DETAILS:
On June 23, 2015, at 3:30pm, officers from the Oxnard Police Department Special Enforcement Unit/ Gang Unit observed a black 2001 Honda Accord driving in the area of ‘C’ St. and Doris Avenue, in the City of Oxnard. Officers observed the vehicle make a traffic violation and stopped the vehicle in the 200 block of Doris Avenue. During the traffic stop officers learned that the vehicle had been stolen earlier in the day from an address in Oxnard. The three occupants of the vehicle, all of which are residents of Oxnard, were detained. The driver of the vehicle, Raynah Lara, 20 years of age, was arrested for possession of a stolen vehicle. Lara was also in possession of a small amount of heroin and several hypodermic needles. One of the passengers of the vehicle, Ismael Garcia, 26 years of age, was also found to be in possession of a small amount of heroin and was arrested. The second passenger of the vehicle, Adrian Barron, 23 years of age, was in possession of 51 grams of methamphetamine, 5.7 grams of heroin and, over 150 prescription pills including Xanax. Barron also had a large amount of cash. Barron was arrested for numerous narcotics violations including possession for sales and transportation for sales and a Felony warrant for his arrest. Barron is also a member of a local street gang.

DETAILS:
On August 5, 2015, at approximately 1230 hours, a concerned citizen noticed suspicious activity in the parking lot of Shopping at the Rose and called the Oxnard Police Department. Patrol Officers quickly responded and found two people inside the described vehicle, a red 1997 Ford pickup truck. One of the suspects, Rory Reaume, 28 year-old transient, was in the act of smoking an illegal drug. Both Reaume and the other suspect, Ainsley Van Doren, 25 year-old transient, lied about their names to avoid arrest for their outstanding arrest warrants. By using a portable fingerprint identification device, the officers were able to identify Reaume and Van Doren in the field and arrest them.

Van Doren was arrested for five outstanding arrest warrants for crimes including burglary, grand theft, and fraud. Reaume was arrested for providing a false name to the officers, possession of narcotics and paraphernalia, as well as five outstanding arrest warrants for past fraud and forgery charges.

Reaume was already a suspect in several incidents of passing counterfeit US Currency at several Oxnard retail businesses since June 2015. Patrol Officers found suspected counterfeit currency in the possession of Reaume. Oxnard Detectives and US Secret Service Agents arrived and confirmed that the money was indeed counterfeit. Inside the suspects’ vehicle additional counterfeit currency and evidence of production of counterfeit currency was found. The investigation of the counterfeit currency is ongoing, and any possible victims are encouraged to contact Detective Escalante.

INCIDENT:	Homicide Suspect Arrested

DETAILS: On February 17, 2014 at about 1838 hours, officers responded to the 2000 Block of Mariposa Street regarding a call of shots fired. When officers arrived they located two male shooting victims. One subject, an 18 year old male was transported to a local hospital where he underwent surgery and was listed in stable condition. A second male subject was also located with a gunshot wound; despite emergency responders’ efforts to save the subject, he died as a result of his injuries. The decedent was identified as 24 year old Joshua Van.

Investigators tirelessly worked on the case and identified Alejandro Morales, a 31 year old Oxnard resident, as being involved in Van’s murder. Investigators secured an arrest warrant for Morales for murder and on August 21, 2015, members of the Special Enforcement Unit (SEU) and Violent Crimes Unit (VCU) located and arrested Morales for the outstanding warrant.

DETAILS:

On 8-24-15 at 5:18 P.M. a domestic disturbance occurred on the sidewalk at C Street and 8^th Street involving Luis Arroyo and an adult female (name withheld). During the disturbance Arroyo is alleged to have physically assaulted the victim to include the display and firing of a handgun.

Two Oxnard officers arrived as the incident was unfolding and witnessed Arroyo in possession of the handgun. Arroyo ran from the officers while holding the handgun, but he dropped it during the chase. The handgun was quickly recovered by responding officers and Arroyo was captured in the rear yard of a nearby apartment building.

The female victim was not injured during the incident. Arroyo was charged with numerous crimes related to domestic violence, criminal threats, weapons possession and recklessly discharging a firearm.

On Sunday, September 13th, 2015, Mexico’s independence from Spain will be celebrated during the annual Fiestas Patrias Parade held in downtown Oxnard. Over 80 entries are expected to participate in this year’s parade. The parade is scheduled to start at 12:00 p.m. and is expected to end at approximately 3:00 p.m.

The parade will start at the intersection of C Street at Ninth Street and travel northbound to Second Street where it ends in the parking lot of Oxnard’s City Hall. The Oxnard Police Department Traffic Unit will be handling the traffic control along the parade route and some of the nearby streets.

Starting at 11:30 a.m., all intersections on C Street between Wooley Road and First Street will be closed for the parade. Additional street closures for the parade’s staging area will be Ninth Street between C Street and A Street and A Street between Wooley Road and Eighth Street. Spectators arriving to watch the parade are urged to park their vehicles in the multi-level parking structure located at the corner of Third Street and B Street.

DETAILS:
On November 10, 2015 at approximately 03:10 a.m., detectives from the Oxnard Police Department Auto Theft Task Force were assisting Oxnard Police patrol officers, conducting an investigation into a stolen vehicle in the 1300 block of E. Channel Islands Blvd., in the City of Oxnard. Detectives observed Edith Cooper enter a 2008 GMC Yukon, which had been reported stolen to the Ventura County Sheriff’s Department. As officers attempted to conduct a traffic stop, the stolen vehicle failed to yield. The driver of the vehicle, Edith Cooper, led officers on a vehicle pursuit reaching speeds of 65 miles per hour in 35 miles per hour zone and failing to stop at a red light. Cooper ultimately abandoned the vehicle in the 700 block of West Channel Islands Blvd and fled on foot. Officers were able to apprehend Cooper after a short foot pursuit.

Burglary tools were found in the vehicle at the time of the stop. Cooper was booked for the unlawful driving of a stolen vehicle, possession of a stolen motor vehicle, possession of burglary tools, and felony evading of a police officer.

The Oxnard Police Department launched the Oxnard Auto Theft Task Force (OATTF) in early 2015. Detectives assigned to this task force proactively locate and arrest those responsible for committing auto thefts in Oxnard. The objective of the OATTF is to reduce the number of stolen vehicles in Oxnard through education, intervention, and enforcement. Anyone with information related to stolen vehicles is encouraged to call 385-7664 and can remain anonymous.

DETAILS: On February 20, 2016 at approximately 9:20 PM, investigators from the Oxnard Police Department Violent Crimes Unit were conducting uniformed crime suppression when they observed Daniel Arciga, 20 year old Oxnard resident, in the 1800 block of Napoleon Avenue. Arciga immediately fled and discarded a loaded firearm. Arciga was taken into custody after a brief chase.

Arciga is a documented Oxnard gang member and has several prior felony convictions including a conviction of felon in possession of a firearm. Arciga was arrested for weapons violations and booked at the Ventura County Jail.

At the beginning of 2014, the Oxnard Police Department launched the Operation Safer and Stronger initiative, as well as the Firearms Strike Team (FAST) led by the Violent Crimes Unit, to proactively remove firearms from prohibited persons in the city. The objective of the initiative and FAST is to reduce gun violence in Oxnard through education, intervention and enforcement.

DETAILS:

On 01/21/08 at approximately 1353 hours officers responded to a call of shots fired in the 400 block of East Guava Street. Nobody was injured during the shooting but several shell casings were located. A search of the area for the suspects was conducted with negative results. During the investigation it was determined to be gang/tagger related.

Investigators from the Violent Crimes Unit received information that the suspect vehicle was located in the 2400 block of Tulare Pl. Officers secured the residence until a search warrant could be obtained. Further investigation revealed there was enough probable cause to support additional search warrants based on association with other gang members/tagging crews. As a result search warrants were executed at several locations in Oxnard and a residence in Camarillo. Several weapons including two assault rifles and several handguns along with items of gang paraphernalia were located and seized.

DETAILS: On November 5, 2008, officers from the Oxnard Police Department responded to several reports of street robberies that had occurred between 9:40 PM and 10:16 PM. During those incidents, victims were walking in the area of Seventh and “E” Streets when they were contacted by the listed suspects. During those contacts the suspects demanded the victims’ cellular phones, cash and shoes. After the crimes, the suspects were seen entering a residence in the 600 block of West Seventh Street.

During their investigation a subject matching the description of the suspects stepped out of the residence and was detained by officers. Several others from inside that residence were detained and later arrested for charges ranging from conspiracy to commit robbery, intimidating witnesses and interfering with an ongoing robbery investigation.

Detectives followed up with a search warrant at that residence. Several items belonging to the victims of the earlier robberies were recovered. Detectives believe there was a party at the residence and the crimes were done by these suspects to impress the females witnessing these incidents.

All suspects were booked into the Ventura County Jail with bails ranging up to $55,000 each. An investigation is continuing.

DETAILS:

On 1/28/09 at approximately 1120 hours, Oxnard Police Officer Ricky Vega was patrolling the Rose Park area of Oxnard when a white vehicle caught his attention. The vehicle was driving slowly towards a group of males standing near a house in the area. The officer recognized the occupants of the vehicle as gang members of a rival gang and proceeded to make a traffic stop on the vehicle. The vehicle made a sudden evasive turn onto another street and stopped.

As Officer Vega stopped behind the vehicle, the front passenger jumped out of the vehicle and ran. Officer Vega held the driver of the vehicle at gunpoint while maintaining a view of the fleeing passenger. As the passenger ran from the vehicle, he removed a handgun from his waistband and threw it to the ground.

Back-up officers arrived and assisted with arresting the driver, Juan Rosas. A short time later the passenger, Joseph Peralta was found a few blocks away and arrested. The gun was located and taken as evidence. There is little doubt the actions of Officer Vega prevented a potential drive-by shooting.

Both suspects were booked into the Ventura County Jail. Rosas is being held on a no-bail parole violation; Peralta is facing several charges including possession of a loaded firearm and criminal activity in the furtherance of a criminal street gang. His bail is set at $100,000.

An investigation is continuing.
