In November 2023, the Oxnard Police Department Violent Crimes Unit (VCU) began an investigation into Carlos Rene Hernandez illegally possessing firearms. Mr. Hernandez is a documented member of a criminal street gang and is prohibited from possessing firearms. The investigation led Detectives to develop enough evidence to obtain a search warrant.

On December 8, 2023, members from the Oxnard Police Department Special Enforcement Unit conducted a traffic stop on a vehicle driven by Mr. Hernandez in south Oxnard. During a search of the vehicle pursuant to the search warrant, detectives located a loaded and unregistered 9mm handgun. A search warrant was later served at Mr. Hernandez’s residence where an unserialized AR-15-style rifle was found. Detectives also located multiple rounds of ammunition, gun parts, narcotics, and US currency.

Mr. Hernandez was charged with gun and narcotic sales-related charges. He was booked into the Ventura County Main Jail.

On the above date and time, Oxnard Police officers contacted the occupants of a parked vehicle at the above location. Two persons fled from the vehicle but were quickly apprehended. One individual, a 13-year-old male juvenile, admitted to having a firearm in his possession. Officers retrieved a loaded handgun from the juvenile, and he was arrested for possession of a firearm. He was medically cleared before being transported to the Ventura County Juvenile Facilities Complex.

On December 7, 2023 at approximately 8:00 AM, Oxnard Police Officers responded to the 200 block of W Clara St regarding a report of a shooting victim. The caller advised he was transporting the victim to a local hospital. Officers located the caller and the shooting victim, a 16-year-old male, in the area of Oxnard Blvd and Date St. The 16-year-old male was suffering from multiple gunshot wounds. Officers and EMS personnel provided emergency medical treatment to the subject and he was transported to a local hospital where he underwent emergency surgery and is listed in critical condition.

Officers located evidence of the shooting in the 200 block of W Clara St.

Investigators from the Oxnard Police Department Major Crimes Unit assumed responsibility for the investigation. The investigation is ongoing and no further information is available at this time. On the above date and time, Oxnard Police officers responded to the above area regarding a traffic collision. Once on scene, officers learned that one subject who was in one of the involved vehicles fled the scene, and was possibly in possession of a firearm. Bystanders directed officers to this subject, who was detained by an uninvolved person. Additionally, bystanders directed officers to the location where this subject discarded an object; officers located a loaded revolver. This subject, a 14-year-old male juvenile, was arrested for possession of a firearm. He was medically cleared before being transported to the Ventura County Juvenile Facilities Complex.

For the sixth consecutive year, the Oxnard Police Department joined other law enforcement agencies across the country in October's “Pink Patch” campaign to raise funds and spread awareness for the battle against breast cancer. This year, Oxnard P.D. partnered with the Oxnard Police Community Foundation, Oxnard Peace Officers’ Association, Starbucks, Stacy Miller Public Affairs, Inc., Boyd & Associates, Ventura County Credit Union, and other local organizations to raise funds and awareness for this cause. Community “pop-up” fundraisers were hosted at the Oxnard Police station, Oxnard Starbucks locations, Anytime Fitness, and the Downtown Oxnard Farmers Market. These efforts raised a total of $9,235.00 for the Ribbons of Life Breast Cancer Foundation, a local 501(c)(3) non-profit public charity that provides support to breast cancer patients and survivors across Ventura County.

Over the course of the Oxnard Police Department’s six-year participation in the Pink Patch campaign, the department has raised over $82,000.00 for breast cancer treatment, awareness, survivor resources, and research. According to Oxnard Chief of Police Jason Benites, these efforts stem from the department’s fundamental goal of making a positive impact in our community. Benites stated, "We recognize that the impact of this campaign reaches far beyond the monetary donations. The collective efforts of our staff members and the generous contributions from sponsors and our community do not simply raise funds to support local breast cancer survivors, but they demonstrate a spirit of solidarity that goes beyond the badge. We are proud of the way our community continues to support the Pink Patch campaign here in the City of Oxnard."

On the above date and time, Oxnard Police officers responded to the 500 block of N. Roosevelt for a call of several subjects fighting in the street. Officers contacted three subjects in a parked vehicle. During the contact, officers observed a firearm on the floorboard of the vehicle. All of the occupants were removed from the vehicle. Brian Guzman was found to have a loaded.38-caliber handgun with the serial number removed. Guzman was arrested for several firearms violations.

SUBJECT: Bicycle/Pedestrian Safety Enforcement

The Oxnard Police Department will conduct a traffic safety operation on December 3, 2023, from 8 a.m. to 5 p.m. The operation will be focused on the most dangerous driver behaviors that put the safety of people biking or walking at risk. These violations include speeding, making illegal turns, failing to yield or provide right of way to bicyclists or pedestrians, or failing to stop for signs and signals.

The Oxnard Police Department offers steps drivers and pedestrians can take to greatly reduce the risk of getting injured or in a crash:

Pedestrians

● Be predictable. Use crosswalks, when available.

● Take notice of approaching vehicles and practice due care.

● Do not walk or run into the path of a vehicle. At 30 mph, a driver needs at least 90 feet to stop.

● Be visible. Make it easy for drivers to see you – wear light colors, reflective material and carry a flashlight, particularly at dawn, dusk or at night.

● Be extra careful crossing streets or entering crosswalks at night when it is harder to see, or when crossing busier streets with more lanes and higher speed limits.

Drivers

● Follow the speed limit and slow down at intersections. Be prepared to stop for pedestrians at marked and unmarked crosswalks.

● Avoid blocking crosswalks while waiting to make a right-hand turn.

● Never drive impaired.

Bicyclists

● Obey traffic laws, use hand signals, use lights at night (front white light and rear red reflector), and wear a helmet.

● Bicyclists must travel in the same direction of traffic and have the same requirements as any slow-moving vehicle.

● Avoid the door zone: do not ride too closely to parked cars.

● If there’s a bike lane, use it, unless making a left turn, passing, or approaching a place where a right turn is allowed.

● Yield to pedestrians. Bicyclists must yield the right-of-way to pedestrians within marked crosswalks or within unmarked crosswalks at intersections.

On the above date and time, Oxnard Police officers responded to the location reference a person who was possibly in possession of a rifle. Officers contacted Martinez, who was in possession of a loaded rifle with a high capacity magazine. Martinez is a convicted felon and prohibited from possessing firearms. He was arrested for numerous firearms violations, including being under the influence of drugs while in possession of a firearm.

On the above date and time, Oxnard Police officers were in the area of Oarfish Lane reference several calls of shots fired. Officers contacted the occupants of a parked vehicle; as they did they learned that a firearm was inside of the vehicle. Officers retrieved a loaded .22 caliber firearm. The driver, a 16-year-old male juvenile, was arrested for unlawful possession of a firearm and arrested. He was lodged in Juvenile Hall.

On November 28th, 2023, at approximately 4:00 PM, members of the Ventura County Auto Theft Task Force (VenCATT) located a Honda Pilot that had been previously reported stolen in the City of Oxnard in the area of Rose Ave. and Gonzales Rd. Uniformed officers with the Oxnard Police Department attempted to stop the vehicle, but the driver of the vehicle failed to yield and led officers on a short pursuit through North Oxnard. The suspect stopped in a cul-de-sac, and all four occupants fled from the vehicle on foot. All four suspects from the vehicle were located nearby and taken into custody. During a search of the stolen vehicle, a loaded AR-15 style 9mm pistol was located.

The driver of the vehicle was identified as Juan Manuel Rivera, a convicted felon who is currently on PRCS (Post Release Community Supervision) for a previous firearm possession-related offense. The passengers in the vehicle were identified as Fernando Ocampo, a convicted felon and on PRCS (Post Release Community Supervision) for a previous firearms possession-related offense. Josue Ortiz-Chavez, a convicted felon who is currently on probation for a previous firearms possession-related offense, and John Delarosa. Ocampo and Ortiz-Chavez also had outstanding warrants for their arrest. All four subjects are also documented criminal street gang members in Ventura County.

The Ventura County Auto Theft Task Force is comprised of detectives and investigators from allied agencies throughout Ventura County. The primary goal of VenCATT is combating auto theft throughout the county, as auto theft is often inter-jurisdictional. Countywide, there has been an increase in stolen vehicles, with Honda, Chevrolet, Kia, and Hyundai vehicles being specifically targeted. Residents of Ventura County are reminded to lock their vehicles, remove keys (including valet keys), and park in well-lit areas to help combat this rise in thefts.
