DETAILS:

Oxnard Police located an unoccupied stolen vehicle in the area of Jasmine and Elder Streets in Oxnard. The vehicle was a White Ford Edge stolen from the City of Camarillo during a residential burglary that occurred on 7-12-10. At about 4:00 PM today the suspect, later identified as Conrad Moraga, entered the stolen vehicle and drove off. A traffic stop was attempted, however Moraga led officers on a high-speed pursuit lasting about 22 minutes. Moraga drove recklessly to the City of Ventura before returning to Oxnard. The Sheriff’s helicopter was requested and arrived in time to assist with the pursuit. The pursuit ended at Gonzales and Lantana Streets in Oxnard when Moraga collided with another vehicle. He attempted to flee on foot but was apprehended at the collision scene.

There were a total of 8 collisions which occurred in several jurisdictions during the pursuit resulting in one person reporting a complaint of pain type injury. One police car was damaged as a result of one non-injury collision. The suspect was also slightly injured and taken to the emergency room prior to being booked at Ventura County Jail for felony evading, felony hit & run, parole violation and stolen vehicle possession. INCIDENT:	Carjacking Arrest and Vehicle Pursuit

DETAILS:

On 08/16/2010 at approximately 0154 hours, a 35 year-old Oxnard resident was approached by three men. He knew one of the men and was going to give them a ride home. A suspect, who was later identified as a 16 year-old Oxnard gang member, produced a handgun and put it to the victim’s head. He demanded money from the victim while pointing a handgun at him. The victim gave them what little money he had while two other suspects threatened him with beer bottles. After the victim gave them his money, the suspects stole his Toyota Camry. The victim contacted the Police Department and the vehicle description was broadcast to patrol officers.

About 30 minutes later Oxnard police officers Patrick Blanche and his partner, Moses Martinez, found the vehicle in the area of Saviers Road and Hill Street. The officers attempted to stop the stolen Toyota Camry but it failed to yield and a vehicle pursuit was initiated. During the pursuit two men exited the car and were detained for further investigation. The driver continued to drive around South Oxnard and eventually stopped near Commercial Avenue and South Oxnard Boulevard. The pursuit lasted approximately 33 minutes. The driver surrendered and officers later located a replica .45 caliber pistol under the front seat. This is believed to be the weapon used during the robbery. The driver was found to be a 16 year-old suspected gang member and he was positively identified as the person who used the gun during the robbery. The rear passenger, Vidal Magana of Oxnard, was identified as one of the men threatening with a bottle during the robbery. Magana also has ties to an Oxnard gang. The third person who was detained during the vehicle pursuit was cleared of any involvement in the initial robbery and he was released. Vidal Magana was booked into the Ventura County Jail for robbery, carjacking, and a gang allegation. The 16 year-old driver was booked into the Ventura County Juvenile Hall for robbery, carjacking, evading arrest, and a gang allegation. How to Report a Drunk Driver

Call 911 and tell them you wish to report a suspected drunk driver. **You do not have to give your name.
Give a complete description of the vehicle, such as make, model, color and license plate number.
Give the exact location of the vehicle, including the name of the road, cross streets and the direction they’re traveling.
Describe the manner in which the vehicle is being driven.
Do not try to stop the car or detain the driver. Leave that to a law enforcement officer.

As a reminder, the fines, fees and attorney costs associated with a first time DUI conviction in Ventura County can reach over $10,000. Driver’s license suspension and an increase in vehicle insurance premiums are also potential consequences.

On September 9, 2012 at approximately 6:00 A.M, Oxnard police officers were dispatched to the 400 block of North “G” Street regarding a stolen vehicle. The victim had left her 1990 Honda Accord parked and unlocked on the street in front of her home. This morning, when she heard noises outside and looked out through her front window, she saw the suspect driving away with her car. The victim immediately contacted the Oxnard Police Department to report what occurred.

At approximately 6:08 A.M., responding officers located the stolen Honda as it was traveling near the intersection of Oxnard Boulevard and Fourth Street. A traffic stop was conducted and the 17-year old suspect was taken into custody. He was the sole occupant of the vehicle. Further investigation revealed that the suspect used a shaved key to start the vehicle.

The suspect was transported to Ventura County Juvenile Hall and charged with operating a stolen vehicle and possession of burglary tools.

The Oxnard Police Department wants to remind the public to keep vehicles locked and secured at all times. Vehicle burglaries can also be prevented by removing valuable items from vehicle interiors.

The Summer/Labor Day National Anti-DUI update of DUI arrests from local routine traffic enforcement and special Avoid the 14 DUI deployments in Ventura County are updated.

From 12:01 AM Friday August 16, 2013 through Midnight Sunday August 25, 2013, officers representing 14 county law enforcement agencies have arrested 117 individuals for driving under the influence of alcohol or drugs. No DUI deaths have been reported during this year’s mobilization.

Last year there were no DUI deaths reported.
            (**NOTE: These numbers are only provisional with some agencies yet to report**)

On August 24^th, 2013, between the hours of 7:00 P.M. and 1:00 A.M., Avoid the 14 conducted a DUI/Driver’s license checkpoint in the City of Camarillo. The checkpoint was conducted in the northbound lanes of Arneill Road north of Las Posas Drive and in northbound lanes of Las Posas Road south of Ventura Boulevard. Officers from Camarillo PD, Santa Paula PD, Moorpark PD, Port Hueneme PD, and Oxnard PD screened 625 motorists who passed through the checkpoints. 12 (twelve) DUI investigations were conducted on several of the drivers. Of the 12 drivers, four (4) drivers were arrested for driving while under the influence. Citations were issued to five (5) drivers for various Vehicle Code violations. Three (3) drivers were issued citations for driving without a valid driver’s license, no drivers was cited for driving with a suspended driver’s license, and one vehicles were towed from the checkpoint.

The checkpoint conducted by the city of Camarillo was held in honor of Kim Hemminger. On July 22, 2012, Kim died as a result of a DUI traffic collision. Kim was a passenger in a vehicle when the alcohol impaired driver lost control and the vehicle rolled over. Kim died from her injuries. The driver, Christopher Blankenship was later convicted of vehicular manslaughter. The Camarillo Police Department took this opportunity to share Kim’s story and her beautiful life, a life that was cut short due to the actions of an impaired driver.

On August 19^th and 26^th, 2013, the Avoid the 14 Coalition and the Oxnard Police Department conducted two separate court stings. Officers targeted subjects who had suspended drivers licenses for DUI and drove from the Ventura County Superior Court. Officers issued nine (9) citations to drivers who had suspended licenses for DUI and towed nine (9) vehicles.

On August 26^th, 2013, the Oxnard Police Department conducted a DUI Stake out which targeted subjects with suspended drivers licenses for DUI. Officers arrested one subject for an outstanding DUI warrant.

Over the course of the next several days of the campaign, extra DUI Saturation Patrols will be deployed in the cities of Oxnard, Port Hueneme, Simi Valley, Camarillo, Moorpark, and on the campus of Cal. State University of Channel Islands.   All regularly scheduled traffic and patrol officers will focus efforts at stopping and arresting DUI drivers during their normal shifts.

Police, Sheriff and the CHP encourage all motorists to help make your community safer: Report Drunk Drivers – Call 911. Funding for this program is provided by a grant from the California Office of Traffic Safety, through the National Highway Traffic Safety Administration.

DUI arrest data collection will continue through Labor Day midnight Monday, September 2, 2013. Avoid programs, named for the number of police agencies in each county, Multiple/DUI Driver’s License Checkpoints, Multi Agency DUI Task Force operations and local Roving DUI patrols are set region wide during 18 day Summer/Labor Day Campaign.

On Friday, August 15, 2014, between the hours of 8:00 P.M. and 1:00 A.M., officers from the Oxnard Police Department conducted a DUI/Driver’s license checkpoint in the City of Oxnard in the southbound lanes of Vineyard Avenue south of Forest Park Blvd. This location was chosen to provide increased DUI deterrence and in response to recent alcohol related arrests and/or DUI collisions.

The two arrests made during the checkpoint include a DUI driver who had a blood alcohol content that was three times the legal limit and one driver who had an outstanding felony want.

The results of tonight’s checkpoint are as follows:

On Saturday, June 13, 2015, from 3:00 p.m. to 8:00 p.m., officers from the Oxnard Police Department Traffic Unit will be conducting a motorcycle DUI enforcement operation. As motorcycle fatalities and injuries have increased in California, law enforcement and the California Office of Traffic Safety (OTS) have stepped up their efforts to promote safety and education.

On March 12, 2015, the Oxnard Police Department investigated an alcohol-related motorcycle collision causing the death of the 37 year-old motorcycle rider. Nationwide, motorcyclists made up 14 percent of all vehicle-related fatalities in 2013, up from about 9 percent in 2004. This was despite motorcycle registrations representing only 3 percent of all vehicles in the United States in 2013, according to National Highway Traffic Safety Administration (NHTSA) data. The fatality rate per miles traveled for motorcyclists is 16 times that of vehicle occupants. In 2013, California’s motorcycle collisions resulted in 475 fatalities and 13,143 injured victims. In 2012, 467 people were killed and 12,617 were injured.

The Oxnard Police Department offers these tips to drivers on how to prevent a collision with a motorcycle:

Though a motorcycle is a small vehicle, its operator still has all the same rights of the road as any other motorist.
Always signal when changing lanes or merging with traffic.
If you see a motorcycle with its turn signal on, be careful: motorcycle signals are often non-canceling and could have been forgotten.
Always ensure that the motorcycle is turning before proceeding.
Check all mirrors and blind spots for motorcycles before changing lanes or merging with traffic, especially at intersections.
Always allow more follow distance when behind a motorcycle. This gives more time to maneuver or stop in an emergency.
Never drive distracted or impaired.

Motorcyclists can increase their own safety by following these steps:

Wear the proper safety gear at all times, including a DOT-compliant helmet.
Obey all traffic laws and be properly licensed.
Excessive speed is the most common rider-related factor in motorcycle related crashes.
Follow at a safe distance.
Ride within your own limits – don’t be a victim of peer pressure.
Use turn signals at every lane change or turn.
Wear brightly colored clothes and reflective tape to increase visibility.
Never ride distracted or impaired.
Ride defensively – assume other drivers don’t see you.

Following the motorcycle enforcement operation, the Traffic Unit will be conducting a multiple location DUI/Driver’s License Checkpoint from 8:00 p.m. to 3:00 a.m. Officers will be looking for signs of alcohol and/or drug impairment with officers checking driver’s for proper licensing while delaying motorists only momentarily. Specially trained officers will be available to evaluate those suspected of drug-impaired driving. Additional officers will be deployed throughout the city to conduct additional DUI enforcement.

According to the National Highway Traffic Safety Administration (NHTSA), checkpoints have provided the most effective documented results of any of the DUI enforcement strategies, while also yielding considerable cost savings of $6 for every $1 spent. Nearly 90 percent of California drivers approve of DUI checkpoints.

Funding for these operations is provided to the Oxnard Police Department by a grant from the California Office of Traffic Safety, through the National Highway Traffic Safety Administration, reminding everyone to ‘Report Drunk Drivers – Call 9-1-1.’

The Oxnard Police Department will begin its crackdown on DUI drivers this Holiday season by conducting a multi-location sobriety and driver’s license checkpoint on Friday, December 11, 2009, from 6:00 P.M. to 12:00 A.M. The checkpoint will be held throughout the City of Oxnard and is funded by a grant from the California Office of Traffic Safety through the National Highway Traffic Safety Administration.

Tragically, 68 people died in alcohol-related motor vehicle collisions last year in California during the Holiday season. An additional 1,459 people were injured in alcohol-related collisions last year in California during last year’s winter holidays.

The Oxnard Police Department will have several DUI enforcement operations this holiday season including additional Sobriety and Driver’s License checkpoints. All of these operations are an effort to reduce the number of alcohol related crashes and to make our roadways and community safer. We also remind people that if they see an impaired driver to dial 911.

On 1/15/2010, officers from the Oxnard Police Department responded to the area of Devonshire Ave and “F” Street regarding a stabbing victim. Officers located the victim; he had sustained several stab wounds. The victim was transported to St John’s Regional Medical Center where he is listed in stable condition.

The victim told officers that he was in the area of 700 block of West Robert Avenue when he was approached by a Samoan male and a Hispanic male, both in their late teens. The victim could not provide any further description of the suspects or their clothing. An argument ensued and they began to fight. During the fight the victim sustained the stab wounds and ran a short distance away. The suspects fled in an unknown direction. Investigators do not know the motive for the stabbing.
