Megumi was described as an Asian female, 4’-10”, 95 pounds with gray hair and brown eyes. Megumi was last seen wearing a maroon shirt with designs on it and black pants.

On April 14, 2017 Officers from the Oxnard Police Department Special Enforcement Unit (Gang Unit) were conducting directed gang enforcement throughout the city due to recent rise in gang related violence.

At approximately 2245 hours SEU officers contacted a juvenile gang member hiding behind a parked car in the area of Berkshire Place and Justin Way. The juvenile was in possession of a loaded semi-automatic handgun. He was arrested without incident and charged with several firearm related violations.

The juvenile was lodged into juvenile hall.

The Oxnard Police Department Special Enforcement Unit is committed to reducing gang crimes and gun violence in the City of Oxnard through the strict enforcement of laws specifically targeting known, active gang members residing in the city. A 32 year old Oxnard resident, who was gunned down in the 1000 block of King Street, has died.

The shooting occurred on April 8, 2017, just before 10:00 pm. The Oxnard Police Department responded to the scene after receiving numerous 911 calls of a shooting victim. Oxnard police officers arrived and located the victim, later identified as Angel Ortiz Ramirez, lying in the street. Ramirez was quickly transported to the Ventura County Medical Center by ambulance. Despite lifesaving efforts by the medical staff, Ramirez succumbed to his injury.

Angel Ramirez leaves behind four young children. He was also involved in the community as a little league baseball coach and a youth basketball coach. Investigators are still trying to determine why Ramirez was targeted and why he was killed. Major Crimes Investigators are investigating the shooting as a homicide. This is Oxnard’s sixth homicide of the year and continues a rash of violent activity that has occurred within the city the last thirty (30) days.

On March 13th, 44-year old Raul Mandujano was shot and killed in the 100 block of Dolores Court.
On March 27th, 17-year old Luis Rodriguez was shot and killed while he rode his skateboard in the 400 block of N. Bonita Avenue.
On April 12th, 22-year old Andres Rocha was shot and killed while riding his bicycle in the area of Featherstone Street and San Gorgonio Avenue.

Investigators noted that all four (4) of the recent homicides have occurred in the late evening hours after 9:00 p.m. and a majority of them appear to have been gang-related.

While the Oxnard Police Department has continued to investigate these recent homicides, the City of Oxnard continues to experience an uptick in violent crime in several neighborhoods. The Department has been focusing efforts on four neighborhoods in particular: Southwinds, La Colonia, Lemonwood, and Hull/Isleton. While overall Part One crime in Oxnard was down 12.9% through the first quarter of 2017, violent crime increased 3.4% during that time period. These violent crime increases included several robberies and aggravated assaults. One particularly disturbing trend has been a rash of carjackings that occurred in which the suspects were juveniles. Arrests have been made by investigators in these cases, including separate incidents involving 12-year old female and 13-year old male suspects.

Oxnard Police Chief Scott Whitney stated: “We are committed to having extra resources in each of our affected neighborhoods. We have experienced spikes in violent crime in the past and we address them through a combination of increased enforcement and community assistance. When those involved are of such young age, it’s incumbent on all our community partners to come together to find solutions to the violence.”

In response to the recent events, the Oxnard Police Department has deployed extra resources citywide, with emphasis placed upon the affected neighborhoods in an attempt to deter any future violence. Motorcycle officers, bicycle officers, and Neighborhood Policing Team officers are all being deployed this weekend to address specific areas. The Department’s Special Enforcement Unit works seven (7) days a week and continues to focus their efforts in the evening hours to address gang-related issues. Resources from the Ventura County Sheriff’s Department and the California Highway Patrol have also been assisting, and will be visible in Oxnard this Easter weekend.

Just as importantly, the Oxnard Police Department needs the help and assistance of their community partners to assist in breaking this cycle of violence. The Department has a series of community engagement efforts planned over the next week:

Neighborhood officers will be walking through selected neighborhoods and handing out flyers to residents, requesting their assistance with the recent violence. The Department has developed a new violent crimes hotline where any information related to recent incidents can be called or texted in to (805) 394-8370. Information can also be emailed to investigators at confidential@oxnardpd.org.
The Department will be holding community outreach events at the following locations:
- Wednesday, April 19th, 5:00-7:00 p.m. at Camino Del Sol Park
- Thursday, April 20th, 5:00-7:00 p.m. at Hobson Park

Residents are invited to stop by to talk with Oxnard P.D. personnel and learn about community resources available for youth, parents, and families. Additional information will be made available about these events early next week.

Oxnard Police Department personnel will be on local Spanish radio stations on Monday to provide awareness and prevention tips for local parents.

The Oxnard Police Department needs and greatly appreciates the public’s assistance in solving the above cases, and encourages the public to continue to report suspicious activity; it is often the public’s actions that have been of great help in addressing crime.

DETAILS: (Oxnard, Calif) – On April 12, 2017, at approximately 11 p.m., Oxnard police officers responded to a shooting victim at the intersection of San Gorgonio Avenue and Featherstone Street. Police officers arrived on scene and located a 22 year old Hispanic male in the street with gunshot wounds. The police officers provided the victim with first aid until EMS personnel arrived on scene. The victim was transported to the Ventura County Medical Center by ambulance. Despite the lifesaving efforts of the police officers, EMS personnel and hospital staff, the victim succumbed to injuries.

Investigators with the Major Crimes Unit and the Violent Crimes Unit responded to the crime scene to assume the investigation. The motive for the homicide is unknown, but gang motivation has not been ruled out.

The City of Oxnard offers a $10,000 reward for information leading to the arrest and conviction of a suspect(s) in homicide cases. (OXNARD, Calif) – Detectives with the Oxnard Police Department’s Violent Crimes Unit and Major Crimes Unit are investigating the shooting of a 32 year old Oxnard resident.

On April 8, 2017 at approximately 9:50 p.m., Oxnard police officers responded to a shooting victim in the 1000 block of King Street. When police officers arrived, they located a Hispanic male with a gunshot wound. The victim was transported from the scene in an ambulance to the Ventura County Medical Center. The victim is currently in critical condition in the Intensive Care Unit.

Detectives were called to the scene to assist with the investigation. There is no clear motive for the shooting. The investigation is continuing.

Your Oxnard Police Department is declaring April 2017 to Be Fraud/Identity Theft/Scam Prevention Month. During the month of April, Oxnard Police Department will be disseminating crime prevention information regarding these three topics.

Saturday’s SHRED-IT event is the beginning of this month long initiative. As the public is aware, identity theft has become a big problem in our society. On a daily basis our Financial Crimes Investigator is notifying victims that their information was compromised and recovered on a suspect arrested for crimes ranging from narcotics offenses to vehicle theft. Many victims were not aware that their information was in the hands of criminals who intended to use it for fraudulent purposes. Many victims report that they did not shred their paperwork for a variety of reasons. The recent arrest of Tamara Lynn Hill aka Frazier for using a victim’s information to fraudulently receive benefits from the State of California in excess of $10,000 is an example of how complicated fraud crimes can quickly become for victims.

“Shred” events are one method of preventing identity theft in our community. It allows those that do not have personal shredders to shred their documents securely and not risk them landing in the possession of those who would use the information to obtain goods and services. Because paperwork can build over a period of time, it is recommended to go paperless through secure online services such as from your banks or other financial institutions. Here are some other tips to help you avoid becoming a victim of identity theft:

Do not leave anything containing your personal identifying information in your car or anyplace where someone could take it.
Do not leave any mail clipped to a mailbox or in an unsecured location.
Do not throw away unopened mail especially if it comes from a financial or credit institution – get a shredder.
Obtain a credit report annually and check all existing accounts monthly.
Activate all online bank account services so that you can control them or de-activate them as appropriate so that criminals are unable to access your accounts through online open doors. Use anti-virus/malware and secure banking features with your online browsing software.

During Saturday’s Community Shred-It Event we collected over 26,000 lbs. in personal documents for shredding and a few hundred pounds of e-waste! This guarantees that those documents will not be used for identity theft or fraud!

After an extensive investigation with the partnership of the California State Investigators for Department of Health & Human Services and the Ventura County District Attorney’s Office, the Oxnard Police Department served a search warrant and arrest warrant on Tamara Lynn Hill aka Frazier at her home in the Vanoni Ranch apartment complex in Ventura. The investigation began when an Oxnard resident reported that her identity was fraudulently used by Hill to lease an apartment in Oxnard in March of 2016. The investigation led to the discovery that Hill also used the victim’s information to fraudulently receive benefits from the State of California in excess of $10,000. Hill was already facing several unrelated criminal charges of fraud and ID Theft in Ventura County Superior Court. Detective Escalante, the Financial Crimes Investigator for the Oxnard Police Department, has been involved in many of those investigations. During the search warrant service, evidence was found indicating that many additional victims of ID Theft and mail theft have not yet been confirmed. Detective Escalante is requesting that anybody who believes that Hill may have stolen their identity for fraudulent purpose to please contact (805) 385-7661. In addition, evidence of illegal drug sales was discovered during the search warrant service, and Hill was later arrested for drug sales charges on April 7, 2017. Hill is currently in custody with the Ventura County Sheriff’s Department.

On April 6, 2017 at approximately 6:20 p.m., Oxnard officers and two K-9 Teams from the K-9 Unit responded to a call regarding a wanted felon inside a residence in the 1100 block of North A Street. Officers contacted a family member who confirmed that wanted felon, 29 year old Pablo Vasquez, was inside the residence with two other family members. Vasquez had two outstanding felony warrants for his arrest (terrorist threats and resisting an officer with threats or violence). A family member told officers that they were concerned the family members inside the residence were being held against their will.

After about an hour officers were able to make contact with the two family members that were inside the residence and officers safely extracted them. Family members confirmed that Vasquez was hiding inside of the residence. Officers made several announcements to get Vasquez to surrender but he was uncooperative. Due to Vasquez’ violent history, police service dog “Leo” was then brought in to conduct a search of the residence. K-9 “Leo” quickly located Vasquez who was hiding in a bedroom in the rear of the residence. After “Leo” located Vasquez, he surrendered without further incident. Vasquez was booked into county jail for the two outstanding felony warrants for his arrest.

On April 4, 2017, at 5:44 p.m., officers from the Oxnard Police Department and EMS personnel responded to a collision at the intersection of Saviers Road and Elm Street. When officers and EMS personnel arrived, they discovered that the collision involved a Toyota pickup truck and a motorcycle. Based on the preliminary investigation, the driver of the pickup truck was traveling northbound on Saviers Road and made a left turn at Elm Street directly in front of the motorcyclist, who was traveling southbound on Saviers Road. The motorcyclist was unable to avoid the collision and collided with the pickup truck. The force of the collision caused the motorcyclist to be ejected from the motorcycle.

The motorcyclist, Thomas Hartley a 36-year-old Oxnard resident, was transported to the Ventura County Medical Center due to severe injuries and is listed in critical condition. The driver of the pickup truck, Ros Amelia Glover a 65-year-old Oxnard resident, remained at the scene of the collision and was uninjured.

It is not believed that alcohol and/or drugs are factors involved in the collision. The collision is still under investigation.

On April 04, 2017, at about 1551 hours, officers from the Oxnard Police Department responded to a hit-and-run collision in the area of Oxnard Blvd. and Garonne St. The hit-and-run suspect vehicle was observed leaving the area by an Oxnard police detective. The vehicle was eventually stopped at the intersection of Gonzales Rd. and Harbor Blvd. The vehicle’s right rear tire had deflated and come off the rim, and the rim was worn down to the diameter of the brake drum.

The driver of the vehicle, Kevin Henry, was arrested for driving under the influence of alcohol. During a search of the vehicle prior to towing, a loaded firearm was located hidden in the center console.

The victim of the hit-and-run did not wish prosecution.
