. Oxnard Police along with community members will be gathering at the U.S. 101 footbridge at Ventura Road and Wagon Wheel Road, where Ventura PD will hand the torch for its run through Oxnard.

Runners will proceed southbound on Ventura Road, go east on Vineyard Ave, south on H Street, to Gonzalez Road, down south on C street. Every year, the group passes along the Oxnard Police Department where they are rallied in front of the police station. Runners then proceed through the City of Oxnard where they hand off the torch to Port Hueneme Police at Ventura Road and Channel Islands Blvd.

Oxnard Police has been supporting this annual event for over 20 years. For one of our officers, Officer Ron Zavala this will be his last year coordinating this event since he will be retiring. He has helped coordinate it for the past 10 years. What makes this event more special for many at our agency is that Officer Zavala has pushed his own daughter in her wheelchair at the front to lead the group year after year on this run – as she carries the torch. We encourage members of the public to come out and support the participants as the Flame of Hope makes its way through Oxnard.

Aside from a run this is also a fundraiser, with all proceeds going to support Special Olympics Ventura County athletes. The public is welcome to join law enforcement on this run, with a $25 donation which includes an official Law Enforcement Torch Run t-shirt.

The Law Enforcement Torch Run is an international fundraising and public awareness campaign for the Special Olympics. For over twenty years, Oxnard Police and Ventura County law enforcement agencies have been raising tens of thousands of dollars annually to benefit Special Olympics of Ventura County. These monies help Ventura County Special Olympics to offer free, year round, sports training and competition to over 700 individuals with intellectual disabilities ages eight years and up, who participate in seventeen sports at forty-five training sites throughout Ventura County.

DETAILS: On Friday, July 17, 2015, the Flame of Hope, the official torch for the Special Olympics World Games Los Angeles 2015, will be carried through the City of Oxnard, with a ceremony to be held in front of City Hall, 305 West 3^rd Street, from 8:30-9:30 AM.

Guest speakers, music, and dancers, will all be a part of the ceremony. Oxnard Mayor Tim Flynn, and special guests, will welcome the law enforcement officers who serve as the Guardians of the Flame of Hope and the Special Olympic athletes as they participate in the Law Enforcement Torch Run Final Leg. Law Enforcement officers and Special Olympic athletes are selected by their respective Special Olympics programs to be one of the 126 Final Leg Team members based on their dedication and commitment to the Special Olympics movement.

Community members are encouraged to join the celebration alongside law enforcement to express support for these athletes. Throughout the journey of the Final Leg, law enforcement officers from around the world will be spreading the message of acceptance and inclusion for children and adults with intellectual disabilities.

The Flame of Hope will complete its journey on July 25 when the Law Enforcement Torch Run Final Leg team carries it into the Opening Ceremony of the 2015 World Games and ignites the cauldron at the historic Los Angeles Memorial Coliseum,site of the 1932 and 1984 Olympics.

On Friday, July 17, 2015, at about 3:45 p.m., officers from the Oxnard Police Department and EMS personnel responded to the intersection of Saviers Road and Wolff Street in reference to an injury traffic collision involving two vehicles, one being a small motorcycle.

Preliminary investigation indicates that the motorcycle, driven by Andres Ceja and with a female passenger, was traveling northbound on Saviers Road. The Chevrolet truck was traveling southbound on Saviers Road approaching the intersection of Wolff Street. For an unknown reason, the motorcycle turned left at Wolff Street and into the direct path of the truck causing a broadside collision. The impact caused Driver Ceja and his female passenger to be ejected from the motorcycle. Both of them were transported from the scene to the Ventura County Medical Center with critical injuries. The female was later pronounced dead at the hospital. Driver Ceja is currently listed in stable condition. Driver Trevino was uninjured.

Driver Ceja and his female passenger were not wearing motorcycle helmets at the time of the collision.

It is unknown if alcohol and/or drugs are factors in the collision. The collision is still under investigation.

On 08/13/15 at 0448 hours, Oxnard police officers were dispatched to the 1300 block of Edgewood Way reference a shooting victim. Upon arrival they contacted the victim, a 24 year old Oxnard resident, in a courtyard. Reyes was transported to the Ventura County Medical Center and is listed in stable condition. His injuries are not life threatening and the motive for the shooting is still under investigation.

Investigators from the Oxnard Police Department’s Violent Crime Unit are investigating the shooting. The motive for the shooting is unknown.
