On July 24, 2016, at about 8:22 p.m., officers responded to a hit and run collision in the area of Seaglass Way and Danvers River Street. Additional officers located the suspect vehicle, driven by 23-year-old Christina Sotelo, in the 2500 Block of Detroit Avenue. Witnesses were able to help officers identify Sotelo’s vehicle and place Sotelo behind the wheel at the time of the collision.

During the investigation, Sotelo was found to be under the influence of alcohol and was arrested for DUI. Sotelo also had her 5-year-old son with her at the time of the collision. He was not injured. Sotelo was booked into the Ventura County main jail on suspicion of felony hit and run, driving under the influence of alcohol and child endangerment.

The female victim in the collision sustained a minor injury and was transported to a local hospital.

The investigation is ongoing.

On 7/30/16, at 4:11 A.M., officers were dispatched to the 2000 blk. of Langley St. reference a possible burglary and sexual assault. The reporting party stated that the suspect removed a screen from an open window at the residence, and sexually battered the reporting party’s sister. The suspect fled the area but was followed by a witness. Officers located the suspect, 24 year old Oxnard resident Garrett Stephen Smith, at a nearby convenience store. Smith was positively identified by the victim and the witness. Smith was arrested for sexual battery and burglary. Once Smith was informed that he was going to be placed under arrest, he attempted to resist the officers by not allowing the officers to handcuff him. Smith was ultimately arrested and transported to the Oxnard Police Department.

Family Protection Unit (FPU) Detectives responded to assist with the investigation. FPU Detectives researched Smith’s criminal history and learned that Smith has been arrested numerous times this year by various law enforcement agencies in Ventura County for lewd acts. On August 3, 2016 at 2:30pm, the Oxnard Police Department responded to a domestic violence call in the 400 block of Cuesta Del Mar Drive. When our officer arrived he contacted the suspect, Rubicel Jardinez, who was now standing just outside of the apartment. Jardinez was armed with a knife and immediately began shouting aggressively at the officer.

Shortly after contact was made, Jardinez began to walk towards our officer while threatening with the knife. Jardinez then changed the direction he was walking and turned towards a group of children that were standing nearby. The officer used his Electronic Control Device (ECD) to take Jardinez to the ground. At this point other officers arrived and Jardinez struggled before being handcuffed. One officer suffered minor scrapes during the struggle. Jardinez was not injured during the incident.

This is yet another example of our officers using all of the tools available to them to end a violent confrontation with little or no injuries to any of those involved. This incident could have very easily turned deadly but only a minor injury resulted from the event.

Jardinez was booked into the Ventura County Jail for domestic violence battery, child endangerment, branding a knife, and criminal threats.

On 8/13/16, at 7:17 A.M. officers were dispatched to check the wellbeing of a nude male that was seen near the Boys and Girls Club in the 1900 blk. of West Fifth St. When officers arrived on scene the suspect, later identified as Jose Luis Garcia, began threatening officers. Garcia threw rocks at officers and then climbed a tree in the park. While Garcia was in the tree, officers were able to identify tattoos on Garcia’s body which aided in his identification. After officers identified Garcia a records check revealed that he had 2 misdemeanor warrants and was on probation for driving under the influence of drugs, battery against a peace officer, and resisting a peace officer with threats or violence.

Officers spent several minutes attempting to negotiate with Garcia so that they could safely take him into custody. Garcia was behaving erratically and admitted to using cocaine and meth prior to being contacted by the police. After several minutes of negotiating, Garcia fell off the tree and was taken into custody by the officers. As Garcia was being taken into custody, he spat blood on the face of one of the officers. Garcia had been chewing on what appeared to be a Sweetgum Tree seed pod and had cut the inside of his mouth. Garcia was medically cleared and transported to the Ventura County Jail. Garcia was booked for his warrants, battery on a peace officer (spitting blood on the officer’s face), and for being under the influence of drugs.

Incidents like this have become an increasing trend with the prevalence of dangerous drugs. When officers are dealing with suspects that are under the influence, officers often have to make split second decisions regarding uses of force as suspects that are under the influence often resist arrest and do not follow instructions.

On August 26, 2016 at approximately 7:25 a.m., officers from the Oxnard Police Department responded to the 3700 block of Dunkirk Drive, in Oxnard, reference a report of a male subject possibly passed out in a vehicle on the roadway.

Upon arrival patrol officers located Aron Linman passed out behind the wheel of a silver 2004 Cadillac CTS. Linman had a loaded 9mm handgun in a holster on his hip. Linman was contacted and arrested without incident. Additional ammunition, a large amount of narcotics and narcotics paraphernalia were also found in the vehicle.

It was determined that Linman is a previously convicted felon who is prohibited from possessing a firearm. Linman was subsequently arrested for several firearms and narcotics related offenses; as well as, an outstanding felony warrant for a previous weapons related charge.

This arrest was the result of a neighborhood resident simply calling 911 to report the suspicious activity. On 8/24/16 members of the Oxnard Police Department Neighborhood Policing Team and The State of California Department of Alcohol and Beverage Control (ABC) conducted a sting operation to apprehend offenders who furnish alcohol to minors. Four men were arrested for 25658(a) of the Business and Professions Code for furnishing alcohol to minors.

Oxnard Police Officers selected high traffic areas that have convenience stores and liquor stores that sell alcoholic beverages. Several underage decoys who are under the age of 21, loitered in front of these stores and asked people if they would buy them beer. The decoys would tell people that they were not old enough to buy alcohol and asked people if they would go into the store and buy the beer for them. Over a four hour period four men agreed to furnish alcoholic beverages to the minors.

Each suspect was observed taking money from the decoys and entering the stores to buy alcoholic beverages. Each of the four suspects came back outside and handed alcoholic beverages to the underage decoys. The men were detained a short distance away from the stores and questioned. Each suspect admitted that they had bought beer for the minors and they understood that they were not old enough to buy the alcohol themselves. Each of the suspects were issued a misdemeanor citation for 25658(a) of the Business and Professions Code and released from the scene. The retail locations did not commit any violations and they were unaware of our presence during the time of the operation. The alcoholic beverages were later returned to the stores after the arrests were made.

The Oxnard Police Department Neighborhood Policing Team (NPT) concluded a three week investigation into suspected drug use and sales at residence in the 1300 block of Lawrence Way which is in the West District. This location has been the source of police calls for service for months regarding suspected drug activity, suspicious persons loitering in front, people living in cars, suspicious cars coming and going as well as persons coming and going at all hours of the night. Officers made four arrests, recovered stolen property and found a stolen Honda on the street.

The West District Coordinators initiated an investigation and eventually obtained enough information to seek a search warrant regarding suspected narcotics activity from this home. The search warrant was served this morning by the Oxnard Police Department SWAT Team just after 8:00 a.m.. As the SWAT team approached the house to knock on the front door two men ran out the back and tried to escape. They were quickly detained by officers on the back side of the house who had been pre-positioned there to watch the back.

Four men were interviewed by investigators at the scene and ultimately arrested for a variety of narcotics violations. Two large dogs were taken for safe keeping by Oxnard Animal Control as they were not vaccinated or licensed. Code Compliance inspected an illegal structure discovered in the backyard that was being lived in. They will be issuing the homeowner a civil citation for city code violations related to the illegal structure and for having inoperable vehicles parked on the front lawn.

Terry Carlton is the person found to be in charge of the house. His mother is reportedly the legal owner of the home and he lives there with two of his siblings. Narcotics and narcotics paraphernalia were found inside his bedroom and he also admitted that narcotic users frequent his residence and use drugs there. Carlton was arrested for several narcotics violations with the most serious being a violation of 11366 of the Health and Safety Code for maintaining a drug house. This violation relates to operating or maintaining a place where illegal narcotics are consumed.

Tatsha Carlton (Terry’s sister) came to the police station later in the afternoon and was interviewed. She was arrested for a misdemeanor warrant and issued a misdemeanor citation for possession of stolen property and possession of drug paraphernalia and released.

Three other men were arrested at the house: Gonzalo Duarte was arrested for drug possession, being under the influence of a controlled substance, possession of drug paraphernalia and possession of burglary tools; Eduardo Banales was arrested for being under the influence of a controlled substance and misappropriation of found property; Carlos Robledo was arrested for being under the influence of a controlled substance

Investigators also noticed a stolen car parked on street just two doors down from the house being searched. This 1998 Honda Civic was stolen in Oxnard five days ago on August 21^st. The car was recovered and will be returned to the owner. Investigators are still trying to determine if there is a link between the stolen car and the drug activity. This investigation is still on-going as one of the persons listed in the warrant was not located. The Oxnard Police Department will continue to monitor this residence and work closely with the Marina West community and neighborhood council.

DETAILS:On Wednesday September 7, 2016 around 9:30 a.m., an Oxnard resident called 911 stating they had walked into their home and found a stranger inside. The man who was inside the victims home immediately left and a witness was able to keep the suspect in view long enough to guide responding police units to his exact location in the neighborhood.

Oxnard police officers arrived within minutes and detained 32 year old Oxnard resident Elias Rodriguez. Officers interviewed the victim and confirmed that a residential burglary occurred. Rodriguez was positively identified and eventually arrested for a violation of penal code section 459, Felony Residential Burglary.

While officers were examining Rodriguez’ belongings they noticed that he had a laptop computer. An alert patrol officer recalled that there had been another residential burglary on the same street the day before and a laptop computer had been taken. The victim in that crime was re-interviewed and was able to give a detailed description of the stolen laptop computer and provide the password to unlock it. The officer was able to confirm that this was the same laptop that was stolen the day before and the passcode unlocked the laptop. Rodriguez was additional charged penal code section 496(a) Felony Receiving Stolen Property.

Elias Rodriguez is a documented member of an Oxnard criminal street gang and has a lengthy criminal history. He is currently in custody at the Ventura County Jail with bail set at $125,000.

The 4^th Annual Ventura Pier to Pier Marathon will be held this Sunday, September 11^th. The event starts at the Ventura Pier at 6:00 a.m. and ends at 1:00 p.m. The marathon will travel through the cities of Ventura, Oxnard, and Port Hueneme. The marathon is expected to have approximately 3,000 runners which may cause some traffic delays along the marathon route.

The marathon route from Ventura will be southbound on Harbor Boulevard to Channel Islands Boulevard, eastbound Channel Islands Boulevard to Ventura Road, and southbound Ventura Road to the Port Hueneme Pier. Once runners arrive at the Port Hueneme Pier, runners will turn around and return to the Ventura Pier using the same route.

The only road closures will be on Harbor Boulevard between Fifth Street and Spinnaker Drive and Gonzales Road between Victoria Avenue and Harbor Boulevard. All other streets along the marathon route will remain open. As this is a competitive race, priority right-of-way will be provided to the participants. Local residents are encouraged to use alternate routes for trips in and out of the city.

In an attempt to accommodate local residents traveling along the marathon route, the Oxnard Police Traffic Unit will have officers and additional traffic control personnel assigned to several intersections along the marathon route to assist with traffic control.

On September 18, 2016, at approximately 9:32 p.m., officers were dispatched to Las Sirenas Bar & Grill located at 2091 N. Oxnard Boulevard regarding a subject armed with a handgun inside the bar area. The reporting party advised the suspect had fired the weapon into the air outside the restaurant.

Officers arrived and contacted the suspect who was identified as Luis Sifuentes. During the investigation, Sifuentes was also found to be in possession of narcotics. Several items of evidence were located confirming the witness statements. Sifuentes was arrested for various weapons and narcotics related charges.
