On Tuesday, July 14, 2015, at approximately 5:20p.m., Officers from the Oxnard Police Department Special Enforcement Unit/Gang Unit contacted Henry Garcia in the area of ‘H’ Street and Robert Avenue. The officers have contacted Garcia in the past and were aware that he is on California State parole. As officers were contacting Garcia, Garcia attempted to discard a container in the front yard of a nearby residence. Officers retrieved the container and determined that it contained several baggies of methamphetamine clearly packaged with the intent of selling it. Garcia was arrested for possession of methamphetamine for sales and violation of parole. Garcia is a resident of the City of Oxnard but has affiliation with a Los Angeles street gang.

The Oxnard Police Department Special Enforcement Unit is committed to reducing gang crimes and gun violence in the City of Oxnard through the strict enforcement of laws specifically targeting known, active gang members residing in the city. DETAILS:
On 6/30/15, at about 1719 hours, officers received a call of shots fired in the area of the 400 blk Cuesta Del Mar, Oxnard. The suspects were seen fleeing the area in a dark colored SUV. Responding officer located the vehicle in the area of Ventura Rd and Channel Islands Blvd. A traffic stop was conducted on the vehicle.

The vehicle was found to be occupied by four subjects. The subjects were found to be documented gang members. A loaded shotgun was located in the vehicle. All four subjects were arrested for assault with a deadly weapon without incident.

In an effort to address the recent increase in firearms-related crimes, the Oxnard Police Department launched the Operation Safer and Stronger Initiative, as well as the Firearms Strike Team (FAST) led by the Violent Crime Unit, to proactively remove firearms from prohibited persons within the city. The objective of this initiative and FAST is to reduce gun violence in Oxnard through education, intervention, and enforcement.

On 7-23-15, at 1830 hours, officers responded to Pleasant Valley Road near Perkins Road re: a shooting victim. Officer found a 13-year old male Oxnard resident had sustained a gunshot wound. Further, the victim had been stabbed. The victim’s injuries are not life-threatening. The young man is being treated at a local hospital.

Witnesses reported four males, possibly in their late teens, attacked the victim. These suspects fled in a small white sedan. An investigation is continuing.

INCIDENT:	Vehicle theft suspect and wanted felon arrested after driving stolen vehicle into a fence

DETAILS: On July 28, 2015 at approximately 07:20 a.m., detectives from the Oxnard Police Department Auto Theft Task Force were conducting an investigation into a stolen vehicle in the 500 block of Maple Street in the City of Oxnard. Detectives observed Lorenzo Gutierrez enter a 1991 Honda Accord which had been reported stolen to the Oxnard Police Department earlier in the week. As officers attempted to conduct a traffic stop and detain the driver, the vehicle abruptly fled and collided intentionally with a parked vehicle and brick fence. The vehicle became immobilized on the fence; at which time, the driver fled on foot. Detectives were able to apprehend Gutierrez after a short foot pursuit.

Gutierrez was found to have an outstanding felony arrest warrant for a previous burglary and was in possession of several burglary tools; as well as, a small amount of narcotics. Gutierrez was booked for the outstanding felony arrest warrant, unlawful driving of a stolen vehicle, possession of a stolen motor vehicle, possession of burglary tools, possession of narcotics, resisting a police officer and two counts of felony vandalism. The victim estimated the damage to their fence and vehicle to total approximately $3,500.

Officers found an 18-year old male Oxnard resident had sustained several gunshot wounds. The victim was transported to a local hospital where he is listed in serious, but stable condition.

Witnesses reported there were at least two male suspects involved. The suspects fled the scene in an unknown direction. An investigation is continuing.

DETAILS:On 8/9/15 at approximately 1900 hours, Oxnard police officers responded to the 300 block of North G Street reference a person hit by a vehicle. When officers arrived they located the victim, 18 year old Bryan Ramirez, laying in the street with significant injuries. Witnesses reported to the police that a grey sedan was seen leaving the area directly after Ramirez was found in the roadway. Ramirez was transported by ambulance to the Ventura County Medical Center in grave condition. Ramirez is currently in the Intensive Care Unit.

Investigators from the Violent Crimes Unit (VCU) responded to the scene to assist in the investigation. Investigators are still reviewing evidence and are trying to determine how this incident occurred.

On 8/28/15, at approximately 8:50PM, officers were patrolling the 3100 block of Mendocino, located in the Diamond Bar neighborhood. Officers located two subjects loitering in front of a residence known for recent and violent gang activity. As the officers attempted to make contact with the subjects, the officers noticed one of the subjects was making furtive movements toward his waistband. The subject ran from the officers, but was apprehended a short distance away. Officers located a short barreled shotgun that was discarded by the suspect. The suspect was identified as 19 year old Oxnard resident, Eduardo Montiel. Montiel is a documented member of an Oxnard street gang, currently on probation for robbery, and prohibited from possessing firearms. Montiel was arrested and charged with several firearms violations.

At the beginning of 2014, the Oxnard Police Department launched the Operation Safer and Stronger initiative, as well as the Firearms Strike Team (FAST) led by the Violent Crimes Unit, to proactively remove firearms from prohibited persons in the city. On 8/29/15 at approximately 1830 hours, officers from the Oxnard Police Department were searching the area of Gonzales Rd and Ventura Rd reference a stolen vehcile that had been pursued into the City of Oxnard by the Ventura Police Department. The stolen vehicle was located in the area of Gonzales Rd and Patterson Rd. The vehcile failed to yield to the police unit and a second pursuit was initiated by the Oxnard Police Derpartment, which covered approximately 5 miles in the south end of the City. A Stop Stick was deployed in the area of Channel Islands Blvd and Ventura Rd which deflated two tires of the vehicle. The driver continued to flee from officers until he stopped his vehicle on Las Tunas at Yucca St where he was taken into custody without further incident. He was transported by Ventura Police for further processing and booking.

On 08/05/15, officers from the Oxnard Police Department responded to a call regarding the possible online enticement and exploitation of a 15-year-old female child. Detectives from the Oxnard Police Department’s Family Protection Unit (FPU) initiated an investigation into the crimes. After several weeks of investigating the allegations, four adult male suspects were identified as having repeated communications of a sexual nature with the child. The suspects were identified as, Shawn Light of Camarillo, Daniel Loza of Oxnard, Cody Mewbourne of Thousand Oaks and Constantine Mantis of Moorpark. Shawn Light, Daniel Loza and Cody Mewbourne had repeatedly communicated with the child for the purposes of arranging to meet her for sexual acts. All three suspects should have reasonably known the child was under the age of 18.

On 08/18/15 detectives from the Oxnard Police Department’s Family Protection Unit (FPU) and Oxnard Police Department’s Violent Crimes Unit (VCU) arrested Shawn Light and Daniel Loza when they arrived at a public location in the City of Oxnard for the purposes of committing sexual acts on a child. Cody Mewbourne made arrangements to meet with the child for the purposes of sexual acts but didn’t show up at the planned location. Mewbourne was arrested on 9/5/15 for child annoying, arranging to meet a child for sexual acts and sending harmful matter to a child. Constantine Mantis has an outstanding warrant for child annoying, and sending harmful matter to a child. The District Attorney’s Office has filed criminal charges against all subjects listed.
