NEWS RELEASE

INCIDENT: National Bicycle Safety Month
DATE: May 2017
PREPARED BY: Jamie Brown, Traffic Coordinator
CONTACT PERSON AND  CONTACT INFO: Senior Officer Jamie Brown (805) 385-7749

[email protected]

DETAILS:

The Oxnard Police Department and the California Office of Traffic Safety (OTS) call upon bicycle riders and motorists alike to be cautious during May’s National Bicycle Safety Month, and every other month during the year.

For riders and drivers, “Role Model” means actively decreasing the risks of traffic crashes, and preventable injuries and deaths. The National Highway Traffic Safety Administration (NHTSA) reports that 818 bicyclists died and over 45,000 were injured in crashes in 2015, with deaths rising over 12% from 2014 numbers. Over the 10-year period from 2006 to 2015, the average age of cyclists killed in motor vehicle crashes increased from 41 to 45.  Alcohol involvement – either for the motor vehicle operator or for the cyclist – was reported in 37% of all fatal cyclist crashes in 2015.

The Oxnard Police Department will be conducting specialized Bicycle Safety Enforcement Operations in May in an effort to lower deaths and injuries.  Extra officers will be patrolling areas frequented by bicyclists and where bicycle crashes occur.

California enacted the Three Feet for Safety Act in 2014 to share the road requiring motorists to pass bike riders with at least a 3-foot cushion.  Support community efforts in your community, be involved in bicycle safety, whether while riding a bike, or driving a vehicle. Officers will focus on violations observed by both motorists and cyclists.

The Oxnard Police Department reminds everyone – Be a Role Model.

  • Ride and Drive Focused – Never ride or drive distracted.
  • Ride and Drive Prepared – Always expect the unexpected.
  • Safety First – Always wear a bicycle helmet when on a bicycle and a seatbelt when in a vehicle.
  • Know the Rules of the Road – A bicyclist is considered a vehicle on the road with all the rights and responsibilities of motorized traffic.
  • Share the Road – Both motorists and bicyclists should look out for each other and show mutual respect.

For more information on Bicycle Safety Month, please visit www.NHTSA.gov/bicycle-safety

Funding for this program is provided by a grant from the California Office of Traffic Safety through the National Highway Traffic Safety Administration. The message to all drivers and cyclists is: Share in the responsibility and do your part by safely “sharing the road.”

INCIDENT: Oxnard Police Department Crime Advisory – Stolen Vehicles
DATE/TIME: 04/16/17 – 05/04/17
LOCATION: Oxnard Police Department, 251 South “C” Street, Oxnard
PREPARED BY: Detective Crystal Walker
CONTACT PERSON AND  CONTACT INFO: Detective Crystal Walker, (805) 385-7668 or [email protected]

DETAILS:

The Oxnard Police Department Property Crimes Unit (PCU) would like to inform the residents of Oxnard that there have been over 30 stolen vehicles between April 16 and May 4, 2017.  The more startling statistic is that approximately half of them could have been prevented (unlocked, keys left in the vehicle, vehicle left running and unattended)!

The stolen vehicle trend is citywide and there is no specific type of vehicle that is being stolen.  The only commonality is that the vehicles are being left unlocked, with keys in them or they were left running and unattended.

Your Oxnard Police Department can’t do it alone and we need your help!  The Property Crimes Unit would like to remind residents that Crime Prevention Is Your Responsibility, not just that of the police department.  Crime prevention begins at home and with each individual person in our community.  With that said, the PCU would also like to provide some tips to residents to help prevent them from becoming a victim.

  • Never leave your car unlocked, not even for a minute.
  • Never leave your keys in the car, even if you think they are really “hidden.”
  • Don’t leave your car idling and unattended because it is unnecessary (it doesn’t get cold enough here), it is unsafe and illegal (22515(a) V.C.) and someone can steal your car.
  • Wheel locks, brake pedal locks and steering wheel locks are also effective.
  • Also, it is a well-known fact that the crime of stealing a vehicle is not the only crime that occurs. Usually, this “first” crime can lead to fraud, theft of identity, grand theft, etc.

Be a “Partner if Public Safety” and help keep Oxnard crime free and safe. If you see suspicious activity, please report to the Oxnard Police Department at (805) 385–7740 or dial 9-1-1. Anonymous information and tips can also be made with the Ventura County Crimestoppers at (805) 385–8255.

INCIDENTE: Anuncio de Crimen del Departamento de Policía de Oxnard – Vehículos Robados
FECHA/HORA: 04/16/17 – 05/04/17
UBICACION: Departamento de Policía de Oxnard, 251 Sur Calle “C”, Oxnard
PREPARADO POR: Detective Cristal Walker
PREGUNTAS PARA LOS MEDIOS DE COMMUNICACION: Detective Cristal Walker, (805) 385-7668 o [email protected]

DETALLES:

Riders Urged to Get Trained and Ride Safe

Improving Motorcycle Safety Aim of Oxnard Police Department Operation

The Oxnard Police Department is joining law enforcement statewide and across the United States in the National Motorcycle Safety Awareness Month special enforcement operations. In addition, the California Motorcyclist Safety Program is offering special, low-cost rider training classes during the month of May.

The Oxnard Police Department will be conducting specialized Motorcycle Safety Enforcement Operations on May 7, 2017, and May 28, 2017, in an effort to lower deaths and injuries.  Extra officers will be patrolling areas frequented by motorcyclists and where motorcycle crashes occur.  Officers will be looking for violations made by drivers and riders alike that can lead to motorcycle crashes.  They will be cracking down on both those operating vehicles and motorcycles who are under the influence of drugs or alcohol, speeding, making illegal turns, or any other dangerous violations.

The California Motorcyclist Safety Program (CMSP) is offering a “Total Control Refresher Training” course during the month of May. This four-hour riding class is for experienced riders with a current motorcycle license. Riders will use their own street-legal motorcycle during the class taught by CMSP-certified instructors at a cost of only $95. Log onto the CMSP website (http://cmsp.msi5.com) to register at a location near you.

California motorcycle fatalities saw a phenomenal drop of 37 percent from 2008 to 2010, but then rose 31 percent by 2015. Efforts like these are aimed at curbing any more rises in motorcycle deaths and sending the numbers back downward.  Over the course of the past three years in Oxnard, motorcycle-involved collisions have resulted in five fatal and 121 injury crashes.

News riders are urged to get basic training through the California Motorcyclist Safety Program. Information and training locations are available at http://www.californiamotorcyclist.com or 1-877 RIDE 411 (1-877-743-3411).

Funding for this program is provided by a grant from the California Office of Traffic Safety through the National Highway Traffic Safety Administration. The message to all drivers and motorcyclists is: share in the responsibility and do your part by safely “sharing the road.”

Traffic Enforcement Operation Plan for Oxnard

The Oxnard Police Department will be conducting a Bicycle & Pedestrian Safety Enforcement Operation on May 2, 2017.  The goal of this operation is to help reduce the number of collisions involving pedestrians and bicyclists by enforcing the traffic violations that often result in these collisions.

For the past three years the Oxnard Police Department has identified several locations throughout the City where there has been an unusually high number of collisions involving pedestrians and bicyclists.

Officers will be looking for violations made by drivers, bicyclists, and pedestrians alike that often lead to life changing injuries.  Special attention will be directed towards drivers who are speeding, making illegal turns, failing to stop for signs and signals, failing to yield to pedestrians in cross walks, and any other dangerous violations.

Citations will also be issued to pedestrians who are observed crossing streets illegally or failing to yield to drivers who have the right of way.   Bicyclists will also receive citations when they fail to follow the same traffic laws that apply to motorists.  The Oxnard Police Department urges all bicyclists to always wear a helmet.  Bicyclist under the age of 18 are required to do so by law.  Pedestrians should cross streets only in marked crosswalks or at corners.

Bicycle and pedestrian fatalities are on the rise in California as more people use these non-motorized means of transportation.  Locally, the Oxnard Police Department has investigated 14 fatal and 506 injury collisions involving pedestrians and bicyclists during the past 3 years. In 2013, California witnessed 701 pedestrians and 141 bicyclists killed, accounting for more than 28 percent of all traffic fatalities.

Funding for this program is provided by a grant from the California Office of Traffic Safety through the National Highway Traffic Safety Administration.

DETAILS:

Detectives with the Oxnard Police Department and agents with the Federal Bureau of Investigation arrested two suspects that authorities say were involved in the murder of 25 year old Oxnard resident Giovanni Vega.

On December 8, 2016, Vega was found shot to death in the 200 block of West Vineyard Avenue. Detectives with the Major Crimes Unit and Violent Crimes Unit responded to the scene to investigate the murder. During the course of the investigation, detectives were able to identify two suspects. Detectives say that 24 year old Christopher Arevalo and 23 year old Joseph Minister were involved in Vega’s death. Detectives believe the motive for the killing was gang related.

Major Crimes Detectives diligently and persistently investigated the homicide case, and worked very closely with the Ventura County District Attorney’s Office. The detectives were able to obtain sufficient evidence against Arevalo and Minister in order to arrest them for the murder of Giovanni Vega. During the investigation, detectives learned that Arevalo fled California shortly after the murder and was possibly hiding out in New Mexico.

Major Crimes Detectives obtained an arrest warrant for Arevalo and requested assistance from the FBI. The Ventura County FBI Office joined in the search for Arevalo. Additional FBI Agents and other investigative resources stationed in New Mexico participated in the search for Arevalo.

On April 28, 2017, at approximately 7 a.m., FBI Agents spotted Arevalo at a residence in Farmington, New Mexico. The FBI’s SWAT Team served a federal search warrant at the residence and took Arevalo into custody without incident. The FBI and their agents were instrumental in the search and arrest of Arevalo. Arevalo is in the process of being extradited back to Ventura County. He is currently being held at the San Juan County Adult Detention Facility in New Mexico.

On April 28, 2017, at approximately 6 p.m., Oxnard Police Officers assigned to the Special Enforcement Unit (SEU) contacted and arrested Joseph Minister at his residence. Minister is currently in custody at Ventura County Jail for murder. His bail is set at $2,000,000.00.

Major Crimes Detectives will continue to investigate the murder of Giovani Vega. Anyone with information regarding the murder of Giovanni Vega is asked to call Major Crimes Detective Steven Ramirez at (805) 385-7760. INCIDENT: DUI/Driver’s License Checkpoint Results
DATE/TIME: Saturday, April 29, 2017  8:00 p.m. to 3:00 a.m.
LOCATION: City of Oxnard
PREPARED BY: Jamie Brown, Senior Officer

DUI Checkpoint Nets Three Arrests

The Oxnard Police Department Traffic Unit conducted a DUI/Driver’s license checkpoint on April 29, 2017, between the hours of 8:00 p.m. and 3:00 a.m. The location of the checkpoint was southbound Rose Avenue north of Lindsey Drive.  Checkpoints are placed in locations that have the greatest opportunity for achieving drunk and drugged driving deterrence and provide the greatest safety for officers and the public.

In recent years, California has seen a disturbing increase in drug-impaired driving crashes. The Oxnard Police Department supports the new effort from the Office of Traffic Safety that aims to educate all drivers that “DUI Doesn’t Just Mean Booze.”  If you take prescription drugs, particularly those with a driving or operating machinery warning on the label, you might be impaired enough to get a DUI.  Marijuana can also be impairing, especially in combination with alcohol or other drugs, and can result in a DUI.

Studies of California drivers have shown that 30 percent of drivers in fatal crashes had one or more drugs in their systems. A study of active drivers showed more tested positive for drugs that may impair driving (14 percent) than did for alcohol (7.3 percent).  Of the drugs, marijuana was most prevalent, at 7.4 percent, slightly more than alcohol.

The following are the results of the checkpoint:

825 Vehicles Screened

Three DUI-Alcohol suspects arrested

22 Drivers cited for operating a vehicle unlicensed or while suspended/revoked

37 Total citations issued

Drivers are encouraged to download the Designated Driver VIP, or “DDVIP,” free mobile app for Android or iPhone.  The DDVIP app helps find nearby bars and restaurants that feature free incentives for the designated sober driver, from free non-alcoholic drinks to free appetizers and more.  The feature-packed app even has social media tie-ins and even a tab for the non-DD to call Uber, Lyft or Curb.

Drivers caught driving impaired can expect the impact of a DUI arrest to include jail time, fines, fees, DUI classes, license suspension and other expenses that can exceed $10,000, not to mention the embarrassment when friends and family find out.

The Oxnard Police Department will be conducting additional DUI/Driver’s license checkpoints and DUI saturation patrols in our ongoing commitment to lowering deaths and injuries upon our streets and highways.

The checkpoint was funded by a grant from the California Office of Traffic Safety, through the National Highway Traffic Safety Administration, reminding everyone to ‘Report Drunk Driver – Call 9-1-1’.

INCIDENT: National Prescription Drug Take Back Day
DATE/TIME: Saturday, April 29, 2017/ 10:00 – 2:00 p.m.

DETAILS:

Oxnard, California – On April 29th from 10 a.m. to 2 p.m. the Oxnard Police Department and the Drug Enforcement Administration (DEA) gave the public an opportunity to prevent pill abuse and theft by ridding their homes of potentially dangerous expired, unused, and unwanted prescription drugs.  Two locations were available for medication disposal:  the Oxnard Police Department located at 251 South C Street and the CVS Pharmacy at 551 S. Ventura Rd.  The service provided was free and anonymous, no questions asked.  At the conclusion of this event, the Oxnard Police Department collected approximately 450 pounds of medications.  That is almost 400 pounds more than what was collected in October of 2016!

This initiative addresses a vital public safety and public health issue.  Medicines that languish in home cabinets are highly susceptible to diversion, misuse, and abuse. Rates of prescription drug abuse in the U.S. are alarmingly high, as are the number of accidental poisonings and overdoses due to these drugs.  Studies show that a majority of abused prescription drugs are obtained from family and friends, including from the home medicine cabinet. In addition, Americans are now advised that their usual methods for disposing of unused medicines—flushing them down the toilet or throwing them in the trash—both pose potential safety and health hazards.

The Oxnard Police Department will continue to partner with the DEA to hold these events.  Please continue to monitor our social media and website for additional dates.

DETAILS:

DUI/Driver’s License Checkpoint Planned this Weekend

The Oxnard Police Department Traffic Unit will be conducting a DUI/Driver’s license checkpoint on April 29, 2017, at an undisclosed location within the city limits between the hours of 8:00 p.m. to 3:00 a.m.

In recent years, California has seen a disturbing increase in drug-impaired driving crashes.  Oxnard PD supports the new effort from the Office of Traffic Safety that aims to educate all drivers that “DUI Doesn’t Just Mean Booze.”  If you take prescription drugs, particularly those with a driving or operating machinery warning on the label, you might be impaired enough to get a DUI.  Marijuana can also be impairing, especially in combination with alcohol or other drugs, and can result in a DUI.

The deterrent effect of High Visibility Enforcement using both DUI checkpoints and DUI saturation patrols has proven to lower the number of persons killed and injured in alcohol or drug-impaired crashes.  Research shows that crashes involving an impaired driver can be reduced by up to 20 percent when well-publicized proactive DUI operations are conducted routinely.

DUI checkpoints like this one are placed in locations based on collision statistics and frequency of DUI arrests, afford the greatest opportunity for achieving drunk and drugged driving deterrence. Locations are chosen with safety considerations for the officers and the public.

In California, alcohol involved collisions led to 1,155 deaths and nearly 24,000 serious injuries in 2014 because someone failed to designate a sober driver.  Over the course of the past three years, Oxnard PD officers have investigated 718 DUI collisions which have claimed eight lives and resulted in another 468 injuries.

Officers will be looking for signs of alcohol and/or drug impairment, with officers checking drivers for proper licensing, delaying motorists only momentarily.  When possible, specially trained officers will be available to evaluate those suspected of drug-impaired driving, which now accounts for a growing number of impaired driving crashes.

Everyone should be mindful that if you’re taking medication – whether prescription or over-the-counter – drinking even small amounts of alcohol can greatly intensify the impairment affects.

Drivers caught driving impaired can expect the impact of a DUI arrest to include jail time, fines, fees, DUI classes, license suspensions and other expenses that can exceed $10,000 not to mention the embarrassment when friends and family find out.

Funding for this checkpoint is provided to the Oxnard Police Department by a grant from the California Office of Traffic Safety, through the National Highway Traffic Safety Administration, reminding everyone to ‘Report Drunk Driver – Call 9-1-1’.

The Oxnard Police Department conducts sobriety and license checkpoints in an effort to deter impaired driving.  It is not the Oxnard Police Department’s policy to utilize these checkpoints to enforce federal immigration laws.

DATE / TIME PREPARED:  April 28, 2017 / 11:00 a.m.
