DETAILS:

On September 28, 2016, at 7:15 p.m., the Oxnard Police Department responded to a call of a shooting victim in the 1700 block of Jones Way. When officers arrived at the location, it was discovered that a single male victim was found with a gunshot wound. EMS personnel responded and transported the victim to the Ventura County Medical Center.

All south and north lanes of Rose Ave. between Oxnard Blvd. and Ives Ave. have been closed while the investigation proceeds.

Motorists should seek an alternate route when driving into the area. There is currently no estimated time for re-opening the road.

DETAILS: On March 28, 2016, at about 5:56 p.m., officers from the Oxnard Police Department and EMS personnel responded to a fatal traffic collision involving a silver, Hyundai Sonata and a Blue, Honda Civic in the northbound lanes of Victoria Avenue at Gonzales Road. Upon arrival, emergency personnel contacted the driver of the Honda, 28 year old Armando Marco Tulio Perez Ramirez, and found that he was not injured. The driver of the Hyundai, 86 year old Tommy Lee Scissom Jr. sustained a broken clavicle and had complaint of pain to his back and was transported to the Ventura County Medical Center where he is listed in stable condition. The female passenger of the Hyundai, was pronounced dead at the scene by EMS personnel.

Preliminary investigation indicates that the Honda Civic was traveling northbound on Victoria Ave south of Gonzales Road and the Hyundai Sonata was traveling eastbound on Gonzales Road west of Victoria Avenue. The two vehicles collided in the intersection.

It is unknown if alcohol and/or drugs are factors in the collision. The collision is still under investigation.

On Friday, April 15, 2016, between the hours of 8:00 p.m. and 3:00 a.m., officers from the Oxnard Police Department conducted two DUI/Driver’s license checkpoints in the City of Oxnard. The first checkpoint was conducted in the southbound lanes of Rose Avenue south of Tiesa Lane. The second checkpoint was conducted in the southbound lanes of Saviers Road south of Bryce Canyon Avenue. These locations were chosen to provide increased DUI deterrence and in response to recent alcohol-related arrests and/or DUI collisions.

The checkpoints resulted in the following:

806 vehicles through
685 drivers screened
One DUI investigation
One DUI alcohol arrest
Seven citations issued to unlicensed drivers
Three citations issued to drivers with a suspended/revoked license
26 total citations issued
Six vehicles were towed

The Oxnard Police Department will continue to conduct DUI enforcement operations this year. These operations are an effort to reduce the number of alcohol related crashes and to make our roadways and community safer. We also remind people that if they see an impaired driver to dial 911. These DUI enforcement operations are funded by grants from the California Office of Traffic Safety (OTS) and through the National Highway Traffic Safety Administration.

On June 16, 2016, officers from the Oxnard Police Department Special Enforcement Unit (gang unit) were conducting uniform gang enforcement in the 300 block of Cuesta Del Mar in response to several recent shootings that have occurred in the city. Officers observed a group of juveniles loitering in the alley of the 300 block of Cuesta Del Mar. As the officers approached the group one of the juveniles, a fourteen year-old Oxnard resident, discarded a loaded .22 caliber handgun and attempted to flee the area on foot. Officers recovered the handgun and quickly caught and detained the suspect. The suspect was arrested for possession of a loaded and concealed firearm in a public place. The suspect is a known associate of a local Oxnard street gang. The juvenile was booked into Ventura County Juvenile Hall.

The Oxnard Police Department Special Enforcement Unit is committed to reducing gang crimes and gun violence in the City of Oxnard through the strict enforcement of laws specifically targeting known, active gang members residing in the city. DETAILS:On July 12, 2016 at approximately 1300 hours, officers from the Oxnard Police Department Neighborhood Policing Team received a tip from a citizen that a young man was in the courtyard of an apartment complex with a gun in his waistband. Officers arrived at the apartment complex in the 1300 block of Edgewood Way and found a 16 year old male who matched the description exactly.

Officers made contact with him and he immediately reached for his waistband and tried to run away. One officer was able to control the suspect’s hands and quickly take him into custody without further incident. The 16 year old suspect had a replica semi-automatic handgun in his front waistband and a second replica firearm in his backpack. Because our officer’s arrived on-scene within minutes, they were able to quickly locate, identify and restrain the suspect with minimal force. This was a rapidly evolving situation and it was mitigated peacefully due to the quick actions of the on-scene officers.

This incident is a clear example of how our partnerships with the community directly resulted in real time information sharing on quality of life issues surrounding this complex and gang activity. The reporting party in this incident was able to communicate directly with the responding officers and provide detailed information and descriptions that resulted in both juveniles being arrested. One of the persons arrested was a documented member of a criminal street gang.

The 16 year old who had possessed the replica firearms was arrested for resisting arrest, possession of illegal prescription medication, and for altering a replica firearm. A second male juvenile who was with the first suspect was also arrested for a violation of probation and later released to a parent.

In an effort to address the increase in firearms-related crimes, the Oxnard Police Department launched the Operation Safer and Stronger Initiative, as well as the Firearms Strike Team (FAST) led by the Violent Crimes Unit, to proactively remove firearms from prohibited persons within the city. The objective of this initiative and FAST is to reduce gun violence in Oxnard through education, intervention, and enforcement.

DETAILS:On 7-22-16, at approximately 10:00 AM, Officers from the Oxnard Police Department Neighborhood Policing Team conducted a traffic stop at Patterson Road and Wooley Road. The driver of the vehicle was identified as Rafael Arias who is a Post Release Offender (PROS) and convicted Felon. Officers noticed that Arias was extremely nervous when they contacted him conducted a compliance search of his person and his vehicle.

During the search a quantity of methamphetamine was found in his pockets and also in his car. Officers also found several rounds of small caliber ammunition in his vehicle. Because of Arias’ long criminal history, he is considered a prohibited person from possessing firearms and ammunition. Arias was arrested for Felony transportation of narcotics and for being a prohibited person in possession of ammunition, also a Felony.

The Post Release Offender program was created by Assembly Bill 109 – the 2011 Public Safety Realignment. This program mandates that individuals sentenced to non-violent, non-serious or non-sex offenses will serve their sentences in county jails instead of state prison. The public should be aware that release under AB 109 is based on the offender’s most recent commitment offense, prior convictions are not considered.

DETAILS:On 8-3-16 the Oxnard Police Department completed a two-month long investigation into narcotics sales involving 54 year old Jeffrey Schultz who resides in the 3200 block of Taffrail Lane in Oxnard.

The Oxnard Police Department Neighborhood Policing Team (NPT) worked closely with narcotics investigators to develop information to seek a narcotics search warrant for Schultz’ home where he lives with his 74 year old mother. This afternoon the Oxnard Police Department S.W.A.T. team served that search warrant and detained six people inside of the home with four being arrested for a variety of narcotics violations.

Investigators conducted a thorough search of the home and an inspection was done by Code Compliance after numerous city code violations were found. An alarming part of this case was the living conditions within the home and the poor care that Shultz’ 74 year old mother received. She is unable to care for herself and she had several obvious signs of neglect and poor hygiene. She was transported to a local hospital by ambulance for examination and a social worker was assigned to oversee her case by Ventura County Adult Protective Services.

Schultz’ elderly mother was essentially being cared for by narcotics users and acquaintances of her son. Glen Wilson was detained inside and he told officers that he was her caregiver and was taking responsibility for her daily care. Wilson was searched and officers found a small amount of methamphetamine in his pocket and a glass pipe used to smoke narcotics. This was concerning to officers as he was supposed to be caring for Mrs. Schultz but he appears to be an active drug user.

Jeffrey Schultz (age 54) was arrested for 11366 H&S, for maintaining a narcotics house; 11378 H&S and 11351 H&S for the sales of narcotics; 368 PC Felony Elder Abuse. Cynthia Wigton (age 47) of Ventura, Charles Hardison III (age 33) of Ventura, and Glen Wilson (age 54) of Oxnard were arrested for various narcotics violations. Wilson was also booked for Felony Elder Abuse. .

On Thursday, August 4, 2016, at about 11:37 p.m., officers from the Oxnard Police Department and EMS personnel responded to the intersection of Teakwood Street and J Street in reference to an injury traffic collision involving two vehicles and a motorcycle.

Preliminary investigation indicates that the white Honda Accord, driven by Addy Rafaela Toyub, was traveling southbound on J Street and made a left turn onto eastbound Teakwood Street. The red Yamaha motorcycle, driven by Mario Hilario Olvera Fernandez, was traveling northbound on J Street towards Teakwood Street. The red GMC Yuikon was parked unoccupied on the south side of Teakwood Street just east of J Street. Surveillance video from a nearby residence showed that the motorcyclist failed to stop for a posted stop sign at the intersection of J Street and Teakwood Street and broadsided the Honda. The collision caused Fernandez to be ejected from the Yamaha.

Fernandez was transported to a nearby hospital with serious injuries sustained from the collision. Toyub was not injured as a result of the collision. Fernandez was wearing a full face motorcycle helmet at the time of the collision.

It is unknown if alcohol and/or drugs are factors in the collision.

The roadway was closed during the scene investigation but has been reopened.

The collision is still under investigation.

DETAILS: On August 14, 2016, at approximately 4:56 p.m., officers from the Oxnard Police Department were dispatched to the 1600 block of Morris Street reference a possible shooting victim. When officers arrived, they located a 19 year old male and a 20 year old male suffering from gunshot wounds. One victim was taken to the Ventura County Medical Center and the second victim was taken to the Los Robles Medical Center. Both victims are expected to survive and are currently listed in stable condition.

Investigators are looking into the motive for the shooting.
