DETAILS: On March 21, 2015 at 8:30 P.M., the father of 7 year old Tyler Melgoza came to the Oxnard police department to report that the child’s mother, Jessica Melgoza, failed to return Tyler after his court ordered overnight visitation. Jessica Melgoza was required to return Tyler to his father at 7:30 P.M. on March 21, 2015.

The Oxnard Police Department’s Family Protection Unit along with the Ventura County District Attorney’s Child Abduction and Recovery Unit are currently investigating the whereabouts of Jessica Melgoza and her son Tyler Melgoza. Investigators believe that Jessica Melgoza has fled to Mexico with son Tyler. Jessica is believed to be driving a blue, 1998 Volkswagen Jetta with black doors. The license plates to the vehicle were recently reported stolen which means the vehicle has either false license plates or no plates at all.

On Sunday, September 27, 2015, between the hours of 6:00 p.m. and 12:00 a.m., the Oxnard Police Department Traffic Unit will conduct a multiple location DUI/Driver’s License Checkpoint at undisclosed locations within the city limits.

During the checkpoint, officers will be looking for signs of alcohol and/or drug impairment and check drivers for proper licensing while delaying motorists only momentarily. Specially trained officers will be available to evaluate those suspected of drug-impaired driving.

According to the National Highway Traffic Safety Administration (NHTSA), checkpoints have provided the most effective documented results of any of the DUI enforcement strategies, while also yielding considerable cost savings of $6 for every $1 spent. Nearly 90 percent of California drivers approve of DUI checkpoints.

Funding for this checkpoint is provided to the Oxnard Police Department by a grant from the California Office of Traffic Safety, through the National Highway Traffic Safety Administration, reminding everyone to ‘Report Drunk Drivers – Call 9-1-1.’

DETAILS: (OXNARD, Calif) – On December 14, 2015, Detectives from the Oxnard Police Department’s Family Protection Unit initiated an investigation after receiving information that a 13 year old female disclosed that she was inappropriately touched by a subject that coached her volleyball team at Curren Elementary School in Oxnard. The subject was identified as William Esau Matau, 23 years old. William Matau is employed by the City of Oxnard Recreational and Community Services Department as an athletic coach for the afterschool program. The Oxnard Elementary School District contracts with the City of Oxnard to provide afterschool programs at various schools throughout the city. Matau coached 6^th, 7^th, and 8^th grade females in volleyball, basketball and soccer at Curren Elementary School in Oxnard.

During the investigation, detectives learned of a second 13 year old female victim who was having inappropriate conversations with Matau by text messaging and video messaging. At this point in the investigation, it does not appear that any of these incidents occurred on school property or during the afterschool program.

William Matau was arrested for Penal Code Section 288(a): Lewd Act with a child under the age of 14; and Penal Code 647.6(a): Child Annoying. Matau is currently being held at the Ventura County Main Jail where his bail has been set at 60,000.00.

DETAILS:

On 12/17/09 at approximately 0015 hours an Oxnard Police Officer observed a vehicle fail to stop for the stop sign at the intersection of Ninth Street and “E” Street. When the officer attempted to initiate a traffic stop on the vehicle, the vehicle fled at a high rate of speed. The officer pursued the vehicle and during the pursuit it was determined that the vehicle was reported stolen out of Oxnard earlier in the week. The pursuit lasted approximately five minutes and ended when the vehicle collided with another motorist in the area of Devonshire and “C” Street.

The suspect exited the vehicle and fled on foot. The vehicle continued to roll forward and collided with a vehicle that was parked in the driveway in the 1000 block of North “C” Street.

Several officers, with the assistance of the Port Hueneme K-9 Unit, searched for the suspect but were unsuccessful in locating him. Anyone with information regarding this incident is encouraged to contact Detective Patrick Dolan at (805) 385-7755.

On 1/25/2010, Officers from the Oxnard Police Department responded to a call of possible prowlers at a residence in the 1200 block of Martin Luther King Dr. Upon the officer’s arrival, they located a subject lying on the side of the residence suffering from multiple gunshot wounds. It was later determined that this subject along with a second unidentified male were attempting to break into the residence when he was shot by the resident.

Investigators were told that the resident was inside of his house when the doorbell rang. The resident did not answer the door. A short time later, the resident heard noises on the side of his house. Upon looking out the window, he noticed two subjects who had entered his rear yard somehow, bypassing a locked gate. The resident immediately called 911 as he did not know the subjects. The resident armed himself with a handgun and waited for the police to arrive.

A few seconds later, the resident heard a side garage door being forced open. As the door opened, a residential alarm was set off and the resident thought the alarm would scare the subjects away. As the resident was waiting in the living room, a second locked door leading from the garage to the interior of the house was forced open and the subjects began to charge at the resident. The resident fired his gun at the subjects who in turn ran from the house. On suspect collapsed at the scene and was transported to a local hospital where he underwent surgery. He is listed in stable condition. The second subject was last seen running from the area. That subject is described as an Asian male, 20s, 5”8”, 120 lbs.

Members of the media have inquired about the driver’s name. The driver of the SUV was Suisami James Faasua, age 22, of Oxnard. He was wearing his seatbelt and both of the vehicle’s front airbags deployed. He sustained only minor injuries and was treated and released at the scene by Oxnard firefighters and Gold Coast Ambulance paramedics. Alcohol is not a factor and no citations were issued. The collision is still under investigation. The roadway remains closed at this time while Edison crews make repairs.

OXNARD, Calif – On Saturday March 23, 2013, at about 4:00 p.m., Oxnard Police arrested a 39-year-old Santa Paula man for secretly videotaping females under their clothing as they shopped at Costco in Oxnard. Cervada concealed his iPhone to capture images and video of unsuspecting females.

Oxnard detectives from the Sexual Assault Unit reviewed video from Cervada’s iPhone and iPad which showed that there are other victims that have not been identified. Detectives further discovered that Cervada has been committing these crimes in other locations throughout Ventura County, such as Target in Camarillo. The females are usually wearing a skirt or dress at the time of the crime.

Oxnard Police detectives are seeking the public’s help in locating anyone who has any information on Cervada, or who may have seen him at any businesses throughout Ventura County.

Winter Holiday AVOID DUI campaign – Saturday update 11
DUI Arrests Up & No DUI Fatalities
The Winter Holiday Anti-DUI crackdown has resulted in a significant number of DUI arrests from local routine traffic enforcement and special Avoid the 14 DUI deployments during the past days in Ventura County.

From 12:01 AM Friday December 13, 2013 through Midnight Friday December 27, 2013 officers representing Ventura County law enforcement agencies have arrested 176 individuals for driving under the influence of alcohol or drugs. In 2012, 124 DUI arrests occurred during the same fifteen (15) day time period.

Last year and this year there were no DUI deaths reported.
            (**NOTE: These numbers are only provisional with some agencies yet to report**)

On Friday night, December 27^th 2013, between the hours of 8:00 P.M. and 3:00 A.M., the Oxnard Police Department conducted a DUI/Driver’s license checkpoint. The checkpoint was conducted in the southbound lanes of Oxnard Boulevard just south of Esplanade Drive and in the westbound lanes of Vineyard Avenue just south of Esplanade Drive. Officers from Oxnard PD screened 733 motorists who passed through the checkpoints. Two (2) DUI investigations were conducted and one (1) of those drivers was arrested for driving while under the influence. One driver, when contacted, had a gun on his lap. The driver was subsequently arrested for possession of narcotics and having an open container of alcohol in the vehicle. The gun located on the driver was found to be an air pellet gun. A passenger in the same vehicle was also arrested for possession of drug paraphernalia and having an open container of alcohol in the vehicle. Citations were issued to 22 drivers for various Vehicle Code violations. Five (5) drivers were issued citations for driving without a valid driver’s license, no drivers were issued for driving with a suspended driver’s license, and one (1) vehicle was towed from the checkpoint.

For this weekend and into New Year’s holiday period extra local DUI Saturation Patrols will be deployed in the cities of Oxnard, Thousand Oaks, Camarillo, Moorpark, Ventura, and Simi Valley. The CHP are deploying all available officers for their Maximum Enforcement Period during the day New Year’s holiday period.

All regularly scheduled traffic and patrol officers will focus efforts at stopping and arresting DUI drivers during their normal shifts. Multiple DUI/Driver’s License Checkpoints, Multi Agency DUI Task Force operations and local Roving DUI patrols are all part of this region-wide crackdown during the 20 day Winter Holiday Campaign.

Police, Sheriff and the CHP encourage all motorists to help make your community safer: Report Drunk Drivers – Call 911! The Oxnard Police Department Traffic Unit and law enforcement personnel from the Port Hueneme Police Department, Santa Paula Police Department, Camarillo Sheriff’s Department, Ventura County Community College District Police Department and the Alcohol Beverage Control (ABC) Ventura County will be conducting a multi-location sobriety and driver’s license checkpoint on Thursday, July 3, 2014 at undisclosed locations within the City of Oxnard between the hours of 6:00 p.m. to 12:00 a.m. This checkpoint kicks off the Avoid the 14 Ventura County DUI Task Force operations scheduled this July 4^th holiday weekend. The Thousand Oaks Police Department has planned an additional checkpoint to be held in the City of Thousand Oaks on Saturday, July 5^th.

Officers will be looking for signs of alcohol and/or drug impairment while checking drivers to ensure they are properly licensed. Specially trained officers will be available to evaluate those suspected of drug-impaired driving.

During the first six months of 2014, the Oxnard Police Department has investigated 10 fatal collisions resulting in the deaths of 11 individuals. Two of those collisions involved an alcohol and/or drug impaired driver.

DETAILS:Detectives from the Ventura County Narcotic Task Force concluded an investigation which began in September 2014 into the sales of “Spice” in Ventura County. Spice is a mix of herbs (shredded plant material) with manmade chemicals applied to it which is mind-altering. It is often called “synthetic marijuana” because some of the chemicals in it are similar to ones in marijuana; but its effects are sometimes very different from marijuana, and frequently much stronger. It is most often labeled “Not for Human Consumption” and disguised as incense and potpourri. However, the sellers of Spice know it is being consumed and package labeling attract young consumers. Some of the packaging labels include, “Diablo, Scooby Snax, Atomic Bomb, Mr. Nice Guy, Dead Man, Frankin Stoned, Bob Marley, Mr. Happy, Mind Trip, and iBlown.”

Because the chemicals used in Spice have a high potential for abuse and no medical benefit, the Drug Enforcement Administration has made many of the active chemicals most frequently found in Spice illegal. However, the people making these products continuously try to avoid these laws by altering the chemicals in their mixtures to circumvent emergency legislation. Sellers of Spice products try to lead people to believe the ingredients are “natural” and therefore harmless, but they are neither. Spice is the second-most popular illegal drug used by high school seniors (marijuana is the first). Easy access and the misperception that Spice is “natural” and safe have likely contributed to these higher rates of use. Its side effects, like the ingredients, often vary, but emergency rooms report seeing people with rapid heart rates, vomiting, agitation, and hallucinations. Using Spice can lead to abuse and even addiction as the body builds up tolerance to the drug’s effects over time and craves a higher dose to achieve the same effect. Detectives began receiving complaints from patrol officers and officers assigned to local schools of incidents where Spice was involved. They found several incidents where students had become violent and aggressive while at school and the officers had to request medical aid for the students that were under the influence of Spice. The detectives found several other incidents where patrol officers had physical altercations with subjects throughout Ventura County under the influence of Spice and they described the individuals as having super human strength.

Detectives conducted undercover operations at over 32 smoke shops throughout Ventura County and were able to purchase Spice at 9 locations. Warrants were authored for the above locations. During the search warrants the detectives located over 43 pounds of “Spice,” a stolen handgun, evidence of sales of prescription drugs and 10 gambling style slot machines. Arrests for the sales of “Spice” are still pending since the substances that were seized are still being analyzed to determine if they contain one of the illegal chemicals per the Drug Enforcement Administration. Four additional arrests were made during the service of the search warrants for the stolen gun, sales of prescription drugs and the slot machines.

If you’re a parent, talk to your teens about Spice. It’s not safe. It’s not natural. In fact, no one really knows what’s in a package of Spice. Manufacturers are using a variety of unknown chemical combinations to evade D.E.A. regulations. If you have information about Spice and locations where these products are being sold, call your local law enforcement agency. The Ventura County Narcotics Task Force will continue to investigate the sellers and manufacturers of Spice products.

The Ventura County Narcotics Task Force is made up of narcotics detectives from the Sheriff’s Office, California Highway Patrol, California Franchise Tax Board, Oxnard Police Department, Santa Paula Police Department, Simi Valley Police Department and the District Attorney’s Office working cooperatively in the investigation of narcotics offenses occurring in Ventura County.
