Riders Urged to Get Trained and Ride Safe

Improving Motorcycle Safety Aim of Oxnard Police Department Operation

The Oxnard Police Department is joining law enforcement statewide and across the United States in the National Motorcycle Safety Awareness Month special enforcement operations. In addition, the California Motorcyclist Safety Program is offering special, low-cost rider training classes during the month of May.

The Oxnard Police Department will be conducting specialized Motorcycle Safety Enforcement Operations on May 7, 2017, and May 28, 2017, in an effort to lower deaths and injuries. Extra officers will be patrolling areas frequented by motorcyclists and where motorcycle crashes occur. Officers will be looking for violations made by drivers and riders alike that can lead to motorcycle crashes. They will be cracking down on both those operating vehicles and motorcycles who are under the influence of drugs or alcohol, speeding, making illegal turns, or any other dangerous violations.

The California Motorcyclist Safety Program (CMSP) is offering a “Total Control Refresher Training” course during the month of May. This four-hour riding class is for experienced riders with a current motorcycle license. Riders will use their own street-legal motorcycle during the class taught by CMSP-certified instructors at a cost of only $95. California motorcycle fatalities saw a phenomenal drop of 37 percent from 2008 to 2010, but then rose 31 percent by 2015. Efforts like these are aimed at curbing any more rises in motorcycle deaths and sending the numbers back downward. Over the course of the past three years in Oxnard, motorcycle-involved collisions have resulted in five fatal and 121 injury crashes.

News riders are urged to get basic training through the California Motorcyclist Safety Program. Information and training locations are available at http://www.californiamotorcyclist.com or 1-877 RIDE 411 (1-877-743-3411).

Funding for this program is provided by a grant from the California Office of Traffic Safety through the National Highway Traffic Safety Administration. The message to all drivers and motorcyclists is: share in the responsibility and do your part by safely “sharing the road.”

INCIDENT:	Oxnard Violent Crimes Unit arrests two subjects for carjacking, kidnapping and street terrorism

On 4/3/2017, at 2116 hours, officers from the Oxnard Police Department were dispatched to 133 West Pleasant Valley Road in Oxnard reference a carjacking that occurred earlier. Officers contacted the victim, who stated he was seated in his vehicle in the 500 block of Cuesta Del Mar Drive when he was approached by four subjects. The victim described the suspects as four Hispanic males in their twenties. The victim stated one of the suspects was armed with a sawed off shotgun.

The suspects entered the victim’s vehicle and forced him to drive to the area of Pleasant Valley Road and Saviers Road where they assaulted and threatened him with the shotgun. The victim was able to flee from the vehicle and the suspects stole the victim’s vehicle.

On 4/14/2017, the victim’s vehicle was located unoccupied in the City of Ventura.

On 4/19/17, officers from the Oxnard Police Department Neighborhood Policing Team located a chrome and wooden sawed off shotgun hidden in the bushes in front of 527 Cuesta Del Mar Drive. This shotgun matched the description of the firearm used during this violent crime.

Investigators from the Oxnard Police Department’s Violent Crimes Unit (VCU) were able to identify two of the four suspects as 18 year old Joseph Salas and 19 year old Pedro Juarez, both Oxnard residents.

On 5/2/2017, VCU investigators arrested Salas at the Ventura County Jail where he was being held on an unrelated charge of carjacking. A short time later officers from the Oxnard Police Department Neighborhood Policing Team located and arrested Juarez in the 500 block of Cuesta Del Mar Drive.

Both Salas and Juarez were booked into the Ventura County Jail for carjacking, kidnapping and street terrorism. Salas and Juarez are both documented members of an Oxnard criminal street gang.

VCU investigators are continuing their investigation to identify the other two suspects.

Traffic Enforcement Operation Plan for Oxnard

The Oxnard Police Department will be conducting a Bicycle & Pedestrian Safety Enforcement Operation on May 2, 2017. The goal of this operation is to help reduce the number of collisions involving pedestrians and bicyclists by enforcing the traffic violations that often result in these collisions.

For the past three years the Oxnard Police Department has identified several locations throughout the City where there has been an unusually high number of collisions involving pedestrians and bicyclists.

Officers will be looking for violations made by drivers, bicyclists, and pedestrians alike that often lead to life changing injuries. Special attention will be directed towards drivers who are speeding, making illegal turns, failing to stop for signs and signals, failing to yield to pedestrians in cross walks, and any other dangerous violations.

Citations will also be issued to pedestrians who are observed crossing streets illegally or failing to yield to drivers who have the right of way. Bicyclists will also receive citations when they fail to follow the same traffic laws that apply to motorists. The Oxnard Police Department urges all bicyclists to always wear a helmet. Bicyclist under the age of 18 are required to do so by law. Pedestrians should cross streets only in marked crosswalks or at corners.

Bicycle and pedestrian fatalities are on the rise in California as more people use these non-motorized means of transportation. Locally, the Oxnard Police Department has investigated 14 fatal and 506 injury collisions involving pedestrians and bicyclists during the past 3 years. In 2013, California witnessed 701 pedestrians and 141 bicyclists killed, accounting for more than 28 percent of all traffic fatalities.

Detectives with the Oxnard Police Department and agents with the Federal Bureau of Investigation arrested two suspects that authorities say were involved in the murder of 25 year old Oxnard resident Giovanni Vega.

On December 8, 2016, Vega was found shot to death in the 200 block of West Vineyard Avenue. Detectives with the Major Crimes Unit and Violent Crimes Unit responded to the scene to investigate the murder. During the course of the investigation, detectives were able to identify two suspects. Detectives say that 24 year old Christopher Arevalo and 23 year old Joseph Minister were involved in Vega’s death. Detectives believe the motive for the killing was gang related.

Major Crimes Detectives diligently and persistently investigated the homicide case, and worked very closely with the Ventura County District Attorney’s Office. The detectives were able to obtain sufficient evidence against Arevalo and Minister in order to arrest them for the murder of Giovanni Vega. During the investigation, detectives learned that Arevalo fled California shortly after the murder and was possibly hiding out in New Mexico.

Major Crimes Detectives obtained an arrest warrant for Arevalo and requested assistance from the FBI. The Ventura County FBI Office joined in the search for Arevalo. Additional FBI Agents and other investigative resources stationed in New Mexico participated in the search for Arevalo.

On April 28, 2017, at approximately 7 a.m., FBI Agents spotted Arevalo at a residence in Farmington, New Mexico. The FBI’s SWAT Team served a federal search warrant at the residence and took Arevalo into custody without incident. The FBI and their agents were instrumental in the search and arrest of Arevalo. Arevalo is in the process of being extradited back to Ventura County. He is currently being held at the San Juan County Adult Detention Facility in New Mexico.

On April 28, 2017, at approximately 6 p.m., Oxnard Police Officers assigned to the Special Enforcement Unit (SEU) contacted and arrested Joseph Minister at his residence. Minister is currently in custody at Ventura County Jail for murder. His bail is set at $2,000,000.00.

DUI Checkpoint Nets Three Arrests

The Oxnard Police Department Traffic Unit conducted a DUI/Driver’s license checkpoint on April 29, 2017, between the hours of 8:00 p.m. and 3:00 a.m. The location of the checkpoint was southbound Rose Avenue north of Lindsey Drive. Checkpoints are placed in locations that have the greatest opportunity for achieving drunk and drugged driving deterrence and provide the greatest safety for officers and the public.

In recent years, California has seen a disturbing increase in drug-impaired driving crashes. The Oxnard Police Department supports the new effort from the Office of Traffic Safety that aims to educate all drivers that “DUI Doesn’t Just Mean Booze.” If you take prescription drugs, particularly those with a driving or operating machinery warning on the label, you might be impaired enough to get a DUI. Marijuana can also be impairing, especially in combination with alcohol or other drugs, and can result in a DUI.

Drivers are encouraged to download the Designated Driver VIP, or “DDVIP,” free mobile app for Android or iPhone. The DDVIP app helps find nearby bars and restaurants that feature free incentives for the designated sober driver, from free non-alcoholic drinks to free appetizers and more. The feature-packed app even has social media tie-ins and even a tab for the non-DD to call Uber, Lyft or Curb.

Drivers caught driving impaired can expect the impact of a DUI arrest to include jail time, fines, fees, DUI classes, license suspension and other expenses that can exceed $10,000, not to mention the embarrassment when friends and family find out.

The Oxnard Police Department will be conducting additional DUI/Driver’s license checkpoints and DUI saturation patrols in our ongoing commitment to lowering deaths and injuries upon our streets and highways.

Oxnard, California – On April 29th from 10 a.m. to 2 p.m. the Oxnard Police Department and the Drug Enforcement Administration (DEA) gave the public an opportunity to prevent pill abuse and theft by ridding their homes of potentially dangerous expired, unused, and unwanted prescription drugs. Two locations were available for medication disposal: the Oxnard Police Department located at 251 South C Street and the CVS Pharmacy at 551 S. Ventura Rd. The service provided was free and anonymous, no questions asked. At the conclusion of this event, the Oxnard Police Department collected approximately 450 pounds of medications. That is almost 400 pounds more than what was collected in October of 2016!

This initiative addresses a vital public safety and public health issue. Medicines that languish in home cabinets are highly susceptible to diversion, misuse, and abuse. Rates of prescription drug abuse in the U.S. are alarmingly high, as are the number of accidental poisonings and overdoses due to these drugs. Studies show that a majority of abused prescription drugs are obtained from family and friends, including from the home medicine cabinet. In addition, Americans are now advised that their usual methods for disposing of unused medicines—flushing them down the toilet or throwing them in the trash—both pose potential safety and health hazards.

DUI/Driver’s License Checkpoint Planned this Weekend

The Oxnard Police Department Traffic Unit will be conducting a DUI/Driver’s license checkpoint on April 29, 2017, at an undisclosed location within the city limits between the hours of 8:00 p.m. to 3:00 a.m.

In recent years, California has seen a disturbing increase in drug-impaired driving crashes. Oxnard PD supports the new effort from the Office of Traffic Safety that aims to educate all drivers that “DUI Doesn’t Just Mean Booze.” If you take prescription drugs, particularly those with a driving or operating machinery warning on the label, you might be impaired enough to get a DUI. Marijuana can also be impairing, especially in combination with alcohol or other drugs, and can result in a DUI.

The deterrent effect of High Visibility Enforcement using both DUI checkpoints and DUI saturation patrols has proven to lower the number of persons killed and injured in alcohol or drug-impaired crashes. Research shows that crashes involving an impaired driver can be reduced by up to 20 percent when well-publicized proactive DUI operations are conducted routinely.

DUI checkpoints like this one are placed in locations based on collision statistics and frequency of DUI arrests, afford the greatest opportunity for achieving drunk and drugged driving deterrence. Locations are chosen with safety considerations for the officers and the public.

In California, alcohol involved collisions led to 1,155 deaths and nearly 24,000 serious injuries in 2014 because someone failed to designate a sober driver. Over the course of the past three years, Oxnard PD officers have investigated 718 DUI collisions which have claimed eight lives and resulted in another 468 injuries.

Officers will be looking for signs of alcohol and/or drug impairment, with officers checking drivers for proper licensing, delaying motorists only momentarily. When possible, specially trained officers will be available to evaluate those suspected of drug-impaired driving, which now accounts for a growing number of impaired driving crashes.

Studies of California drivers have shown that 30 percent of drivers in fatal crashes had one or more drugs in their systems. A study of active drivers showed more tested positive for drugs that may impair driving (14 percent) than did for alcohol (7.3 percent). Of the drugs, marijuana was most prevalent, at 7.4 percent, slightly more than alcohol. Everyone should be mindful that if you’re taking medication – whether prescription or over-the-counter – drinking even small amounts of alcohol can greatly intensify the impairment affects.

On 4/27/17 at 11:14 P.M. Officers from the Oxnard Police Department responded to the 2000 Block of North Ventura Road reference a shooting victim. Upon arrival, Officers located an additional shooting victim in the immediate area. One male victim sustained a minor gunshot wound and the second male victim sustained multiple gunshot wounds. Both victims were transported to the Ventura County Medical Center for non-life threatening injuries and are listed in stable condition. Detectives are attempting to locate any witnesses and the investigation is ongoing.

On April 27, 2017, at approximately 4:16 p.m., officers from the Oxnard Police Department and EMS personnel responded to a collision which occurred at the intersection of Wooley Road and Commercial Avenue. When officers and EMS personnel arrived, they discovered a 21-year-old Hispanic female pedestrian had been struck by a vehicle and sustained serious injuries. Based on the preliminary investigation, it was determined that the driver of the white 2016 Dodge Challenger was traveling westbound on Wooley Road through the intersection of Commercial Avenue and was struck by dark sedan attempting to make a left turn from eastbound Wooley Road to northbound Commercial Avenue. After the collision, the driver of the Dodge Challenger lost control of his vehicle and collided with the pedestrian who was walking on the north sidewalk of Wooley Road.

EMS personnel transported the pedestrian to the Ventura County Medical Center due to her injuries where she is currently listed in critical condition. The driver of the Dodge Challenger, identified as Pedro Luis Murillo Orellana, was uninjured and cooperated with the investigation. The driver of the dark sedan fled the scene of the collision and was last seen driving away from the intersection.

The Oxnard Police Department Property Crimes Unit would like to inform the residents and business owners of Oxnard that there have been eight (8) commercial burglaries between April 23, 2017 and April 26, 2017. These particular commercial burglaries are set apart by the fact that the burglars are targeting cash registers and safes located inside the businesses. Force was used to gain entry to all of the businesses and the burglaries have been taking place during the late hours of the night to early hours of the morning.

This information is not being disseminated to alarm the business owners of Oxnard but to inform and prepare them to take precautions after-hours.

During these investigations, it has come to the attention of the Property Crimes Unit that it is common practice for some businesses to leave cash in the till for business use the next day. Please be cognizant that while it may seem more efficient, it does leave your business open to being a target for crime. The Property Crimes Unit encourages you to consider the following tips to help your business avoid becoming a victim of crime.

Remove all currency on-site and deposit it at your preferred financial institution.
Leave the cash drawer open and empty after-hours.
After-hours, if possible and your register is located close to windows, remove the cash register altogether and store in a safe, locked area.
Consider purchasing and installing a surveillance system with cameras both in front and to the rear of your business (make sure it has the ability to record clear images at night).
Test alarm and surveillance systems for functionality when you test smoke and carbon monoxide detectors.
