On November 5, 2023, at approximately 2:03 AM, Officers from the Oxnard Police Department responded to a call of a shooting victim in the 4300 block of Frost Drive. Officers and EMS personnel arrived on scene and located a 27-year-old male suffering from a single gunshot wound. The subject was immediately transported to the Ventura County Medical Center and was listed in grave condition.

Investigators from the Oxnard Police Department Violent Crimes Unit and Major Crimes Unit assumed responsibility for the investigation. The investigation is ongoing and no further information is available at this time. SUBJECT: Documented Gang Member Arrested for Shooting at an Occupied Vehicle

SUSPECT: Andres Aguilar 18-year-old Oxnard resident

On June 25, 2023, officers from the Oxnard Police Department responded to the 2200 block of Sierra Way, in the City of Oxnard, regarding an assault with a firearm. Officers learned that a vehicle occupied by four subjects was parked in the area when they were confronted by the driver of a grey Jeep Liberty. The driver of the Jeep exited armed with a handgun and fired several shots at the occupied vehicle. The victim’s vehicle was struck by gunfire. The victims fled the scene in their vehicle, colliding with a parked vehicle and a fire hydrant, and were contacted by police officers several blocks away. The occupants of the victim’s vehicle were uninjured. Officers located video surveillance of the incident as well as several spent shell casings.

Investigators from the Oxnard Police Department Violent Crimes Unit took over the investigation. After a lengthy investigation, and the service of several search warrants, investigators identified Andres Aguilar, who is a documented Oxnard criminal street gang member, as the suspect.

On November 2, 2023 members from the Violent Crimes Unit and Oxnard Police K9 Unit located Aguilar in the 2300 block of East Vineyard Ave where he was taken into custody without incident. Aguilar was arrested for four counts of assault with a firearm and shooting at an occupied vehicle. Aguilar is being held at Ventura County Jail. His bail was set at $1,000,000.

SUBJECT: Fatal Traffic Collision Involving Single Vehicle

On November 5, 2023, at approximately 2:22 a.m., officers from the Oxnard Police Department responded to a call for service regarding a traffic collision involving a single vehicle into a palm tree on Oxnard Boulevard near Second Street.

Officers located a white BMW occupied by a driver, later identified as Moises Aguilar Jr. Aguilar was extricated from the vehicle by Oxnard Fire Department personnel and was transported to the Ventura County Medical Center. Sadly, Aguilar succumbed to his injuries shortly after his arrival.

Investigators believe the vehicle was traveling southbound on Oxnard Boulevard at a high rate of speed just before the collision. It is also suspected there was one or more additional passengers inside the vehicle that fled before police arrival.

SUSPECTS: Alejandro Rocha, 18-year-old Oxnard resident

On October 27, at approximately 4:18 p.m., officers from the Oxnard Special Enforcement Unit (Gang Unit) conducted a traffic stop on a vehicle in the area of Saviers Road and Pleasant Valley Road. Officers contacted the adult male driver and passenger Alejandro Rocha. During the stop officers observed a handgun in the pocket of Rocha’s sweatshirt. Rocha was detained and the loaded handgun was removed from his pocket. A records check of the firearm later determined the handgun to be unregistered.

Rocha was arrested for possession of a loaded, unregistered firearm. The driver was released at the scene.

SUBJECT: Documented Gang Member Arrested for Firearms Violations

SUSPECTS: Isaiah Rodriguez, 19-year-old Oxnard resident

On October 26, at approximately 5:39 p.m., officers from the Oxnard Special Enforcement Unit (Gang Unit) conducted a subject stop on two documented Colonia Chiques gang members at the intersection of First St and Juanita Ave. Officers had prior knowledge that both subjects were on active probation. During the contact with the subjects, one subject fled from officers. During the foot pursuit, the subject discarded the firearm from their waistband.

The subject, identified as Isaiah Rodriguez, was subsequently captured and arrested. Rodriguez was ultimately arrested for various firearms violations and booked into Ventura County Jail. Rodriguez, who is a documented Oxnard criminal street gang member, was previously convicted for illegal firearms possession, a felony.

On October 26, 2023, at approximately 01:10 hours, Oxnard Police officers conducted a traffic stop in the area of Sunkist Circle and Statham Boulevard. During the contact, two occupants inside the vehicle admitted they had firearms in their possession. All of the occupants were removed from the vehicle. Nelson Morales was found to have a loaded, stolen, 9-millimeter handgun in his waistband. Rolando Morales was found to have a loaded, unserialized, 9-millimeter handgun in his waistband. They were arrested for several firearms violations.

Oxnard Police Department to hold DUI Checkpoint and use extra officers to patrol for suspected impaired drivers

The Oxnard Police Department will have additional officers on patrol on Friday, October 20, 2023, specifically looking for drivers suspected of being under the influence of alcohol and/or drugs. In addition, the Oxnard Police Department will hold a DUI/driver’s license checkpoint at an undisclosed location within the city. The DUI Checkpoint and DUI patrols will be from 7:00 p.m. to 2:00 a.m.

DUI checkpoints and patrols are done in locations with a history of DUI-related collisions and arrests. During the checkpoint, officers will be looking for signs of alcohol and/or drug impairment, with officers checking drivers for proper licensing.

In 2018, 1,069 people were killed on California roads in crashes involving drivers who had a blood alcohol content over the legal limit (.08 or above). The Oxnard Police Department reminds the public that impaired driving is not just from alcohol. Prescription or over-the-counter medications with an operating heavy machinery warning on the label can also impair. While medicinal and recreational marijuana are legal, driving under the influence of marijuana is illegal.

If you plan on drinking or are taking medications that can affect your ability to drive, please take these precautions to avoid a DUI:

● Always use a designated sober driver – a friend who is not drinking, ride-share, cab, or public transportation – to get home.

● Walking while impaired is also dangerous. Have someone sober walk you home or stay with you until a sober driver is available to pick you up.

● Report drunk drivers – Call 911.

● Hosting a party? Offer nonalcoholic drinks. Monitor who is drinking and how they are getting home.

A DUI arrest is not cheap. Drivers charged with DUI face an average of $13,500 in fines and penalties, as well as a suspended license and possible jail time.

SUBJECT: Documented Gang Member Arrested for Firearms Violations

SUSPECTS: Raymond Moreno, 29-year-old Oxnard resident

LOCATION: Pleasant Valley Rd. at Rose Ave., Oxnard

On October 20, at approximately 6:13 p.m., officers from the Oxnard Special Enforcement Unit (Gang Unit) conducted a traffic stop on a vehicle near the intersection of Rose Ave. and Pleasant Valley Rd. During the contact with the driver, officers observed a firework inside of the vehicle. The firework was classified as dangerous per Oxnard City Ordinance 7-147.1 (B)(1).

The driver, identified as Raymond Moreno, and the occupants were subsequently removed from the vehicle. Officers searched the vehicle for additional fireworks and located a loaded 9-millimeter handgun concealed in the vehicle. Moreno was ultimately arrested for firearms related violations and booked into Ventura County Jail. Moreno, who is a documented Oxnard criminal street gang member, was previously convicted earlier this month for illegal firearms possession.

Three impaired drivers arrested during DUI checkpoint and saturation.

On October 20, 2023, between the hours of 7:00 p.m. and 2:00 a.m., the Oxnard Police Department held a DUI/Driver’s License checkpoint at Victoria Avenue and Wooley Road. The operation resulted in three arrests for impaired driving, one arrest for driving on a suspended license for DUI, and nineteen citations.

Checkpoint locations are based on a history of crashes and DUI arrests. The primary purpose of checkpoints is not to make arrests but to promote public safety by deterring drivers from driving impaired.

Funding for this checkpoint and DUI enforcement patrols was provided by a grant from the California Office of Traffic Safety through the National Highway Traffic Safety Administration.

The Oxnard Police Department is asking the community to help find a missing juvenile. Christopher Losoya is a 16-year-old male, 5'06, 105 lbs., with brown hair and brown eyes. Christopher was last seen leaving his residence on foot in Oxnard today at 12:10 PM. He wore a grey sleeveless T-shirt and red basketball shorts (with a white stripe).
