On December 2, 2017, the Oxnard Downtowners’ Association will be hosting its annual Downtown Holiday Parade themed “Christmas under the Sea”. The event will begin at 10:00 a.m. and conclude at 12:00 p.m. This will be followed by the 2017 Oxnard Tamale Festival to be held in Plaza Park.

These events are expected to draw large crowds and traffic delays should be expected.  The Oxnard Police Department will be handling traffic control to expedite the flow of traffic surrounding the event site.  Starting at 7:30 a.m. on December 2^nd, the following streets will be closed to vehicular traffic:

• A Street from Wooley Road to Fifth Street
• Ninth Street from A Street to B Street
• Fifth Street from A Street to C Street
• C Street from Sixth Street to Second Street
• Second Street from D Street to A Street
• B Street from Fourth Street to Fifth Street and First Street to Second Street
• A Street from First Street to Second Street

Parking will be restricted along the parade route and some surrounding streets.  The recommended parking area for persons attending the parade and other downtown events is the multi-level parking structure located at Third Street and B Street.

These traffic flow modifications are taking place to assist in relieving the traffic congestion from this event in a timely and orderly fashion, with caution for pedestrians.

On November 30, 2017, at 4:00 p.m., the Ventura County Medical Examiner’s Office contacted the Oxnard Police Department to advise that the passenger involved in the collision, 18-year-old Rosalinda Zavala of Oxnard, died today despite receiving medical treatment.

The collision is still under investigation.  Officer Philip Flores, who is the lead collision investigator, is requesting anyone who has information about the collision to contact him at (805) 200-5668 or via email at [email protected].

DETAILS:

On November 28, 2017, at approximately 4:54 p.m., officers from the Oxnard Police Department and EMS personnel responded to a single vehicle collision which occurred on Edison Drive south of McWane Blvd.   When officers arrived, they discovered that a 2010 Chrysler Sebring, driven by 20-year-old Oxnard resident Leticia Jennifer Medina, had collided with a gate.  Medina sustained minor injuries however the passenger, 18-year-old Rosalinda Zavala of Oxnard, sustained major injuries.  Zavala was immediately transported to the Ventura County Medical Center where she is listed in critical condition.  Medina was also transported to the hospital but was released after receiving treatment due to minor injuries.

Based on the initial investigation, it was determined that the Medina was driving northbound in the southbound lane of Edison Drive south of McWane Blvd.  Zavala was seated in the right front passenger seat filming vehicles in the area.   As Medina continued northbound along the west curb line, the vehicle collided with a large metal gate which penetrated the passenger compartment and possibly struck Zavala.

Speed and alcohol/drugs are not believed to be contributing factors to the collision.  The collision is still under investigation.  Anyone who has information about this collision is urged to contact Officer Philip Flores at (805) 200-5668 or via email at [email protected].

DUI/Driver’s License Checkpoint Planned this Friday

The Oxnard Police Department Traffic Unit will be conducting a DUI/Driver’s License Checkpoint on Friday, November 17, 2017, at an undisclosed location within the city limits between the hours of 8:00 p.m. to 3:00 a.m.

The deterrent effect of DUI checkpoints is a proven resource in reducing the number of persons killed and injured in alcohol or drug involved crashes.  Research shows that crashes involving an impaired driver can be reduced by up to 20 percent when well-publicized DUI checkpoints and proactive DUI patrols are conducted routinely. DUI checkpoints are placed in locations based on collision statistics and frequency of DUI arrests, affording the greatest opportunity for achieving drunk and drugged driving deterrence. Locations are chosen with safety considerations for the officers and the public.

In California, this deadly crime led to 867 deaths and over 23,000 serious injuries in 2013 because someone failed to designate a sober driver.  Nationally, the latest data shows over 10,000 were killed by an impaired driver. Over the course of the past three years, Oxnard officers have investigated 673 DUI collisions, which have claimed 10 lives and resulted in another 446 injuries.

Officers will be looking for signs of alcohol and/or drug impairment with officers checking drivers for proper licensing delaying motorists only momentarily.  When possible, specially trained officers will be available to evaluate those suspected of drug-impaired driving, which now accounts for a growing number of impaired driving crashes.

Recent statistics reveal that 30 percent of drivers in fatal crashes had one or more drugs in their systems.  A study of active drivers showed more tested positive for drugs that may impair driving (14 percent) than did for alcohol (7.3 percent).  Of the drugs, marijuana was most prevalent, at 7.4 percent, slightly more than alcohol. Everyone should be mindful that if you’re taking medication – whether prescription or over-the-counter – drinking even small amounts of alcohol can greatly intensify the impairment effects.

Law Enforcement emphasizes the preventable nature of drunk driving reminding everyone that all it takes is a little planning ahead. Designate a sober driver or call a cab. But whatever you do, don’t drink and drive. The California Office of Traffic Safety DDVIP (Designated Driver VIP) mobile app is now available for free download on iOS and Android devices. Launched last year, the new DDVIP app offers enhanced features, allowing users to “Map a Spot” with their current location to find DDVIP partnering establishments in their area or a “List of Spots” to search all participating bars and restaurants throughout California. Users will be offered free incentives at each bar to celebrate their life-saving role.  They can stay up-to-date with the latest from DDVIP and see what other users are saying via its social tab. Also through the app, for those who want to imbibe but also make it a point to plan ahead, users can easily order a sober ride from Uber, Lyft or Curb – all from one screen.

Drivers caught driving impaired can expect the impact of a DUI arrest to include jail time, fines, fees, DUI classes, other expenses that can exceed $10,000 not to mention the embarrassment when friends and family find out.

Funding for this checkpoint is provided to the Oxnard Police Department by a grant from the California Office of Traffic Safety, through the National Highway Traffic Safety Administration, reminding everyone to ‘Report Drunk Driver – Call 9-1-1’.
