DETAILS:
On 4-28-13, at 0221 hours, a motorist reported seeing two subjects burglarizing a business in the 200 Block of Colonia Road. Officers responded and found broken glass in front of a mini-market. Officers saw one subject inside the business.
This suspect initially hid and refused to come out. Pepper balls (PAVA powder) were inserted into the business and had nearly immediate effect. The suspect, later identified as Jose Flores Rodriguez, 41 years, Oxnard resident, surrendered to officers without further incident.
Rodriguez was charged with 459 PC. The second subject initially observed by the witness was not located.
An investigation is continuing.
