DETAILS:(OXNARD, Calif) – On March 30, 2016 at approximately 1:30 p.m., Harlen Jackson, formerly of the Environmental Resources department in the City of Oxnard, was arrested and cited on misdemeanor charges of petty theft. The criminal and administrative investigation is seeking information regarding alleged theft of services at the Environmental Resources Del Norte Facility. This investigation is still on-going.

Suspect Harlen Jackson was cited and released and the case has been referred to the District Attorney for further action. DETAILS: On March 31, 2016, at approximately 3:50 p.m., officers from the Oxnard Police Department were dispatched to a report of a suspicious suspect with a gun in the 2700 block of El Dorado Ave.

Officers arrived on scene and made contact with the possible suspect, and a shooting occurred. The suspect fled on foot. Officers are on scene, and residents are encouraged to remain inside at this time.

DETAILS: Oxnard Police Commander Eduardo M. Miranda has been accepted to participate in the Leadership in Crises Program at the Kennedy School of Government at Harvard University, in Cambridge, MA.

Miranda arrived in Cambridge for an advanced 40-hour training program, which will run through Friday. The curriculum and training will be taught by world renowned faculty and international government experts and includes the following topics: frameworks for crisis decision making, risk management, crisis emergencies, political and operational interface, inter-jurisdictional capacity, decentralized multi-organizational response, building capacity and best practices for integrating the private sector.

The Leadership in Crises (LIC) Program examines the skills leaders can build for working decisively in the highly concentrated time-frame of an emergency, while maintaining a focus on managing and motivating a team. The program looks at the skills necessary to communicate effectively with team members and the public, and how leaders can adapt techniques and strategies to fit the needs of a variety of extraordinary circumstances.

Miranda joined the Oxnard Police Department in 2000 as a police officer in our field services bureau. He has developed a strong foundation serving in a number of assignments with Oxnard Police, including Beat Coordinator, Senior Detective, and Patrol Sergeant. He has received various honors including Officer of the Year (2006) and a President’s Award for Community Service (2009) from El Concilio del Condado de Ventura County.

In 2012, Miranda was promoted to Commander, and currently serves as a Patrol and District Commander overseeing District 3 (West Village, Rosepark, La Colonia, Lemonwood, Diamond Bar and Cal-Gisler neighborhoods) as well as District 4 (South Oxnard), and oversees a number of collateral assignments. Miranda is a graduate of Rio Mesa High School in Oxnard. He also graduated from UC Santa Barbara, and holds a Master’s in Public Administration and a Doctor of Planning and Development Studies, both from the University of Southern California (USC).

DETAILS: On April 30, 2016 at approximately 4:00 P.M, a patrol officer attempted to make an enforcement stop on a bicyclist in the 500 block of Howell Road when the bicyclist fled from the officer. After a short pursuit the subject was later detained and identified as Hosea Faagogo. Faagogo had a home-made sawed-off shotgun concealed on his person, which he stated he intended to sell. Faagogo was arrested for multiple firearms charges and fleeing from an officer.

Faagogo is associated with a known criminal street gang.

At the beginning of 2014, the Oxnard Police Department launched the Operation Safer and Stronger initiative, as well as the Firearms Strike Team (FAST), to proactively remove firearms from prohibited persons in the city. The objective of the initiative and FAST is to reduce gun violence in Oxnard through education, intervention and enforcement.

On May 11, 2016 at approximately 9:00 a.m., detectives from the Oxnard Police Department’s Auto Theft Task Force completed a month long investigation that resulted in the arrest of 24 year old Luis Saldana. During the investigation, detectives recovered five stolen vehicles and obtained evidence that led to Saldana’s arrest. The vehicles were stolen out of the cities of Oxnard and Camarillo. Additionally, when Saldana was arrested detectives found he was in possession of burglary tools and stolen property. Saldana was already out on bail for auto theft charges unrelated to the month long investigation.

Saldana was booked into the Ventura County Main Jail for three counts of unlawfully driving a stolen vehicle, three counts of possession of a stolen motor vehicle, possession of burglary tools, possession of stolen property, and felony possession of a forged check.

The Oxnard Police Department launched the Oxnard Auto Theft Task Force (OATTF) in early 2015. Detectives assigned to this task force proactively locate and arrest those responsible for committing auto thefts in Oxnard. The objective of the OATTF is to reduce the number of stolen vehicles in Oxnard through education, intervention, and enforcement. On Sunday, May 15, 2016, between 10:00 a.m. and 2:00 p.m., the Oxnard Police Department conducted a Motorcycle safety enforcement operation throughout the city limits. During the operation, officers issued 6 citations for various motorcycle violations, 35 citations for various vehicle violations.

The Oxnard Police Department wants to make everyone aware of the precautions that can be taken to reduce the number and severity of collisions involving motorcyclists. Motorcyclists are reminded to use proper lanes positioning, match your speed to traffic around you, and to wear an approved DOT helmet. Drivers are reminded to look twice for motorcyclists when turning or entering the roadway.

The Oxnard Police Department will continue to conduct these types of enforcement operations this year to make our roadways and community safer. These operations are funded by grants from the California Office of Traffic Safety (OTS) and through the National Highway Traffic Safety Administration.

On May 24, 2016 at approximately 1320 hours officers from the Special Enforcement Unit (SEU) were working gang enforcement in the area of Hueneme Road and Perkins Road. While in the area they contacted Jesus Flores, a known gang member who has been served with one of the gang injunctions.

As officers were speaking to Flores, he attempted to flee and a struggle occurred. During the struggle Flores discarded a loaded semi-automatic handgun.

Flores was placed under arrest and charged with weapons violations, assault on a peace officer and violation of the gang injunction.

The Oxnard Police Department Special Enforcement Unit is committed to reducing gang crimes and violence in the City of Oxnard through the strict enforcement of laws specifically targeting known, active gang members in the city. Citizens are reminded to contact the Police Department when they observe suspicious activity or are witnesses to a crime.

DETAILS: DETAILS: On May 14, 2016, Oxnard police officers were dispatched to the area of McWayne Boulevard south of Arcturus Avenue in regarding a report of subjects tagging (graffiti) with aerosol paint on one of the railroad box cars. Upon arrival the officers witnessed two subjects tagging a single box car. The two subjects observed the officers and fled on foot. Officers located fresh graffiti vandalism on the Box Car along with several monikers from an Oxnard based tagging crew.

A follow up investigation on June 1, 2016, led detectives to the 500 Block of Winchester Drive where a search warrant was served at 0700 hours. Brian Landry, 28 years was arrested for graffiti vandalism on a box car. The box car was temporarily situated in Oxnard and is owned and operated by Union Pacific Railroad Company. Landry was booked into the Ventura County jail on charges of felony graffiti vandalism, section 594 (b) (1) of the California Penal Code. A conservative estimate of the box car damage is over $5,000. Union Pacific Railroad Company will prosecute any person found vandalizing their property. The Union Pacific Railroad Company would also like to remind the public it is a misdemeanor crime to loiter within 20 feet on either side of a railroad track without the express consent and approval of the railroad company and or land owner.

On Saturday, June 11, 2016, between the hours of 8:00 p.m. and 3:00 a.m., officers from the Oxnard Police Department conducted a DUI/Driver’s license checkpoint in the City of Oxnard. The checkpoint was conducted in the westbound lanes of Channel Islands Blvd. west of M Street. This location was chosen to provide increased DUI deterrence and in response to recent alcohol-related arrests and/or DUI collisions.

The checkpoint resulted in the following:

524 vehicles through
518 drivers screened
Five DUI investigations
Two DUI alcohol arrests
One DUI drug arrest
Eight citations issued to unlicensed drivers
15 total citations issued
Three vehicles towed

One motorist was arrested for driving under the influence of marijuana. Another motorist was found to be nearly three times over the legal limit of alcohol.

The Oxnard Police Department will continue to conduct DUI enforcement operations this year. These operations are an effort to reduce the number of alcohol-related crashes and to make our roadways and community safer. We also remind people that if they see an impaired driver to dial 911. These DUI enforcement operations are funded by grants from the California Office of Traffic Safety (OTS) and through the National Highway Traffic Safety Administration.

On 07-08-16 at approximately 4:49pm, Officers from the Oxnard Police Department responded to the Asahi Market located at 660 South Oxnard Blvd regarding a robbery that occurred at that location.

Two suspects entered the business, produced a replica firearm and assaulted the clerk at the business. Both suspects fled the business prior to Officers arrival. One of the suspects fled in a black SUV. Gaspar Suarez, was located a short distance away and matched the description of one of the suspects involved in the robbery. Gaspar was identified as being involved in the robbery and was arrested.

Later that evening Officers on patrol in the area of the 2000 block of San Benito Ave located the black SUV and the driver of the vehicle, Jose Rivera, was identified as the other party involved in the robbery at Asahi Market was arrested.
