On 8/25/12, at about 0251 hours, Officers from the Oxnard Police Department were dispatched to the 1300 block of Fremont Way reference suspicious subjects possible involved in auto burglaries in the area. Officers arrived and contacted three subjects who were in a parked vehicle in the alley. One of the subjects, Arturo Fuentes, was found to be in possession of property that was taken in an earlier auto burglary in the same area. Fuentes was arrested for auto burglary and under the influence of a controlled substance. A second subject from the vehicle was also arrested for being under the influence of a controlled substance.

DETAILS:

Between 8/16/12 and 8/18/12, a Hispanic male, approximately 20-25 years old, was involved in several jewelry store robberies in the city Oxnard. The suspect fled the businesses and was seen getting into a light blue or silver colored 1990’s model Nissan Maxima. The suspect took an undisclosed amount of property in each of the robberies. Investigators were able to obtain video surveillance of the suspect and the vehicle.

DETAILS:

On September 12, 2012, at approx. 0830 hrs, the Oxnard Police Department was notified of a group of individuals that were blocking multiple delivery driveways at the Seminis facility located at 2700 Camino Del Sol in Oxnard. Officers responded and found three separate groups comprised of nine (9) individuals that had chained themselves to vehicles blocking commercial driveways.

Representatives from Seminis accompanied by officers from the Oxnard Police Department contacted each of the individuals and advised them that they were on private property which was obstructing Seminis’ ability to receive deliveries and were subject to arrest for trespassing if they refused to leave. After several hours, the individuals refused to leave the property.

With the assistance of the Oxnard Fire Department, Oxnard Police Officers were able to arrest all nine (9) of the individuals and they were each transported to the Oxnard Police Department where they were booked for violation of 602.1(a) P.C. Trespassing.

On 09/24/12 at approximately 1230 hours Oxnard police officers responded to the 1000 block Azalea Street reference a residential burglary in progress.

The victim arrived home and saw the suspect inside her residence. The victim called the police and the suspect fled. While on the phone with the police, the victim saw a second suspect inside her residence. Suspect two fled the scene prior to officers’ arrival.

Property taken was jewelry and an undisclosed amount of money.

Suspect one was described as a black male, 30’s, black hair, a pronounced scar on the left side of his face, wearing a black T-shirt, and plaid shorts. A composite sketch of suspect one has been attached.

Suspect two was described as a black male wearing a white T-shirt.

Residents are reminded to contact the Oxnard Police Department if they see suspicious persons or suspicious activity in their neighborhood.

DETAILS:
On November 21, 2012 at approximately 0650 hours, officers were dispatched to the Dollar Smart Money Center located at 1460 Doris Avenue regarding a robbery. During the investigation, it was determined that two male suspects gained entry into the business and confronted the employee. The suspects assaulted the employee and demanded money. The suspects obtained merchandise from the business then fled the business.

The employee sustained a minor contusion to his face which did not require medical attention.

DETAILS:
Harold Rakowiecki was home and spoke to family by phone on 12/12/12 at 5 PM. On 12-13-12, at 1130 AM, Radowiecki’s family called the Oxnard Police Department to report him missing. Rakowiecki is known to walk to area beaches, the Oxnard Transportation Center and the Camarillo Airport.

Mr. Rakowiecki is described as a white male adult, 6′ tall, 190 pounds, brown/gray hair, blue eyers, and has a tattoo of a skull on one of his forearms.

Mr. Rakowiedki suffers from mental illness conditions. When last reported missing, Mr. Rakowiecki was found at the Camarillo Airport. On another occasion he was found at “C” Street and Wolf Street in the City of Oxnard.

On January 21, 2013, at about 4:27 p.m., Oxnard Police officers responded to Stan’s Drugs at 3001 Saviers Road after receiving a call that a vehicle had collided into the business. Once on scene, officers and EMS personnel found that a white Toyota Corolla, driven by David John Mainer,had driven through the front of the business striking two employees and a patron inside. The patron, Rick Diaz, 50 of Oxnard, was pinned beneath the vehicle and had to be freed by emergency personnel. Diaz sustained lower-leg injuries and cuts from glass fragments. The two employees sustained minor injuries and were transported to the Ventura County Medical Center along with Diaz. All were listed in stable condition. Mainer sustained minor lacerations and was transported to Community Memorial Hospital where he was listed in stable condition.

Preliminary investigation indicates that the Toyota was traveling westbound through the parking lot of 3001 Saviers Road. For unknown reasons, the Toyota failed to stop within the parking stalls located directly in front of the business and crashed through the businesses’ plate-glass windows. According the business owner, the business is usually packed with customers on Mondays, however, business was light possibly due to the holiday.

Alcohol may be a contributing factor to this collision.

The City of Oxnard has enjoyed a steady decrease in crime over the past two decades. While 2011 saw an exceptional double digit drop in both violent and property crimes, reported crime rose in 2012. Although violent crime was again lower in 2012, there was an increase in property crime.

Violent Crime
There were 603 violent crimes reported during calendar year 2012 and 619 during 2011. Rape and aggravated assault crime totals reflect decreases, but the total number of homicides and robberies increased. There were 9 homicides reported during calendar year 2012, all of which involved the use of a firearm. This was one more than what was reported the prior year. The decrease within the rape category is partially attributed to crimes which were reported within calendar year 2011, but were unfounded during calendar year 2012.

During calendar year 2012, there was a 10.9% increase in the number of robberies reported. A geographical review of this data failed to reveal a particular hot spot. The increase was throughout the City.

Property Crimes
There were 4,111 property crimes reported during calendar year 2012 and 3,525 crimes during 2011. All property crime categories reflect increases. The largest increase was within the burglary crime category with an additional 271 crimes reported. For UCR purposes, this includes both residential and commercial burglaries.
Open/unlocked windows/doors were the main method of entry in the burglary crime category, accounting for 282 crimes. When comparing residential burglaries between 2011 and 2012, there was a significant increase in garage burglaries, with many of the garages being left open or unlocked.

An additional 187 auto theft crimes were reported in 2012. Citywide, the vehicles most targeted by auto thieves were: ’86-’99 Honda Accords, ’88-’99 Honda Civics and ’87-’99 Toyota Camrys.

The Oxnard Police Department continues to combat auto theft by assigning a senior officer to the Ventura County Auto Theft Taskforce. This taskforce is designed to work cooperatively countywide to follow leads and investigate crimes. They also work closely with the insurance industry to proactively find ways to reduce the occurrences of auto theft throughout the county.

The following data is the summarized crime comparison for calendar years 2010, 2011 and 2012. The data is taken from the Uniform Crime Report (UCR), Schedule A, which is sent to the Department of Justice.

2010 – 2012 Statistical Summary
Overall, Part I Crimes for calendar year 2012 decreased by 0.3% when compared to 2010. Although Part I crimes have increased this year as compared to 2011, when compared to calendar year 2010, there is a 0.3% decrease, or 16 fewer crimes. This is due to the substantial reduction in Part I crimes during 2011.

The graph on the following page shows Part I crimes for the last sixteen year period. The average for the preceding fifteen year period, 1997 – 2011 is 5,497 Part I crimes per year. Compared to this fifteen year average, the total number of Part I crimes reported in 2012 were 14.2% lower, or 783 fewer crimes.

Post Release Offenders
Since the enactment of Asembly Bill 109, there have been approximately 170 individuals released from the California Department of Corrections that reside, or are transient within, the City of Oxnard. These individuals were released under the State of California’s Realignment plan and are being supervised by the Ventura County Probation Agency. The Realignment plan is more commonly referred to as the Post Release Offender program. While it is too early to quantify the effects of this prison realignment, many of these offenders are repeat offenders that are generally spending less time in custody.

The Oxnard Police Department works collaboratively with other agencies in Ventura County, including the Probation Agency, to minimize the potential negative effects that this program has on the city’s crime rate. An Oxnard police officer is assigned, full-time, to work with the Probation Agency to monitor the post release offenders assigned to the city. The Oxnard Police Department has made approximately 259 arrests for sections directly related to the post release offender program.

At 1924 hours, officers responded to the 1800 Block Ives Avenue re: eight to ten male subjects fighting.

Officers arrived on scene as a number of subjects fled. Officers found that a 21-year old male resident had been stabbed during the fight. Suspects were described as two or more males. At least one of these subjects was in possession of a knife.

The victim was treated at the Ventura County Medical Center. The victim’s injuries were listed as minor to moderate.

An investigation is continuing.

DETAILS:

A single-vehicle non-injury collision has resulted in a broken fire hydrant at the intersection of Woolley Road and Rose Avenue in Oxnard. As a result, the intersection has flooded and has caused extensive traffic delays for all directions of traffic. Motorists are encouraged to avoid the area and use alternate routes until further notice, such as Rice Avenue.
