SUBJECT: Residential Burglary Leads to Arrest and Recovery of Stolen Vehicle

On April 13th, at approximately 4:30 P.M., officers from the Oxnard Police Department responded to a home in the 1200 block of Beverly Drive to investigate a residential burglary that occurred earlier in the afternoon. Officers quickly learned that the home’s video surveillance system captured footage of the female suspect entering the home and exiting with several valuable stolen items. The suspect was also seen entering the victim’s white, 2021 Chevrolet Silverado 3500 pick-up truck and driving away with it.

During the investigation, officers learned that the stolen truck was equipped with OnStar. Within one hour, officers located the stolen truck in the parking lot of Oxnard Community Park West occupied by the female suspect, Violet Legend, who was seated in the driver’s seat wearing clothing taken during the burglary. Legend was taken into custody and found to be the same suspect observed on the home’s surveillance video committing the burglary. Legend was arrested for burglary, motor vehicle theft and narcotics related offenses. The items stolen during the burglary were located in the truck. Legend was also found to have an outstanding arrest warrant from a previous burglary investigation.

On April 12, 2024, at approximately 8:27 p.m., officers from the Oxnard Police Department and EMS personnel responded to a call for service regarding a traffic collision involving a vehicle and a motorcyclist in the area of Third Street and Marquita Street.

Upon arrival, officers located the motorcyclist in the roadway suffering from significant injuries. The motorcyclist, later identified as Antonio Magallanes, was quickly transported to the Ventura County Medical Center for treatment. The driver of the vehicle, identified as Jorge Ivan Cruz Bautista, remained at the scene and cooperated with investigators.

Investigators believe the motorcyclist was traveling westbound on Third Street and collided into the Honda at the intersection of Marquita Street. Investigators believe speed may be a contributing factor to the collision however the investigation is ongoing.

SUBJECT: Documented Gang Member / Parolee Found to be in Possession of a Stolen Firearm and Methamphetamine

On April 12^th 2024, at approximately 4:48 p.m., officers from the Oxnard Special Enforcement Unit (Gang Unit) were patrolling near Rose Avenue and Channel Islands Boulevard when they conducted an enforcement stop on a vehicle for a vehicle code violation. Officers contacted the driver, Joseph Tamayo, who was found to be on parole.

In accordance with the terms of his parole, officers conducted a parole search of Tamayo’s residence where they located one half pound of crystal methamphetamine and a loaded, stolen handgun. Officers arrested and charged Tamayo with a parole violation. The investigation regarding Tamayo’s possession of the firearm and narcotics is ongoing.

He was last seen leaving his residence on foot in Oxnard today at approximately 7:00 a.m. He was wearing a tan bucket hat, black jacket, and pants of unknown color.

SUBJECT: Suspect Arrested for Continuous Sexual Assault of a Child

On March 12, 2024, at approximately 10:00 A.M., Investigators from the Oxnard Police Department Family Protection Unit were contacted by the Santa Paula Police Department in reference to an 11-year-old female sexual assault victim. The investigation discovered that the suspect, Jesus Gonzalez Arteaga, a 43-year-old Oxnard resident, has been sexually assaulting the 11-year-old since she was eight years old. During the investigation, the suspect fled, and investigators from the Family Protection Unit worked diligently to gather enough evidence to secure an arrest warrant for Arteaga.

On April 6, 2024, at approximately 1:00 P.M., members of the Oxnard Police Department Drug Enforcement Unit, Oxnard Police Special Enforcement Unit, Oxnard Police K-9 team, and Deputies from the Ventura County Sheriff’s Department were able to apprehend Arteaga without incident in the 1300 block of Cachuma Avenue, in the City of Ventura. Arteaga was transported and booked into the Ventura County Main Jail, for 288.5 PC – Continuous Sexual Abuse of a Child.

SUBJECT: Documented Gang Member / Parolee Found to be in Possession of a P80 Firearm

On April 5^th 2024, at approximately 5:47 p.m., officers from the Oxnard Special Enforcement Unit (Gang Unit) were patrolling near Entrada and Gonzales Rd. when they observed Eddie Rojo riding as a passenger in a vehicle. The officers had prior contacts with Rojo and knew that he is on parole for felony firearms possession. The officers were also aware that Rojo is a documented criminal street gang member.

Officers attempted to conduct a traffic stop on the vehicle and the driver, identified as George Lindsay, initially failed to yield. As Lindsay continued to drive away, officers observed Rojo toss a handgun from the vehicle. Lindsay ultimately stopped, and the handgun was recovered. Upon further inspection officers learned the firearm was a loaded 9-millimeter, Glock-style, Polymer 80, un-serialized, semi-automatic handgun. Polymer 80 semi-automatic handguns are sold commercially as incomplete, without serial numbers, and must be further manufactured to make them into functioning firearms.

Lindsay was arrested for allowing his passenger to have a loaded firearm in the vehicle. Lindsay was searched at the Oxnard Police Department prior to being booked. Officers located methamphetamine on Lindsay’s person and charged Lindsay with possessing methamphetamine for sale.

Officers charged Rojo with a parole violation. The investigation regarding Rojo’s possession of the firearm is continuing.

On April 3^rd, the Oxnard Police Department’s Traffic unit conducted a distracted driver enforcement operation. At about 4:25PM, a traffic officer conducted a traffic stop for vehicle code violations at the above location. During their contact with the occupants of the vehicle, officers learned that one of the passengers, Yanez, was in possession of a firearm with a loaded high capacity magazine. Yanez was arrested for multiple firearms violations. The driver of the vehicle was arrested for driving under the influence of alcohol.

On March 17, 2024, at approximately 11:53 P.M., officers from the Oxnard Police Department responded to a call of a fight with possible shots being fired in the 1000 block of Industrial Ave. Officers and EMS personnel arrived on scene and located a 35-year-old female, later identified as Yanelly Vargas, suffering from a gunshot wound to the torso. Vargas was immediately transported to the Ventura County Medical Center, where she succumbed to her injuries.

Investigators from the Oxnard Police Department worked diligently to identify the two suspects in this case. On April 3, 2024, members of the Oxnard Police Department Special Enforcement Unit and K-9 team were able to apprehend both suspects without incident. The suspects were identified as Margarita Jimenez, a 33-year-old female Oxnard resident, and Jorge Garfias, a 36-year-old male Ventura resident. Investigators determined Garfias was previously involved in a romantic relationship with Yanelly. Jimenez and Garfias were transported to the Ventura County Main Jail, where they were booked for the murder of Yanelly Vargas.

Although the persons responsible for this senseless murder have been arrested, this is still an ongoing investigation.
