On August 12, 2016 at approximately 6:36 P.M, a patrol officer, assigned to the Neighborhood Policing Team, conducted a traffic stop on a vehicle in the area of Commercial Ave and Oxnard Blvd. During a search of the vehicle using police K-9 Koa, two ounces of methamphetamine, four and a half grams of Heroin and drug sales paraphernalia was located in the vehicle. A .22 caliber handgun was also located in the vehicle. The driver, Marlow Hartson, a 53 year old Oxnard resident, is a convicted felon and prohibited from possessing firearms. Marlow was arrested and charged with various drug and firearms violations.

At the beginning of 2014, the Oxnard Police Department launched the Operation Safer and Stronger initiative, as well as the Firearms Strike Team (FAST), to proactively remove firearms from prohibited persons in the city. The objective of the initiative and FAST is to reduce gun violence in Oxnard through education, intervention and enforcement.

DETAILS: (OXNARD, Calif) – Detectives with the Oxnard Police Department are investigating a series of violent crimes, committed by gang members, that led to an officer involved shooting.

The first incident occurred at approximately 8:15 p.m., in the 300 block of East Pleasant Valley Road. An Oxnard police officer observed an occupied suspicious vehicle parked in a “No Parking Zone”. When the officer attempted to contact the occupants of the vehicle, the vehicle accelerated away at a high rate of speed. The police officer was able to catch up to the vehicle and initiate a traffic stop. As the vehicle was slowing to a stop, occupants from the vehicle fled. The police officer was able to detain one subject in the vehicle, which was a 14 year old Hispanic male. The police officer noticed that the 14 year old juvenile was in possession of a shotgun. The juvenile was arrested without incident and transported to the Oxnard Police Department. The juvenile was ultimately charged with several weapons violations including minor in possession of a firearm and minor in possession of ammunition.

At approximately 9:45 p.m., Oxnard police responded to a shooting in the 300 block of Canterbury Way. Oxnard police contacted the victim of the shooting and learned that the incident started at Southwinds Park. The suspects, two Hispanic males, assaulted a female in the park. The female’s father ran to her aid and was able to defend his daughter. The father and his daughter returned to their residence. Ultimately, the father took his daughter to the hospital due to injuries she sustained during the assault. The injuries were not considered life threatening.

As the father returned from the hospital, he was confronted by the same suspects that had assaulted his daughter at the park. One of the suspects, later identified as 19 year old Julio Isidoro was in possession of a handgun. The second suspect, 19 year old Jose Olea, was with Isidoro. Isidoro brandished a gun at the father. The father took out his own gun and fired his gun to scare away the suspects. Isidoro fired his gun and fled the scene. Neither the suspects nor the victim were hit by gun fire. The father called 911 to report the incident.

When Oxnard police officers arrived, they obtained a description of the two suspects. An alert Oxnard police officer, a few blocks from Canterbury Way, observed a subject matching the description in the 5300 block of Perkins Road. This subject, identified as Julio Isidoro, fled from the patrol officer and hid in the front yard of a residence. Isidoro was found to be in possession of a handgun and attempted to conceal himself in a dark corner of a front yard. The police officer drew his duty weapon as he was in fear for his own safety. The police officer ordered Isidoro many times to show him his hands, but Isidoro refused to comply with the police officers orders. Isidoro made suspicious furtive movements while keeping his hands concealed from the police officer. Still concerned for his safety, the police officer fired one round from his duty weapon at Isidoro. Isidoro immediately complied with the officer’s orders, and he was arrested without incident. Isidoro was not injured. The loaded, semi-automatic firearm that Isidro was in possession of during this incident was located and recovered. (see attached picture)

Jose Olea was also located and arrested for an outstanding felony warrant after he was seen in the Southwinds Neighborhood. Both Olea and Isidoro were positively identified by the victims and witnesses to the assault with a deadly weapon at Southwinds Park and in the 300 block of Canterbury Way. The police officer who attempted the traffic stop in the 300 block of East Pleasant Valley Road positively identified Isidoro as one of the occupants that fled from the vehicle.

Olea and Isidoro are considered documented Oxnard gang members. Julio Isidoro was found to be served with the Southside gang injunction. Olea and Isidoro were arrested for two counts of assault with a deadly weapon, and the special allegation that the crimes were committed for the benefit of a criminal street gang.

The police officer involved in the shooting is a three year veteran, and was not injured during this incident. The police officer was placed on paid administrative leave, which is department policy for officers involved in a shooting incident.

On September 23, 2016, at about 1150 hours, officers from the Oxnard Police Department Neighborhood Policing Team conducted a probation search in the 2100 block of Zocolo Street, in response to a recent increase of criminal activity reported in the area. Officers contacted the resident, Mychal White, who is on county probation for narcotics related offenses.

During a search of the residence, officers located a “sawed-off” 12 gauge shotgun; as well as, additional 12 gauge shotgun ammunition. It was determined that White is a previously convicted felon who is prohibited from possessing a firearm or ammunition.

Mychal White was ultimately arrested for several firearms related violations, without incident.

(OXNARD, Calif) – Investigators from the Oxnard Police Department’s Major Crimes Unit have arrested a second suspect in connection with the murder of Joshua Van.

On August 4, 2016 at approximately 6:00 P.M., Jesus Samuel Duarte, a 36 year old Oxnard resident, was arrested by members of the Oxnard Police Department’s Special Enforcement Unit (SEU). The arrest occurred after Major Crimes Investigators obtained an arrest warrant for Duarte. Duarte is the second suspect to be arrested in the murder of Joshua Van. On August 21, 2015, Major Crimes Investigators arrested Alejandro Morales in connection with Van’s murder.

The murder occurred on February 17, 2014 at approximately 6:30 P.M.. Oxnard police officers were dispatched to a call of “shots fired” in the 2000 block of Mariposa Street. When officers arrived, they located two male shooting victims. One victim, an 18 year old male, was transported to the Ventura County Medical Center. This victim underwent emergency surgery and survived his wounds. The second victim, 24 year old Joshua Van, died at the scene despite lifesaving efforts by emergency medical personnel.

The arrest of Duarte and Morales is a result of the relentless and tireless effort by Major Crimes Investigators, and in direct partnership with the Ventura County District Attorney’s Office.

The investigation into Joshua Van’s murder will continue. The City of Oxnard offers a $10,000 reward for information leading to the arrest and conviction of a suspect(s) in homicide cases. On April 23, 2016, Patrol Officers from the Oxnard Police Department responded to

Wells Fargo Bank, 460 East Esplanade Drive, reference a robbery possibly involving an

explosive device. The suspect of the robbery was described as Hispanic male, 45 years

old, bald with a long mustache. He was wearing a white t-shirt, dark colored pants and a

backpack. Officers were advised the subject was last seen running toward Vineyard

Avenue.

Officer Jodi Schwabauer arrived and observed a subject matching the description given

by witnesses, running from the area. She gave chase on foot and subdued the subject

near the intersection of Vineyard Avenue and Esplanade Drive. The subject, Oscar

Barretto, 51 years, was in possession of Wells Fargo property and arrested.

Officers later learned Barretto also attacked a patron in the bank with a large folding

knife during the commission of the robbery. The patron was not harmed, and left the

bank prior to officer’s arriving on scene.

Investigators from the Oxnard Police Department’s Violent Crimes Unit in conjunction

with the Federal Bureau of Investigation responded to the scene.

Barretto was charged with Robbery and Violent Assault, and later booked at the

Ventura County Jail.

On April 30 from 10 a.m. to 2 p.m. the Oxnard Police Department and the Drug Enforcement Administration (DEA) will give the public its 11th opportunity in six years to prevent pill abuse and theft by ridding their homes of potentially dangerous expired, unused, and unwanted prescription drugs. Bring your pills for disposal to the Oxnard Police Department at 251 S. “C” Street or CVS Pharmacy at 551 S. Ventura Rd., Oxnard (The DEA cannot accept liquids or needles or sharps, only pills or patches.) The service is free and anonymous, no questions asked.

Last September, Americans turned in 350 tons (over 702,000 pounds) of prescription drugs at more than 5,000 sites operated by the DEA and more than 3,800 of its state and local law enforcement partners. Overall, in its 10 previous Take Back events, DEA and its partners have taken in over 5.5 million pounds—more than 2,750 tons—of pills.

This initiative addresses a vital public safety and public health issue. Medicines that languish in home cabinets are highly susceptible to diversion, misuse, and abuse. Rates of prescription drug abuse in the U.S. are alarmingly high, as are the number of accidental poisonings and overdoses due to these drugs. Studies show that a majority of abused prescription drugs are obtained from family and friends, including from the home medicine cabinet. On May 17, 2016, at about 0020 hours, Oxnard police officers were dispatched to a call of gun shots heard and a subject laying in the 100 block of Homer Street. Upon arrival, they found Jose Granados alone and with two non-life threatening gunshot wounds. He was transported to Ventura County Medical Center for treatment where he is in stable condition.

On June 12, 2016 at approximately 7:40 a.m., calls were received on 911 regarding a gunshot heard in an apartment complex located in the 300 block of Cuesta del Mar. The responding officers located 18 year-old Adrian Cuen in the courtyard of one of the apartment complexes. Cuen was found to be in possession of a handgun and was taken into custody without incident.

Based on witnesses in the area, Cuen allegedly fired a single round from the gun and the bullet came to rest in the bathroom of one of the apartments. No one was injured.

Cuen has prior convictions for unlawful possession of firearms and is a documented gang member. He was arrested and charged for being a prohibited person in possession of a firearm, negligent discharge of a firearm, violation of a court order (gang injunction) and violation of probation.

Oxnard, CA – This Monday, July 4^th, the Channel Islands Harbor District will be hosting its 19^th annual Fourth of July event. The event will begin at 8:00 a.m. with a 5K & 10K Fun Run/Walk along Sunset Lane and Mandalay Beach Road. This will be followed by the July 4^th Children’s Parade on Harbor Boulevard. The parade will begin at 10:30 a.m. and take place on south Harbor Boulevard between Cabezone Circle and Albacore Way. Harbor Boulevard will be closed to vehicular traffic during the parade. Motorists can use Sunset Lane or Ocean Drive as an alternate route.

Activities and entertainment are scheduled throughout the day at the Channel Islands Harbor. Marine Emporium Landing will have activities between 10:00 a.m. and 9:00 p.m., including live music, face painting, an inflatable fun zone, and a rock climbing wall. There will also be vendors with booths as well as a farmer’s market. This will be a family-oriented event with fun for all. The event will end with a fireworks show that begins at 9:00 p.m. and can best be seen near the intersection of Victoria Avenue and Channel Islands Boulevard.

Public consumption of alcohol, possession and use of fireworks, including those described as “Safe and Sane”, and use of flare ignition devices will not be tolerated. All of the involved law enforcement agencies will be conducting strict enforcement of all related offenses.

This event is expected to draw a large crowd and traffic delays are expected following the fireworks show. The Oxnard Police Department will be handling traffic control to expedite the flow of traffic surrounding the event site. Starting at 7:00 p.m., all intersections on Victoria Avenue and Harbor Boulevard from Fifth Street to the harbor area will be controlled by traffic officers. The Channel Islands Bridge, between Victoria Avenue and Harbor Boulevard, is subject to closure prior to the fireworks display and will be closed after the fireworks display to facilitate the high traffic volume leaving the event.

In addition, the Oxnard Police Department would also like to notify the public that driving on any beach in the City of Oxnard is strictly prohibited. From 5:00 p.m. on July 3^rd to noon on July 5^th, Arnold Road south of Hueneme Road will be closed to all vehicles with the exception of those who have legitimate business in that area or who are traveling to and from work. Parking restrictions on Arnold Road will also be strictly enforced.

If you live in the area of these roadways or intersections, we apologize for any inconvenience. The roads will be re-opened as soon as possible. These traffic flow modifications are taking place to assist in relieving the traffic congestion from this event in a timely and orderly fashion, with caution for pedestrians.

On 7/23/16, at 6:52 AM an Oxnard resident discovered that his vehicle which was parked in front of his residence had been stolen. The victim located his vehicle in the 4100 blk. of Maulhardt Rd. and contacted the police. Officers responded to the area and located the victim’s vehicle as it was being driven in the area. Officers attempted to conduct a traffic stop and a vehicle pursuit ensued. The pursuit started in Oxnard and briefly went through the unincorporated areas of Camarillo.

The pursuit concluded with the suspect colliding into a parked vehicle near the intersection of Chester and Courtland. The occupants fled on foot but were apprehended. The driver, Jaime Mora, was arrested for auto theft, reckless evading, hit and run, and resisting arrest. The passenger, Christian Barajas, was arrested for possession of stolen property.
