On June 6, 2017, officers from the Oxnard Police Department conducted an enforcement stop of a vehicle in the 400 block of South G St. Two subjects, Jorge Serratos and David Flores, both Oxnard residents, were in the vehicle. Serratos was found to be on probation with search terms and also to have warrants for his arrest.

Officers conducted a search of the vehicle and discovered a loaded semi-automatic firearm with a high capacity magazine. Both Flores and Serratos were arrested for firearms related charges. Serratos was also booked for his outstanding warrants.

On June 1, 2017, at approximately 4:35P.M., officers from the Oxnard Police Department responded to the area of Courtland and Clara streets in reference to a robbery that just occurred. It was reported that the victim, a 41 year old Oxnard resident, was struck in the head with a handgun during the commission of the robbery. The suspect took cash from the victim, and also beat the victim.

The victim stated that he believed he knew who robbed him. Officers checked the area, then checked a residence for the suspect in the 5400 Block of Perkins Road. Officers located the suspect, who admitted to the robbery, and was ultimately arrested. The handgun was not located.

The victim suffered minor injuries to his face. He was treated at a local hospital.

On May 30, 2017, at about 3:11 p.m., the Oxnard Police Department responded to 450 S. Ventura Rd, Wells Fargo Bank reference a suspect demanding money. The suspect provided the clerk a note stating he had a bomb. The clerk and the bank staff hid in a back room until the police arrived. The suspect was last seen northbound through the parking lot prior to police arrival. No property was taken or weapons seen.

On May 28, 2017, at about 6:07 p.m., officers from the Oxnard Police Department were patrolling the area of the 5400 block of Cypress Road. The officers saw Rigoverto Zamora disassembling a 1996 Honda Civic in the rear parking area of an apartment complex. A records check indicated that the vehicle had been reported stolen in the city of Van Nuys on the previous day. Zamora was then taken into custody without incident for possession of the stolen vehicle.

A records check revealed that Zamora was arrested in February for burglary and possession of burglary tools but is currently out on bail pending trail. He is currently on Ventura County probation for narcotics violations and State Parole for several previous burglary arrests. Zamora was ultimately charged for possession of a stolen vehicle, possession of stolen property, and being in violation of parole. He was transported and booked into the Ventura County Jail for the violations.

On May 28, 2017, at about 7:47 a.m., an Oxnard Police Officer conducted a traffic stop in the 700 blk. of West Hueneme Rd. on a 2017 Dodge Ram pickup with paper plates. The driver was identified as 47 year old Port Hueneme resident, Daniel Frenes. Frenes is a documented South Side criminal street gang member that has been served with the South Side gang injunction. Frenes is also on probation for prior narcotic offenses.

The officer searched Frenes pursuant to Frenes’ probation and located a stolen license plate belonging to another Dodge pickup, and shaved mailbox keys. The officer contacted Crown Dodge and provided the dealership with the vehicle identification number of the Dodge that Frenes was driving. The dealership found the vehicle to be missing from the dealership lot. Frenes was ultimately charged with possession of a stolen vehicle, possession of stolen property for the stolen license plate, and possession of burglary tools for possessing the shaved mailbox keys. Frenes was also charged for violating the court ordered gang injunction. The injunction has a specific prohibition related to interfering with the property rights of others.

On May 26, 2017 at approximately 1:30 AM, alert residents observed an unknown subject breaking into vehicles on the 1400 block of South Victoria Avenue. The Oxnard Police Department was notified of the burglary in progress and responded. On arrival, and after a brief search of the area, officers located Ulises Guerrero, a 30 year old Oxnard resident. Guerrero, when contacted by officers, was bleeding from his hands; injuries that were likely caused by him cutting himself during the commission of his crimes.

Guerrero was found to be in possession of several items that were identified as belonging to the owners of the burglarized vehicles. As officers continued their investigation, they soon discovered that additional vehicles had been broken into. In total, nine vehicles, parked along the 1300 and 1400 blocks of South Victoria Avenue were broken into.

Guerrero received medical attention for his injuries and was arrested for several charges of felony vehicle burglary. He is currently on felony probation for auto theft and has a long history of criminal activity including auto theft, burglary, possession of stolen property and narcotics. Guerrero is currently being held without bail at the Ventura County Main Jail.

The Oxnard Police Department is asking that any additional witnesses or victims call the Oxnard Police Department.

Vehicle burglaries and thefts are a crime of opportunity. The Oxnard Police Department urges citizens to park their vehicles in well-lit areas, lock their vehicles and to use anti-theft devices to secure their vehicles. It is also suggested that you not leave valuables in your vehicle, even if it is locked.

The Oxnard Police Department and Ventura County Crime Stoppers are partnering to launch a new and innovative program to solicit crime tips from the public: “Break the Silence! Stop Gun Violence!” Tip Reward Program. The program asks residents to anonymously come forward and report the felonious possession of firearms.

Why Is The Oxnard Police Department Doing This?

Last week, Oxnard suffered its ninth homicide of the year; the third within three (3) days due to gun violence. Since March 5, 2017, there have been twenty-four (24) gun related arrests within the city of Oxnard. Of the twenty-four (24) confirmed arrests for weapons violations, thirteen (13) were attributed to persons prohibited from possessing firearms. Below are other statistics:

Ten of the 24 arrests were of convicted felons;
Twenty-three of the 24 arrests were of adults;
Five of the 24 cases resulted in multiple arrests.

In response to these incidents, the Oxnard Police Department has increased its patrol presence, increased overtime and reallocated resources. The Ventura County Sheriff’s Department, Port Hueneme Police Department and the California Highway Patrol have also offered their assistance. In addition, Oxnard Police Department will also be creating a special investigative workgroup to focus on the recent violence. This workgroup will include personnel from the FBI and the Ventura County District Attorney’s Office.

Does The Oxnard Police Department Need My Help?

That being said, the Oxnard Police Department can’t do it alone and we are asking for YOUR help. The “Break the Silence! Stop Gun Violence!” Tip Reward Program asks the public to provide information on illegally possessed guns. Through a partnership with Crime Stoppers, callers relay information to the Oxnard Police Department in a safe and completely anonymous way. Callers whose tips are verified can receive up to $100 per firearm recovered.

Who Is Prohibited From Possessing Firearms?

There are different sub-categories of Firearms Prohibiting Categories set forth on the California Department of Justice Bureau of Firearms webpage (https://oag.ca.gov/sites/all/files/agweb/pdfs/firearms/forms/prohibcatmisd.pdf). To be clear, the “Break the Silence! Stop Gun Violence!” Program targets felonious possession of firearms. A few of the descriptions are below:

Any person who is convicted of a felony, or any offense such as murder, rape, robbery, kidnapping, etc.;
Any person who is ordered to not possess firearms as a condition of probation or other court order such as listed in Penal Code section 29815, subdivisions (a) and (b);
Any person who is found by a court to be a danger to himself, herself, or other because of a mental illness; or
Any person who is addicted to the use of narcotics.

La semana pasada, Oxnard sufrió el noveno homicidio del año; el tercero dentro de tres (3) días debido a la violencia armada. DETAILS:

On May 24, 2017, at about 8:00 p.m., officers were dispatched to a missing juvenile last seen in the area of 1200 block of West Gonzales Road. The juvenile ran from his parents when they attempted to contact him.

The missing juvenile is Jovany Contreras, 11 years old. He is described as a Hispanic male, 4’6”, 60 pounds, brown hair, and brown eyes. He was last seen wearing a blue sweater, black pants and black/brown Vans shoes. (see attached photo).

The Oxnard Police Department does not suspect any foul play. We are urging the public to immediately contact the Oxnard Police Department if they see him or have any information as to his whereabouts.

(OXNARD, Calif) – Oxnard Police Officers assigned to the Neighborhood Policing Team (NPT) attempted a traffic stop on a vehicle in the area of “B” Street and Homer. The vehicle would not pull over and the officers learned that the 1995 Honda was a stolen vehicle.

As the officers followed the stolen Honda the driver (Carlos Ipatzi) attempted to evade capture and led the officers on a four-minute vehicle pursuit that started in south Oxnard and ended at Ventura Road and Fifth Street. Ipatzi was captured after he was involved in a minor accident at the intersection of Ventura Road and Fifth Street. Ipatzi lost control of the stolen Honda and struck a vehicle that was stopped at the intersection. He then fled on foot and was captured after a short foot pursuit. Fortunately nobody was seriously injured in the collision and the damage to the other car was minor.

Carlos Ipatzi was booked into the Ventura County Jail for Felony charges related to Auto Theft, Recklessly evading police, and misdemeanor drug charges and resisting arrest. There were two female passengers in the vehicle during the pursuit and they were identified as Rebecca Baez and Birydiana Delgado. Baez and Delgado were booked for misdemeanor drug charges and possession of stolen property.
