SUBJECT: California Department of Alcoholic Beverage Control "Shoulder Tap” Operation

On February, 1, 2025, officers from the Oxnard Police Department and agents from the California Department of Alcoholic Beverage Control (ABC) conducted a joint “Shoulder Tap” operation in the City of Oxnard related to furnishing alcoholic beverages to minors. This enforcement operation is designed to create awareness about the dangers of underage drinking throughout California and keep communities safe. During the operation, eight Oxnard residents were contacted and three purchased alcohol for the minor decoys.
A “Shoulder Tap” operation focuses on adults who purchase alcohol for persons under the age of 21. During the operation, a minor, under the direct supervision of law enforcement, stands outside of a liquor or convenience store and asks customers to buy them alcohol. The minor also indicates they are underage and cannot purchase the alcohol. If an adult agrees to purchase alcohol for the underage person, they can be arrested for furnishing alcohol to a minor. The penalty for furnishing alcohol to a minor is a minimum $3,000 fine and 24 hours of community service.
Statistics have shown that young people under the age of 21 have a much higher risk of being involved in a crash than older drivers. About 25 percent of fatal crashes involve underage drinking according to the National Highway Traffic Safety Administration (NHTSA). This operation was funded by ABC’s Alcohol Policing Partnership program.
There is heavy traffic in the area of Saviers Road between Channel Islands Blvd and Yucca Street. Residents should expect delays and are asked to use alternate routes.

On February 1, 2025, at approximately 3:22 a.m., officers from the Oxnard Police Department responded with Emergency Medical Services to a single vehicle traffic collision near the intersection of Latigo Avenue and Graves Avenue. Officers and EMS arrived and found Johann Villanueva suffering from life-threatening injuries. He was quickly transported to the Ventura County Medical Center where he later succumbed to his injuries.
Based on the initial investigation, it is believed Villanueva was the sole occupant of his vehicle, and no other vehicles were involved. Villanueva was driving westbound Latigo Avenue, when for reasons unknown, his vehicle struck a curb west of the intersection. He lost control of his vehicle, drove off the roadway and collided with a tree. It is unknown if speed, alcohol and/or drugs were contributing factors to this collision. The investigation is ongoing.

The Oxnard Police Department is seeking the community’s assistance in locating an at-risk adult who has been missing since January 29, 2025. Jesus Contreras suffers from Dementia and was last seen in his residence on the 1200 block of south H Street at 11:00 PM. He is believed to be wearing a dark blue hat with the letter “T” on it, a white plaid jacket, and black sweatpants. Mr. Contreras is 5’-10” tall and weighs approximately 140 pounds. It was not known where he was headed.
