On 9/8/17, at approximately 3:40 a.m., an officer from the Oxnard Police Department arrived at the apartment complex in the 500 block of W. Vineyard Avenue for an unrelated call for service when he observed suspect Daniel Esquivel sleeping in the driver’s seat of a gray Nissan Altima. When the officer contacted Esquivel, Esquivel attempted to flee in the vehicle and rammed the front of the officer’s patrol vehicle. The collision caused the Nissan to become disabled. Responding officers arrived and Esquivel was taken into custody. Esquivel and the officer were not injured.

During a search of the Nissan, officers located a loaded handgun, several rounds of ammunition, narcotics and other items associated with drug sales. Esquivel was found to be a previously convicted felon and prohibited from possessing a firearm. Esquivel was arrested for several weapons and narcotics related offenses and booked into the Ventura County Jail.

Bicycle & Pedestrian Safety Operation Plan for Oxnard

The Oxnard Police Department will be conducting a Bicycle & Pedestrian Safety Enforcement Operation on September 8, 2017, with focused enforcement on collision causing factors involving motorists, pedestrians, and bicyclists.

The Oxnard Police Department has mapped out locations over the past three (3) years where pedestrian and bike collisions have occurred along with the violations that led to those crashes. Extra officers will be on-duty patrolling areas where bicycle, pedestrian, and traffic crashes occur in an effort to lower deaths and injuries.

Officers will be looking for violations made by drivers, bike riders, and pedestrians alike that can lead to life changing injuries. Special attention will be directed toward drivers speeding, making illegal turns, failing to stop for signs and signals, failing to yield to pedestrians in crosswalks or any other dangerous violation.

Additionally, enforcement will be taken for observed violations when pedestrians cross the street illegally or fail to yield to drivers who have the right of way. Bike riders will be stopped and citations issued when they fail to follow the same traffic laws that apply to motorists. All riders are reminded to always wear a helmet – those under 18 years of age must wear helmets by law. Pedestrians should cross the street only at marked crosswalks or at corners.

Bicycle and pedestrian fatalities are rising in California as more people use these non-motorized means of transportation. Locally, the Oxnard Police Department has investigated fifteen fatal and 506 injury collisions involving pedestrians and bicyclists during the past three (3) years. In 2013, California witnessed 701 pedestrians and 141 bicyclists killed, accounting for more than 28 percent of all traffic fatalities.

Funding for this program is provided by a grant from the California Office of Traffic Safety through the National Highway Traffic Safety Administration.

On 9/2/17, at approximately 3:34 p.m., Oxnard officers responded to the 200 block of W. Esplanade Dr. reference a theft of tires from a bicycle. The incident was reported to the police by an alert passerby who saw the suspect removing the tires from a bicycle that was locked to a bicycle rack. The suspect then rode away on a different bicycle. The passerby provided a detailed description to police dispatch and an officer located the suspect nearby. The suspect, identified as Christopher Jones, was found to be on supervised release for theft related charges. The officer searched Jones pursuant to his probation and located a meth pipe. A second officer located the victim who happened to be working in one of the stores.

Jones was found to be in possession of the victim’s tires and wheels. Jones was arrested for possession of narcotic paraphernalia and possession of stolen property. Jones was transported to the Oxnard Police Department and charged with an additional narcotics related charge for bringing methamphetamine into the holding facility.

DUI Checkpoint Nets Four DUI Arrests

The Oxnard Police Department Traffic Unit conducted a DUI/Driver’s License Checkpoint on August 31, 2017, between the hours of 6:00 p.m. and 11:00 p.m. The checkpoint was located southbound Rose Avenue south of Tiesa Lane. Checkpoints are placed in locations that have the greatest opportunity for achieving drunk and drugged driving deterrence and provide the greatest safety for officers and the public.

In recent years, California has seen a disturbing increase in drug-impaired driving crashes. The Oxnard Police Department supports the new effort from the Office of Traffic Safety that aims to educate all drivers that “DUI Doesn’t Just Mean Booze.” If you take prescription drugs, particularly those with a driving or operating machinery warning on the label, you might be impaired enough to get a DUI. Marijuana can also be impairing, especially in combination with alcohol or other drugs, and can result in a DUI.

Studies of California drivers have shown that 30 percent of drivers in fatal crashes had one or more drugs in their systems. A study of active drivers showed more tested positive for drugs that may impair driving (14 percent) than did for alcohol (7.3 percent). Of the drugs, marijuana was most prevalent, at 7.4 percent, slightly more than alcohol.

Drivers are encouraged to download the Designated Driver VIP, or “DDVIP,” free mobile app for Android or iPhone. The DDVIP app helps find nearby bars and restaurants that feature free incentives for the designated sober driver, from free non-alcoholic drinks to free appetizers and more. The feature-packed app even has social media tie-ins and a tab for the non-designated driver to call Uber, Lyft, or Curb.

Drivers caught driving impaired can expect the impact of a DUI arrest to include jail time, fines, fees, DUI classes, license suspension and other expenses that can exceed $10,000 not to mention the embarrassment when friends and family find out.

The Oxnard Police Department will be conducting additional DUI/Driver’s License Checkpoints and DUI Saturation Patrols in our ongoing commitment to lowering deaths and injuries upon our streets and highways.

The checkpoint was funded by a grant from the California Office of Traffic Safety, through the National Highway Traffic Safety Administration, reminding everyone to ‘Report Drunk Driver – Call 9-1-1’.

On August 29^th, 2017 at around 8:15 PM officers from the Oxnard Police Department responded to 1012 South Oxnard Boulevard regarding a stabbing that had just occurred.

When officers arrived they located a 47 year old female suffering from several stab wounds to her upper body. The victim was transported to the Ventura County Medical Center in stable condition.

Officers also contacted the suspect Lea Ann Myers at the location. Myers was arrested for attempted murder and transported to the Ventura County Sheriff’s Department main jail where she was booked in lieu of $500,000 bail.

On 8/30/17, at about 12:15 PM, a concerned citizen called the Oxnard Police Department to report seeing a subject in a vehicle in possession of a handgun. The citizen gave the dispatcher a description of the vehicle and the vehicles license plate number. Patrol Officers in the area located the vehicle parked on Aster Street east of “H” Street. Quintero was contacted near the vehicle and found to be in possession of a loaded handgun. Quintero was also believed to be under the influence of a controlled substance.

Quintero was arrested for firearms related charges and later booked into Ventura County Jail.

Investigators from the Ventura County Violent Crimes Task Force (VCVCTF) were conducting a joint operation with the Federal Bureau of Investigations reference a cold case homicide which occurred in Salem, Oregon in 1998. Investigators were contacted by the Salem Police Department Criminal Investigations Unit, who requested assistance in locating and identifying a subject of interest in the homicide, who was identified as Fernando Cortez. The VCVCTF was able to locate and identify the subject who was residing in the City of Oxnard under the alias of Moises Garibay.

Investigators from the Salem Police Department issued an arrest warrant for Cortez. On 08/29/2017, at approximately 7:00 AM, investigators from the VCVCTF contacted Cortez in the area of the 1900 block of Ginger Street and took him into custody without incident. Cortez was subsequently booked into the Ventura County Jail for Second-Degree Mur

DETAILS: On August 29, 2017, at approximately 7:00 PM, Oxnard police officers responded to the corner of H Street and Gonzales Road in reference to a robbery with a knife. Officers learned three males approached the victim and one of the males demanded a cellphone while threatening the victim with a knife. The victim feared for his life and gave the suspect a cellular phone. All three subjects then ran from the area.

While a patrol officer was checking the location for the subjects, he noticed the primary suspect who immediately ran from the officer. The officer chased the suspect into an apartment complex on Ginger St. The suspect was found a short time later hiding inside a nearby apartment. He was arrested for the robbery and the stolen property was recovered. The suspect was a male juvenile and he was subsequently booked into the Juvenile Hall for the robbery.

On August 29, 2017, at approximately 5:30AM, Officers from the Oxnard Police Department responded to a call of a stabbing victim in the 4800 block of Clover Drive. When Officers arrived on scene they located the victim, a 57 year old male, with a stab wound to his neck. The victim was transported to a local hospital where he underwent emergency surgery and is currently in stable condition.

The suspect, 21 year old Noah Bernal, had fled the scene prior to Officer’s arrival. Investigators from the Oxnard Police Department’s Violent Crimes Unit (VCU) responded to scene to investigate the stabbing.

At approximately 8:30 hours, suspect Bernal returned to the 4800 block of Clover Drive, and was seen on the roof top of a home. VCU investigators immediately responded to the area and located Bernal loitering in the area. Bernal was quickly apprehended by investigators without incident. Bernal was arrested for attempt murder and is currently being held on $500,000 bail at the Ventura County Sheriffs Main Jail.

On August 26, 2017 Officers from the Oxnard Police Department Special Enforcement Unit (Gang Unit) were conducting directed gang enforcement in the Colonia neighborhood.

At approximately 4:00PM hours, SEU officers contacted Colonia gang member John Rodriguez. Rodriguez was found to be on probation and he was escorted to his residence where a probation search was conducted. Officers located a loaded, illegal shotgun in Rodriguez room. Rodriguez was also found to be in possession of narcotics. Rodriguez was arrested without incident and charged with several firearm related violations and possession of narcotics.
